To define other matters related to the Election. It shall supervise and conduct the electoral process of the officers for the Regional Executive Officer. B. POWERS AND DUTIES OF THE RCOMELEC The RCOMELEC shall have the following duties and powers: A. Any amendments to or revisions to this Implementing Rules and Regulations may be proposed by any member of any local chapter upon a written request of such member. Provided that the number of Local Chapter Presidents eligible to vote at a certain time being reaches the quorum of the population. but still we highly recommend such practice to commence. otherwise. AMENDMENTS OR REVISIONS A. we encourage the Local Chapter to have at least the prospective set of officer for the next federation year. The RCOMELEC will announce the incoming Regional Executive Officers and the top seven (7) aspirants after the canvassing of votes. INCOMING LOCAL CHAPTER OFFICERS We recommend that all the Local Chapters will have their next set of Officers before the Federation year ends. The incoming Regional President will appoint the Regional Vice Presidents from the top seven aspirants. The sole prerogative/responsibility on the appointment of secretary general is borne by the newly-elected president provided that he/she is an aspirant on the elections. It shall be the primary duty of the Regional Vice President for Membership and the Council to effectively enforce the provisions of this Implementing Rules and Regulations. The Council shall be vested with the exclusive power to revise and amend the Implementing Rules and Regulations. The Council also has the sole right to interpret the contents of this Implementing Rules & Regulations and their decision will be binding and irrevocable. LIMITATIONS The implementing rules and regulations (IRR) or Official Memorandum to be drafted by the incumbent Commission on Elections must be under the approval of the Regional Executive Officers. The final decision will be vested by the Local Chapter’s school admin. ENFORCEMENT OF THE IMPLEMENTING RULES AND REGULATIONS A. The Local Chapter Officers is required to inform the Council about the new set of officers.
