The Energy and Water Utilities Regulatory Authority (EWURA) is an independent, world class regulatory authority responsible for licensing, tariff regulation and quality of service regulation of the electricity, water, petroleum and natural gas sectors. EWURA has the following vacancies for which suitably qualified Tanzanian citizens are invited to apply.

1. ELECTRICITY DIVISION
Post Title: Duty Station: Reports to: Technical Manager Electricity One Post EWURA Head Office Dar es Salaam Director of Electricity

Technical Manager Electricity will be responsible for monitoring the coordination of technical matters of all Electricity sector performance under the supervision of the Director of Electricity. Main Duties and Responsibilities: i) To take responsibility for all technical matters in the Electricity Supply Industry (ESI), including generation, transmission, distribution, and renewable energy, To advise the Director of Electricity on all technical matters of the ESI, To supervise implementation of effective and efficient application of provisions of the Electricity Act in order to ensure technical, environmental and safety aspects of electricity sector are in conformity with provision of the Electricity Act, relevant laws governing environmental, health and safety matters, and good industry practices,

To ensure existence of appropriate codes for the various segments of the transmission and distribution systems, including grid code, distribution code and electrical installation codes, To liaise with Tanzania Bureau of Standards and other relevant institutions to establish and monitor standards of electrical goods and appliances manufactured or imported in the country, To ensure quality supply of electricity to all customer categories, To ensure Energy efficiency programmes are implemented according to policy including labeling of Electrical goods and apparatus, To perform Technical Audits of the facilities, To participate in Testing of power plant capacity when required, To arrange procurement of necessary tools, equipment and software packages necessary for various testing and system monitoring, To provide support to the Director of Electricity in issuing, renewing and revoking licenses for electricity generation, transmission, distribution, supply, system operation, cross-border trade, physical and financial trade in electricity, To ensure electrical installation is carried out in accordance with the law and accepted industry standards, To ensure all new infrastructure development projects are in conformity with approved national and regional power system master plan, To ensure timely receipt of reports from licensee and consolidated as required, and maintain up-to-date database of the power system status and operation, To effectively supervise and guide staff member(s) reporting to the job position, To undertake any other duties as assigned by the supervisor.

Academic Qualifications and Experience The ideal candidate for this position should have the following qualifications and experience: i) University Degree in Electrical Engineering. ii) Post graduate qualifications in the fields mentioned above or others such as Business Administration will be an added advantage.

iii) Knowledge and Competence in Information and Communications Technology (ICT) application iv) Experience in using at least one power system analysis package or power system planning tool. v) Not less than seven (7) years work experience in Electricity Industry. Post Title: Duty Station: Reports to: Principal Technical Engineer One Post EWURA Head Office Dar es Salaam Technical Manager - Electricity

Principal Technical Engineer Electricity will be responsible for carrying out the coordination of technical matters of all Electricity sector performance under the supervision of Technical Manager Electricity. Main Duties and Responsibilities: i) To take responsibility for all technical matters related to generation, transmission, distribution, system operations, cross border trading and supply activities of the ESI To advise the Technical Manager on technical matters To supervise practical implementation of provisions of the Electricity Act in order to ensure technical aspects of electricity sector are in conformity with provision of the Act and good industry practices. To collect and interpret relevant operational data in his/her jurisdiction and set up an appropriate data base that will assist in ensuring optimal provision of technical inputs required for regulating and controlling power supply, To participate in review, issuance, renewal or revoking of licenses in his/her jurisdiction in accordance with the Act and accepted standards including reviewing terms and conditions for such licenses, To carry out technical viability assessment of new infrastructure development projects and ensuring they are in conformity with approved power system master plan, To advise on the adequacy of the existing codes for the various segments of the transmission and distribution systems, including grid code, distribution code and electrical installation codes

Academic Qualifications and Experience The ideal candidate for this position should have the following qualifications and experience: i) Bachelor degree in Electrical Engineering. ii) Post graduate qualifications in the fields mentioned above or others such as Business Administration will be an added advantage. iii) Knowledge and Competence in Information and Communications Technology (ICT) application. iv) Experience in using at least one power system analysis package or power system planning tool will be a added Advantage. v) Not less than six (6) years work experience in relevant fields. Post Title: Senior Engineer -Renewable Energy One Post Duty Station: EWURA Head Office Dar es Salaam Reports to: Technical Manager - Electricity Senior Renewable Energy Engineer Electricity will be responsible for carrying out the coordination of renewable energy matters under the supervision of Technical Manager Electricity. Main Duties and Responsibilities:

To provide support in ensuring optimal provision of economic, technical, safety and environmental inputs to regulating and controlling the generation of electricity. To monitor activities of new and renewable energy and light handed regulation of Small Power Projects. To ensure compliance of approved Rules on Small Power Projects. To ensure yearly reviews and approvals of the Standardized Power Purchase Tariffs are conducted through the Small Power Projects Working Group. To ensure compliance of the parties to the Standardized Power Purchase Agreements and advise the Electricity Generation Manager on the status of operation.

To monitor renewable energy projects licensees performance and compliance in accordance with the Act. To ensure regular reporting of renewable energy information by developers.

(viii) To provide support in reviewing of application for renewable energy projects licenses and to carry out assessments, and other activities necessary for license applications. (ix) (x) (xi) To provide technical support in licensing of new renewable energy generation projects. To participate in dispute resolutions of various customers complaints. To undertake any other duties as assigned by the Electricity Technical Manager or his/her superiors.

Academic Qualifications and Experience The ideal candidate for this position should have the following qualifications and experience: i) Bachelor degree in Electrical Engineering or Energy. ii) Post graduate qualifications in the fields mentioned above or others such as Business Administration will be an added advantage.. iii) Knowledge and Competence in Information and Communications Technology (ICT) application. iv) Not less than five (5) years work experience in relevant fields, with at least three years involvement in renewable energy activities.

2. PETROLEUM DIVISION
Post Title: Duty Station: Reports to: Petroleum Inspector 2 Posts EWURA Head Office Dar es Salaam Chief Petroleum Inspector

Petroleum Inspectors will be responsible for carrying out the monitoring of standards of petroleum products and petroleum infrastructure in the Tanzania Mainland. Main Duties and Responsibilities: i) To participate in the process of establishing standards for petroleum infrastructure. Page 5 of 9

To participate in designing of rules and regulations for petroleum products. To participate in field inspections on providers of petroleum products so as to establish conformity with standards. To assist in soliciting, recording and processing feedback from providers of petroleum products regarding effects of regulatory policies and activities and recommend appropriate action To assist in following up on quality of delivery of petroleum products by licensed providers. To study and recommend appropriate conditions for licensing and supervising providers of petroleum products. To participate in working with other divisions to find amicable solutions over disputes involving providers of petroleum products and consumers.

Academic Qualifications and Experience The ideal candidate should have the following qualifications and experience: i) Possession of BSc. in Engineering (Petroleum, Chemical Processing or Mechanical) from a recognized University.

ii) Possession of Knowledge and Competence in Information and Communications Technology (ICT) application. iii) Possession of not less than three (3) years work experience in Petroleum Industry Post Title: Duty Station: Reports to: Commercial Officer - Petroleum 1 Post EWURA Head Office Dar es Salaam Principal Commercial Officer

Commercial Officer - Petroleum will be responsible for carrying out the monitoring of commercial aspects of petroleum products to the petroleum sector. Main Duties and Responsibilities: i) To liaise with Tanzania Ports Authority (TPA), Tanzania Revenue Authority (TRA), Petroleum Importation Coordinator (PIC) and Oil Marketing Companies (OMCs) on the submission of data and information regarding arrivals of petroleum cargo ships and Page 6 of 9

recording discharged volume of petroleum products for each importation by each company. ii) To keep record of oil companies stocks at deposits and wholesale and retail stations sales as required. iii) To collect data on wholesale and retail prices at regular intervals (weekly, monthly) and as and when required. iv) To establish a databank of persons involved in carrying out petroleum business including consumer installations (big farmers, mining companies, industries etc.), transport and LPG retailers. v) To reconcile monthly stock imports and monthly levy payment by importers of petroleum products and blending facilities.

vi) To follow-up on all regulated suppliers in the petroleum sector ensuring they comply with guidelines for submission of financial information as provided in relevant legislation. vii) Perform any other relevant duties as may be assigned by superiors from time to time. Academic Qualifications and Experience The ideal candidate should have the following qualifications and experience: i) Possession of a Bachelor degree in Engineering (Petroleum, Chemical Processing or Mechanical), Economics, Accountancy or Marketing from a recognized University. ii) Knowledge and Competence in Information Communications Technology (ICT) application. and

iii) Possession of not less than three (3) years work experience in the Petroleum Industry.

3. CORPORATE AFFAIRS DIVISION


Post Title: Duty Station: Reports to: Receptionist EWURA Head Office Dar es Salaam Principal Human Resources Officer

Receptionist will be responsible for ensuring that front office is properly managed to the customers satisfactions and upholding the image of the Authority. Main Duties and Responsibilities: i) To receive and direct visitors to appropriate offices Page 7 of 9

ii) To receive, direct and replay telephone and fax messages. iii) To receive mails, register and submit the same to the registry. iv) To assist and direct visitors to the respective offices. v) To manage and coordinate telephone calls to and from the office. vi) To undertake any other duties as assigned by the supervisor Academic Qualifications and Experience The ideal candidate for this position should have the following qualifications and experience: i) Possession of Advanced Level Secondary School Certificate with passes in Kiswahili and English languages.

ii) Possession of Diploma in Customer Care or Front Office management from a recognized Institution. iii) Possession of Certificate or Diploma in Secretarial duties from a recognized Institution will be an added advantage. iv) Possession of Knowledge and Competence in Information and Communications Technology (ICT) application, v) Relevant working experience in reputable organization of not less than two (2) years in relevant field.
