THESE ARE NECESSARY & ESSENTIAL TO HANDLE ELECTRICITY WHICH IS A GOOD SERVANT BUT A BAD MASTER.

BRIEF DESCRIPTION OF INDIAN ELECTRICITY RULES (ON WHICH SAFETY PRECAUTIONS ARE BASED)

Rule:3

Provision of this rules stipulates that a list of authorized persons to perform duties assigned to them and possessing appropriate certificate of competency / work permit should be maintained by the owner of the electrical installations.

Rule:9

Records of all tests on the electrical installation to be maintained by the owner of the installation. Rule:29 Adequate rating of the electrical installations, i.e. the installations shall be of sufficient rating for power, insulation and fault current, mechanical strength to ensure safety of personnel and property.

Rule:30

Service line and apparatus of supplier on consumers premises shall be so maintained by the supplier that it shall not constitute any danger to the life or property of the consumer. Provision of cut-outs by the supplier in consumers premises in an accessible position and in a fire-proof receptacle shall be provided. Identification of earth neutral conductors and position of switches- switches shall be provided on live conductors, identification of permanent nature shall e provided to distinguish neutral conductor from live conductors and use of a simultaneously operate linked switch shall be made operate live & neutral conductor of the mains.

Efficiency of the earthing system- Besides the earthed terminal provided by the supplier, the consumer shall provide his own earthing system, with independent earth electrode (s), wherever necessary.

Rule:34

Accessibility of bare conductor Bare conductors in a building shall be inaccessible and readily accessible switches shall be provided for rendering the bare conductors dead whenever necessary. Rule:35 Danger Notice :-Danger Notice in local language, Hindi and English shall be affixed permanently in a conspicuous position in all electrical apparatus / structures.

Rule:36 Handling of electric supply line / apparatus.

Safety protective : devices such as approved type hand gloves rubber shoes, safety belts, ladders, discharge rod, helmets, line tester and the like, shall be provided as per requirement for protection of personnel from electrical and mechanical injury.
Rule:38 Cables for portable and transportable apparatus

Flexible cables used for portable and transportable apparatus shall be heavily insulated and adequately protected from mechanical injury. Frame of the portable apparatus shall be properly earthed. Single phase and 3 phase equipments shall have three core and four core cables respectively and the earth connection shall be identifiable.

Rule:41 Distinction of different circuits: Earth and every

circuit in the installation will have its own identification mark of nomenclature for identifications.
Rule:43 Protective

Equipment :-First Aid Box. Conspicuously marked & equipped with required contents shall be provided and maintained and trained personnel shall be available to render his services in First Aid shall be available. Fire buckets filled with clean dry sand, fire extinguishers suitable for electric fire shall be available in convenient place. The fire extinguisher shall be tested at least once a year & results of test recorded.

Rule:44

Instructions in local language, English &Hindi regarding restoration of persons from electric shock shall be affixed in conspicuous places. Rule:45 All electrical installations work shall be carried out by licensed contractors & persons duly authorized by State / Central Government.
Rule:48 ,49

Leakage on premises Insulation resistance between conductors and earth in meg-ohm shall be measured by 500V. to 1000Volt insulation testers and safe insulation resistance of the installation shall be maintained.

Rule:50 ,50A

Suitable linked switch / circuit breaker, placed near point of commencement of supply, easily accessible and with ease of operation shall be provided, circuit breaker / cut out to be provided in circuit to protect against excess drawl of energy. No live parts shall be exposed to cause danger. Multistory building of more than 15 meters high shall have the above provisions also.

Rule:51

All conductors(other than overhead lines): Shall be completely enclosed in mechanically strong metal easing, or non metallic conduit conforming to relevant standards. Metallic conduits shall be connected to a good earthing system. 1 meter width of space shall be in front of main switch board, space less than 20 cm or more than 75 cm width to be left from the live parts of the projected conductor at the back of the switch board, If the space behind the switch board exceeds 75 cms. in width, a passage way of 1.8 meter height at both the ends of the board shall be available.

Rule:61 Connection with earth.: Neutral point at the ,67 transformer shall be earthed by two separate

and distinct connections with earth. Frame of all apparatus shall be connected by the owner / supplier to two separate & distinct connection to earth. The earthing provided shall be very efficient.
Rule:74 Breaking strength of electrical conductors shall

not be less than 359 kg.


Rule:75 Joint between electrical conductors shall be

mechanically and electrically secure, ultimate strength of the joint shall not be less than 95% of that of the conductor etc.

Rule:76 Factor of safety for various types of conductors shall be as


per this rule. Minimum factor of safety for conductors shall be based on their ultimate tensile strength etc.

Rule:77 Ground clearance above ground of overhead lines of the


lowest conductor as prescribed by this rule shall always be maintained. Across a Street: Low & Medium Voltage Line---- 5.8 mt High Voltage line --------------- 6.1 mt Along the Street: Low & Medium Voltage Line---- 5.5 mt High Voltage line --------------- 5.8 mt Other Places: Low, Medium & High Voltage Line upto 11KV if bare ------------ 4.6 mtr Low, Medium & High if insulated--- 4.0 mtr High voltage Lines above 11KV---- 5.2mtr
For EHT lines, clearance shall not be less than 5.2 mtrs. + 0.3 mtr for every 33 KV or part thereof subject to a maximum of 6.1 mtr

Clearance between electric conductors and trolley wires shall be maintained as per this rule. Clearance from buildings of low, medium and high tension lines as provided in these rules shall always be maintained. Clearance from MV & LV Lines from Building: Flat roof and pitched roof: Vertical Clearance- 2.5 mt Horizontal Clearance- 1.2 mt

Clearance of HV and EHV lines from buildings Vertical Clearance: HV upto 33Kv---- 3.7 mtr EHV above 33 KV-- 3.7 mtr (+0.3 mtr for every 33KV/part) Horizontal Clearance: Upto 11 KV---- 1.2 mtr Above 11 KV 7 upto 33KV-- 2.0 mtr Above 33 KV------ 2.0 mtr (+0.3 mtr for every 33KV/part)

Rule:81

For electric conductors at different voltages on same support, approved clearances and safety provisions as per this rule shall always be observed to avoid danger to working personnel.

Rule:82 ,82A

If, after erections of any overhead line, another structures comes closer or below the above line, the owner or person in charge of such work shall observe the rules 77, 79, 80 and intimate the owner / supplier of the overhead line constructed earlier. Rule:85 Maximum interval between electric conductor supports shall be as provided in their Rule.

Rule:86 When power and telecommunication lines are

erected on the same support, the breaking strength of the telecommunication line shall not be less than 270 kg. suitable protective arrangement as per provision of this rule shall be provided to protect the person using telephone from the injury, due to leakage, induction etc.
Rule:87 Lines crossing or approaching each other ,88 (between Power and Power, or power and

telecommunication), suitable guarding arrangement shall be provided to guard against accidental contact between both the lines. The guarding is to be properly earthed.

Rule:89 Tapping of overhead lines : No service line or

tapping shall be taken off an overhead line except at the point of support.
Rule:90 All

metal supports and R.C.C. and P.S.C. concrete supports of overhead lines, metallic fittings attached there to shall be permanently and efficiently earthed. For this purpose a continuous earth wire shall be provided and securely fastened to each pole and connected with earth ordinarily at three points in every kilometer. Each stay wire shall be similarly earthed unless an insulator has been provided at a height not less than 3.0 meters from the ground. Bearer wire meant to carry the insulated overhead line shall be earthed.

Rule:91

Safety and Protective devices : Every overhead line (not being a trolley wire not being suspended from a dead bearer wire and not covered with insulating material), erected over by street or public place, factory, mines or any consumers premises shall be provided with protective device to render the line harmless, in case it breaks. Over head lines support to be provided with anti-climbing device Rule:92 Protection against lightening : Efficient means of diverting to earth of the lightning strokes / surges to the overhead lines shall be provided.
