TheLumosTreaty

WiththeinterestoffosteringpeacefulrelationswithintheMiddleEastandaroundtheWorld, signatoriesofTheLumosTreatyagreetoupholdtheprovisionsasfollows: ConcedetotheutilizationofnuclearenergyintheMiddleEastsolelyforpeaceful purposesandfortheirownuseonly. AllMiddleEasternStatesmaynotcreate,attempttocreate,orpossessenriched uraniumthatexceeds19.75%. AllsigningMiddleEasternStatesmust,within72hoursofsigning,accommodateIAEA inspections.Duringthefirstyear,allMiddleEastStatesmustbeinaccordancewithIAEA verificationandbytheendofthesecondyearanynuclearweaponsand/ornuclear weapongradematerialdiscoveredshallberemoved. AllMiddleEasternStatesmustcomplywithfullrangeIAEAinspections. AllNonProliferationTreatyNuclearWeaponsStateswilldeplete10%oftheirnuclear stockswithin5yearsofsigning. AllStatesinnoncompliancewillfacearangeofconsequenceselaborateduponbelow. Sanctionsandothereconomicbarrierswillbeliftedincrementallybasedontreaty complianceandwitheachpositiveIAEAinspection.

Article1:Obligations 1.AllsignatoriesofTheLumosTreatymustcomplywithIAEAstandards,inspections,and specifics. 2.TheIAEAwillenterallMiddleEastStateswhosignTheLumosTreatywithin72hourstobegin inspections.DuringthefirstyeartheIAEAwillinspectallMiddleEasternStates,andwillnot publiclyreportonwhattheinspectionsfind.Duringthesecond,allnuclearweaponsandhighly enricheduraniumandplutoniumwillhavebeendismantledandsenttoEU3withcooperationof theMiddleEastStateunderIAEAsupervision.Attheendofthesecondyearofthesigningofthe TreatyoftheLumos,theIAEAwillreportitsfindingsandcertifythateachMiddleEastStates doesnothavenuclearweapons. 3.UponapprovalbytheIAEAandafterthesecondyearofsigningTheLumosTreaty,all signatoriesofthistreatymustbecomemembersoftheNonProliferationTreaty(NPT). 4.AllsignatoriesmustadditionallyjointheComprehensiveTestBanTreaty(CTBT)in compliancewiththetreaty,nosignatorymaytestNuclearWeaponsinanyenvironment. 5.AnyMiddleEastStatewhohasenricheduraniumabove19.75%willdiluteittoatleast19.75% bytheendofthefirstyearofsigningtheTheLumosTreaty. 6.AllNonProliferationTreatyNuclearWeaponsStatesmustdeplete10%oftheirnuclear

weaponsstoreswithin5yearsofsigningtheTheLumosTreaty. 7.Nonationmaydirectlyorindirectlysell,trade,transport,ship,store,orprovideanynuclear materialstoanotherstate,region,roguethirdparty,oranyinterestgroups. Article2:DefinitionofNuclearMaterials 1.Anuclearweaponisanydevicethatreleasesnuclearenergyinanexplosivemannerasa resultofachainreactioninvolvingfusionorfission. 2.Thisincludesbutisnotlimitedtotestexplosives,uraniumenrichednucleardeviceand/ora plutoniumenrichednucleardevice. Article3:UseofNuclearMaterials 1.AllMiddleEasternStatesmayproduceforthemselvesnuclearenergyforonlypeaceful purposes. 2.Thoseinpossessionoforattemptingtocreatefacilitiesthatpotentiallyhavethecapacityto enrichuraniumandplutoniummustcomplywithbothregularandunannouncedinspectionsby theIAEA. 3.Limitationsofenrichmentcapabilitiesareasfollows: (a).Alluraniumenrichmentlevelsshallnotexceed19.75%inanyMiddleEastState. (b).IfanyMiddleEasternStatesareutilizingheavywaterreactors,enrichmentlevelsof theuraniumproducedshallnotexceed1.5%. 4.Inspectionsofnuclearpursuingsitesshallbeasfollows: (a).CompliancewiththistreatyassuresthattheIAEAwillbethebodyinchargeof inspectionsat,butnotlimitedto,nuclearpursuingfacilitiescentrifugeassembly workshopsuraniumminesandmillsandcentrifugerotorproductionworkshopsand storagefacilities. (b).TheIAEAhasthecapacitytoimposeinspectorsonsitewitha72hournotice,toany declaredorsuspectedsiteasdescribedabove. (c).AnysignatoryrefusingtocomplywithIAEAregulationswillbesubjectedtosanctions. Article4:ConsequencesofNoncompliance 1.AnypartyinnoncomplianceofTheLumosTreatywillfacetheimpositionofsanctionsbythe othersignatoriesofthistreatyandtheUNtargetingindustriesassociatedwithnuclear aspirationsaswellasthosemostprofitabletothenationinviolation. 2.AnypartyinnoncomplianceoftheTheLumosTreatywillhavetheirassetsfrozenand

internationalbankingregulatedbytheothersignatoriesofthistreatyandtheUN. 3.AnypartyinnoncomplianceoftheTheLumosTreatywillfacesanctionsbytheother signatoriesofthistreatyandtheUNinenergyresourcestrading,includingbutnotlimitedtocoal, petrochemical,andpetroleum. Article5:IncentivesofCompliance 1.WitheverysuccessfulbiannualIAEAinspectionconductedinMiddleEasternStates, sanctionsinplacewillbeliftedincrementally. 2.SuccessfulisdefinedasfullcooperationwiththeIAEAinanyandallrequests,aswellasfull andtransparentcompliancewiththeTheLumosTreaty. Article6:LocationofIAEAHeadquarters 1.TheIAEAHeadquarterswillbelocatedinJordanbytheendofthesecondyearofTheLumos Treaty. Article7:NonAggressionAgreement 1.Allsignatoriesagreenottoactinanyaggressivemanner,includingbutnotlimitedtoadirect orindirectthreateitherexternallyorinternally,toanyothersignatory. Article8:IAEAandNTIResponsibilities 1.TheIAEAwillinspect,monitor,andreportonallMiddleEastStates,followingitsguidelines andstandards,toensurethecomplianceofTheLumosTreaty. 2.TheNTIhastheauthoritytoassisttheIAEAinitsresponsibilitiesofTheLumosTreaty.
