Consultants2 employed by Bank Borrowers and financed by the World Bank or under trust funds3 are hired according to the Bank’s Consultant Guidelines (Guidelines). !he Guidelines specify the Borrowers’ obligations to submit certain reports to the Bank during the selection process" (a) for contracts sub#ect to prior re$iew by the Bank (see %ppendi& '( para. 2(a)( of the Guidelines)" (i) (ii) a technical e$aluation report sub#ect to prior re$iew by the Bank( such as the Bank’s no)ob#ection prior to opening the financial proposals* or a technical e$aluation notice for contracts abo$e the prior re$iew threshold but below a higher threshold indicated in the +oan %greement. ,n such case( the Borrower needs not wait for the Bank’s no)ob#ection to open the financial proposals*

,n both cases the Borrower must send to the Bank for prior re$iew the combined technical-financial e$aluation report* (b) for contracts sub#ect to post)re$iew by the Bank" (i) a combined technical-financial report to be re$iewed or audited subse.uently.

!his document sets out the format of a sample e$aluation report. ,t is pro$ided to Bank Borrowers to facilitate the e$aluation of consultants’ proposals and the subse.uent re$iew of these proposals by the Bank. ,ts use is strongly recommended but not mandatory. !he e$aluation must be in accordance with the criteria spelled out in the /e.uest for 0roposals and carried out by .ualified e$aluators. !he /e.uest for 0roposals should be prepared in agreement with the Guidelines (para. 2.1).
