With a propensity to vomit or urinate in classrooms right in front of students, or possibly have a seizure, he was an unusual teacher, to say the least. On a chilly late-fall day like last Sunday, it took a little more creativity to imagine what that pleasant scene looks like full

of frogs, migrating birds and buzzing insects, but the official ceremony for the couple to turn the deed over to the Stoughton Area School District (SASD) was certainly warm-hearted. The district was represented by superintendent Dr. Tim Onsager and school board president Liz Menzer, after the board unanimously approved the land donation Dec. 2. Board leans toward recurring referendum

Continuing talks on a possible four-year, $20 million April referendum, the Stoughton Area School District Board of Education is now considering a recurring referendum, rather than non-recurring, as the best way to solve the districts financial shortfall. The difference would be a non-recurring would have a set time limit. At the boards last meeting, most board members seemed to agree on the merits of a nonrecurring referendum as

being more likely to win district voters approval. However, on Tuesday, district superintendent Dr. Tim Onsager wrote in an email to the Courier-Hub that based on the totality of information, including long-term financial projections, a review of census and property value data, survey data and conversations with stakeholders, a recurring referendum is in the best interest of students and the community. He said a recurring referendum provides breathing room to develop a growth strategy

The average City of Stoughton home will pay less in property taxes this year than last year. Thats a big relief after last years taxes went up an average of more than $200. The difference mainly comes from the Stoughton Area School District, which opted this year not to levy to its maximum amount in the final year of its referendum and found cost savings in a variety of areas before being informed that state aids would rise more than previously expected. The overall mill rate is $23.06, down from $23.11 last year, which would mean a $9 cut on an $174,000 home, and with the citys annual fair market adjustment dropping the average home from $178,000 to $174,000, the average home will see an additional 2 percent drop, amounting to about $100. Adjustments to the First Dollar Credit and the Lottery Credit will drop taxes by $18 more for those who are eligible, though that amount does not vary by the value of the home. Though Dane County and the City of Stoughton increased taxes by a combined $50 on an average home, that was offset by the school districts drop of 22 cents per $1,000 in assessed valuation (the mill rate), combined with the states 10-cent increase in school tax credit. The state and Madison Area Technical College did not change their mill rate enough to be noticeable. Tax bills were mailed last

Wednesday and can be paid immediately. They were expected to be available online this week, as well. Taxes are due Jan. 31, but most homeowners pay part or all of the bill before the end of the year to count it toward their 2013 taxes. Last year, everything seemed to hit taxpayers at once. The school district continued a large increase because of the combination of its 2010 referendum and the states austere 201112 budget. The citys tax hike plus the addition of a stormwater fee amounted to an increase of nearly 6 percent over the previous years taxes. And even MATC posted a noticeable jump as a result of its 2008 referendum, as the total rate jumped from $21.68 to $23.11. This time, however, the school district had more breathing room, Dane County posted a small increase and MATC dropped back by a couple cents after five years of increases. City taxes increased by 2.5 percent, including additions to the library budget and a staff reorganization that created a human resources position. The first half of the taxes

is due Jan. 31 and the rest by July 31. The tax information is expected to be available Dec. 18 significantly later than usual on Access Dane (accessdane. co.dane.wi.us). That website will also accept online tax payments, though that comes with a fee and most residents bring in their tax bills and sign over the amount to the city. Finance director Laurie Sullivan said many people have been bringing in escrow checks for more than their total tax bill. If the amount is more than you need to pay, the city will issue a refund check after it has cleared. She said that would be in a week or two, depending on what part of the week the check is presented. City Hall is open until 4:30 p.m. Dec. 31. Payments postmarked by Dec. 31 will be credited as a December payment for tax purposes.

Town of Dunn man arrested for felony OWI with children in car
A Town of Dunn man was arrested Monday afternoon for his fifth-offense operating a vehicle while intoxicated. A Dane County Sheriffs Deputy found Marshall Martinez, 36, and two children in a ditch on Norman Drive after a motorist had called the county communication center at approximately 4:20 p.m. and reported a vehicle crossing the center line on Hwy. 51, according to a news release from the Dane County Sheriffs Office. The driver had a strong odor of intoxicants and open intoxicants in the vehicle, the release said. The children were five and 11 years old. Martinez is currently being held in the Dane County Jail. The criminal complaint had not been filed in Dane County Circuit Court as of the Hub deadline.

The couple bought around 200 acres of land in 1995 from a farmer who had for years alternated using it for growing corn and soybeans. Each year, they improved it by planting tens of thousands of trees, including an oak forest, and they plan to continue to do that on the part that will remain theirs. The work has just begun on the schools new 48 acres, as well, continuing to develop it from a weeded to a more natural area. That means cultivating it, pulling weeds and thistle out, Quayle said. It means providing a place where we can personally enjoy nature, and what it means every time I see turtles or snakes, or whenever Im joyed by the idea that Im making the life of these animals possible, because Im providing different habitat than what was there before. Quayle said the location would work well for the schools, as its

a short bus ride out. An art class could come draw a picture of where the four ponds are, or where the prairie is, he said. Im sure theyll have an ecology course. We hope the bureaucracy of the schools doesnt get in the way of our children and our community using this and learning from it and maybe helping them to understand how were involved in a much larger community when we carry out this type of reverse farming. Speaking to the Hub before the ceremony, Quayle said the government deserved credit for having a program to make taxdeductible donations of land to schools. I hope maybe some other landowners adjacent and just north will take advantage of that, he said. There is the incentive to give back to the community. The government is really the hero here. As part of the deal, Quayle had to till the soil and prepare it for future prairie planting, which he said wasnt a problem at all. He also got some help improving the land, and transitioning it from

Sim Man: High-tech dummy helps students train for healthcare careers
Continued from page 1 they can actually work on to test their knowledge. Madison Colleges Sim Man is a far cry from the Choking Charlie model many adults may remember from their high school days (complete with the meatball-on-a-string that popped out of his throat if you correctly executed the Heimlich maneuver). This modern medical marvel of a mannequin simulates a variety of medical conditions, such as slow heart rate, cardiac arrest or drowning. As a result, students get practice quickly diagnosing conditions and applying potentially life-saving measures if needed. Students got hands-on practice on everything from checking a pulse to resuscitating a person. The device is usually used in nursing schools and for professional training, but the one-day visit was a helpful glance into medical careers for students in the course, which is in its second year at the school.

The Sim Man device is usually used in nursing schools and professional training programs. The dummy can go through a wide variety of symptoms to simulate different maladies.

Great opportunity

Stokes is in his first year teaching the course, and when he heard Sim Man was available through Madison College, he jumped at the chance. They only visit 10-15 high schools each semester, and we were lucky enough to get selected this semester, Stokes said. The modern mannequins come with a price tag ranging anywhere from $10,000 to $100,000 depending on functions and Sim Man has a wide variety of maladies to overcome. He was quickly put through the paces by students, who checked vital signs such as pulse, respiration, temperature and blood pressure, and even used a defibrillator to see how that life-saving equipment works. The lesson was reinforced the following day with a visit from Jane McGuire of Stoughton Hospital when she trained the students in Compression Only CPR. Stokes said it was amazing how life-like the mannequin is, to the point where some students and staff walking by the classroom thought it was a real

That fits the class, which will accommodate about 75 students from grades 9-12 this year. One of those is junior Macy Fuller, who said working with Sim Man was an incredible experience, because it was a rare opportunity for students to put down the books and put their knowledge into action on how to save a life. I found it really helpful to actually be able to put all of the things weve been learning about in class to use, she said. (He) can really do anything, and thats something you cant really believe until you see it. We were forced to make life-changing decisions in a matter of seconds, just like you would have to in real life. Fuller said she wants

to get in to the health care field, for a variety of reasons. I love helping people, and I think a career where you help people literally survive every day would be amazing, she said. Not to mention, jobs in the health care field will always be a necessity and will always be at abundance. There are so many job options and opportunities that you may find something you have a real passion for. Senior Mykala Conroy will be attending the University of Wisconsin-Madison this fall, with hopes to attend medical school afterward. She said getting to work with Sim Man was an unforgettable experience. It was awesome to be a part of a realistic, handson emergency, she said. I learned how important it

is to take charge, become a leader and act with caution to save a life. Ill remember the importance of being active in a time of need and to direct people to different positions. Fuller, Conroy and other SHS students have expressed interest in careers in the medical fields, and Stokes said the school district is ready to provide them with options, currently offering several health care-related courses, with others like Sports Medicine and EMT training as possible future additions. Health care is the largest and fastest growing industry in the United States and our administration here at the high school felt it was very important to make sure students were getting exposure to the Health Science fields and all they have to offer, he said.

Gifts of the Spirit
In First Corinthians, Paul speaks of various spiritual gifts, including the gifts of prophecy, speaking in tongues, healing, teaching, and even helping and administration. It is clear from the context that Paul is talking about individual gifts which benefit the Christian community. Some will be teachers and some will be preachers. Some will speak in tongues while others will interpret their utterances. All are essential for the health and benefit of the whole, in the same way that the parts of the body are all essential for the integrity and well-being of the whole body. We should cultivate the spiritual gifts which God has bestowed on us, in the same way that we should not let any useful talent go to waste. While some gifts are deemed to be higher than others, we should remember that every gift has its place in the well-integrated community. Prophets and preachers may be more edifying than helpers and administrators, but every church needs its helpers and administrators to function smoothly. We should reflect on our spiritual gifts and how we can develop them to maximize our contribution to our church and the larger body of Christ. Stoughton boys hockey split a pair of Badger South Conference games last week and was unable to closeout its lone non-conference game against Whitefish Bay

Senior forward Aussie Miller and the Vikings had quality scoring chances throughout the game, but it was Miller to linemate Aaron Shanklin that led to the Vikings lone goal Tuesday. Trailing 3-0 three minutes into the second period, Shanklin wristed a shot past Monona Grove freshman goaltender Andryi Nahirniak.

The Vikings never bested Nahirniak again, though, falling 7-1 inside Stoughtons Mandt Community Center. Though the effort has been there throughout the season for the Vikings, head coach Kris Rosholt said he could see his teams play slim midway through the third period. At a certain point you know that a comeback is not going to happen, Rosholt said. Its all about showing character and

It was the programs best finish in the tournament in the last four years. Stoughton opened the tournament by dominating play against the Brookfield Glaciers en route to a 3-1 win. Still, the Icebergs scoring was held off until the third period when Oregons Tasha Martin, MGs Abi Louis, and Stoughtons Casey Marsh tallied three goals in a row in a span of just over 6 minutes. While Icebergs head coach Mike Jochmann said, Scoring is always nice to see from any skaters, Louis notched her second goal ever as a senior and Martin scored her second since mov ing out to forward from between the pipes as goalie. Vikes back to .500 in conference

It didnt take long for the Stoughton High School girls basketball team to bounce back after a tough loss to defending conference champion Monona Grove. The Vikings got back on track last Saturday with a 42-31 win at Fort Atkinson. Our steals and deflections together were over 25, and that was what helped us our defensive pressure, head coach Rami Hoaglin said. The pressure really was a factor in helping us get the ball and allowing us to work our offense. Stoughton (3-2 overall, 1-1 conference) was down one at halftime, but it dominated the third quarter with a 15-2 advantage and never trailed

again. Freshman Payton Kahl led the charge with 10 points, while freshman Kendra Halverson and senior Patricia Dumas each added eight points. Sophomore Hannah Hobson and Marissa Robson each chipped in six points. Seven different Vikings scored against Fort Atkinson, which Hoaglin said is a key for the teams offense to flourish. Christensen wins wristwrestling title
Stoughton resident Rollie Christensen won his 18th World Wristwrestling title Nov. 9 at the Countryside Inn in Milton. Christensen was first in the mens super heavyweight left-handed class, and he also added a second place in the super heavyweight right-handed class. Christensen was in the pro class this year. He had been in the masters class the past 20 years in the United States World Wristwrestling Association.

The Stoughton High School varsity wrestling team improved to 11-0 in duals with an undefeated, first-place finish at last Saturdays Neenah Duals at Neenah High School. The Vikings defeated No. 8 Pulaski 41-25, and it added wins against Marshfield (45-27), Denmark (54-19), Neenah (63-18) and DC Everest (52-15). Sophomore Sam Hynek won the 50-yard freestyle as the Stoughton boys swimming finished second overall Friday night at the 29th annual Milton Red Hawk Invitational. It was great for the boys to take second place and win a trophy, Vikings head coach Karissa Kruszewski said. I know it boosted their confidence and self esteem to swim fast and get second. All the hard work theyve put in so far is paying off. Hynek posted a personal best time of 23.6 seconds to pace the Vikings, while adding a second-place finish in the 100 free (52.31) behind Beaver Dam senior Jan Hansen. Senior Connor Sawyers secured two more runnerup finishes in the 200 free (1:54.44) and 500 free (5:23.17). Whitewaters Jon Zimdars took both events. The host Blackhawks

secured top team honors with 536 points 140 ahead of Stoughton (396). Whitewater (335) rounded out the top three 61 points behind the Vikings. Sophomore Tristin Heisig was one of several Vikings to post a best time, finishing ninth in 100 backstroke in 1:07.06. Sophomore Trevor Pope and sophomore Ian Trautman added season bests in the 50 free. Trautmans best finish, however, came in the 100 individual medley where his 1:07.04 earned him third place. Sophomore Gave Ross added a third-place finish in the 100 breaststroke (1:15.01), while junior Ben Schleppenbach added a fourth-place finish in the 200 IM (2:22.32). All three relays swam to season best times as well, including the 200 medley team of Schleppenbach, Ross and Hynek, which posted a 1:51.74 to finish third behind Whitewater and Milton.

Stoughtons 200 free quartet of junior Adam Fryer, Sawyers, Pope and Hynek also finished third (1:41.77), while Fryer, Trautman, Schleppenbach and Heisig took fifth in the 400 free relay (3:58.24). The team helped out on Saturday by packing up food for the holidays. It was a great way to give back to the community that has given all of them so many opportunities, Kruszewski said. The Vikings travel to DeForest for a 6 p.m. Badger Conference crossover dual on Thursday and are then off until New Years when it Stoughton hosts its annual invitational at 11 a.m. Jan. 4. Stoughton returns to conference action at 6 p.m. Tuesday, Jan. 7 against Fort Atkinson. And things dont get any easier from there. Between Monona Grove, Edgewood (second), Milton (third), McFarland (fourth) and the Blackhawks (fifth),

Stoughton traveled to Monona Grove High School on Tuesday to face last years WIAA Division 2 state champion in a Badger South Conference dual meet. And while the varsity team came away with a 111-59 loss, the Vikings JV team prevailed 55-54. Going into the meet knowing we were facing the defending champions is a bit nerve wracking, Kruszewski said. I told each guy, this is an opportunity to race some of the best. I didnt want them to back down from this fight, and they didnt. Sawyers posted a two-second best to win the 100 fly in a minute flat, while Hynek added another best time to take the 100 free (52.34) for Stoughtons two victories.

Assisted by Miller, Shanklin gave Stoughton an early lead just under four minutes into the first period before both skaters set up sophomore Max Quales goal five minutes later. McFarland managed to cut the Vikings lead in half with Dillon Clarks goal in the second period before Shanklin fed Miller, who

scored an empty-net goal with two seconds left in regulation. Lyons faced 17 shots in the win, turning away 16. McFarlands Jordan Mazzara made 45 saves.

Alden Al Phelps
visiting shut-ins and friends that were in the hospital/ nursing homes, and he took the time to speak to everyone whether he knew them or not, believing everyone needs a friend; he was a friend to many and would help out anyone that needed a hand. Al was a very loving and caring person to all he knew during his lifetime. He was an active member of the Stoughton American Legion Post 59, serving as Commander, Vice Commander and Chaplain. He was also a member of the Legion Honor Guard which he enjoyed very much. He was a member of the Stoughton United Methodist Church. Al was a loving husband, father and grandfather and leaves behind his wife Elvera (of 51 years); two sons, Brian Phelps (Kelly Buss) of Stoughton and Gary (Sue) Phelps of Delafield; two grandchildren, Emma and Michael Phelps; sisters-in-law, Janice Spillner, Connie (Freddie) Cavanaugh, and Wilma Guerten; aunts, Helen Phelps and Arlene Ziehmke; and many nieces, nephews, relatives, friends and coffee buddies. Preceding him in death were his parents, Orlando and Evelyn Phelps; his wifes parents, Ernest and Edna Erdman; brothersin-law, Ron Erdman, Jim Guerten, J. Skip Spillner; and one sister-in-law, Karen Erdman. Many thanks to the Agrace HospiceCare of Janesville, especially Dawn and Ellen, who helped make his last days comfortable. There will be a visitation on Thursday, Dec. 19, from 10:00 to 11:00 a.m. before the service at the Stoughton United Methodist Church, 525 Lincoln Ave., Stoughton. Services will be at 11:00 a.m. at the Stoughton United Methodist Church with the Rev. Dr. Dawn Jeffers Ramstad officiating. Interment will be at Lutheran South Cemetery with full military honors. Lunch will be served at the American Legion Post following the interment service. God called Al home sooner than we wanted and now he is a Guardian Angel watching over us and will be in our hearts forever. He will not be forgotten for his love, kindness and visits to all he knew in his life. He has left footprints on all our hearts. Carol A. Crapp

Alden Al O. Phelps, age 76, passed away Friday Dec. 13, 2013, at home with his loving family present after a short battle with cancer. He was born on March 7, 1937, in Poynette to Orlando and Evelyn (Reumann) Phelps. He lived in Portage before marrying Elvera Edna Erdman of Westfield on Oct. 20, 1962, at the Evangelical United Brethren Church. Al served his country in the Korean War while in the Navy. He was an Operating Engineer for over 50 years, retiring in 1998 from Madison Crushing and Excavating. He spent his last seven winters in McAllen, Texas, which became his second home. He loved fishing, reading, playing cards, playing pool, dancing, and singing in church and at funerals. Al loved

Carol A. Crapp, age 82, beloved mother, grandmother, great-grandmother, and sister, passed away to be with the Lord on Thursday, Dec. 12, 2013. She was cared for at Agrace HospiceCare. Carol was born on June 6, 1931, to Clarence and Minnie (Olson) Johnson at Madison General Hospital. Carol was a farm wife, homemaker, gardener, cook, matron at the Oregon School for Girls, bookkeeper at Champions business, and 25 year employee of WPS. Carol loved card games, Yahtzee, jig-saw puzzles, reading, attending concerts and musical shows, camping, and traveling. She loved music and was an accomplished pianist and tenor sax player. After retiring, she enjoyed cruises in the Caribbean and to Alaska; and she participated in Elder Hostels in Dubuque, Lake Geneva,

and Green Lake. Carol is survived by her children, Michael (Mary) Crapp, Daniel (Debbie) Crapp, and Jane Cassady; three grandchildren, Eric Crapp, Nikki Elgin, and Darin Carter; three greatgrandsons, CJ and Drew Elgin, and Anthony Joseph Carter; and sister, Virginia Johnson. She was preceded in death by her parents; son, Timothy; and sister, Betty McCarthy. A Memorial service was held at Bethel Lutheran Church, 312 Wisconsin Ave., Madison, on Tuesday, Dec. 17, 2013, with the Rev. Curt Everson presiding. Inurnment will be held at Prairie Mound Cemetery at a later date. In lieu of flowers, memorials may be made to Agrace HospiceCare, 5395 E. Cheryl Parkway, Madison, WI 53711. If any person is adjudicated guilty of committing an act or omission prohibited by any provision of this Code, he or she shall be subject to a forfeiture, which shall be as follows: (1) If the act or omission of which the person is adjudicated guilty constitutes conduct which is the same or similar to that prohibited by Wis. Stats. chs. 941-947, the person shall forfeit not more than the maximum monetary amount to which the person would be subject if the person were prosecuted under the statutory equivalent for such conduct, together with the costs of prosecution and the penalty assessment required under Wis. Stats. 66.0113(3), and in default of payment of such forfeiture, costs and penalty assessment within 60 days of conviction shall be imprisoned in the county jail until such forfeiture, costs and penalty assessment are paid, but not exceed 90 days. This section shall not be construed to authorize a court to impose imprisonment except in case of nonpayment of the forfeiture, costs and penalty assessment imposed. (2) If the act or omission of which the person is adjudicated guilty does not constitute conduct which is the same or similar to that prohibited by Wis. Stats. chs. 941-947, the person shall forfeit not less than $20.00 nor more than $1,000.00 for a first adjudication and not less than $50.00 nor more than $5,000.00 for a second adjudication, together with the costs of prosecution and the penalty assessment required under Wis. Stats. 66.0113(3), and in default of payment of such forfeiture, costs and penalty assessment within 60 days of adjudication shall be imprisoned in the county jail until such forfeiture, costs and penalty assessment are paid but not exceeding 90 days. (3) This section shall not apply to action to collect forfeitures for violation of chapter 70. (b) Court authority to impose alternate juvenile dispositions and sanctions. As an alternate to subsection (a) of this section, in juvenile matters, the following sanctions and dispositions are authorized: (1) For a juvenile adjudged to have violated an ordinance, a court is authorized to impose any of the dispositions listed in Wis. Stats. 938.343 and 938.344, in accordance with the provisions of those statutes. (2) For a juvenile adjudged to have violated an ordinance who violates a condition of a dispositional order of the court under Wis. Stats. 938.343 or 938.344, the municipal court is authorized to impose any of the sections listed in Wis. Stats. 938.355(6)(d), in accordance with the provisions of those statutes. (3) This subsection is enacted under the authority of Wis. Stats. 938.17(2)(cm). (c) Continued violations. Each violation and each day a violation continues or occurs shall constitute a separate offense. Nothing in this Code shall preclude the city from maintaining any appropriate action to prevent or remove a violation of any provision of this Code. (d) Execution against defendants property. Whenever any person fails to pay any forfeiture and costs of prosecution upon the order of the court for violation of any ordinance, the court may, in lieu of ordering imprisonment of the defendant, or after the defendant has been released from custody, issue an execution against the property of the defendant for the forfeiture and costs. 3. Section 1-4 of the City of Stoughton Code of Ordinances is created to provide as follows: Sec. 1-4. Issuance of Citations and Providing for a Schedule of Deposits. (a) Citation. Pursuant to Wis. Stats. 66.0113, the city authorizes the citation method of enforcement of ordinances, including those for which a statutory counterpart exists. The citation shall contain the following: (1) The name and address of the alleged violator. (2) Factual allegations describing the alleged violation. (3) The time and place of the offense. (4) The section of the ordinance violated. (5) A designation of the offense in such manner as can readily be understood by a person making a reasonable effort to do so. (6) The time at which the alleged violator may appear in court. (7) A statement which in essence informs the alleged violator that: a. A cash deposit based on the schedule established by this section may be made which shall be delivered or mailed to the chief of police prior to the time of the scheduled court appearance. b. If a deposit is made, no appearance in court is necessary unless he is subsequently summoned. c. If a cash deposit is made and the alleged violator does not appear in

court, he will be deemed to have entered a plea of no contest or, if the court does not accept the plea of no contest, a summons will be issued commanding him to appear in court to answer the complaint. d. If no cash deposit is made and the alleged violator does not appear in court at the time specified, an action may be commenced to collect the forfeiture. (8) A direction that if the alleged violator elects to make a cash deposit, the statement which accompanies the citation shall be signed to indicate that the statement required under subsection (e) (7) of this section has been read. Such statement shall be sent or brought with the cash deposit. (9) Such other information as the city deems necessary. (b) Schedule of deposits. The municipal court, with the approval of the common council, shall establish a deposit schedule. The deposit amount for a violation of this Code may not exceed the maximum forfeiture established by the common council for the offense, plus costs, fees, and surcharges imposed under chapter 814 of the Wisconsin Statutes. (c) Issuance of citation. (1) Law enforcement officer. Any law enforcement officer may issue citations authorized under this section. (2) City officials. a. The following city officials may issue citations with respect to those specified ordinances which are directly related to their official responsibilities: 1. Building inspector. 2. Fire inspector. 3. Street superintendent. 4. Parks and recreation director. b. Such city officials may delegate their authority to issue citations to their subordinates. (d) Nonexclusivity. The authorization for the issuance of a citation under this section shall not preclude the city or any authorized officer from proceeding under any other ordinance or law or by any other enforcement method to enforce any ordinance, regulation or order. 4.
