I am writing to you, as President of the Rural Parish Santa Mara of the Island of Floreana to express my congratulations for the great work that the Princes Foundation has done for the benet of our rural village. We are wholly satised as the parish government and accept the recommendations formulated at the sustainability workshop held on Floreana Island from 12 to 16 March, 2012. Therefore, we request the nal designs of architectural, structural, electrical and other plans in accordance with the above recommendations for the renovation of the Parish Office Building of Floreana Island. El presidente de la parroquia de la isla de Santa Mara (Floreana), Max Freire, pidi ayuda a la Fundacin del Prncipe para dar forma al futuro de la isla. Con slo 154 residentes, Floreana ya est experimentando problemas similares a los de las otras islas: la falta de infraestructura, un plan urbanstico coherente e instalaciones tursticas. En marzo de 2012, la Fundacin del Prncipe realiz un taller intensivo y participativo de planicacin de cinco dias, el Charrette de Floreana, denominado vision y estrategia para un turismo comunitario. Una serie de instituciones gubernamentales, organizaciones no gubernamentales y los residentes fueron instrumentales en ayudar a crear una visin holstica para el futuro de la Isla Floreana. Esta nueva visin para Puerto Velasco Ibarra requiere de cambios importantes, pero con un liderazgo con visin del futuro y considerando que la problacin es an pequea, es posible emprender estos cambios de forma rpida. El objetivo general de las propuestas es apoyar a los esfuerzos de conservacin de la naturaleza, garantizar el Buen Vivir y facilitar un modelo ecolgico y comunitario de crecimiento turistico. Floreana tiene en este momento la mejor oportunidad con su oferta de ubicacin y comunidad unida para liderar sus islas hermanas y demostrar a la comunidad internacional como es posible vivir en armon, en el entorno natural ms singular de este planeta.
EXECUTIVE SUMMARY
The president of the parish of the island of Santa Maria (Floreana) Max Freire, asked the Princes Foundation for help to shape their future. With only 154 full-time residents, Floreana is already experiencing similar problems to the other islands: lack of infrastructure, a cohesive urban plan and tourist facilities. The Princes Foundation conducted a ve-day intensive and participatory design and planning workshop, Floreana Charrette, entitled creating a model of sustainabilty for Galapagos in March 2012. A number of government institutions, NGOs and residents were instrumental in helping to create a holistic vision for the future of Floreana Island. This new vision for Puerto Velasco Ibarra requires major changes, but with forward-thinking leadership and the fact that the village is at present relatively small, it is possible to embark upon these changes quickly. The overall aim of the proposals is to support nature conservation efforts, ensure Buen Vivir (good living) and enable an eco- and community-based tourism growth model. Floreana has tan excellent opportunity at this time, with its location offer and close-knit community, to lead its sister islands, and demonstrate to the international community how to live in harmony with each other and the most unique natural environment on this planet.

Uno de los primeros lugares de asentamiento humano en las Islas Galpagos, Floreana tiene una historia muy rica y siempre ha jugado un papel importante en estas islas. Desde que servia de refugio de piratas y posteriormente de varias familias que buscaban escapar de las guerras mundiales en Europa, Floreana siempre ha estado abierta a recibir a los visitantes para disfrutar de su belleza. Hoy Floreana sigue siendo uno de los grandes tesoros de las Islas Galpagos. La ora y fauna son nica y ofrece algo que no tienen el resto de las Islas Galpagos: paz y tranquilidad. No obstante, esta paz se ve amenazada cuando Floreana mira hacia el futuro y el papel que puede desempear el turismo. En la actualidad el turismo relmpago supera la capacidad de los recursos naturales de la isla con visitantes que no tienen tiempo suciente para disfrutarla. El Charrette de Floreana busc crear una visin holstica y un turismo sostenible, ayudando. A la comunidad a recuperar el control del desarrollo de la isla y mantener el estndar de vida que han podido disfrutar en los ltimos aos.
One of the rst places where humans settled, Floreana has a rich history and has always played an important role in Galapagos. Since the days of the pirates using the island as a refuge, to its becoming a place of heaven for a number of families looking for an escape from world wars in Europe, Floreana has always been open to receive visitors to enjoy its beauty. Today, Floreana is one of the Galapagos Islands great treasures. The ora and fauna are unique and offer something that the other populated islands in the Galapagos do not have- peace and quiet! This tranquility, however, is under threat as Floreana looks to the future and the question of tourism comes into play. Currently, ash tourism overwhelms the islands minimal infrastructure, leaving the visitors without enough time to enjoy it. During the Charrette for Floreana Island, the Princes Foundation worked with the community to develop a holistic vision for the islands human-use areas and how they t into an eco- and community-based tourism solution. The vision set out in this report is the tool to help Floreanas community regain control of development on the island; with the help of volunteer NGOs and government, to maintain the Floreanas qualities as a quiet place and a model of human settlement in Galapagos.

FLOREANA CUENTA CON UN SUMINISTRO DE AGUA POTABLE DE UN MANANTIAL NATURAL. SIN EMBARGO, ESTA AGUA NO SE MAXIMIZA NI SE RECICLA. UNA VEZ QUE EL AGUA INGRESA A LOS EDIFICIOS A TRAVS DE TUBERAS VIEJAS, YA NO ES SEGURO PARA EL CONSUMO HUMANO. FLOREANA HAS A FRESH WATER SUPPLY FROM A NATURAL SPRING. HOWEVER, THIS WATER IS NOT MAXIMISED OR RECYCLED. THE PURE WATER IS COMPROMISED BY OLD PIPES AND ONCE IT ENTERS BUILDINGS, IT IS NO LONGER SAFE FOR HUMAN CONSUMPTION.

ESTADO DE LA INFRAESTRUCTURA CURRENT STATE OF INFRASTRUCTURE
Pese a pequea poblacin, Floreana tiene los problemas de infraestructura de un asentamiento mas grande. Las carreteras son muy anchas, el agua es mal utilizada y los pozos spticos son la norma sin que exista ningn plan de mantenimiento. Algunos grandes regalos de los donantes, como la matriz de paneles solares, los ltimos aos. Una donacin de generadores de biocombustibles esta siendo utilizada con diesel debido al costo y los problemas de llevar biocombustible a la isla. Las carreteras son innecesariamente anchas, sin sombra para los peatones. Estas grandes carreteras requieren de una gran cantidad de ripio, lo que signica seguir explotando la pequea montaa que existe en la isla. Cada 4 aos hay que hacer mantenimiento y colocar una capa de material nuevo sobre las carreteras. Como en el resto de las islas, las aguas residuales se tratan en pozos spticos que no han sido limpiados nunca, ya que no existe ningn sistema para hacerlo. La economa de la isla se basa principalmente en el turismo, el cual es manejado por las compaas de turismo de Santa Cruz o el continente con pocas aportaciones de los residentes. En la mayora de las ocasiones, los restaurantes en Floreana no saben el nmero de visitantes que van a tener que atender hasta la maana del mismo da. Todo esto crea conicto en el estilo de vida, el vivir despacio, que Floreana trata de mantener. Despite having such a small population, Floreana has the infrastructure problems of a larger settlement. Roads are wide, water is misused and septic tanks are the norm, with no plans for maintenance. Great gifts from kind donors, like the solar panel array, have been sitting without use for a number of years. A donation of biofuel generators is being run with diesel because of the logistics and cost of bringing the biofuel to Floreana. Roads are unnecessarily wide, with no shade for pedestrians. Due to poor design, these roads are resurfaced almost every 4 years using a large quantity of gravel, which raises conservation concerns. As with the rest of the islands, sewage is dealt with in septic tanks, which have never been cleaned as there is no system for doing so. The economy of the island relies primarily on tourism. Tourism is dictated by the tourism companies from Santa Cruz or the mainland with very little input from the residents. On most occasions, restaurants in Floreana do not know how many visitors they need to feed until the morning of. All of this creates conict in the lifestyle that Floreana tries to maintain: a slow buen vivir. Floreana tuvo modestos inicios arquitectnicos. En su mayora importados de Europa, utilizaban madera y diseos que permitan la ventilacin natural. Esta arquitectura era simple y honesta en su expresin. Hoy en da, la arquitectura en Floreana carece de armona y sensibilidad. Debido a su proximidad a Santa Cruz, los mtodos de construccin son rpidamente adoptados como normas, siempre olvidndonos del carcter nico de la isla. En la mayora de los casos, los diseos de construccin son copiados de los que ya se han implementado en las otras islas, sin tener en cuenta la vista ni la circulacin de aire. Floreana had modest architectural beginnings. Mostly imported from Europe, they would use wood and allowed natural ventilation as part of the design. This architecture was simple but honest in its expression. Today, architecture in Floreana lacks harmony and sensitivity. Because of the islands proximity to Santa Cruz, other construction methods are quickly adopted as standard, always disconnecting the houses from the uniqueness that is Floreana. In most cases, construction designs already used on the other islands are copied and implemented without care for views or air circulation.

ESTADO ACTUAL DEL URBANISMO CURRENT STATE OF URBANISM

Las pocas calles que conforman la mayor parte del Puerto Velasco, son anchas y carecen de sombra. Casi no hay lugares para sentarse y con la nueva carretera que divide al pueblo en dos, los pocos carros que existen en la isla conducen a alta velocidad, generando polvo, matando a aves pequeas y agravando los problemas de salud. El urbanismo en el Puerto Velasco no es propicio para apoyar el turismo como motor econmico. La dependencia total que se tiene de los combustibles fsiles tambin signica que no es propicia para ningn modelo de ecoturismo ni ninguna forma de turismo sostenible. Hay una serie de temas que deben ser abordados para cambiar el modelo actual a un modelo de ecoturismo real. Algunas sugerencias aparecen en las pginas siguientes. The few streets that make up Puerto Velasco are wide and have no shade. Public places to sit are few. With the newly resurfaced road that bisects the town, the few cars that exist in the island now drive at high speed, creating dust, killing small birds and aggravating health problems. The urban layout of Puerto Velasco is not conducive to support tourism, the main economic driver. The islands dependency on fossil fuel also means that it is not conducive to any form of eco-tourism, nor any form of long-sustained tourism. There are a number of issues that must be addressed to change the current model to real eco-tourism. Suggestions are presented in the following pages. PACTO CIUDADANO PARA LA CONVIVENCIA Y EL BUEN VIVIR EN FLOREANA
Floreana representa para Galpagos el punto de partida para un modelo de convivencia entre el ser humano y su entorno, una relacin marcada por la fragilidad de sus ecosistemas. La escasez de los recursos naturales y las historias mgicas y msticas de sus pobladores. Los habitantes de Floreana, inspirados por la visin de hacer de nuestra isla un modelo isleo nico de desarrollo, con un sello de sustentabilidad y de armona para Galpagos y para el mundo, queremos posicionarnos como un territorio patrimonial que ha logrado armonizar la diversidad y fragilidad de su capital natural, con la riqueza de la historia, la vivencia de los primeros asentamientos humanos, as como la diversidad y fraternidad de su poblacin actual. Para cumplir esta visin comunitaria, hemos denido los siguientes Principios de Sustentabilidad y Convivencia para el Buen Vivir de los habitantes y visitantes de Floreana: Queremos que la infraestructura que se disee y se construya en la isla haga de Floreana un modelo de sustentabilidad, haciendo un uso eciente de los recursos naturales y promoviendo la participacin activa de su comunidad. Queremos que la arquitectura de nuestra isla se convierta en un sello patrimonial nico de sustentabilidad y uso responsable de materiales locales. Queremos mantener nuestro ritmo de vida y que todo sistema de movilidad pueda respetar y compartir nuestra vivencia con los visitantes, invitando a disfrutar de nuestro entorno bajo el principio de vivir despacio. Queremos que el paisaje de Floreana demuestre la interaccin entre el ser humano y el cuidado de sus especies nativas, y que recupere el espacio pblico para el encuentro ciudadano y una vivencia nica de nuestros visitantes. Queremos una isla con un territorio ordenado que proteja sus ecosistemas sensibles, que asegure el Buen Vivir de los habitantes actuales y la organizacin del espacio para los futuros
Floreana, Galapagos can serve as a model of coexistence between humans and their environment, a relationship marked by the fragility of its ecosystems, the scarcity of natural resources and the mystical and magical stories of its inhabitants. The inhabitants of Floreana, inspired by the vision of making our island a unique island development model, showcasing sustainability and harmony for the Galapagos and the world, wish to position ourselves as a heritage territory that has managed to harmonize the diversity and fragility of its natural capital with the wealth of history, the experience of the earliest human settlements, and the diversity and brotherhood of our present population. To achieve this community vision, we have dened the following Principles of Sustainability and Coexistence for the Good Life of the inhabitants and visitors of Floreana: We want the infrastructure that is designed and built on the island to make Floreana a model of sustainability, making efficient use of natural resources and promoting the active participation of the community. We want the architecture of our island to become a unique part of our heritage of sustainability and responsible use of local materials. We want to maintain our lifestyle and ensure that all mobility systems are respectful to our experiences and allow us to share them with visitors by inviting them to enjoy our environment with the principle of slow living.

COMMUNITY AGREEMENT FOR COEXISTENCE AND GOOD LIVING ON FLOREANA

Queremos una isla productiva y emprendedora basada en un modelo de ecoturismo con gestin comunitaria, donde se dinamiza la participacin de todos los sectores para el disfrute pleno de los visitantes, consolidando la visin de Floreana como un territorio Ecolgico, Sustentable y de Buen Vivir. Estos principios de sustentabilidad y convivencia forman parte del sueo de cada uno de los habitantes de nuestra isla, una isla que busca convertirse en un territorio patrimonial, que pueda ser la gua de desarrollo para Galpagos y su Rgimen Especial. Escribimos este documento, anhelando provocar acciones conjuntas entre los pobladores de Floreana y nuestro Gobierno Parroquial, con el respaldo activo del gobierno municipal, regional y nacional, y el acompaamiento y asistencia de la Fundacin de Prncipe Carlos y dems organizaciones no gubernamentales que promueven este Pacto Ciudadano para la Convivencia y el Buen Vivir en Floreana.
We want the landscape of Floreana to show the interaction between human beings and the care of their native species, and to recover public space for citizen meetings and a unique experience for our visitors. We want an island with proper land-use planning to protect its sensitive ecosystems, to ensure the Good Life of the current inhabitants and the organization of space for future urban growth, in a sustainable manner and maintaining a landscape in harmony with the environment. We want a productive and enterprising island based on a model of community-managed ecotourism, which boosts the participation of all sectors for the full enjoyment of visitors and strengthens the vision of Floreana as a territory of Green, Sustainable and Good Living. These principles of sustainability and coexistence are part of the dream of every one of the inhabitants of our island, an island that seeks to become a heritage area that can guide development for the Galapagos and its Special Regime. We write this document with the aim of bringing about joint action by the inhabitants of Floreana and our parish government, with the active support of the municipal, regional and national government and the support and assistance of the Prince Charles Foundation and other NGOs that promote this agreement for coexistence and the Good Life.

El pueblo ha crecido, con muy poca atencin a los servicios bsicos. Todas las casas en Floreana tienen pozos spticos y a pesar de que tienen la mejor agua de todas las islas, aun no llega a cumplir los estndares internacionales para ser considerada agua segura. As the village has grown, basic infrastructure has been implemented in a piecemeal fashion. Although they have the best water of all the islands, it is still not to international standards for safe water.

SIENDO LA ISLA CON MENOR POBLACIN, FLOREANA TIENE LA GRAN OPORTUNIDAD DE SER UN LIDER EN CREAR UN MODELO MUNDIAL DE TRATAMIENTO DE AGUA. WITH THE SMALLEST POPULATION OF THE ISLANDS, FLOREANA HAS A GREAT OPPORTUNITY TO BE A LEADER IN CREATING AN EXEMPLARY AND INNOVATIVE WATER SYSTEM.
Con un pequeo cambio en el presupuesto actual para agua potable, Floreana puede lograr un sistema de bucle cerrado de tratamiento sustentable del agua. El sistema propuesto, como se muestra en la pgina opuesta, requiere la inversin en un nuevo sistema de alcantarillado de baja presin, que bombee todas las aguas grises a un sistema de ltros y retorne el agua reciclada al tanque de 500 m3 ubicado a 80 m sobre el nivel del mar para uso domstico y riego de jardines. Este sistema es de bajo costo, requiere poco mantenimiento y no perjudica el medio ambiente, tal como pidieron expresamente los residentes durante el charrette. La tabla a continuacin muestra el costo nal del sistema completo para 36 cuadras, 125 lotes en total, para el pueblo de Floreana. Este sistema puede evitar completamente la necesidad de usar pozos spticos a un costo de US$6.069 por lote.
With a small change to the current budget for potable water, Floreana can achieve a sustainable closed-loop water system. The proposed system, as illustrated in the diagrams on the facing page, requires investment in a low-pressure sewage system that pumps all gray water to a lter system and returns the recycled water to a 500 m3 water tank at 80 meters above sea level to be used for household and garden needs. This system is affordable, requires minimal maintenance and does not harm the environment, as specically requested by local residents during the charrette. The table below shows the nal cost for the complete system for the 36 blocks and a total of 125 nal lots for the town in Floreana. This system would completely eliminate the need for septic tanks at a cost of $6,069 US dollars per lot.

Floreana siempre ha tenido problemas con el agua potable. En el pasado, ha existido una gran necesidad de racionar el agua para el pueblo. Creando un pueblo con armona Creating a town with harmony

Los edicios en Floreana se han construido si ninguna conciencia de la historia patrimonial de la isla. No hay conexin con los materiales locales o con la necesidad de ventilacin cruzada. A continuacin se muestran, algunos ejemplos de casas que se han basado en los modelos de diseos o la cultura de construccin islas. A local builder helped to explore alternative materials from the island to build a new local architecture.

Mirar al pasado para disear el futuro Looking at the past to design the future
Durante los primeros asentamientos en Floreana, era muy difcil llevar materiales de construccin. Todas las casas histricas en Floreana fueron construidas con madera y materiales locales. Como parte del charrette, Denso, un constructor local, nos ayud a recuperar tradiciones de construccin que ya estaban perdidas. During the early stages of Floreanas development, it was difficult to bring construction materials to the island, so most houses were built with a combination of local materials and imported wood from either the mainland or neighbouring islands. As part of the charrette, Denso, a local builder, worked to bring back lost building traditions. Below is the rst attempt at recreating a clay brick with local dirt and sawdust. The example below was created during the charrette. It still needs further development, but it is a rst step.

UNA CASA CON EL ADN DE FLOREANA A HOUSE WITH FLOREANA DNA

Este tipo de casa es un rediseo de las casas histricas de Floreana. Como se muestra en la imagen a la derecha, esta casa tiene un gran porche en el frente y en la parte trasera, lo que brinda un gran espacio abierto. A veces las salas de estar y comedores se ubicaban en estos porches para aprovechar la ventilacin natural. La casa tambin tiene dos cpulas para permitir que el aire caliente salga de las salas principales, los baos y la cocina, y as mantener un ujo de aire constante. This house type is a remake of the historic houses found in Floreana. As shown in the image to the right, the main feature is a long porch on the front and back, which allows for more open space. Often, the living rooms and dining rooms would be moved out to these porch areas to take advantage of the natural air ow. The house also features two cupolas to allow hot air to escape the main living rooms, the bathroom and kitchen in order to maintain constant air ow.

Esta casa, diseada con una cuadrcula de 4 x 4 metros, tiene en el primer piso una sala de estar y comedor abiertos por ambos lados y cubiertos solo con mosquitero. El segundo piso tiene dos habitaciones adicionales con baos individuales. Esto da a la familia la posibilidad de tener dos habitaciones para arriendo o para otros miembros de la familia. Designed with the use of a simple 4 metre by 4 metre grid, this house has on the ground oor a large living and dining area that is open on both sides, covered only by a mosquito net. The second oor has two extra bedrooms with individual toilets. This is to give the family the opportunity of having two bedrooms for bed and breakfast, or for extended family members.

MATERIALES NATURALES Y PRIVACIDAD CON VISTA AL MAR NATURAL MATERIALS AND PRIVACY WITH A VIEW
Como parte del charrette, se pidi al equipo disear pequeas cabaas que podran utilizarse como alojamiento, manteniendo los estilos y materiales locales de Floreana. Esta cabaa esta diseada para ser un espacio de lujo, donde la privacidad se consigue con un mnimo impacto en el entorno, como est levantada del piso para permitir la ventilacin natural y generar muy poca afectacin a la ora y fauna silvestres. Esta diseada para ser de madera y cubierta con bamb y mosquiteros. El ltimo metro de altura de la pared tiene ventanas de pared a pared con puertas internas de madera que se abren completamente para permitir una ventilacin constante sin comprometer la privacidad. Esta cabaa tiene un ventilador de techo, pero no aire acondicionado. As part of the charrette, the team was asked by the residents to design small cabanas that can be used for bed and breakfast purposes while maintaining the materials and styles of Floreana. This cabana is designed to be a luxury accommodation, where privacy is achieved with minimal effect on the habitat as it is raised off the ground to allow for natural ventilation and little disruption to wildlife. It is designed to be made out of cedar wood, and covered with bamboo and mosquito nets. Both cedar and bamboo are available on the islands. The last meter of wall height has wall-to-wall windows with internal wood doors that open up to allow constant ventilation without compromising privacy. This cabana has one ceiling fan but no air conditioner.

NUEVA ARQUITECTURA SUSTENTABLE PARA TURISMO NEW SUSTAINABLE ARCHITECTURE FOR TOURISM
Como en el anterior diseo, esta cabaa est construida con los mismos materiales locales y casi de las mismas dimensiones, pero puede llegar a tener hasta cuatro habitaciones con baos. Para este diseo se pens en utilizar inodoros de compostaje y ventiladores de techo. Debido a la gran cantidad de ventanas, no es necesario instalar aire acondicionado. As with the previous design, this cabana is also constructed of the same Galpagos local materials, and on almost the same footprint can provide up to four rooms with toilets. For this design, the toilets could be composting toilets. Because of the location and number of windows on opposing walls, there is no need to install air conditioners and a ceiling fan, natural ventilation is sufficient.

As a demonstration example, the Office of the Floreana Island Parish Council has been redesigned to incorporate sustainable architectural elements. By allowing for natural ventilation, natural light and water collection, this building can be used as a learning tool to show how these systems work. The image below shows the most visible elements being implemented in the redesign of the building. The interior will be upgraded to have white walls, tall ceilings, and new doors that have vents on the bottom to allow for air ow.

Con su pequeo tamao, Floreana tiene el potencial para realizar muy rpidamente el modelo de turismo comunitario ecolgico, que no forma parte del modelo actual del turismo en las Galpagos. El poder crear una experiencia nica, desde los alimentos que consume la gente, las primeras impresiones que se lleva al entrar en la isla y por cunto tiempo los visitantes se quedan en la isla, debe dirigirse hacia un nuevo modelo econmico y de conservacin. En general se acord que con incentivos nancieros por parte del Gobierno Regional y/o algunas ONG, todos en Floreana aceptaran reemplazar los vehculos actuales por unos elctricos. Estos carros nuevos tendrn que ser fuertes y durables. Deben ser capaces de resistir la salinidad y el maltrato de las carreteras de tierra en Floreana. Las comunidad solo necesitara dos tipos de vehculos, ambos disponibles en el mercado internacional. Un tipo de vehculo seria utilizado por la poblacin local para recoger a los turistas en el puerto y llevarlos a su hotel. El segundo tipo de vehculo necesitara tener bateras mas durables y llantas mas resistentes. Estos carros podran utilizarse para llevar a los turistas a la parte alta o para viajar a las ncas para recoger comida. During the charrette, the community discussed the gasoline vehicles on the island. Generally it was agreed that with the nancial incentives from regional government and/or other NGOs, everyone on the island of Floreana would agree to replace all cars for electric power. These new cars would need to be strong, and durable. They must be able to withstand the salinity, and the abuse from the dirt roads in Floreana. The community would need only two types of vehicles, both of which are available in the market internationally. One type of vehicle would serve the local population in the town. These cars would be for picking up tourists with their luggage at the port and delivering them to their hotel. The second type of cars would need to have more durable batteries and rugged tyres. These cars would be used to take tourists up to the highlands, to go to the farmland to pick up food, or to transport goods.

UN NUEVO CENTRO PARA EL PUEBLO EN FLOREANA A NEW CENTER FOR THE TOWN IN FLOREANA
El pueblo en Floreana carece de una visin de un centro publico. Durante el charrette, se creo una vision para desarrollar el centro del pueblo. El nuevo centra sera un lugar donde los turistas puedan comprar recuerdos e interactuar con la poblacin local y la naturaleza. Los detalles del plan de la primera cuadra en el pueblo ya han sido diseados. Esta nueva visin incluye todos los componentes para dar a la poblacion local nuevos empleos, un lugar de reunin y un lugar para disfrutar el buen vivir. Como parte de esta vision integral, se acordo de incluir en este plan las areas solicitadoas como permuta a la Marina. En la pagina izquierda, se muestran las dos opciones. At present the village of Puerto Velazco Ibarra lacks a vision for a public centre. During the charrette a vision was created for the development of the town centre. This new centre will create a place where tourists can purchase goods and interact with the local residents and nature in harmony. To this end, a detailed masterplan has been designed for the rst block. This new vision includes all the components that will give locals employment, a place to gather and a place to enjoy good living. As part of this holistic vision, it was agreed to include the areas that are being sought through a land swap, a portion of land from the Navy to the Parish for civic. Las principales preguntas para Floreana relativas a la conservacin son cmo se puede lograr un equilibrio entre las necesidades de la industria del turismo y la poblacin y la conservacin del medio ambiente, y cmo llevar las empresas de la manera ms sostenible. Al momento, el modelo de turismo permite a empresas de turismo y embarcaciones de fuera de Galpagos o de otras islasofrecer excursiones de un da y algunas estancias de una noche. En general, cada turista relmpago que visita la isla aproximadamente US$10 de un viaje de un da de cerca de $80 dlares. The main convervation questions for Floreana are: how can the tourism industry and needs of the population be balanced with preserving the environment, and how can enterprise be made as sustainable as possible? At the moment, the tourism model allows the tour companies and boat companies either from outside the Galapagos Islands or other islands to operate day tours, as well as some one night stays. In general, each lighting tourist visiting the island spends about $10.00 dollars on the island, from a $80.00 day trip. Dening the village centre as proposed in these recommendations will be a key factor in providing facilities to increase tourist stays from 1-2 days to at least 4-5 days. The ecotourism model encourages longer stays and a slower pace of experience, quality over quantity. To entice tourists to remain on the island longer, the village needs to become a destination in its own right. This would change the income recieved from US$ 10.00 per person, to over $100 per person.

Floreana tiene una nueva visin de su futuro. Este futuro est entrelazado con el de la comunidad. Como parte de este charrette, se pens que Floreana puede construir un nuevo modelo de turismo comunitario. Para ello la isla tendr que crear una nueva perspectiva sobre la forma de interactuar con sus huspedes. La imagen anterior es un plano de la isla de Floreana. Este nuevo plano, dibujado al estilo de los piratas, se inspira la rica historia de las islas. Los turistas pueden usar este mapa para embarcarse una exploracin de la isla, donde X marca el lugar de la historia signicativa, o de la belleza natural. En las siguiente pgina aparece un plan ms detallado del nuevo centro del pueblo. En el diagrama, el primer edicio sera la recepcin del hotel comunitario. Esta recepcin servir para tomar las reservas de habitaciones y ayudar a los turistas con sus preguntas o a reservar tours dentro de la isla. Esta ocina podra invertir en una mquina de tarjeta de crdito para agilizar los pagos. Todos los residentes de Floreana que tienen habitaciones para alquilar sern socios en la empresa y compartirn responsabilidades en el manejo del hotel y su recepcin.
Floreana has a new vision for its future. This future is intertwined with its community. As part of this charrette, it was thought that Floreana can work towards a new model of community-based tourism. To this end, the island will need to create a new perspective on how it will interact with its visitors. Above is a map of the Island of Floreana. This new map drawn in the style of pirates, draws on the islands rich history. Tourists can use this map to go on an exploration of the island, where X marks the spot of signicant history or natural beauty. The next page contains a more detailed plan of the new town centre. Shown in the diagram is a new building, the Reception Area for the Community Hotel. This reception area would serve to take bookings for all the rooms on the island, assist tourists with queries and booking expedition trips. This one office in a central location could invest in a credit card machine to expedite payment. All residents of Floreana who have rooms to let become partners in the venture and share responsibility for managing the hotel.

A detailed rendering of the new village centre shows how, with a series of small terraces, the topography is used to create small and comfortable spaces. The new octagonal building at the end of the plaza is a new building dedicated to the human history of Floreana. This drawing only focuses on the area that could be implemented immediately. The southern half would require a land swap with the Navy, but no agreement for this has yet been reached.

During the workshop, there were a number of participating governmental agencies, NGOs and residents who wanted to see this vision happen. At the time, there were a number of projects already identied with funding streams, which were taken into the charrette and designed. Other projects were requested from the residents in attendance. With the help of all of the above organizations, this vision is possible. There is great enthusiasm to see Floreana reach its potential: the potential to determine how to live sustainably and in harmony with nature.
