MEMORANDUM FOR THE RECORD:
SUBJECT: Information Briefing for SA on Project CASPER
1. On 28 August DCSLOG gave a 15 minute information briefing to SA
on Project CASPER. Persons in attendance were:
Mr. Vance
Lt Gen Colglazier, DCSLOG
Lt Col Gilman, DCSLOG, Briefer
Col Baldwin, OSA
Lt Col Allen, ASGS
2. The briefing traced the history of Project CASPER, the r equirements
placed on DA in connection with Project CASPER, accomplishments to date,
and summarized recent actions pertaining to the project.
3. Mr. Vance expressed particular interest in a prior action of
28 which, upon Mr . Stahr's recommendation, Sec Def forwarded a
proposed letter f rom the President to the Vice President. In this letter
the Vice President was r equested to provide recommendations and subsequent
f ollow-through in issuing dir ectives in order that additional progress is
made in furthering Project CASPER. Mr. Vance asked that he be advised in
"about three weeks" as to what info has been received as to specific actions
by the Vice President in this regard. (Subsequently, Col Baldwin advised
OCS that this info should be given OSA informally o/a 25 September 1962.)
