illage "all Pu#lic $oru% District Councillor Atkinson, District Councillor Oakley and County Councillor Perry were present in the Public Forum, together with PCSO Dave Martin and other members o! the public" Mrs #anet $illiams was present to apply !or the vacant position o! Parish Councillor" Mrs $illiams introduced hersel! to members and outlined why she !elt that she was a suitable candidate !or co%option on to the Parish Council" Mrs $illiams answered a !ew &uestions !rom the Parish Council" 'he Chairman thanked Mrs $illiams and told her that her application would be considered, together with ( !urther applications at the end o! the meeting" Mrs #enny )uckley, Chair o! the *arlswood and Forshaw +eath ,esidents- Association, spoke about the Submission Core Strategy which is coming out soon and she hopes that we all work together" #enny con!irmed that *arlswood ,esidents- Association has written to ,on )all about policing matters . ie the impending loss o! our local PCSO" Dermot O-)rien posed a &uestion to the Chairman on behal! o! the Allotment Association and asked i! there is a waiting list !or the allotments" Councillor $illmott con!irmed that there is and he will be endeavouring to let the vacant plots in the very near !uture" &e'ort fro% County Councillor Perry Councillor Perry con!irmed that he has spoken to ,on )all about the cutting o! the amount o! PCSOs in the Alcester /orth 'eam !rom 0 to (" ,on )all has con!irmed that there are currently 1(0 PCSOs which were due to be cut to 23" Mr )all has put money in to !und keeping the number o! PCSOs at 144" Councillor Perry con!irmed that he has told ,on )all that we are upset by this decision and these concerns will be taken to the Police Commissioner" Councillor Perry said that there is to be a meeting on 'hursday (5th #uly at (pm in the Parish O!!ice with Sergeant Osbourne and 6nspector Chistie where our concerns can be aired" Following a &uery !rom a member o! the public about who is responsible !or the large trees outside 7 and 7A 'he Common, Councillor Perry con!irmed that +ighways have con!irmed that they do not belong to them" Councillor Oakley con!irmed that these trees are on land belonging to the District Council" 'he Clerk will pass on the concerns !rom the member o! the public about the sa!ety o! these trees to Susan Steele at SDC" County Councillor Perry updated members on the legal position on current Permitted Development ,ights" +e con!irmed that i! a neighbour ob8ects to the proposal then it will have to go to Planning Committee to be considered by Planning O!!icers" 'he neighbour has (1 days to make an ob8ection" Councillor Perry con!irmed that speed checks have been taken along )road 9ane and he thanked PCSO Martin !or arranging these checks" +e con!irmed that he can bid !or ( : electronic static !lashing signs at a cost o! ;3,444 !or )road 9ane i! the public supports this" County Councillor Perry reported that each County Councillor has been allocated ;5,444 to award to local organisations so i! anyone knows o! local organisations looking !or money they can contact him" Councillor Perry said that there are going to be meetings around the County inviting input into the reduction in the number o! District Councillor Atkinson reported that !rom (410 individuals will be e:pected to register to be on the *lectoral ,egister rather than the current system o! relying on the head o! the household to ensure all eligible voters are included" District Councillor Atkinson said that !lags may be erected on one-s own premises providing that certain conditions, such as highway matters, obscuring tra!!ic lights, etc are observed" Councillor Atkinson then gave some e:amples o! 9ocal >overnment wasting money including South 'yneside Council spending ;(54,444 to try and identi!y a mystery blogger" Fly tipping has cost 9ocal Authorities ; 2m but there have only been (2?3 success!ul prosecutions" Councillor Atkinson said that he would dearly love it i! $arwickshire was used in our addresses instead o! Solihull, especially with people having a bee! with Solihull M)C building on our borders" 6n relation to the Core Strategy, Councillor Atkinson reported that there won-t be any material changes to the Core Strategy which is being presented to Full Council on Monday ((nd #uly" Councillor Atkinson then invited &uestions" Councillor O-)rien &ueried what the position o! the 4@ rule was within the Core Strategy= Councillor Atkinson con!irmed that it has been taken out because the impact o! Permitted Development ,ights has overruled it in many instances" 'he setting and the impact on the neighbours are the important !eatures" Councillor O-)rien did not !eel that there had been too much consultation on this matter" Mrs )uckley stated that during the consultation there had been 12 responses in !avour o! the removal o! the 4@ rule and (2 responses in !avour o! retaining the 4@ rule" Councillor Atkinson con!irmed this" Councillor <eogh made the comment that she wondered i! the character o! our area will be destroyed with a lot o! e:tensions being built under Permitted Development ,ights which will mean a lot o! !lat roo!s" Councillor Cunningham raised concern over Councillor Atkinson-s comments that the Core Strategy will be going to Full Council with no material changes" Councillor Cunningham !eels that this is a brand new document" Councillor Atkinson responded that what has been produced is the result o! previous consultation and he did not agree that it is a brand new document" #enny )uckley said that many people had made representation at the Public Consultation and spoke in !avour o! the 4@ rule but these opinions were not taken on board" Mrs )uckley asked Councillor Atkinson how many consultation responses there had been reA the 4@ rule, Councillor Atkinson con!irmed that there were 12 !or the removal o! the 4@ rule and (2 against" Mrs )uckley said that money would be saved on dealing with !ly tipping i! we could use recycling centres close to where we live" Councillor Atkinson said that cross border co%operation is a !eature o! the Core Strategy and he would raise this point at Monday-s meeting" &e'ort fro% (istrict +a)ley Councillor District Councillor Oakley made re!erence to some o! the items raised earlierA 1" 'he rela:ation o!
