Public Consultation on the Proposed STFAP Reform, Codal Provisions and Admissions Policy

Dear fellow student leaders:
Warm nationalist greetings! The Board of Regents, in its 1292nd meeting held last October 25, conducted a discussion on the proposed revisions to the Socialized Tuition and Financial Assistance Program (STFAP) and the suggested amendments to certain provisions in the UP Code (Articles 330, 430, and 431) which are perceived to be anti-poor. Due to a lack of comprehensive consultation with the students, we moved for the Board to defer the decision-making on these matters. As the motion has been adopted, these policies shall be tackled in the 1293rd meeting on November 28. Since the implementation of the STFAP in 1989, various student formations and sectors inside and outside the University have uncompromisingly opposed the STFAP. Indeed, these sectors firmly believe that the STFAP has served as a smokescreen for tuition and other fee increases, as in 2007 when tuition hiked by almost 300 percent. In like manner, recent events in the University such as the tragic demise of UP Manila student Kristel Tejada has put the spotlight on certain articles of the UP Code. Subject to the administration’s prerogative, these provisions have resulted in the implementation of repressive policies such as the Forced Leave of Absence (FLOA) policy, and the enrolment ineligibility system, among others. The Office of the Student Regent (OSR) thus maintains that these codal provisions remain incompatible with the April 2013 Board Resolution stating that, “No qualified UP student shall be denied access to the University due to financial incapacity.” Now more than ever, it is crucial for the student body to come together, discuss and come up with a unified stand in these issues.

In this light, the OSR calls on the cooperation of all the student formations so that we can conduct the public consultations. In UP Diliman, the university-wide public consultation will be held on November 15, 2013 at 1:00 PM. We will contact you personally so that we may set the consultation in your respective units before the November 28 Board meeting. I look forward to your cooperation regarding this matter.
