First off, I would like to wish you all a very happy and healthy 2014. This new year brings along new faces on our City Commission, and we look forward to Jimmy L. Morales continuing to address top city priorities, including the Convention Center and sea level rise. We will soon be conducting our fth consecutive community satisfaction survey, and I encourage all residents and businesses that are approached to participate. The input we receive is essential in helping prioritize the issues we tackle every day on behalf of this vibrant community. In the pages that follow, you can learn about our continued green efforts by creating environmentally conscious surface lots. Additionally, we maintain committed to a high standard of city cleanliness, which includes major efforts in our waterways to protect our seagrass, corals, sh, among many other marine life. Alton Road, as most of you are aware, is under construction by the Florida Department of Transportation. Despite the construction zone, our local shops along Alton Road and West Avenue remain open. I hope the appearance will not deter you from supporting our local businesses. We are working on improving your access to their storefronts. I would like to wish the Bass Museum of Art, Miami Beachs rst building with an exhibition space for the ne arts, a very happy birthday. Fifty years later, the Bass continues to be a major cultural anchor for South Florida. Antes que nada, me gustara desearles a todos un 2014 lleno de salud y felicidad. Miami Beach Police Animal Resource Ofcer Mariana Jomarron consistently rescues animals off the streets of Miami Beach. Recently, she performed detective work to reunite resident Maria Elena Colomer with her lost, half-blind, 17-year-old Siamese cat. Ofcer Jomarron spoke to another resident who had mentioned seeing Colomer frantically looking for her beloved pet. Ofcer Jomarron was able to locate the lost Siamese and nd the devastated resident by running a search of her car description. When Ofcer Jomarron came to my door to tell me she had [my cat] I was speechless and just started crying, said Colomer. I will be forever grateful to her for returning my cat and for the care she was given while she was gone. Know of crimes against animals or other unlawful issues with animals in your neighborhood? Heart disease has unfortunately garnered the title of Americas number one killer for both men and women. It can strike anywhere, anytime and often to the most unsuspecting. I am one of those people who had no symptoms or risk factors. Im athletic, slim, dont smoke and eat a South Beach diet. And yet, I have heart disease, said 55-year-old Key Largo resident Thomas Van Lent. This past October, Van Lent crossed the nish line of the Miami Beach Halloween Half Marathon, only to collapse in cardiac arrest upon arrival. A bystander began immediate CPR and Miami Beach Fire-Rescue paramedics arrived in seconds. An automated external debrillator (AED) was placed on Van Lents chest, and one shock later, he had a second chance of life. Knowing what to do, and doing it quickly, when someone suffers sudden cardiac arrest can make the difference between life and death. The runner was fortunate enough to have collapsed at arms reach of our Miami Beach Fire-Rescue paramedics, but it is vital for everyone to be trained on how to properly intervene if professional rescuers are not immediately on the scene, said EMS Division Chief Francois Betancourt. This year, the Miami Beach Fire-Rescue Department will be offering residents the American Heart Association (AHA) Heartsaver CPR AED training at no cost on the rst Monday of every month. This course, available to anyone with limited or no medical training, teaches adult CPR and AED use, as well as how to relieve choking on an adult. The chances for survival decrease by 10 percent with each passing minute after

collapse. You may be the victims only hope to keep them alive, so we want

to train as many residents as possible, added Chief Betancourt. Upon completion of the training, students will receive a Miami Beach Fire-Rescue Department Certicate of Completion and are eligible to receive an AHA Heartsaver CPR AED Course Completion Card that is valid for two years. If available, AEDs are userfriendly devices that untrained bystanders can use to save the life of someone having a sudden cardiac arrest. However, individuals who have not undergone training are oftentimes intimidated by the machine, and much less-likely to use it. If a person is in a heart rhythm that needs to be shocked, the AED will automatically shock the heart. The machine will not shock someone that does not need to be shocked, and can restore a normal heart rhythm if it is used quickly enough. If an AED is not immediately obtainable, cardiopulmonary resuscitation (CPR) should be performed. CPR is a life-saving skill that you hopefully will never need to use, but can make the world of difference to a person in need of this life-saving intervention, said Chief Betancourt.

People who have had CPR training are more likely to give high-quality chest compressions and are more condent about their skills than are those who have not been trained. Miami City Ballet is often top-of-mind for South Florida residents when they think of local dance; however, the Miami Beach founded contemporary dance company, Dance Now! Miami (DNM) has been an artistic gem in our community for many years. Established in 2000 by Diego Salterini and Hannah Baumgarten, they have earned the exclamation point in the companys name by bridging their varied backgrounds in ballet, modern dance and jazz to produce unique, exhilarating dance performances. Their dance recruits represent a cross section of South Floridas diverse background; from New World School of the Arts graduates, recent Cuban emigrates from the Contemporary Company out of Guantanamo Bay and musical theatre alumni from the University of Miami. DNM has been a grantee of the Miami Beach Cultural Arts Council for the past 14 years. As part of the citys support, the dance company hosts several free performances for residents each year, noted Gary Farmer, cultural affairs program manager at the City of Miami Beach. Last November, DNM presented an entrancing performance at the North Beach Bandshell where they provided a sneak peak from the companys critically acclaimed repertory, Waters Edge: the Long Walk.

This year, they will be holding free performances in May at the Art/Center South Florida and Bass Museum. These performances will be inspired by the current art on display and the unique architectural elements of the facilities. Beyond the hours being put into rehearsals and their local and international performances, the company carves out time and resources to dedicate to educational outreach, nurturing new talent and ensuring the art of dance is accessible to diverse audiences. DNM offers daily classes for children and adults at its home studio, where the company also presents educational performances as part of the Miami-Dade County Cultural Passport Program, reaching over 5,000 school children annually. We are a dance company with a long standing commitment to arts education and are proud to be actively involved with this community, said co-founder Hannah Baumgarten. Additionally, over the past ten years, the company has run a rotating, comprehensive education outreach program to many of the countys public schools, including Nautilus Middle School and Feinberg Fisher K-8 Center. They teach how to watch live dance, stimulate art awareness, critical thinking and freedom of expression.

A signicant driver in developing citywide priorities is the community input received through the satisfaction surveys with residents and businesses. The surveys provide an understanding of current satisfaction levels among community groups with the City of Miami Beach government and the services it provides; provides benchmarks to similar jurisdictions; and provides recommendations for improving satisfaction and quality of life, i.e. key drivers for improving satisfaction. By surveying these groups, there is a better understanding of the needs and desires of the community and the city is better able to allocate resources to address these priorities.

According to the most recent Miami Beach Community Satisfaction Survey that was conducted in early 2012, a majority (89 percent) of resident respondents reported that their overall quality of life within the City of Miami Beach was either excellent or good. In addition, a record high of 89 percent reported Miami Beach as an excellent or good place to live. Although much has been achieved over the years, there is still room for improvement. In 2012, residents and businesses indicated the need for addressing better storm drainage, homelessness, trafc ow and road conditions as being of top importance. Addressing these issues, along with many others, continue to be a priority. The 2014 survey, which will be Miami Beachs fth set of comprehensive statistically valid community satisfaction surveys, will soon be underway. We encourage everyone who receives a phone call to participate. With just 10 minutes of your time, you can shape the future of the city.

CELEBRATING THE GOLDEN YEAR


By Melissa Berthier Long before Basel, there was the Bass. For the last 50 years, residents and visitors alike have ocked to the Bass Museum of Art to experience the cornerstone of Miami Beachs arts and culture. Founded in 1963 through the donation of a private collection from John and Johanna Bass to the City of Miami Beach, the initial donated works consisted of 500 Renaissance and Baroque pieces of art, primarily European Old Master paintings, important textiles and religious sculptures. Today, the museum houses over 3,000 works including: European painting and sculpture from the 15th century to present; seventh to 20th-century textiles, tapestries and ecclesiastical vestments and artifacts; 20th and 21st-century North American, Latin American, Asian and Caribbean art; photographs, prints and drawings; and modern and contemporary architecture and design with emphasis on the pre and postwar design history of Miami Beach. The Bass also boasts one of the few Egyptian galleries in the nation and the only one in Florida, which allows visitors the unique opportunity to learn about one of the worlds oldest and most mysterious civilizations from its surviving objects, including an Egyptian sarcophagus and mummy. The museum occupies what was originally the Miami Beach Public Library and Art Center, designed in 1930 by Russell Pancoast, grandson of Miami Beach pioneer John A. Collins. Distinctive art deco features of the faade of the museum include sculptures by Gustav Boland of stylized carved sea gulls and bas reliefs above the entrance portals depicting colonial Spanish sailing ships, a pelican eating a sh, and cruise ships, boats and planes coming to Miami Beach. Opened as Miami Beachs rst public building with an exhibition space for the ne arts, the Bass Museum was intended to preserve the symmetry of the formal gardens of Collins Park, which had been donated by Collins to the City of Miami Beach and laid out in the 1920s. The building is now the centerpiece of the citys historic district and was placed on the National Register in 1978. Together with the Miami City Ballet and Miami-Dade Public Library, the Bass Museum is a cultural anchor of Miami Beach within the Collins Park neighborhood.

In addition to the vast amount of paintings, the Bass collection contains sculptures, works on paper, decorative objects and an exquisite textiles selection. In 2001, the internationally acclaimed architect Arata Isozaki was hired to design a new wing which offered the museum an additional 16,000 square feet of gallery, retail and reception space. Isozakis works combine a traditional Japanese sensibility with Western postmodernism. The new wing exhibits signature features of Isozakis design aesthetic, such as his creation of ying-yang juxtapositions between positive and negative space. Beyond their exhibitions, the Bass is host to various educational programs that successfully demonstrate that art is a catalyst for creativity and positive growth, especially

in the area of early childhood education. Many visitors also take advantage of the dynamic art conversations that frequent the museum. In order to reach out to new and diverse audiences, the Bass is now open on Fridays until 9 p.m. We offer classes, lectures, social events and exhibition openings, said Silvia Karman Cubi, executive director and chief curator for the Bass Museum. You can make it a night and stop by before or after dinner and catch one of these classes or just drop in and see our exhibitions on view. Late last year, the City of Miami Beach awarded the Bass

Museum a $7.5 million grant for expansion. The museum will use the funds to build two additional classrooms adjacent to the existing Lindemann Family Creativity Center. With a separate entrance, the space will be open and accessible after regular museum hours and in the evenings. The improved and functional design will provide 47 percent more programmable space within the museums same building footprint, noted Cubi. This will enhance the museums commitment to its exhibition and education programming in a responsible and sustainable manner.

The Bass is working on this design with architects Arata Isozaki & Associates and David Gauld. The expansion will begin in April of next year. 2014 is [our] 50th anniversary and we cannot be more excited about the direction our museum (and Miami Beach) is headed, added Cubi. With so many cultural offerings in Miami, the future of museums is not the future, it is the now. The Bass will be kicking of their 50th birthday celebration with an outdoor concert featuring the Miami Symphony Orchestra (MISO) on January 26.

En los ltimos 50 aos, innumerables residentes y visitantes han ido al Bass Museum para vivir la experiencia del espacio artstico y cultural de Miami Beach. Fundado en 1963, gracias a la donacin de una coleccin privada de John y Johanna Bass a la Ciudad de Miami Beach, sus obras iniciales fueron 500 piezas de arte del Renacimiento y el Barroco, principalmente pinturas de antiguos maestros europeos, importantes tejidos y esculturas religiosas. MIAMI BEACH IS A LOT GREENER

Shari Holbert-Lipner In Miami Beach, concerns about the environment and nding a good place to park go hand-in-hand. The engineers in the citys Public Works Department have redesigned four surface parking lots one in North Beach and three in South Beach that incorporate strategies for adequate parking, as well as minimize the impacts on our environment. In these lots, there is more green space and less impervious concrete in the surface conguration than ever before. The added green space provides pervious ground to absorb rainwater and some street run-off. In addition to the conventional drainage system incorporated in the lots, the design also includes porous concrete in the parking spots, which allows standing water to seep into the aggregate and prevents more pollutants from ushing into the drains. The new designs use criteria established by the United States Green Building Council. Although the lots are not certied as LEED (Leadership in Energy and Environmental Design) projects, because those standards only apply to buildings, the City followed the Councils rating system to choose elements that would be applicable to construction of surface lots. The Ofce of Capital Improvement Projects (CIP) is implementing these design strategies and has completed the rst of the new lots at 10 Street and Washington Avenue. All of the large trees were retained in this lot, and added were more native plant material. By planting Florida-friendly species, maintenance requires less water than non-native plants. Additionally, through maintaining the existing canopy, there is a reduced heat island effect. The heat island effect is caused by paved surfaces, such as parking lots, buildings and rooftops, soaking up the heat energy from the sun, which in turn warms the surrounding air. This causes an increase in temperature of the areas around these paved surfaces as compared to spaces that have cooling elements, such as trees and natural vegetation. Since cities tend to have a lot of paved surfaces, the resulting heat forms a bubble of hotter temperatures around the city as compared to the surrounding rural areas, creating heat island. Increasing green spaces within cities helps cool the heat island effect, which in turn reduces air pollution and negative health effects related to heat and pollution, said Sandra Lee, president of the South Florida U.S. Green Building Council. The environmental impact of lighting, which we know is essential for safety, was also taken into consideration during the design phase of these lots. Less-costly LED lighting was chosen. This reduces the carbon footprint by having a longer lifespan and drawing less energy than conventional lights. We take lighting into consideration in a variety of ways, added Elizabeth Wheaton, environmental resources manager for the City of Miami Beach. For example, for any lot close to the ocean, we utilize amber LED lights, which are turtle-friendly. The new lot at 10 Street and Washington Avenue also incorporates materials designed to address water retention. Looking to the future, other designs will incorporate water retention areas that will actually recycle the water and use it to irrigate the landscaping, noted Wheaton. Another added bonus of the 10 Street and Washington Avenue lot redesign: gaining two additional parking spaces.

En Miami Beach, la preocupacin por el medio ambiente y el inters por contar con buenos sitios de estacionamiento van de la mano. Los ingenieros del Departamento de Obras Pblicas de la ciudad han rediseado cuatro zonas de aparcamiento superciales una en North Beach y tres en South Beach que integran estrategias de estacionamiento adecuado, al mismo tiempo que minimizan el impacto sobre el medio ambiente. En la conguracin supercial de estas zonas, hay ms espacios verdes y menos concreto impermeable que nunca. Los espacios verdes aadidos brindan un suelo permeable para absorber el agua de lluvia y algo de drenaje vial. Adems del sistema convencional de desage integrado en las zonas, el diseo incluye hormign poroso en los lugares de estacionamiento, lo cual hace posible que el agua estancada se ltre en el conglomerado y evita la evacuacin de ms contaminantes por las alcantarillas.

Si bien las zonas no tienen certicacin como proyectos LEED (liderazgo en energa y diseo ambiental) dado que las normas correspondientes se reeren nicamente a edicios, la Ciudad sigui el sistema de calicacin del Consejo para elegir los elementos que seran aplicables a la construccin de aparcamientos superciales. La Ocina de Proyectos para Mejoras Capitales est implementando estas estrategias de diseo y ha completado la primera de las nuevas zonas en 10 Street and Washington Avenue. En esta zona se conservaron todos los rboles grandes y se aadi ms material vegetal nativo. Las especies vegetales propias de Florida necesitan menos agua para su mantenimiento que las no nativas. Dado que las ciudades tienden a tener muchas supercies pavimentadas, el calor resultante forma una burbuja de temperaturas ms altas en la ciudad en comparacin con las reas rurales circundantes, lo que crea la isla de calor. Between the Atlantic Ocean, Biscayne Bay and miles of canals, its evident that water is plentiful on Miami Beach. However, there is much more than meets the eye when it comes to the citys waterways. Miami Beach is surrounded by life in our waters. Waterways, both natural and man-made, are a habitat for many native plants and animals. You can see the mangroves protecting the shoreline and the migratory birds wading in the shallows. Wait a little longer and you may notice a fin cut through the water,

belonging to a dolphin or a shark. And if you are really lucky, you may even spot an endangered manatee or sea turtle coming up for air. Other wildlife teeming along our shorelines include: sea fans, stony corals, sponges, rays, sea horses, tarpon, juvenile reef fish and even crocodiles on occasion. Snorkeling along the citys seawalls, I am amazed by the diversity of soft and hard corals that thrive at the foundation of this urban paradise said Colin Foord of Coral Morphologic.

If you look below the surface, you see that there is a whole other world living among us. Miami Beachs waterways are carpeted with sea grasses, fluorescent coral colonies thrive along the sea walls and thousands of colorful fish populate our waters. Did you know that southeast Florida is the only place in the whole world you will find Johnsons seagrass? Johnsons seagrass was the first marine plant listed as a threatened species.

Miami Beach strives to maintain a high level of cleanliness citywide, and our waterways are no exception. The citys waterway contractor removes floatable litter and marine debris from canals eight to 12 times per month, removing an average of over 300 lbs of garbage each trip. Thats 3,500

lbs per month; 42,000 lbs per year and over 20 tons per year. While the city is doing its part, there are plenty of ways individuals can help maintain Miami Beachs waterways clean. Throughout the year, the city in partnership with the non-profit Environmental Coalition of Miami and the Beaches (ECOMB), hosts volunteer cleanup events. If you cannot make it to a volunteer cleanup, you can still make a difference. Its simple, dont litter. Trash

on the streets makes its way, either by wind or rain, into our waterways. Litter also clogs our stormwater infrastructure, which is vital to keeping our streets from flooding. Additionally, the Teen Job Corps provides opportunities for high school students to give back to their community and the environment through cleanup events at Park View Island. Bullies: Not Welcome


This year, over 13 million American kids will be bullied at school, online, on the bus, at home, through their cell phones, and on the streets of their towns, making it the most common form of violence young people in this country experience. However, Miami Beach is No Place for Hate. Fostering a bias-free environment in schools is a top priority. Miami Beach recently earned the Anti-Defamation Leagues (ADL) prestigious Community of Respect designation for its commitment to enhance the appreciation of diversity and foster harmony amongst diverse groups. Dedicated educators, concerned parents and municipal leaders are working together to establish safe learning environments for all children in Miami Beach. Since its inception, the ADL has impacted the lives of over 56 million children and adults nationally through its anti-bullying and prejudicereduction programs, said Lily Medina, education project director, Anti-Defamation League. In partnership with the ADL, the City is funding the implementation of the No Place for Hate initiative this school year. In fact, all six public schools on Miami Beach will earn the ADL No Place for Hate designation. I consider the Anti-Defamation Leagues No Place for Hate program as a best practice strategy to reduce bullying and violence in MiamiDade County Public Schools (M-DCPS). This initiative complements our efforts in student services by providing educators and students with the additional resources to ensure that anti-bias and diversity is celebrated, added Deborah A. Montilla, district director, M-DCPS Division of Student Services.

These activities not only work to teach students how to communicate appropriately and demonstrate positive social leadership, they redesign school hallways and classrooms to create materials and spaces focused on community and acceptance. Its important that our students believe that they do have the power to respect differences and spread kindness. Together, we have been able to raise awareness of this important initiative, said Rene Bellmas, principal, Nautilus Middle School. Public schools and facilities across Miami Beach promote zero tolerance with regards to harassment and bullying by identifying clear consequences for students involved in such incidents. Ive been a victim of bullying. With the No Place for Hate training, Ive realized I can help my peers by making them feel safe and more comfortable at school, said Danielle Ravelo, tenth grader, Miami Beach Senior High. I no longer wait for someone else to stand up. I stand up for others, chimed in another tenth grader, Cheldina Jean. Eliminating bullying requires parents, educators and the community to remain rm on negative peer interactions. As a designated community of respect, Miami Beach is committed to fostering an environment of tolerance and respect.

Pero Miami Beach no es un lugar para el odio. Promover un ambiente sin discriminacin en las escuelas es una prioridad fundamental. La ciudad obtuvo recientemente la prestigiosa denominacin Comunidad de Respeto de la Anti-Defamation League (ADL), gracias a su compromiso tendiente a mejorar el aprecio por la diversidad y promover la armona entre grupos diferentes. El programa No Place for Hate de la ADL es una estrategia de mejores prcticas para reducir el acoso y la violencia en las Escuelas Pblicas del Condado de Miami-Dade (M-DCPS, por sus siglas en ingls). Esta iniciativa complementa nuestros esfuerzos en materia de servicios a los estudiantes, brindando a los educadores y alumnos recursos adicionales para asegurar la celebracin de la diversidad y la no discriminacin, agreg Deborah A. Las actividades que actualmente se desarrollan en las escuelas pblicas de Miami Beach apuntan a mejorar todo el clima escolar, en lugar de centrarse en interacciones especcas entre compaeros. Estas actividades sirven no solo para ensear a los estudiantes a comunicarse apropiadamente y demostrar un liderazgo social positivo, sino tambin para redisear los pasillos y los salones de clase a n de crear materiales y espacios enfocados en la comunidad y la aceptacin. Es importante que nuestros estudiantes crean en su poder para respetar las diferencias y difundir amabilidad. Juntos, hemos podido concientizar sobre esta importante iniciativa, coment Rene Bellmas, rector de Nautilus Middle School. Las instituciones y escuelas pblicas de todo Miami Beach promueven la tolerancia cero frente a los actos de intimidacin y acoso, identicando consecuencias claras para los estudiantes que participen en tales actos. He sido vctima de la intimidacin. Con la orientacin de No place for Hate, me he dado cuenta de que puedo ayudar a mis compaeros hacindolos sentirse ms seguros y cmodos en la escuela, comparti Danielle Ravelo, estudiante de dcimo grado de Miami Beach Senior High.
