Opportunities to open up domestic LPG sector for policy initiatives in improving competitiveness and there by better consumer service.  Shift of focus from distributor administration to consumer management leading to emergence of ways to serve consumers better with focused initiatives. Aadhaar based de-duplication will help in getting rid of multiple connections / fake & ghost LPG consumers. Elimination of diversion and losses due to supply chain leakages may lead to reduction in the grievances / queries which may provide Government with bandwidth to improve policies and guidelines. o Public auditing of Subsidy administration through Transparency Portal. o Bringing in a segment of consumers opting out of subsidy. Improvement of consumer services may result in better consumer satisfaction. Improved quality of consumer database on the basis of Aadhaar which can be leveraged for better analysis of consumer needs and thus improved services.0 TO OIL MARKETING COMPANIES (OMC):  OMC may experience reduction in administrative efforts due to targeted delivery of subsidy leading to: o Lesser policing of supply chain activities. diversion and delayed deliveries. and o Reduction in diversion by consumers by way of Aadhaar based Deduplication of multiple connections.

Thereafter. The advance for any year will be the average subsidy rate based on (fiscal subsidy plus under recovery) for 9 months starting from April of the previous financial year. Consumer who has NOT linked his/her Aadhaar Number to either LPG Consumer Number or Bank Account or Both is called Non-CTC (Non Cash Transfer Compliant) Consumer. For the financial year 2013-14. up to the cap of 9 cylinders per financial year. LPG consumers can check for their CTC status on OMCs Transparency portal and their CTC status will be defined from the date the LPG consumer is reflected in Green color (both LPG and Bank linking) in OMCs transparency portal. To start receiving the subsidy directly into the bank account. All CTC consumers will get a one-time advance in their bank account as soon as they book their first subsidized cylinder so that the consumer has advance money available to make the payment at the time of cylinder delivery at Market (non-subsidized) rate.

How the Advance amount and Subsidy amount is transferred to Consumer’s bank account? Aadhaar number updation will have to be done after Aadhaar de-duplication. system centrally generates a file based on refill orders delivered and systemically sends to Sponsor Bank (presently SBI) for transfer of subsidy amount without any manual intervention.  In order to know whether a consumer has become CTC the OMCs get confirmation on Aadhaar linking in Banks through an automated system of checking Aadhaar availability through National Payment Corporation of India (NPCI) provided Aadhaar mapper on a regular basis. b. system centrally generates a file based on refill orders received for the first time after launch of DBTL scheme in the district and sends to Sponsor Bank (presently SBI) for transfer of advance amount without any manual intervention. On the date of launch of DBTL all bookings of CTC consumers will be automatically cancelled. can be done by Sales Officers only. at the end of each day. Automatic rebooking (by OMC IT system) of bookings pending upto last 20 days from the date of commencement of scheme.  At the end of each day after delivery confirmation. thus such consumers will be informed about cancellation and requested to book if they need the cylinder. Bookings prior to 20 days (of commencement of scheme) will not be considered for automatic rebooking.

The subsidy amount will be transferred as and when he/she receives the cylinder.MINISTRY OF PETROLEUM AND NATURAL GAS HANDBOOK ON DBTL What are failed cases and how are they dealt with?  Version 1.  DIRECT BENEFIT TRANSFER FOR LPG CONSUMERS (DBTL) Page 14 of 61 . they will receive subsidy amount with every cylinder delivery upto the capped subsidised quota of cylinders. Payments returned will be re-processed twice in a span of 15 days each and if it is still not transferred. If the amount towards subsequent cylinder delivered is successfully transferred then the pending amount also will be transferred thereafter.0    In case some transfers cannot be processed by the banks. the amount will be kept for payment as and when the bank related issues are resolved.   How is the quota of subsidized cylinders worked out for new consumers?   The eligibility for quota of subsidized cylinders for all new connections released is on prorata basis. CTC consumers will receive both advance amount (after the booking of first cylinder) and subsidy amount (after the delivery of first cylinder). they are termed as failures and the failure cases if any along with the amount is received back from the Sponsor Bank by the OMCs. For Non-CTC (NCTC) consumers subsidized cylinders will be delivered upto a cap of 9 cylinders by taking into consideration the number of subsidized cylinders delivered in the Financial Year prior to launch of DBTL scheme + delivered during the grace period. The time period upto which such payments will be kept pending will be decided. On expiry of the grace period if the consumer becomes CTC during the same financial year. This is also applicable to CTC consumers. For new connections. This is applicable only for the balance entitlement. What happens to Non CTC (NCTC) consumers who become CTC after the grace period is over?   As per the government notification domestic consumer is entitled to get 9 subsidized LPG cylinders per Financial Year. they will receive advance as and when they make their first booking after conversion to CTC. A report on such failure cases has been provided by the OMC on their portal which is accessible to the distributors as well as Call Centre. Thereafter.

For CTC consumers located in the same city on transfer without any surrendering of equipments and refund of deposit (TTV/CTA).MINISTRY OF PETROLEUM AND NATURAL GAS HANDBOOK ON DBTL Version 1. when the Termination Voucher is made the net amount of Security Deposit of equipment minus advance subsidy amount will be refunded to consumers. advance subsidy amount will not be refunded. the entitlement will be quota for the financial year minus number of subsidized cylinders already availed from the previous distributor (reflected in the termination voucher). In other words. This advance will remain with the consumer till he is transferred out of DBTL district or surrenders his connection. they will receive subsidy amount with every cylinder delivery upto the capped subsidised quota of cylinders. the system will account unused advance amount against the consumer.   How to deal with Advance Amount given to consumers when they are on transfer?  CTC consumers.0 How is the quota of subsidized cylinders worked out for consumers who move to DBTL district from Non DBTL district?  For CTC consumers who have moved to DBTL district. CTC consumers on transfer will receive both advance amount (after the booking of first cylinder) and subsidy amount (after the delivery of first cylinder). Thereafter.    What happens if Consumer cancels the first order after transfer of advance amount? For any booking cancelled by CTC consumers. If such consumers are transferred to another DBTL district. they will be given an advance once they become a consumer at the new location and are handed over the Subscription Voucher.

These portals provide besides Aadhaar linking status. CTC consumers will receive a subsidy in advance immediately after their first booking post launch of scheme in their district. CTC consumers are entitled to get upto 9 subsidised cylinders on pro rata basis per Financial Year.MINISTRY OF PETROLEUM AND NATURAL GAS HANDBOOK ON DBTL How will the consumer know the status of his payments?
