2 The Balanced Budget Act of 1997, enacted on Aug. 5, 1997, specified that effective January 1998, coverage for the majority of home health services not associated with a
hospital or skilled nursing facility will be transferred from the Hospital Insurance (HI) program to Supplementary Medical Insurance (SMI) program. The HI program will cover the
first 100 home health agency visits following a hospital or skilled nursing facility stay of at least 3 days. From July 1981 to December 1997, home health agency services have
