Progress This Quarter
Overall, the project started slowly, as the end of the calendar year is normally a slow time
interlibrary loans and research. A summary of spending and metrics reporting for the quarter is
as follows:

Budget
Through December 31, 2008, $95.32 was spent on shipping in the FedEx account.
Remaining FedEx: $14,904.68
Through December 31, 2008, $14.31 was spent on OCLC charges for LADOT and MSDOT.
Remaining OCLC: $4985.69

Metrics
Four (4) libraries submitted metrics in November and 3 libraries submitted metrics for
December. Based on those (few) libraries, resource sharing among TKNs for the quarter is as
follows:

Specific Points of Interest
Three key steps took place during this first quarter of the NTKN Resource Sharing Pilot. First,
the NTL Resource Sharing Pilot Project began on November 1, 2008. Second, a webpage with
background and guidance information was created and posted on the NTL website at
http://ntl.bts.gov/networking/TKN_ILL_Guidelines.html. Last, the project funded Mississippi
DOT and Louisiana DOT’s Woldcat Resource Sharing activities through OCLC.

Work Next Quarter
For the first quarter of 2009, three primary goals will drive NTL as project coordinator: (1) getting more
libraries to report statistics; (2) disseminating clearer instructions for gathering and reporting metrics; and
(3) recruiting new libraries to join the NTKN Resource Sharing Pilot Project.

Circumstances Affecting Progress/Budget
The major impact on getting the project started was receiving funds from UW-Madison. NTL could not
start the project until funds were in hand. The overall start date was delayed until funds were received and
deposited into NTL accounts in October 2008.

Progress This Quarter
Overall, project activity increased during the quarter. The need for clarification on metrics
impacted the amount of libraries who reported. A summary of spending and metrics reporting for
the quarter is as follows:

Budget
Through March 31, 2008, $391.81 was spent on shipping in the FedEx account.
Remaining FedEx: $14,512.87
Through March 31, 2008, $0.00 was spent on OCLC charges.
Remaining OCLC: $4985.69

Metrics
Eight (8) libraries submitted metrics in January; and 6 libraries submitted metrics for February
and March. Based on those (few) libraries, resource sharing among TKNs for the quarter is as

Specific Points of Interest
During this quarter, the expected increase in usage of the FedEx account across all TKNs
occurred, with a resulting increase in statistics reported. NTL continued to field questions about
reporting metrics and began developing a revamped guidance document for metrics. To facilitate
data entry and review of metrics, NTL also began developing a Sharepoint collaborative site for
the NTKN Resource Sharing Pilot Project
(http://www.transportationresearch.gov/NTL/NTKN/metrics.aspx).

During this quarter, Northwestern University Transportation Library (NUTL) launched a
document delivery pilot program offering free delivery to TKNs. This effort, in partnership with
the NTKN Resource Sharing Pilot, makes high quality transportation information even more
readily available to TKN member institutions. As one of the largest transportation library
collections in the US, NUTL’s contribution adds another concrete, tangible benefit to TKN
members.

Work Next Quarter
For the second quarter of 2009, three primary goals will drive NTL as project coordinator: (1) getting
more libraries to report statistics; (2) recruiting new libraries to join the NTKN Resource Sharing Pilot
Project; and (3) fully implementing and deploying the Sharepoint site for the project.

Circumstances Affecting Progress/Budget
The major event impacting the project during this quarter was a new requirement to change the
Interagency Agreement between NTL and UW-Madison to a contract. This action necessitated an
extension of the period of performance to September 20, 2009.

Specific Items of Interest
During this quarter, NTL continued to monitor statistics and answer questions regarding metrics.
Work on Sharepoint collaborative site for the NTKN Resource Sharing Pilot Project
(http://www.transportationresearch.gov/NTL/NTKN/metrics.aspx) continued and was tested and
completed in June 2009. Please see the URL above for more detailed statistics and graphs for the
project.

Work Next Quarter
For the third quarter of 2009, three primary goals will drive NTL as project coordinator: (1) getting more
libraries to report statistics; (2) recruiting new libraries to join the NTKN Resource Sharing Pilot Project;
and (3) distributing logins and passwords for TKN ILL participants so that libraries can begin using
Sharepoint for report metrics.

Circumstances Affecting Progress/Budget
The major event impacting the project during this quarter is that changes in USDOT’s internal process to
pay FedEx resulted in a hiatus in using the shipping account beginning in May 2009. As a result, activity
slowed almost completely. The Northwestern University Transportation Library Document Delivery
program continued to bolster and facilitate resource sharing among TKNs during this time.
