Notes to Accompany Changes to Benefits Record Layouts and Appendix A Record Layouts, Appendix A tables and notes have

been updated and Version 1.1 of the data validation software incorporates the specification changes. Most of the changes from the previous version on the DV Web site improve the clarity of the presentation and guidance to State programmers and validators, but do not affect how State files are to be built or how the software will handle records. The six changes that may have implications for extract file programming are noted below. Changes Made to Record Layouts on the UI DV Web Site dated 2/23/2007 Population Fields Change Explanation/Impact 3 9 Allowable values of “New If your Pop 3 extract file contains CWC Claim” and “Not a CWC transactions establishing a New CWC Claim” new CWC benefit year, it must be replaced by “Sufficient reprogrammed to use value of New CWC BY” “Sufficient New CWC BY” in Field 9 for those transactions, or records that should be parsed into subpopulations 3.35 and 3.37-3.39 will be rejected as errors. 8 9 Number of multi-claimants If your Population 8 extract file changed from “optional” to has a value in Field 9 other than “must be blank or 0” for 0 for single-claimant appeals single claimant appeals. transactions, the file must be reprogrammed or the software will reject single-claimant appeals transactions as errors. 8 9 Data Type for Number of If your Population 8 extract file Multi-claimants changed has a value in Field 9 other than from CHAR (20) to 0 for single-claimant appeals INTEGER transactions, the file must be reprogrammed or the software will reject single-claimant appeals transactions as errors. 9 9 Number of multi-claimants If your Population 9 extract has a changed from “optional” to value in Field 9 other than 0 for “must be blank or 0” for single-claimant appeals single claimant appeals. transactions, the file must be reprogrammed or the software will reject-single claimant appeals transactions as errors. 5 3 Unique ID: this field If your state has a Unique ID but changed from Optional to your Population 5 extract file “Required if State extract file does not include it, the file must be reprogrammed. maintains Unique ID.”

Absence of this field may result in software falsely identifying some transactions as duplicates. Software cannot edit for values in this field. Changes Made to Appendix A Tables on the UI DV Web Site dated 6/07/06 Population Subpops Change Explanation/Impact 3 3.40Per Footnote d, “New If your State has transitional 3.45 Claims Filed in Prior initial claims filed in the prior Quarter” are to include quarter, you are now to include transitional as well as new them among “New Claims Filed initial claims. in Prior Quarter” in your Population 3 extract file. This ensures that validation counts include prior-quarter transitional claims.
