OUTCOMES
The following are the 4 outcomes on which the public and politicians
will judge the success or failure of the Commissioner:

 Shorter Works Periods – works should be continuous


and take no longer to complete than is absolutely
necessary.
 Co-ordinated Works – guidance on distance between
works should be adhered to. Care should be taken to
ensure that there are no works on sensitive parallel
routes or diversion routes.
 Traffic Management – compliance with codes and
more consideration of practical issues on, for
example, traffic signal timing and pedestrian
movements.
 Reinstatements – require to be of improved quality
and to have a longer life.

COMMISSIONER STRATEGY
1. Ensure that all roads authorities and utility companies
understand their responsibilities.
2. Develop robust statistical Indicators to measure
performance of organisations.
3. Identify those organisations operating well and those
operating poorly.
4. Ascertain the reasons why organisations operate well.
5. Work with the poorly performing organisations to
develop action plans for improvement.
6. Where organisations continue to perform poorly and
show little sign of attempting to improve, then consider
the use of Commissioner penalties.
The Year Ahead
 Interrogate the Indicators. Identify those performing well and
where performance could be improved.
 Work with poor performers to develop action plans for
improvement and agree timescales for the delivery of
improvements.
 Where good practice is identified it shall be promoted to the
rest of the road works community.
 Work with the road works community to determine the
reasons for the historically poor Coring results and seek
strategies for improvement.
 Continue to meet with the community at all levels and across
all organisations to promote my role, and to identify any grit in
the machine.

Codes of Practice
Code of Practice for the Co-ordination of Road Works and Works
for Road Purposes and Related Matters.
•Amendments to Chapter 4 in relation to works noticing and notice periods
•e.g.24 Hour Notice of Expected Starting Date of Works - is a notice which must be
issued by 12:00 on the working day before the expected start date.
•[By the issue of this notice:
◦ A road works authority meets its obligations under section 112B(2) of the 1991
Act and regulation 3(4)(v) of SI 2008 No88.
◦ An undertaker meets its obligations under section 114 of the 1991 Act and
regulation 7(2) of SI 2008 No88.]

after reinstatement is completed.

•By the issue of this notice an undertaker is deemed to have lodged a
part of his overall reinstatement. Where interim, the date entered shall
be the start of the 6 month period within which it must be made
permanent. Where permanent, the date entered shall commence
the guarantee period.
•Site Reinstatement Details Notice – the completion date and whether
interim or permanent should be entered by the end of the next
working day after reinstatement is completed for each Site. If
reinstatement details are available at this stage they may be
included; if not they should be entered within 7 days.

•“Interim and permanent reinstatements have not been made good


and are not complete until all spoil, unused imported materials,
unused stores, plant and all signing, lighting and guarding is removed
as well as the pavement construction being replaced.” The
completion of sites and the entering of details under the Site
Reinstatement Details Notice shall follow the same rules.
Code of Practice for Inspections

•Draft
version issued to RAUC(S) at the September Meeting with
approval to go to Policy Development Group after December
RAUC(S) meeting.
•Proposed new Category D at 5% for Materials and Quality
•Inspection Process defined for most types of inspection in flow
diagrams
•Investigatory works defined in Ch 4.
•Improvement Notices split in to Stage 1 Failure to Achieve
Performance and Stage two full Improvement Notice, these may be
issued for Coring failures in the future.
•Inadequacies only issued where minor failures occur i.e. correct signs
on site but may be knocked down or wrong order etc.
Records Code of Practice

• New Code submitted to RAUC(S) at the September Meeting, with a


view to pass to the Policy Development Group after the December
RAUC(S) Meeting.
•Based on RAUC(S) Advice Note 12
•Introducescategories of recording new assts from 1 – 4 where 4 will
be the default.

•Working group set up by RAUC(S) to consider Compliance and


will undertake a review of the document including materials
currently used in Scotland.

•Nodeviation from this document is permitted unless this is testing


new materials or has Special Engineering Difficulties (SED).

•Working group currently have version from colleagues in England


to work from.
