SUBJECT: FY05 AAC BRAC Impacts/Actions

1. Purpose: To provide information on the status of the AAC FY05 BRAC impacts and
action taken to date.

2. Facts:

a. Fort Gillem, GA is being realigned to a contiguous Enclave resulting in the 2nd


Recruiting Brigade being directed to relocate to Redstone Arsenal, AL and the Atlanta
Recruiting MEPS becoming a Discretionary relocation.

- Impact:
o Current construction project at Fort Gillem for new 2nd Brigade
headquarters facility suspended pending congressional approval of the
BRAC recommendations.

- Action:
o The Atlanta MEPS has requested to remain on the Fort Gillem enclave as
a discretionary decision.
o ACSIM is requesting congress approve the modification of current project
for current construction project be moved from Fort Gillem to Redstone
Arsenal.
o Created PN 64259 – Construction of new facility on Redstone Arsenal, AL
for the 2nd Recruiting Brigade and the AMEDD Battalion.

b. Fort Monroe, VA is being closed and the Accession and Cadet Command
headquarters is directed to relocate to Fort Knox, KY

- Impact:
o Buildings 1001, 1002, and 1003 are being renovated to address the
Accession Command headquarters; a new IT building is programmed to
address the AAC Information directorate.
o Building 1310 and 1467 is being renovated to address the Cadet
Command headquarters.
o Building 6579 and 6580 will be release back to post when above projects is
completed and buildings occupied.
- Action:
o Created PN 65307 – Renovation of Building 1001, 1002, and 1003 for the
Accession Command Headquarters.
o PN 57302 – Requested ACSIM approve modification of this IT MCA
project to address the AAC and Cadet IT consolidation at Fort Knox.
o PN 65312 – Renovation of Building 1310 & 1467 for the Cadet Command
Headquarters.

c. Naval Support Activity, LA is being realigned creating a discretionary relocation of the


New Orleans Recruiting battalion and the New Orleans MEPS.

- Impact:
o The New Orleans Recruiting Battalion and 5th Recruiting Brigade chose
the Belle Chasse Naval Air Stations as gaining installation. Hurricane
Katrina has potential impact to that decision.
o The New Orleans Recruiting MEPS and MEPCOM chose the Belle
Chasse Naval Air Stations as gaining installation. Hurricane Katrina has
potential impact to that decision.
- Action:
o PN 64267 – Construct new facility on Belle Chasse Naval Air Station for
the New Orleans Recruiting Battalion.
o PN 59892 – Construct new facility on Belle Chasse Naval Air Station for
the New Orleans Recruiting MEPS.

d. Brunswick Naval Air Station, MA is being closed creating a discretionary relocation of


the New England Recruiting battalion.

- Impact:
o The New England Recruiting Battalion and 1sth Recruiting Brigade
tentatively chose Natick Laboratories, MASS as the gaining installation to
address the discretionary relocation.
- Action:
o PN 57327 – Construct new facility on Natick Laboratories, MASS for the
New England Recruiting Battalion.

e. Fort Hamilton, NY is being realigned with the New York Recruiting battalion and two
(2) companies directed to relocate to a new Army Reserve Center being constructed on
Fort Hamilton.

- Impact:
o The New York Recruiting Battalion and two (2) companies are currently
located in a facility on Fort Hamilton that will be demolished after the
new facility is occupied.
- Action:
o PN 64588 – Construct new facility on Fort Hamilton, NY for the New
York Reserves and the New England Recruiting Battalion with 2
companies.
f. Camp Dodge, IA is being realigned with the Des Moines Recruiting battalion, the Des
Moines MEPS and the Iowa National Guard units.

- Impact:
o The Des Moines Recruiting Battalion was directed to relocate to Camp
Dodge, IA from lease space in downtown Des Moines.
o The Des Moines Recruiting MEPS was directed to relocate to Camp
Dodge, IA from lease space in downtown Des Moines.
- Action:
o PN 64768 – Construct new facility on Camp Dodge for the Des Moines
Recruiting Battalion, The Des Moines MEPS, and the Iowa National
Guard.

h. Fort Benning, GA is being realigned with the Armor School from Fort Knox
impacting the Army Marksmanship Unit (AMU)currently located at Fort Benning.

- Impact:

o The realignment creates a requirement to relocate the AMU to a new


facility due to intra post moves to accommodate BRAC.

- Action:
o PN ##### – Constructs or renovates several facilities on Fort Benning to
address the total BRAC impact requirements to the installation. The
construction of a new AMU facility is one of those requirements.

i. Fort Monmouth, NJ is being closed creating a discretionary relocation of the Central


Jersey Company (1K4) and the North Jersey Company (1K7).

- Impact:
o The Mid Atlantic Recruiting Battalion and 1sth Recruiting Brigade
tentatively chose Lakehurst NAS as the gaining installation to address the
discretionary relocation of the Central Jersey Company.
o The Mid Atlantic Recruiting Battalion and 1sth Recruiting Brigade is
researching the delineated area of the North Jersey Company to identify a
Reserve or National Guard Center to relocate the North Jersey Company.

- Action:

o Working the DD1391 to address both discretionary moves.
