Chai r man, PCDC Board of Di rect or s
On April 1, 2007, Daniel T. McGowan was named President of EmblemHealth
Services, LLC, and was confirmed as one of the three board members
overseeing this new corporation. On November 15, 2006, HIP Health
Plan of New York and Group Health Incorporated (GHI) became sister
companies under a common corporate parent, EmblemHealth, Inc.
EmblemHealth Services is the corporate vehicle that HIP and GHI will
use to consolidate and integrate their products, business processes and staff. During this process,
Mr. McGowan remains in his role as President, Chief Operating Officer and member of the Board
of Directors of HIP.
As President and Chief Operating Officer since 1997, Mr. McGowan has played a key role in the
reorganization of HIP Health Plan of New York and its emergence as one of the nation’s leading
health care companies. Mr. McGowan, who joined HIP in early 1996 as Senior Vice President for
Operations, is responsible for the operations of HIP’s multifaceted health care activities, covering
1.4 million members, including those of Vytra, ConnectiCare and PerfectHealth.
Previously, Mr. McGowan was Executive Director of Catholic Charities for the Catholic Diocese of
Rockville Centre, New York, the largest and most diverse health and human services organization
on Long Island. He was also Vice President for Planning and Program Development at Long Island
Jewish Medical Center. Before working at Long Island Jewish Medical Center, he served as Executive
Director of both the Nassau-Suffolk Health Systems Agency on Long Island and the Health Systems
Agency of New York City. From 1985 to 1988, he was President of the New York State Association of
Health Planning Agencies.
Before coming to New York, Mr. McGowan was Director of the Midwest Center for Health Planning
in Madison, Wisconsin and Vice President of the Institute for Health Planning, where he directed
technical assistance and educational services to 118 regional and 23 state health planning and
development agencies. He was also Director of the Bureau of Planning Coordination for the State
of Wisconsin, and has lectured and written extensively on health-system and hospital planning,
development and regulation over 35 years in the field. Mr. McGowan has taught in the graduate
health care and public administration program at Long Island University, and has held faculty
appointments at the University of Wisconsin at Madison and at Governor’s State University in Illinois.
A graduate of the Rockefeller Fellows Program, Mr. McGowan is a board member of the National
Arthritis Foundation and serves on the boards of the Drum Major Institute for Public Policy, the
Long Island Association and Molloy College. He is also on the Board of Advisors of the Energeia
Partnership of Molloy College and the advisory board of The Health Industry Forum. In addition,
Mr. McGowan serves as Chair of the National Medical Fellowships, the Primary Care Development
Corporation and the New York Chapter of the Arthritis Foundation. In 1988 and 1989, Mr. McGowan
was elected president of the American Health Planning Association. He has chaired both the Nassau
County Regional Planning Group for developmentally handicapped children and the Nassau County
Tuberculosis Task Force. He is past president of the Health and Welfare Council of Long Island, as
well as past chairman of the Agency Executives Council and a past member of the board of
directors of Long Island’s United Way, and has served on the Suffolk County Board of Health.
Born in Illinois, Mr. McGowan graduated from Marquette University with a Bachelor of Arts in
Psychology, and received a Master of Science from Northern Illinois University in administration of
health and mental health services. He has done extensive postgraduate work in psychiatric
rehabilitation and is a Certified Rehabilitation Counselor.

Dear Friends:
I am delighted to send greetings to all gathered for the 2009 Spring Gala of Primary Care
Development Corporation (PCDC) and privileged to among those being honored this evening.
The Empire State places a high priority on quality healthcare for its citizens and appreciates
resources that expand the availability of medical services for people of all means and backgrounds.
Realizing this important goal has been the mission of PCDC for more than ten years, as it works to
bring primary and preventive care to underserved communities across New York State through
innovative programs and strategies.
Supporting regional facilities that are a vital component of New York State’s comprehensive
healthcare system is an important means by which to ensure availability of the most effective medical
treatment for residents of underserved communities. The PCDC is a testament to New York State’s
commitment to making these critical services available to all people, especially those who are most
vulnerable and in need of assistance. I commend the board members, staff and all affiliated with
PCDC for their role in furthering our overall public health goals and in developing a full range of
health services delivered with compassion and in accordance with the highest standards of care.
This occasion brings together many generous individuals who share a commitment to
PCDC’s valuable mission and I applaud everyone present for their pursuit of these goals. Such
dedicated efforts further the potential of our healthcare community and benefit our whole society.
With my thanks for the wonderful honor you bestow upon me, and best wishes as you carry
out this neighborhood-focused approach to expanding availability of exceptional primary healthcare
for people across this State.
Warmest regards to all.
Sincerely,

David A. Paterson

thousands of New Yorkers every year. Additionally, PCDC has expanded its activities to include
the development and operation of health services, promoting public policies that provide high-
quality services and partnering with government, business, finance, philanthropy, health care
providers and many other organizations committed to the needs of underserved communities.
Everyone here tonight can be proud of PCDC’s efforts to provide health and social services to
vulnerable New Yorkers.

Dear Friends:
It is a great pleasure to welcome all those attending the Primary Care Development
Corporation’s Spring Gala Dinner.
The nation’s first and largest primary care financing institution, PCDC has done so much
to ensure that all New Yorkers receive the high-quality medical care they need and deserve. To
date, this exemplary organization has provided more than $240 million in funding to dozens of
community health center projects around the country, including here in New York City, where
their efforts have created jobs, improved facilities, reduced wait time, and more. Tonight’s event
offers us an opportunity to celebrate the organization’s achievements while recognizing some of
the individuals whose efforts have helped advance its vital mission.
On behalf of our City, I join in applauding all of tonight’s honorees: Governor David A.
Paterson, Dr. Michael A. Stocker, Steven M. Safyer, and Karen Nelson. Each of these
individuals has been a tremendous champion of health care in New York, working tirelessly to
improve the health and well-being of our communities. In addition, I am pleased to recognize

contributing so much to our great City. Please accept my best wishes for an enjoyable evening

Dear Friends,
Greetings to each of you gathered here tonight at the Primary Care Development
Corporation’s (PCDC) Annual Spring Gala Dinner.
In this city of enormous wealth and opportunity, there are far too many neighborhoods
where you can’t find a primary care doctor or a full service clinic. The Council and I
have made access to quality primary care one of our highest priorities, and we are deeply
fortunate to have partners in this effort like PCDC.
For more than 15 years, PCDC has worked closely with government and business leaders
to expand the availability of primary and preventive care in underserved neighborhoods
throughout our City. Driven by the fundamental belief that everyone, regardless of age or
income, deserves to receive the best health care possible, PCDC has led a massive
campaign to expand the availability of primary care. Thanks to these efforts, valuable
resources have been poured into the communities where they are most needed, enabling
countless New Yorkers and families to lead healthier, stronger lives.
On behalf of the Council, I would like to commend the hardworking men and women of
PCDC for all that they are doing to help improve the health of our City. I would also like
to take this opportunity to congratulate tonight’s honorees: Dr. Michael A. Stocker,
Steven M. Safyer, Karen Nelson, and our Governor David A. Paterson.
Please accept my best wishes for a wonderful evening.
