Within the frames of the Citizens Advocacy Initiative (CAI) on


December 4, CSO CiDA together with the Rustavi Public
Council organized the meeting with Balanchivadze Street
dwellers. The meeting was attended by 26 people.
The goal of the meeting was to identify urgent problems of locals
in order to advocate them in future at the local self-government
level and also introduced new initiatives of the Public Council.
During the meeting Council members introduced the goals and
activities planned by the council. The population named the
problems of the street itself.
The named problems included: lack of inner public
transportation lines; poor condition of inner roads; damaged
facades of the buildings etc.
The council members made notes regarding the problems
named by the population to advocate them in different entities
and organizations, also offered local population to be actively
involved in different meetings as well.

CAI project is implemented by the support of USAID project MSI.

On December 3-5, in Tbilisi at Beaumonde Garden Hotel, by


the initiation of the CSO CiDA a presentation skills training
for local development working group members, who worked
out municipalities' development strategy plans in the frames
of JOIN project, was organized.
As a result of 3-day training the attendees from Akhaltsikhem
Bolnisi, Gardabani, Dmanisi, Marneuli and Ninotsminda
received knowledge and practical experience regarding
presentations process and communications effective
management with various auditoriums.
During the meeting the groups' representatives worked on the
presentation versions of municipalities development plans to
present them to local self-governance bodies, population and
donors.
The training was conducted by Center for Change and Conflict
Management Partners Georgia trainers.

The event was organized in the frames of Local actors join for inclusive

economic development and governance in the south Caucasus (JOIN) project

RUSTAVI CIVIL COUNCIL 2014 PRIORITIES

On December 6, in Rustavi, at Democratic Engagement Center,


by the initiation of CSO CiDA, in the frames of Public
Monitoring Project debates were conducted on the following
topic: Rustavi Civil Council 2014 Priorities.
The meeting was attended by Rustavi Self-Governance, civil
sector representatives as well as media and other interested
persons.
During the meeting, Civil Council Chair Leila Aptsiauri
presented 2013 activity report to the audience. The report
included detailed explanation regarding the implemented
activities.
The second part of the event was dedicated to discussion
between the Civil Council representatives and the attendees.
The debates participants stressed what kind of priorities should
be distinguished in 2014.
The population thinks that the charity and humanitarian
activities should be inevitable part of the Civil Council activities
in 2014.
Besides this the locals asked the council members to pay more
attention to the environmental issues in Rustavi city.
On the base of the debates results, the Civil Council will update
the ongoing plan and consider the opinions expressed during
the meeting.

On December 6, in Tbilisi at Beaumonde Garden Hotel, by


the support of the CSO CiDA, the municipalities of
Akhalkalaki, Bolnisi, Gardabani, Dmanisi, Marneuli and
Ninotsminda development plans discussion took place.

The abovementioned municipalities' representatives, City


Council Chairmen and the working group members, who
worked out the strategy plans, were attending the event.

The situation existing in the municipalities is analyzed in the


document and the development viewpoints are also defined.
Besides this certain priorities regarding the agricultural
development are also mentioned. As a result of SWOT analysis
the initiatives are revealed, which should be implemented by
the involvement of various interested sides.

1325: WOMEN, PEACE AND SECURITY

On November 15, December 8 in 2013, in Sweden, in


capital Stockholm training under the title: 1325:
Women, Peace and Security was conducted. 25
participants from 5 countries including: Columbia, South
Sudan, Congo, Liberia and Georgia were taking part in it.
Georgian delegation included representatives from state
and NGO sectors including NGO CiDA Executive
Director Zviad Devdariani.
The training was supported by Swedish International
Development Agency (Sida) and was implemented by 2
partner organizations such as Indevelop and Kvinna till
Kvinna.
In the frames of the abovementioned training the
participants were introduced NGO resolution 1325,
gender introduction, international peace operations legal
aspects, as well as violence aspects in conflict and postconflict circumstances.
In the frames of several study visits the training attendees
met with various institutions, which participated in NGO
resolution 1315 implementation.
Besides this the course also covered the project
management component as a result of which individual
projects should have been prepared.
CiDA Executive Director's project, strengthening
gender component, is being considered in the ongoing GPAM project.
In May in 2014, the second round of training is planned to
be conducted. This means that all the first round
participants will visit Georgia and project implementation
6-month results will be summarized.

On December 10, by the initiation of the NGO CiDA and by the


support of the National Probation Agency Kvemo Kartli Bureau
the juveniles in the conflict with law, as well as CiDA initiation
Elder Friend participants attended a charity concert at
Rustavi Municipal Theatre.
The concert was organized by the charity foundation
Akhalsopeli, which builds a district for socially insecure kids
and older people in Chakvi.
The foundation plans to hold charity concerts all over Georgia.
Georgian singers and artists were performing on the event.
The youngsters liked the concert very much and expressed their
will to participate in the similar kinds of events in future.
The event was organized in the frames of Support for Juvenile Justice Reform in
National Minority Communities of Kvemo Kartli and Samtskhe-Javakheti. The
project is implemented by the support of EU.

On December 12, in Kutaisi, in Georgian Parliament Building a


cooperation memorandum was signed between Georgian
Parliament and the Civil Organizations including CSO CiDA as
well as R-CSN member NGOs, approximately 40 of them.

With the abovementioned memorandum the Georgian


Parliament and the Civil Organizations established the new
tradition of cooperation: The Civil Organization Day was
founded at the Georgian parliament. From now on it will be
annually celebrated and serve deepening of the dialogue
between the Civil Organizations and the Parliament itself.

The event consisted of 2 parts: the memorandum signing and


the discussion of the active issues presented by the Civil
Organizations.

On the same day the Civil Organizations together with the MPs
had opportunity to discuss the ongoing problems, activities and
public policy issues taking place in the country.

Any civil organization acting in Georgia, which agreed with the


document text, were welcome to join the memorandum.

IN KUTAISI

On Dec ember 13, in Kutaisi, R-CSN, facilitated by CSO CiDA


held meeting with local self-governance representatives and
presented the recommendations regarding the self-governance
code prepared by the network.

R-CSN member NGO representatives met with Kutaisi Acting


Mayor Shota Murghulia, discussed the self-governance code
recommendations prepared by them and introduced their own
opinions regarding the issue to the high official.

Besides the abovementioned event, later the network member


NGOs discussed future plans and the R-CSN admission and
dismissing procedures as well.

Note: Georgian Ministry of Infrastructure and Regional


Development introduced the Self-Governance Code to the
regional mass media representatives and the NGOs on November
12 meeting taking place at Tbilisi Marriott Hotel.

recommendations regarding the code and presented them to the

AGRICULTURAL PRODUCTION FAIR
IN GYUMRI

On December 13, in Gyumri city, Armenia, in the frames of


JOIN project, an agricultural fair was organized. Totally 15
farmers from Kvemo Kartli and Javakheti regions took part in the
fair.
The fall potato, cheese and tomato producers shared their
experience to the colleagues regarding the strong and week
sides during the producing process itself.
The fair participants received information about the procedures
and benefits during border-crossing process. The producers also
shared the information regarding production price, purchasing
conditions and transportation possibilities.
The fair participants underlined the vital need of similar kinds of
events to promote their production and establish cooperation
with foreign colleagues.
JOIN plans to organize the next fair in spring of the next year.

SEMINAR FUTURE OF GEORGIA PEACE

On December 14-15, at International Scout Center, Rustavi


Youth Center organized seminar under the title Future of
Georgia Peace. Youngsters aged 16-20 participated in it.
Besides them the juveniles in the conflict with law were also
involved in the seminar process.
During 2-day seminar, the invited trainers and lecturers
discussed Euro-Integration issues as well as the ways which lead
to conflict settlement.
The seminar was full of various interesting workshops and
modeling that made the process much more simple for the
participants to understand.
The event was organized in the frames of Support for Juvenile Justice Reform in

National Minority Communities of Kvemo Kartli and Samtskhe-Javakheti. The


project is implemented by the support of EU.

On December 16, in Tbilisi, at Courtyard Marriott Hotel,


NGO CiDA held a presentation of Civil Electronic
Monitoring System (CEMS) that was implemented in the
frames of Civil Advocacy Initiative (CAI) project.
www.cems.ge, is an electronic mechanism for selfgovernance and the local populations' communication,
which assists the civil monitoring and involvement in
decision-making process.
www.cems.ge collects the information regarding various
problems existing in various cities including, utility
problems, self-governance projects, local bills, civil ideas and
projects, petitions, regulations and rules etc.
www.cems.ge is a unique tool for the self-governance and
civilians distance communication.
Currently the web-page includes more than 800
infrastructural and utility problems uploaded by the citizens
themselves, out of which 180 of them have already been
solved.
Note: www.cems.ge is implemented in the frames of CAI project and is
facilitated by NGO CiDA. The activities are implemented in four Georgian
cities including: Ruatsvi, Kutaisi, Poti and Gori. The project is supported by
USAID democracy management project (G3).

parliamentary session approved GPB board selection
commission.

On December 24, by the initiation of the NGO CiDA and by the


support of the National Probation Agency Kvemo Kartli Bureau
the juveniles in the conflict with law, watched a movie at
Rustaveli Cinema.
The youngsters watched newly made comedy Mr. Nurse by
Comedy Show and Comedy Channel. The kids liked the movie
very much and expressed their will to be involved in the similar
kinds of event in future as well.
Totally 20 youngsters participated in the event and Rustavi Youth
Center hosted them with popcorn and Pepsi.
The event was organized in the frames of Support for Juvenile Justice Reform in
National Minority Communities of Kvemo Kartli and Samtskhe-Javakheti.

On December 26, 2013 in the frames of the project


Accessible Justice for National and Ethnic Minorities in
Administrative Court NGO CiDA organized a meeting at
Bolnisi Regional Court.
CiDA Legal Expert Lika Chekhani and Bolnisi Regional
Court Manager Levan Simonishvili were attending the
meeting.
The key aim of the meeting was the discussion of the
recommendations worked out as a result of the recently
conducted research.
The recommendations included following issues:

Informing ethnic and religious minorities about


their rights;
P rov i d i n g t h e co u r t w i t h p ro fe s s i o n a l
interpreters/translators;
Improving the court interpreters/translators
qualification;
Adding guidelines in Azeri and Armenian
languages on the info desks.

Besides this CiDA representative held meeting with


Marneuli Municipality Legal Department Head Nino
Dekanoidze.
The main goal of the abovementioned meeting was
introducing the recommendations worked out for the local
self-governance bodies.

CiDA BOARD MEETING

On December 27, in Tbilisi at Courtyard Marriott Hotel NGO


CiDA Board meeting took place.
CiDA Board Members include: Konstantine Maghradze, Zviad
Kordzadze, Ekaterine Siradze-Delone, Tamar Germanashvili,
Agit Mirzoev, Sofiko Shubladze, Vakhtang Piranishvili and
CiDA Executive Director Zviad Devdariani.
During the meeting, following issues were discussed including:

The board members positively evaluated CiDA activities in
2013, fundraising planning actions as well as budget
management. Besides this the budget 2014 was also adopted.
CiDA board meeting was implemented in the frames of the organizational
development component by the support of Eurasian Partnership Fund and
sponsored by USAID.
