Sales people negotiate with customers at booths selling mobile phones at a shopping mall in Beijing on 3 Sept, 2013. REUTErS BEIJING, 5 Nov Chinas services industry picked up in October, a private survey showed on Tuesday, with gains in new business and employment providing further evidence the economy has found its footing as Beijing prepares to lay out its reform agenda for the next decade. Top leaders have pushed for stability in the economy over fast growth as they look to restructure it away from a credit and investment-driven growth model to one led by consumer demand, with the services sector the main focus. The HSBC/Markit services PMI rose to 52.6 from Septembers 52.4, holding well above the 50 line that separates expansion from contraction. New business growth reached a sevenmonth high and employment rose for the second straight month. It has been the priority to develop the service sector said Kevin Lai, chief regional economist at Daiwa Securities. But the progress has been slow, the economy is still

very much driven by investment. Chinas leaders will lay out their reform plans at the Communist Partys third plenary session from 9-12 November. They have made it clear they want to see industries with overcapacity, such as steel and shipbuilding, shrink. New jobs will need to be found for workers laid off in traditional industries, and so the second consecutive rise in the services PMI employment measure will be welcome. Services accounted for about 45 percent of the economy in 2012 and the sector is already the biggest employer. Premier Li Keqiang has said it will be a balancing act to maintain employment amid the restructuring, saying 7.2 percent growth is needed to ensure a stable job market. We want to stabilise economic growth because we need to guarantee employment, Li told workers union representatives two weeks ago, in remarks that were published in full on Tuesday.Reuters

Monetary base hits record high for 8th straight month

TOKYO, 5 Nov Japans monetary base grew 45.8 percent in October from a year earlier to 186.87 trillion yen, hitting a record high for the eighth straight month as the Bank of Japan kept pumping money into the financial system to beat deflation under its ultraloose monetary policy, the central bank said on Tuesday. The average daily balance of liquidity provided by the central bank consisting of cash in circulation and the balance of current account deposits held by commercial financial institutions at the bank increased for the 18th consecutive month. The countrys monetary base at the end of October stood at 189.81 trillion yen, the highest level ever, the BOJ said. The balance of current account deposits the sum of funds the institutions can use freely more than doubled to 98.76 trillion yen, with the BOJ injecting more liquidity into the banking system by buying a large number of financial assets from banks. Two S Korean firms in Kaesong to close operations, quoting unfavourable business conditions
SEOUL, 5 Nov Two South Korean companies in the Kaesong industrial complex have decided to close operations due to the unfavourable business conditions, sources said on Tuesday. A textile manufacturer and an electronic parts producer have signed related contracts to sell their factories and land in the industrial complex, Yonhap news agency quoted the unification ministry and corporate insiders as saying. They added that another small company that makes stuffed goods at a factory apartment run by the Korea Industrial Complex Corp is also planning to abandon its Kaesong operations considering the increasing financial difficulties. Concerns caused by a cooling off of cross-border relations after the Kaesong complex reopened are making it hard to secure orders, and there are growing fears that things will not improve in the near future, Yonhap quoted a corporate source as saying, who declined to be identified. He said there are other companies who may decide to leave Kaesong if things dont improve soon. Entrepreneurs said companies in Kaesong are currently operating at just 50 percent capacity since the park resumed operation on 16 September. Three out of the 123 companies in the complex have not restarted their factories. Many companies are unsatisfied with the chaotic management in terms of travel, communications, customs and protection of South Korean workers. It is reported that other companies decided to leave because they are unable to payback 176.1 billion won (165.8 million US dollars) in insurance payments received from Seoul and the Democratic Peoples Republic of Korea (DPRK)s demand of supplemental security income, equal to 60 percent of its workers monthly pay starting this month.Xinhua

Apps pair with smart pens to bring digital handwriting

AMSTERDaM, 5 Nov Writing with pen and paper is entering the digital world thanks to new apps that work with smart pens to capture the written word and share and edit the content. New apps take what people write or sketch on paper with a smart pen and enhance it with highlights, graphics and text. The written word can also be shared by email or to other apps such as Dropbox, for cloud storage, or Evernote for archiving. EquilNote, an app for the iPhone and iPad, is paired with a smart pen called the Equil JOT. Its creators said the appeal is to preserve the art of writing, while updating it with digital enhancements. The best ideas often start on paper, said Greg Appelhof, president of the Americas for Equil, a South Koreabased company. But people use all sorts of ways of capturing notes, from sheets of paper to very expensive journals. We wanted to create something that could capture it all, regardless of where it was written, he said in an interview. As a note is written with the smart pen, it is simultaneously visible in the app and accurate to a pixel, according to Appelhof. The app communicates via Bluetooth with the smart pen and a receiver that sits at the top of a piece of paper. The receiver determines the smart pens position using infrared and ultrasonic waves.Reuters

Indian scientist claims to have found true origins of life on Earth

NEW DELhI, 5 Nov An Indian American scientist has claimed that he has found the answer to the question about how life on earth began more than 3.8 billion years ago. Sankar Chatterjee, professor of geo-sciences and curator of paleontology at the museum of Texas Tech University, has claimed that meteor and comet strikes likely brought the ingredients and created the right conditions for life on our planet. Chatterjee said that regular and heavy comet and meteorite bombardment on earths surface during its formative years, nearly four billion years ago, created large craters that not only contained water and the basic chemical building blocks for life, but also became the perfect crucible to concentrate and cook these chemicals to create the first simple organisms. After examining the environments of the oldest fossil-containing rocks on earth in Greenland, Australia and South Africa, Chatterjee came to the conclusion that these could be remnants of ancient craters and may be the very spots where life began in deep, dark and hot environments. When the earth formed some 4.5 billion years ago, it was a sterile planet, inhospitable to living organisms, Chatterjee said in a Press statement. It was a seething cauldron of erupting volcanoes, raining meteors and hot, noxious gasses. One billion years later, it was a placid, watery planet teeming with microbial life, he said. Chatterjee said life began in four steps of increasing complexity cosmic, geological, chemical and biological. He claimed that the earths perfect proximity to the sun provided an appropriate environment to begin life. The geological stage provides special dark, hot, and isolated environments of the crater basins with the hydrothermal vent systems that served as incubators for life, he said. PTI

One in five Sun-like stars may have Earth-sized planets: study

you look up at the thousands of stars in the night sky, the nearest sun-like star with an Earth-size planet in its habitable zone is probably only 12 light years away and can be seen with the naked eye. That is amazing, UC Berkeley graduate student Erik Petigura, who led the analysis of the Kepler data, said in a statement. WaShINGTON, 5 Nov One in five Sun-like stars may have planets about the size of Earth and a surface temperature conducive to life, US researchers said on Monday. Many of the extrasolar planets discovered so far are gas giants orbiting close to their parent star. Rocky Earth-like planets are hard to spot, leading to uncertainty about how many Earth-like planets may exist. Researchers from University of California, Berkeley, and University of Hawaii, Manoa, used data from the Kepler space telescope, now crippled with its four-year mission at an end, to search for planets with radii one to two times that of Earth and receiving between one and four times the stellar irradiation received on Earth. Stellar irradiation may determine whether water could exist as a liquid on these planets surfaces. Researchers have previously combed through more than 42,000 stars that are like the Sun or slightly cooler and smaller, and discovered 600 likely planets, including 10 with radii and stellar irradiation similar to those of Earth. Accounting for missed planets, the researchers concluded that about 22 percent of all Sun-like stars in the galaxy may be orbited by Earth-size planets receiving Earth-like levels of stellar energy, within the so-called habitable zone. What this means is, when With this result weve come home, in a sense, by showing that planets like our Earth are relatively common throughout the Milky Way galaxy, said Andrew Howard, a former UC Berkeley post-doctoral fellow who is now on the faculty of the Institute for Astronomy at the University of Hawaii.Reuters

ECB may soon join the flight of the doves

LONDON, 5 Nov Even as the euro zone economy shows faint signs of stirring, the European Central Bank is likely to send a dovish message this week that more monetary help will be on the way before long. After a plunge in inflation to 0.7 percent in the year to October, well below the ECBs target of just under 2 percent, UBS and RBS are among those who reckon a rate cut could come as soon as Thursdays policy-setting meeting. At the very least economists expect ECB President Mario Draghi to indicate that the balance of risk has tilted toward further easing, partly because the recent strength of the euro will hurt exports with a lag. But many believe it would make more sense for the ECB to hold fire until December, when the banks staff updates its growth and inflation forecasts. A significant downward revision to its inflation number for next year lets say at or below 1 percent, from 1.3 percent currently may push the ECB to act, said Giuseppe

Maraffino, a bond analyst at Barclays. A cut in the ECBs main refinancing rate, now at 0.50 percent, would have the greatest headline impact. Other options include a reduction in the deposit rate to below zero, which would have a bigger effect on money market rates, or a promise of another long-term refinancing operation to ensure banks have plentiful liquidity. Sarah Hewin, an economist with Standard Chartered Bank in London, agreed that disinflation made the case for a rate cut

Diet choices of Chinese women feed debate on health in pregnancy

WEllINGtON, 5 Nov Its the age old question for many migrant women as they prepare to start a family in a foreign land: whats best for my unborn baby the food I know or the food available in my new home? Some women can readily adapt to a new diet, but for Chinese women steeped in unique food and medicine culture that goes back centuries, the answers are not clear cut. Researchers in New Zealand are hoping to find some answers about what expectant mothers are eating in the countrys burgeoning Chinese community and how it affects the health of mother and child compared with women and children from established New Zealand families. Massey University researcher Jingjing Ma said on Monday she was studying the eating habits of about 150 Chinese immigrant women who are either pregnant or have given birth in New Zealand in the last five years. Little was known about the effects of dietary habits and changes of pregnant Chinese migrant woman and what effect these had on the health of mother and baby, Ma told Xinhua in a phone interview. Were trying to discover whether things like attitude can influence their eating habits and how their acculturation can influence their thinking, said Ma, who studied traditional Chinese medicine in her hometown of Taiyuan, north Chinas Shanxi Province. Changes in attitude could see Chinese women adapt a Western diet that was calcium or foliaterich, as recommended in Western medicine for pregnant women. However, traditional Chinese medicine teaches us to ask Can this food activate my supply? or Can I block my yin food or my yang food to balance my body?, said Ma. The gradual introduction of Western foods into China meant many Chinese immigrants were already partly accustomed to a new diet, but studies showed Chinese immigrants generally gained weight once they settled in Western culture, she said. BlackBerry calls off sale, replaces CEO

TORONtO, 5 Nov Blackberry Ltd will be getting a 1-billion US dollars injection instead of a direct buyout for now. After weeks of deliberation to purchase the company for a price tag of 4.7billion dollars, Fairfax Financial Holdings Ltd, the companys largest stakeholder, had up till Monday to complete its offer. But Fairfax announced Monday morning that it will lead a group of unnamed institutional investors to raise 1 billion dollars in capital to help the troubled Canadian smartphone maker revamp its operations. The money will be raised with a private placement of convertible debentures and Fairfax will take up 250 million US dollars of the debentures, it said in a press release. BlackBerry shares tumbled 1.10 Canadian dollars on the Toronto Stock Exchange on Monday, or 14 percent to 6.67 Canadian dollars apiece, after the news was released. When the deal closes, John S. Chen, former CEO of Sybase Inc, will replace BlackBerrys Thorsten Heins, who was named CEO of the company back in January 2012, to take on the role of executive chair of the BlackBerry board. This new plan will also see the return of chairman and CEO of Fairfax Prem Watsa, a former member on the Blackberry board

who left this summer when it announced that it would consider selling the company as part of a strategic review. Watsa will be welcomed back onto BlackBerrys board as lead director and chair of compensation. Todays announcement represents a significant vote of confidence in BlackBerry and its future by this group of preeminent, long-term investors, said Barbara Stymiest, chair of

Pakistan admits tension with US after Taleban chief killed in drone strike
bring the process on track. Regretting that the United Stated does not care of the concerns of others, he said Pakistan will not accept dictations from Washington. We will try to revive the peace process from where it has been broken, the minister said. The Taleban have some problems to elect their new leader and the talks would be impossible unless they agreed on the new leader, he added. Explaining the difficulties in holding dialogue with the Taleban, he told the lawmakers the government had exchanged messages with the Taleban for two weeks after a parliamentary conference in early September which had unanimously decided to hold talks with the Taleban to end bloodshed. However, the talks were delayed due to a Taleban attack which killed a major general that was followed by three major attacks over the past two months including one on a church that killed nearly 80 Christian worshippers. Nisar commended all the political parties for uniting to pursue peace talks, and showing patience despite the ongoing attacks. He also thanked the army which went the extra mile to protect the peace dialogue despite the developing grave security situation. He said the governments armed forces and the Taleban will not be responsible if the US again sabotages the peace process. US Vice President Biden to visit Japan, China, S Korea in December

WASHINGTON, 5 Nov US Vice President Joe Biden will travel to Japan, China and South Korea in the first week of December, with plans to discuss a proposed Trans-Pacific Partnership free trade agreement with Japanese leaders, the White House said on Monday. Biden will visit Japan between 2 and 4 December , during which he is scheduled to meet with Prime Minister Shinzo Abe and compare notes with Japanese officials on bilateral ties and Asia-Pacific affairs, according to the Japanese government. Bidens visit to Japan will come ahead of a ministerial meeting in Singapore among the United States, Japan and 10 other countries involving negotiations for concluding the US-led TPP pact by the end of this year. The vice presidents visit to Japan next month may also draw attention to the longstanding issue of how to implement the relocation of the US Marine Corps Futenma Air Station within Okinawa Prefecture in line with a bilateral accord. The Japanese government already asked Okinawa Gov. Hirokazu Nakaima to permit a land-filling project off the Henoko coastal area in Nago as a key step before starting construction on the relocation site for the Futenma base, which is now in the densely populated city of Ginowan.Nakaima, who is opposed to the plan and calls for a relocation of the air field to outside the prefecture, has said he may decide in December or later whether or not to permit the land-filling. In Beijing and Seoul, Biden will meet their leaders to compare notes on global and regional issues, the White House said. Kyodo News

e-Government scheme
There is a growing trend towards online application. The number of Internet users in the IT Age has increased all the more with wider online application. As computer, e-mail and Internet are at the forefront of daily activities, the role of e-Government has become increasingly crucial. The word of e-Government has become popular day by day based on different dimensions. Whatever it is, e-Government needs to be introduced through wider application of ICT in order that functions of governmental departments are swift, workable and effective. And a step-by-step approach should be taken towards achieving this long-term goal. The e-Government is a scheme in which most of the functions of governmental departments are undertaken swiftly and effectively through online. The scheme could make timeconsuming and labor-intensive departmental functions more applicable, effective and swifter. The extensive introduction of e-Government contributes not only to government departmental functions but to companies and social organizations that are related to the government, thereby improving socio-economic status of the people. Nowadays, the government in cooperation with computer professionals associations and entrepreneurs in regions and states has constituted regional e-Government committees in order to implement the e-Government scheme. As part of the scheme the e-Yangon Website of Yangon Region Government has been posted on a trial basis. Efforts are being made to bring about a complete and better e-Government before 2015. At a time when we need to reflect on what more we can do to realize our vision for a better world the e-Governments role is beyond question, for our urgent development challenge is to make sustainability a reality.

FSA investigates 3 megabanks over measures against criminal groups

TOKYO, 5 Nov Japans Financial Services Agency on Tuesday started investigations into the countrys three major banking groups, including scandal-hit Mizuho Financial Group Inc., focusing on measures to prevent ties to criminal groups. The FSA will additionally examine whether Mizuho deliberately submitted an incorrect report to the financial watchdog over the scandal involving loans made by Mizuho Bank to people linked to criminal groups that came to light in September. Finance Minister Taro Aso, concurrently serving as financial services minister, expressed displeasure that Mizuho made incorrect claims to the FSA, saying it was extremely undesirable. We will carefully consider how to deal with the issue, Aso said at a press conference, indicating his agency would impose an additional punishment on the bank. The financial watchdog is conducting on-site inspections of the financial groups operating major lenders Mizuho Bank, the Bank of Tokyo-Mitsubishi UFJ and Sumitomo Mitsui Banking Corp to ensure proper measures are in place. The FSA ordered Mizuho to improve its operations on 27 September based on the banks initial claim that its top management had not been alerted to the transactions with Chinas Premier Li Keqiang delivers a speech during the opening ceremony of 21st Century Council Beijing Conference at the Great Hall of the People, in Beijing, on 1 Nov, 2013. Mizuho has decided to forgo Satos pay for six months and punish more than 50 people. Kyodo News

S Korea, Japan, China to hold senior officials talks on Thursday

Shinsuke Sugiyama and Chinese Vice Foreign Minister Liu Zhenmin will head the delegations at the meeting, the eighth of its kind. Diplomatic sources said earlier that the officials would coordinate views on the feasibility of holding a trilateral summit by yearend, though such a possibility appears to be slim amid Japans soured relations with China and South Korea. South Korea initially planned to host a trilateral summit in May, but it was put off due to Chinas unwillingness to hold such talks amid tensions over the Senkaku Islands in the East China Sea, administered by Japan but claimed by China and Taiwan.Kyodo News

China needs 7.2 percent GDP growth for employment: premier

BEIJING, 5 Nov China needs to sustain economic growth of 7.2 percent to ensure a stable job market, Premier Li Keqiang said in remarks published on Monday, one of the few times a top official has stated the minimum level of growth needed for employment. Official calculation showed the worlds second-largest economy needs to grow at a rate of 7.2 percent annually to ensure 10 million jobs are being created each year, Li was quoted by the Workers Daily as saying. This would cap the urban unemployment rate at around 4 percent, he said. We want to stabilize economic growth because we need to guarantee employment essentially, Li said at a national workers meeting two weeks ago. His remarks were published in full for the first time on Monday. The government has said the slowdown has been partly engineered to make room for retooling the economy to ensure future growth is cleaner, more sustainable, less dependent on heavy investment and more reliant on consumption. Chinas economy is set to grow at its slackest pace in 23 years this year, at 7.5 percent, as its export sales falter on fragile global demand. Li reiterated that the 7.5 percent growth target for 2013 remains intact, but noted that weak exports sales were a risk. If the exports drop sharply, it would bring employment problem, Li said. Exports can directly create about 30 million jobs and add another 100 million jobs in other related industries, Li said, adding that every one percentage point in economic growth can create 1.3 million or even 1.5 million jobs. duty-free sales for foreign tourists

Chelseas manager Jose Mourinho reacts after their English League Cup fourth round soccer match against Arsenal at Emirates Stadium in London, on 29 Oct, 2013.REUTErS to the team. I will be making a lot of changes for sure, he said before leaving St James Park. Schalkes players got their own wake-up call from club president Clemens Toennies last week and they responded by bouncing back from successive defeats to Chelsea and Borussia Dortmund in the Bundesliga to win 2-0 at Hertha Berlin on Saturday. The players, who kept a clean sheet for the first time in five games, ran more than in any other league game and coach Jens Keller was pleased with their defending. What my team can take out of this game is that, when they are compact and defend set-pieces well, its hard for anybody to score against us, he said. Keller will have Kevin-Prince Boateng fit after the attacking midfielder returned to action on Saturday following a knee injury. Were in London and we know what quality theyve got, Boateng said. Were looking to get at least a point there. Were going to have to keep a clean sheet. Mexican armed forces take over security in key Pacific port

MEXICO CITY, 5 Nov Mexican armed forces have taken charge of security in the Pacific port of Lazaro Cardenas, a major cargo hub in a part of the country struggling to contain violent drug gangs. The government said on Monday that units of the army, navy and federal police were moving in to oversee access to and around Lazaro Cardenas, one of Mexicos principal gateways to trade with Asia on the southern flank of Michoacan state. Michoacan has been a regular flashpoint for shootings and attacks on officials since President Enrique Pena Nieto took power 11 months ago pledging to bring an end to widespread violence stemming from warring drug cartels. Government spokesman Eduardo Sanchez said the decision to replace local police in Lazaro Cardenas was part of a series of measures aimed at restoring stability to Michoacan. The specter of terrorism was conjured up by some security experts when various installations belonging to Mexicos state-run electricity company were temporarily knocked out in a series of attacks in Michoacan last weekend.
