I. Introduction:
According to the Presidential decree number 218/2007, under which the Science and Technology Development Fund (STDF) was founded, the STDF mandate is to promote Science and Technology (S&T) through funding scientific research and technology development in a way that supports the complete cycle of innovation. The STDF vision is to act as a tool of change for the improvement of the life of Egyptians. Its mission is to generate a critical mass of human, logistic and infrastructure resources that are needed for a complete cycle of innovation. Consequently, the STDFs specific objectives are to fund S&T activities, develop innovation capacity, enhance and monitor S&T systems and develop appropriate and flexible funding mechanisms for S&T. A major component of the STDFs general plan is to implement its objectives within the context of the national S&T development strategy.

II. Grant Objectives:


The main objective of the current grant is to bridge the gap and enhance the collaboration between the academic community and the industry and service sectors to eliminate Egypts economic and social challenges by developing a knowledge-based-economy. Through this grant the relevant state-of-the-art knowledge of the academic community will be exploited to resolve the problems of both industrial and service sectors, while simultaneously exposing the applied problems of the two sectors to the academic community, offering it more frontiers for applied experience and new research.

III. Grant Scope


This grant is designed to cover Research and Development (R&D) problem solving and process development activities. This should be emphasized in the agreed work packages. It should be clear that consultancy works are highly discouraged.

IV. Application Submission:


Industrial/service entities can upload their problems or development activity to STDF`s website www.stdf.org.eg.

V. Grant Mechanism:
1. Interested industrial/service entities shall submit their intention to STDF to participate in the program, with a description of the R&D problem or the required development activities and a brief description of the required outcomes (see Attachment I). Moreover, the industrial/service entity can nominate a certain researcher/research team for participation. STDF will then announce in confidence the submitted problems to all relevant universities and research centers, and interested researchers will be asked to submit an application form summarizing their related experience in dealing with the topic. STDF will screen all the application forms submitted by researchers and will match a researcher/research team to each applicant industrial/service entity. The selected researcher/research team will have to be approved by the industrial/service entity. After the matching process, the selected researcher/research team with the industrial/service entity shall jointly prepare a detailed proposal for the project implementation, specifying problem description, development activities, milestones, team members, contribution of each team member, and project outcomes (see Attachment II). The joint proposal shall then be subject to review and approval from STDF before project initiation. Upon proposal acceptance and project initiation, progress reports shall be submitted every six months to STDF and a final report shall be submitted one month after the end of the project outlining the main outcomes of the project (see Attachment III).

VI. Eligibility Criteria


All industrial/service entities currently operating in Egypt are welcome to apply to the grant for solving any Research and Development (R&D) related problem and/or fulfilling its process development needs. The Principal Investigator (PI) of the research team shall hold at least a PhD degree and should be affiliated to a recognized university or research institution. Only one PhD holder will be allowed in the research team. The rest of the team members (if any) shall be graduate or senior undergraduate students only. Participation of such junior scientists is highly encouraged and shall be merited in the proposal review process. The maximum duration for a project is two years.

VII. Eligible Expenses


This grant shall cover only the honorarium for the researcher/research team for the work conducted. Gross monthly payment for each project shall not exceed L.E. 15,000 for the project duration depending on seniority, experience and percentage of time dedicated to the project by the research team, and without violating current STDF researcher honorarium guidelines. The beneficiary industrial/service entity shall cover any other necessary expenses related to the execution of the project. These include; purchase of equipment, infrastructure, workspaces, machinery, supplies and consumables, ...etc.

VIII. Responsibilities
Research Team Responsibilities: The PI of the research team shall dedicate two working days per week for the execution of the project. The consent of the PIs institution regarding this condition shall be included in the full proposal (Attachment II).

The PI of the research team shall be responsible for the timely submission of the progress and final reports to STDF as indicated in Section V. Industrial/service entity Responsibilities: The industrial/service entity shall, to its best capacity and without violating any internal policies, avail all requirements for the execution of the project to the research team. STDF Responsibilities: STDF shall provide the research teams honorarium monthly based on the progress indicated in the progress and final reports. Site visits may be conducted by STDF at any time to monitor the project progress.

IX. Intellectual Property (IP)


If the project resulted in any novel product or process, the Intellectual Property Rights (IPR) shall be owned by the beneficiary industrial/service entity. The research team shall be designated as inventor(s) and shall be entitled to a caseby-case negotiable portion of any revenues resulting from exploiting the resulting IP.

Attachment I Industrial/Service Entity Application


Intention for program participation shall be uploaded by the industrial/service entitys representative to STDF website and should include the following content, ordered as follows: a) Cover page that includes: Project title, industrial/service entity name, address, Head of industrial/service entity and his/her contact information (Tel, FAX, email), name of contact/responsible person, his/her title, and his/her contact information (Mobile phone, Tel, FAX, email). b) Industrial/service entity sector (Annex 1), status (private or public sector, multinational, working under permit, etc), total number of employees and capital. c) Department for which the development work is sought (Annex 2). d) Brief description of the problem in Arabic and English. e) Field of sought expertise of the research team; such as mechanical engineering, accounting, information technology, finance, business administration, human resources development, marketing .etc. f) Expected impact of the project on the overall performance of the entity.

Attachment II Full Proposal Format


Submission of the full Proposal will take place after the matching process conducted by the STDF. The proposal must be uploaded to STDF website and should include the following content: a) A cover page containing the following items: Project title [English and Arabic], Project field, Project duration, Industrial/service entity name, address, Head of entity and his/her contact information (Tel, FAX, email), name of contact responsible person, his/her title, and his/her contact information (Mobile phone, Tel, FAX, email), Name of the Principal Investigator (PI), affiliation and contact information (Mob, Tel, FAX, email), b) Research team members and involved employees from the industrial/service entity if applicable (name, role, and approximate working hours), c) Current process description, d) Problem statement, e) Proposal Objectives, f) Method/Approach, g) Time frame (duration of each activity), h) Project outcomes and impact, i) A letter signed and endorsed by the research teams institution, approving the collaboration of the researcher with the industrial/service entity for at least two working days every week. The proposal should be written in a 12-point Arial font format, one and half-line spacing and 1-inch page margins from the 4 sides. The proposal must be endorsed and signed by both the industrial/service entity as well as the researcher and uploaded to STDF website as a pdf file.

Attachment III Progress/Final Reports Format


Each report should contain the following information: a) A cover page containing the following items: Project title, Project number, Researcher name & affiliation, Industrial/service entity name, Starting and ending dates of the project. b) Objectives of the project c) Activities conducted to date, indicating the role of the participants in each activity d) List of equipment used e) Problems encountered and how they are/were addressed f) Positive results, deliverables and outputs that were achieved g) Signatures of both the researcher and the industrial/service entity representative h) Efficiency, effectiveness and impact of the implemented technical solution or process development on the overall performance of the industrial/service entity and recommendations for future work (final report only).
