TWO YEARS ON
RAYMOND ELLIOT
OSRWC
“The reality is that road works are a
necessary fact of life if we wish to have
well maintained, safe road networks and
to continue to enjoy essential services
such as gas, water, electricity and
telecommunications.
That said, these works need to be well
planned, well co-ordinated and well
executed and I intend that my role in
monitoring and promoting compliance
and good practice will see year on year
improvements.”

INDICATOR REPORT
RAYMOND ELLIOT
OSRWC
There are two kinds of statistics, the kind
you look up, and the kind you make up
There are three kinds of lies: Lies, Damn
Lies, and Statistics
He uses statistics as a drunken man uses
lampposts - for support rather than for
illumination.
Smoking is one of the leading causes of
statistics
The manipulation of statistics is no
substitute for knowing what one is
doing.

The total number of works closed/clear notices that have been entered where the completion date entered is later than the end
date given on the last promoter notice. This represents the number of works phases that have overrun without the promoter
issuing notice of this until the submission of the works clear/closed notice.

COMMISSIONER STRATEGY
1. Ensure that all roads authorities and utility companies
understand their responsibilities.
2. Develop robust statistical Indicators to measure
performance of organisations.
3. Identify those organisations operating well and those
operating poorly.
4. Ascertain the reasons why organisations operate well.
5. Work with the poorly performing organisations to
develop action plans for improvement.
6. Where organisations continue to perform poorly and
show little sign of attempting to improve, then consider
the use of Commissioner penalties.
