GUIDELINES FOR GRID OPERATION DURING WINTER MONTHS

(In line with the discussions in the 24th TCC/27th NRPC held on 29-30 Novembe 20!2"

Availability of alternate path for incoming outgoing feeder shall be ensured in substation having breaker and half scheme particularly after opening or tripping of feeder in the same dia. c. for operation code from the !"#$% S#$% d. Efforts shall be made to create ade&uate margins in the system in the system to be able to sustain the ne't credible !() contingency in real(time even *hen the antecedent net*ork is depleted. +nder depleted net*ork conditions the po*er flo* on the remaining tie lines of a control area shall be maintained at a level such that the subsystem is able to survive the loss of the tie line. ). Voltage control related a. S,+s S#$% shall coordinate to s*itch off shunt capacitor banks during high voltages. ,he clear directions *ould be issued to all field stations immediately. ,hey shall particularly e'amine the reactive energy account to identify the locations *here reactive po*er is being in-ected at more than )0./ of the nominal voltage. b. S,+s S#$%s shall optimi0e the transformer tap position at 220 ).2 kV, 220 11 kV level such that the voltage at EHV level is controlled. c. 2herever possible, the line reactor may be used as a bus reactor *hen the line is not in service. ,he utilities shall e'amine the feasibility of providing line side isolator to facilitate utili0ation of the line reactor as bus reactor. d. 3enerating Stations shall absorb reactive po*er as per their capability curve to the e'tent possible. 3as 4o*er Stations shall e'amine the possibility of operating the gas turbine as synchronous condenser by de(clutching generator from the turbine. e. S#$%s shall monitor the reactive po*er absorption generation by generating units *ithin their control area. f. Hydro stations having synchronous condenser facility 5vi0 4ong, ,ehri, #ar-i, +ri, "S$6 shall carry out a trial operation before )7th $ecember 20)2 and shall inform the respective S#$%s !"#$%. ,he readiness of the facility and availability of the competent staff shall be ensured round the clock particularly during the night shift. g. 8ilter banks of HV$% "ihand($adri 9ipole, 9alia(9hi*adi and :undra(:ahendragarh shall be s*itched off for voltage control to the e'tent possible. h. S#$%s !"#$% shall send operational feedback to system planners *ith regard to providing the line side isolators to facilitate utili0ation of line reactor as bus reactor *hen line is out of service. #ike*ise feedback shall also be sent *ith regard to the

re&uirement of synchronous condenser facility at all hydro po*er stations coming up in future. 2. 8re&uency control related a. All S#$%s S,+s shall ensure that +8" and df dt relays at the designated substations are functional and the load shedding through these relays is ade&uate. b. S#$%s S,+s shall ensure that the dra*al is maintained close to the schedule and the deviation shall be minimi0ed. c. 3enerating Stations may be given standing instructions to back do*n generation immediately after receipt of message from the !"#$% S#$%s. d. 4rimary response from the generating stations should be available. ;t *ill help in normal operation and increase the probability of survival of islands if formed. .. S%A$A E:S related a. ,he *eather data available in the !"(S%A$A E:S and the precipitation fog forecasts available from ;ndian :etrological $epartment shall be utili0ed to monitor the *eather status. b. S,+s *ould also install *eather stations 5temperature humidity transducers6 in their system and monitor these parameters for fog monitoring. ,hese parameters can also be used for demand forecasting purposes as *ell. c. Healthiness of Au'iliary po*er supply battery back(up for communication and S%A$A E:S shall be ensured at all the stations. $3 sets shall be kept operational as *ell as ade&uate fuel reserves *ould be kept. d. Availability of real(time data at the control room shall be ensured for stations that have been integrated. :anual substitution may be done if re&uired. ,he telemetry of correct digital status shall also be ensured. <. :anpo*er related a. Staff in the real(time operation shall be augmented particularly in the night shift. b. A ready reckoner of ,elephone and :obile numbers of all key personnel shall be prepared and kept readily available at all control centres( substations, generating stations, S#$%s, !"#$%. 7. "eporting of an event a. Any grid incident disturbance shall be intimated by the concerned utility S#$% to !"#$% immediately say *ithin )0 minutes of the event in line *ith the ;E3%. b. Analysis report of the event supported by $" E# relay flags shall be for*arded to !"#$% !"4% *ithin 2< hours of the incident in line *ith the amended ;E3%. c. Every grid incident shall be analysed by the entities and suitable corrective actions *ould be taken promptly.

1. 9lack start related a. 3enerating Stations having black start facility shall ensure healthiness of $3 set *ith ade&uate fuel reserves. b. Every shift at the generating station control room shall have at least one person *ho is *ell conversant to coordinate the activities related to black start of the unit. c. ,he e'ercise for mock black start shall be conducted by generating stations as per the schedule approved by the !"4%.
