1 Thawing Of Relationship Between Fiji And Australia Good For Poll

From Australia and New Zealand, their support has been an ongoing one. Australia for instance has been providing technical assistance at the Elections Office over the past two years. Assistance Dr Tarte said Fiji would need a lot of assistance and support as it prepares for the elections. Australia and New Zealand are an obvious source of support they know a lot about elections; and it is clearly a priority to their governments that the elections proceed smoothly, she said. But it is going to be up to the Fiji Government to decide what assistance to solicit and from which sources. Obviously the sooner this is done, the better. Australias support continues, despite the sanctions that are still in place. Sanctions Following the 2006 military take-over, Australia has prohibited: - Individuals travelling to or transiting Australia, who are members of, or associated with, the Fiji military or senior members of the Fijian Government; - The supply, sale or transfer to Fiji of arms and related material; - The provision of technical advice or a financial service related to military activities; or - Any activity involving the supply, sale, transfer, manufacture, maintenance or use of an export sanctioned good for Fiji. Police Prepare For Elections, Thawing Of Relationship Between Fiji And Australia Good For Poll More Registered For Fiji Election

Flexible But Australia has begun to be more flexible with its travel sanctions by approving some Fijian Government members visas. This was highlighted last week during Australia Day celebrations by the Acting Australian head of mission, Glenn Miles. His invitation to the Prime Minister and senior Government officials to be part of last weeks celebrations also signals a significant step by Australia in trying to move towards restoring relations between the two countries. Dr Tarte said: These invitations are a tangible signs that Australia is moving closer to normalisation. The fact that so many ministers and senior officials accepted the invitations (although not the Prime Minister) is indicative that the process is being welcomed by Fiji. Pessimistic However, Dr Tarte was pessimistic about Fiji and Australia enjoying the pre- December 2006 relations they once enjoyed. It is unlikely that full normalisation will take place until the elections are held; but it will be a step by step process. This is the case for other relationships as well, including with the Pacific Islands Forum. But normalisation does not necessarily mean a return to business as usual (pre-December 2006). She said the political relationship will probably never be the same. Although it has certainly survived difficult times in the past, the recent shifts in Fijis foreign policy are likely to be more long-term and mean that the Australia-Fiji partnership is less dominant than it used to be. Dr Tarte also predicted some Australian sanctions that remain, especially relating to military and defence ties, will not change until an election is held. The Fiji Police Force is gearing up for the national elections due by September this year. Acting Commissioner Ravi Narayan says theyre now putting together all the logistics to ensure that polling runs smoothly. ACP Narayan also says its important that every police man and woman knows his or her role during elections. We are designing an action plan. There are a few issues we need to sort out in terms of the methodology of the elections but on the other part its my duty to start gearing up and acquiring all the resources and foresee what we will come across during elections. The Acting Commissioner has been in constant discussions with the Minister for Defence Joketani Cokanasiga about national security looking after the safety of hundreds of thousands of Fijians will be out to casting their vote on Election Day. Meanwhile, 885 more Fijians have

registered for the 2014 elections, bringing the total number of Fijians registered for polls to 543,288. Of the newly registered Fijians who were registered between 1 January 2014 and 31 January 2014, 822 were registered during the recent drive in Lau. Others were registered at the five permanent centers that are open country wide. Next week, the registration drive starts in Australia, for 10 days starting on February 14. Interested voters have been reminded to carry valid Fiji passports. For those Fijians whose passport have expired or is due to expire within the next six months, have been advised to make arrangements for renewal. This will be the second such attempt to register Fijians residing overseas following registrations in New Zealand in October where 588 people were registered. The final timetable of registration dates and venues in Australia will be released later.

A woman who was found with serious burns in western Sydney last month has died in hospital. Monika Chetty, 39, was found in bushland at West Hoxton with horrific burns to 80 per cent of her face and body. When she was first found, Ms Chetty managed to tell police a man had thrown chemicals at her in Liverpool sometime before New Year's Eve. She was taken to Concord Hospital in a critical condition and yesterday died of her injuries. Police have been baffled by the case. So far they have been unable to prove or disprove Ms Chetty's account of the attack. Ms Chetty had been estranged from her husband and children for several years, police said. Their investigations are continuing and a report will be prepared for the

coroner. Earlier this month, Detective Superintendent James Johnson said there had been a flood of witness reports since Ms Chetty's plight came to light. Superintendent Johnson said Ms Chetty had been seen around Sydney, including begging in Parramatta. "A lot of callers have reported seeing her over some period of months and [what is] more interesting is that she has been seen wearing bandages and with burns sometime prior to New Year's Eve," he said. "That adds to the mystery of all this because for a person to suffer 80 per cent burns to her body for such a period of time, she must have been in agony." Superintendent Johnson said based on witness reports the burns may have been suffered weeks or up to two months earlier.

PAFCO Opens For Business

The Pacific Fishing Company Limited, Fijis premier fish processing company, resumed production after a seven-week temporary shutdown necessary for annual maintenance. The normal shutdown period is two or three weeks. However, because of the identification, just before the shutdown period, of unscheduled urgent upgrading required for its cooling system that uses ammonia gas, and its inability to source required parts from Australia and New Zealand over the Christmas holiday season, upgrading work in this area by MILMEQ, a specialist company from New Zealand, did not start until mid-January 2014. Upgrades included training on ammonia safety and awareness using material from Ammonia Technicians Association of New Zealand (ATANZ). The training was attended by two representatives from the Ministry of Labour. Over the past few weeks certain local fish suppliers have forecast an imminent collapse of the tuna industry because of certain changes within the industry. PAFCO is not affected in any way by what is happening because nearly 90 per cent of its production is contract processing of fish supplied by the client. Fiji Fish, one of the companies behind the news items, has not sold fish to PAFCO in the past five years. Solander, the other company behind the news item has supplied very little fish to PAFCO in the same time. It has extracted figures to prove this. Tuna bought by PAFCO directly is used for canning for local and export purposes. PAFCO will continue to purchase from the same suppliers as it has done in the past. PAFCO wishes to assure its valued customers and the people of Levuka and Lomaiviti province that the companys business and the livelihood of its 80 plus workers are well maintained and secure.

Patients To Be Screened Before Surgery

The ministry takes precautionary measures before they allow someone to go under the knife in open heart surgeries, says Minister for Health, Dr Neil Sharma. His comments come ahead of a visit to the country by a team from the Sahyadri group of Hospitals in India next week to conduct cardiology (Coronary Artery Bypass surgery). The surgery is scheduled from February 10-21 at the Colonial War Memorial Hospital in Suva. Dr Sharma said any individual that wanted surgery would need to be assessed by the ministry. This included assessing the patients ability to pay for the treatment. If the person is in a position to contribute, then the individual pays a certain percentage and the balance is paid by government, Dr Sharma said. He further said government would make provisions for those patients who cannot pay. However he says people need to understand that the program has just started. If an individual goes overseas they would pay a substantial amount of money. Previously a patient would pay $10,000 because a relative would be going and they would also consider accommodation and meals. Dr Sharma said Indian surgeons were chosen because India was the most economical place to be treated. We have to look at low cost and high tech, but you have to understand that there is a medical board that makes the decision based on age and extent of disease. He further said if the board disapproved a request for surgery, individuals would need to understand because a human life "is not a cut and paste.

A family in Makoi, Nasinu, is thankful that no one lost their life after a fire claimed their rented four-bedroom house. In an emotional event at Solevu Village on Malolo Island, Tui Lawa Ratu Sevanaia Vatunitu Lalabalavu welcomed 80-year-old Dr Richard Kelley in a ritual usually reserved for chiefs. Dr Kelley and his son Charles were part of an entourage from Hawaiibased Outrigger Enterprises a family-owned and -operated company that last week took over the popular Mamanuca property. "You are part of our community, you are part of our chiefly family," the Tui Lawa's herald told Mr Kelley. "The chief and the people welcome you." The first meeting of these two major stakeholders was a bittersweet one, as also in attendance was former owner Geoffrey Shaw, whose popularity in the industry is no secret. The Tui Lawa said he hoped his great working relationship with Mr Shaw would continue. Mr Shaw informed the landowners he was not severing ties as he would remain as a consultant for the next five years. Dr Kelley's said Outrigger Enterprises was a family-owned company and shared the values espoused by Mr Shaw. He said growing up in the Pacific, his family had a deep appreciation for indigenous traditions and culture. Outrigger Enterprises has also bought Mr Shaw's majority stake in the Coral Coast-based Outrigger on the Lagoon.

Businesses To Be Monitored On Minimum Wage

Fijis Labour Minister Jone Usamate says businesses thinking of decreasing the wages of their employees to the newly established national minimum wage rate to gain more will need to prove to the Ministry of Labour that they cannot pay more. Mr Usamate said businesses may have to open up their books to prove to the ministry they could not afford to pay more than the $2 per hour rate. For the sectoral minimum wages we have had a system whereby any employer that felt that it was not able to pay the minimum wages for that particular sector had the option of opening up its books to the ministry to show why it could not pay the wages, Mr Usamate said. Meanwhile, the Fiji Trades Union Congress maintains the $2 minimum wage undermines the value of work produced by Fiji workers. FTUC national secretary Felix Anthony said its "grossly inadequate and will perpetuate continued poverty and hardship on workers and their families." However Mr Usamate said that the $2 per hour wage rate was a start to cater for and lift the wages of people working in the informal sector whose wages fall below the established minimum wage rate. The purpose of the NMW is to try and raise the income levels of those earning the least in our society. Already in the media, some are saying that the NMW is too low, Mr Usamate said. Many workers who will benefit from the new National Minimum Wage ( NMW) work in the informal sector. He further said careful consideration was done to arrive to the $2 per hour rate by making sure the small and micro enterprises (SMEs) could also afford it. The intention of my ministry is that the lowest paid workers in Fiji get at the very least $2.00 per hour. I expect that most small and medium enterprises will be paying wages higher than this NMW, and that they continue to do this.

Two Families Lose Homes In Fire

Two families lost everything they had when fire gutted their homes at Cunningham Stage Four in Suva. The owner of one house, Swastika Swagni Lata, 27, said while cooking in her kitchen at around 8am she heard a loud explosion. She ran to the sitting room and saw their sofa on fire. She claimed the electricity meter box had exploded. I tried to put the fire out but could not and I took my baby and ran outside and was unable to save anything, she said. Ms Latas 55- year old mother-in-law also tried to stop the fire from spreading but burned her hands and was taken to Colonial War Memorial Hospital. The fire spread to neighbour, Baram Deos two-bedroom house, which was also destroyed. The 48-year-old said no one was at home when the house caught fire. I was in the hospital when I received a call from a friend of mine that my neighbours house was on fire and was spreading to my house, said Mr Deo. I was worried because my daughterin-law was at home with my grandson, but when I arrived I was informed that they were not at home when the fire started. The National Fire Authoritys chief executive, John OConnor, said they arrived as quickly as they could to the scene when they were called. We received the call at 8.23am and we arrived at 8.32am and we tried to prevent the fire from spreading and to contain the fire, said Mr OConnor. The NFA is investigating the cause of fire.

Man Sentenced For Raping Niece

A 22-year-old man was sentenced to 13 years in jail by the High Court of Lautoka for sexually assaulting and raping his niece. The man was charged with one count of sexual assault and three counts of rape and has been sentenced to 13 years, 7 months and 15 days imprisonment by Justice Sudharshana De Silva. He had pleaded not guilty to the charges laid against him. However following a four-day trial from January 27, 2014, he was found guilty by the court. On the day of the incident, the accused had assaulted the 7-year-old victim and then forcibly raped her on September 17, 2012, in Nadi when she returned from school. Justice De Silva said the man had shown no remorse for his action and had traumatized the life of the victim. The man will not be eligible for parole until he completes serving 12 years and has 30 days to appeal to the Court of Appeal.

Disasters Worry Farmers

Ashok Kumar and Mohini Lata have been living in farming communities for as long as they can remember. At 54, both are still coming to terms with the hardships faced by farmers, especially during natural disasters. Mr Kumar, of Lokia in Sigatoka, said last week's flood hindered the flow of their farming business. "Every time there is heavy rainfall our farms get flooded and business is affected because we're left with nothing to sell," he said. "Another problem is that we have to buy seedlings at such a high cost. "A small packet of cabbage seedlings costs up to $20 and when it floods, all our hard work is wasted. "We suffered extensively during the last flood as well and now, we hope something is done about this problem before another flood hits." He said they were hoping for continuous good weather for the rest of the hurricane season.

885 More Registered For Elections

885 more Fijians have registered for the 2014 elections, bringing the total number of Fijians registered for polls to 543,288. Of the newly registered Fijians who were registered between January 1-31, 2014, 822 were registered during the recent drive in Lau. Others were registered at the five permanent centers that are open country wide. Next week, the registration drive starts in Australia, for 10 days starting February 14. Interested voters have been reminded to carry valid Fiji passports. For those Fijians whose passport has expired or is due to expire within the next six months, have been advised to make arrangements for renewal. This will be the second such attempt to register Fijians residing overseas following registrations in New Zealand in October where 588 people were registered. Meanwhile, the final timetable of registration dates and venues in Australia will be released later.

The Attorney-General and Minister for Industry and Trade, Aiyaz SayedKhaiyum, officially launched the IndoFiji Business Promotion Association, in New Delhi, last Friday, as an organisation to promote and facilitate trade and investment between the two countries. The Business Association will allow the Fijian and Indian business communities to communicate directly, share market intelligence and facilitate business and joint ventures. The Association will also enable the flow of technology, capital and experts. The Attorney-General said that the Business Promotion Association will contribute to improving the business and commercial relationship between Fiji and India. "With the new tax agreement, many opportunities have emerged for both Fijian and Indian investors. This association is designed to help potential investors identify these opportunities and take advantage of them, similar to associations in India such as the Indo-China Business Promotion Association," he said. The Attorney-General explained that the long standing diplomatic relations between Fiji and India has never translated into real benefits in terms of trade and investment. Money Changer Stripped Of Licence


The Reserve Bank of Fiji has stripped Sandalwood Development Limited of its licence to operate as a Foreign Exchange Money Changer with immediate effect. Governor of the Reserve Bank, Mr Barry Whiteside in a statement said the company, which is located at the Downtown Boulevard building at Suva's Ellery Street, did not comply with its conditions of licence, and the requirements of the Exchange Control


Act. In being stripped of its licence, Sandalwood Development Limited which had been in operation as a money changer since 1998 will not be permitted to act as an authorized money changer. The Reserve Bank reiterates that it is an offence under section three of the Exchange Control Act Rev. 1985 to deal or exchange foreign currency without a licence.

Staff of the Australian Governments Department of Foreign Affairs and Trade (DFAT) in Fiji has been offered voluntary redundancy packages. The offer applies to all local DFAT staff outside of Australia. This includes Fiji. However, the High Commission in Fiji maintains that this is a voluntary process. The voluntary redundancy offer was made last week to all local staff of the Australian Governments Department of Foreign Affairs and Trade at its posts overseas. This also includes locals at the Australian High Commission in Suva. A spokesperson for the Australian High Commission says this is in line with the departments integration of the aid programme adding that the offer to local staff is an extension of the same offer made to all Australian based DFAT staff. The spokesperson says these staff was given the option of expressing interest in the voluntary redundancy. The High Commission maintains that this is a purely voluntary process and no staff cuts were being made. This process is not expected to affect the High Commissions daily operations. It adds that this was an internal process and that no specific directive on the issue was made. The spokesperson says all offers adhere to our labour laws. While not indicating how many Fijians working at the High Commission will be affected, the spokesperson only says that no concerns have been raised so far. Expressions of interest for the voluntary redundancy are expected by mid this month. Meanwhile, the Department of Foreign Affairs and Trade has called for submissions for the build of its AUD$216 million replacement global communications network. Funding was allocated for the new

International Communications Network (ICN) in the 2013 budget handed down in May. It will replace the ageing Secure Australian Telecommunications and Information Network (SATIN), which was designed in the late 1990s. Tender documents reveal the legacy SATIN infrastructure is struggling under the demands of modern diplomacy and 24/7 offshore operations of the Australian Government. The business of DFAT and other agencies operating overseas is faster, more complex and more collaborative than ever before," the documents state. Today, information flows across the globe so fast that people everywhere know about events around the world within minutes. Expectations of fast turnaround times and a 24/7 work environment are growing, particularly as they relate to essential public-facing services such as consular, passport and visa services. DFAT is also hoping that the contract refresh will allow it to reel in a number of independent agency-to-carrier deals that have multiplied over the years, and which have led to a duplication of international services, as well as sub-optimal last mile arrangements, disaggregation of business activities at sites, and an inability to share network resources. It also intends to reduce its reliance on satellite communications under the new deal. The ICN will need to connect 140 domestic and overseas posts, ranging from embassies to ministerial offices, and transmit highly classified information. DFAT will retain responsibility for the encryption of network traffic. Expressions of interest close on 13 March and it is anticipated that the transition to the new infrastructure will take 12 to 18 months.

Police Prepare For Elections, More Registered For Fiji Election

The Fiji Police Force is gearing up for the national elections due by September this year. Acting Commissioner Ravi Narayan says theyre now putting together all the logistics to ensure that polling runs smoothly. There are a few issues we need to sort out in terms of the methodology of the elections but on the other part its my duty to start gearing up and acquiring all the resources and foresee what we will come across during elections. Gounder Shipping Managing Director Subramani (George) Gounder A prominent owner of a shipping company was discharged by the Suva Magistrates Court over an assault matter. The court was told that 51-year-old Subramani Goundar, also known as George Goundar, of Goundar Shipping had reconciled with the complainant. He was discharged by Magistrates Sufia Hamza for the charge of assault causing actual bodily harm under section 154 of the Criminal Procedure Decree. Goundar had allegedly assaulted a Saila Natobe in July 25, 2013 at Port Mua-i-Walu. The complainant who is an employee of the Public Works Department had brought a government vehicle from Koro Island to Suva. When they reached Suva and as they were taking out the vehicle, the accused approached the complainant and told him that the fare was not cleared. A commotion developed resulting in the accused allegedly throwing a punch at the complainant. Goundar was cleared by the court to travel to Canada on Monday next week after he said that he had reconciled with the complainant. The complainant had verified the reconciliation that happened at the Central Police Station at Totogo.

Anil Chand Mishra appeared before Magistrate Hettiwattage Somaratne charged with two counts of criminal intimidation. A man travelling on an American passport from Hong Kong to Fiji has been arrested for allegedly carrying more than 7.5kg of crystal-like substance believed to be methamphetamine. He was arrested after the Fiji Revenue and Customs Authority officials intercepted him at the Nadi International Airport on Sunday morning. The 60-year-old suspect is in police custody after FRCA officials handed him over for further investigations.

The officials inspected his baggage during processing and came across the substance, which was found concealed in a black plastic, stacked in a false wall around his suitcase. A number of field tests were carried out by inspection officers and initial results indicated that the substance contained methamphetamine. Bill Gates Steps Down As Microsoft Chairman As Satya Nadella Named New CEO
Microsoft has named company veteran Satya Nadella as its next chief executive officer and announced the company's founder Bill Gates would step down as chairman and assume a new role as a technology adviser. The confirmation of Mr Nadella as CEO ends a longer-than-expected search for a new leader after Steve Ballmer announced his intention to retire in August. Mr Nadella is only the third CEO in Microsoft's 39-year history, following Mr Gates and Mr Ballmer. Microsoft also said John Thompson, lead independent director, would succeed Mr Gates as chairman. Mr Gates "will devote more time to the company" in his new role on the board as "founder and technology adviser," a company statement added. Shares of the world's largest software maker were up 1.1 per cent in premarket trading following the news. The choice of Mr Nadella was widely expected, and investors and analysts are already weighing how effective the 22-year veteran will be in re-igniting the company's mobile ambitions and satisfying Wall Street's hunger for cash. Microsoft faces a slow erosion of its PC-centric Windows and Office franchises and needs to somehow challenge Apple and Google in the new realm of mobile computing. Cancer has surpassed heart disease as the biggest killer in Australia, according to a new report from the World Health Organisation (WHO). The WHO's World Cancer Report found 8.2 million people died from cancer globally in 2012, including 40,000 Australians. The report was last released six years ago and this is the first major international update on the disease since then. It found that cancer surpassed heart disease as the world's biggest killer in 2011, with 7.87 million cancer deaths compared to 7.02 million from heart disease. Stroke was considered separately. In Australia and other Western countries, the rise in cancer cases has been attributed to ageing populations and increased screening. Lifestyle has also been highlighted as a major factor, with cancer particularly prevalent in countries where people have a poor diet and inactive lifestyles, and countries with high smoking rates. "If we were to have a coordinated approach to the management of these risk factors we would reduce the prevalence of preventable deaths."

The decision was taken in a meeting convened by the Planning Commission that included representatives from the PMO, ministries of home affairs, external affairs and tourism. The move, aimed at boosting the tourism sector, would not need the Cabinet's nod, Shukla said, adding that the home ministry would notify the same at an appropriate time. "The facility will provide a major boost to the country's tourism sector. This is historic," Shukla said. A separate website would be set up for extending the facility to foreigners intending to visit India as tourists. To get a visa, they would need to apply on the designated website along with the required fees. They would be granted an electronic version of the visa within three days.

Nelson Mandela Leaves $4.7M Eight People Crushed To Death In Estate To Family, Staff And ANC India Cave Collapse
Eight people have been killed in the central Indian state of Chhattisgarh after the wall of an ancient cave leading to a Hindu temple collapsed, police said. The accident at the Bildwar cave in Surajpur district late on Tuesday may have been triggered by blasts at nearby coal mines, officials said. Police said three of the dead were girls aged between 10 and 13. Three others were injured after being pulled from the rubble. "Frequent blasts are carried out in the nearby coal mines and that could be the reason for the cave-in," Chhattisgarh

Home Minister, Ram Sewak Pekra told the AFP news agency. He added that an investigation into the collapse would be carried out. Some residents of a nearby village told local media they had warned the authorities about cracks in the cave walls, which they believed had been caused by mining blasts. Border Officers Guns Drawn 216 Eight New Court Rooms Coming Times In Six Years To Surrey
Canadas border officers have drawn their guns 216 times since the government began arming them in 2007. However, in only three cases were guns actually fired and in each case, it was to put down a wounded animal, the Canada Border Services Agency said Tuesday. Spokeswoman Patrizia Giolti wouldnt say why officers drew their weapons in the other cases, but the union representing border officers said officers might draw their weapons to the low-ready position if they come across a firearm or other potentially dangerous weapon when searching a vehicle. The presence of a firearm indicates a threat, said Jason McMichael, first national vice-president of the Customs and Immigration Union. Giolti said each time a gun is drawn, its recorded as a use-of-force incident. Each case is reviewed to ensure standards were met. No disciplinary issues or concerns resulted from these incidents, she said. CBSA officers are prepared and trained to deal with a broad range of options when responding to potentially dangerous situations, and they assess situations, using their skills, training, tools and judgment, she said. The agency is in the midst of a 10year, $1-billion program to train and arm its frontline officers. Initially, the agency hoped to arm 4,800 officers by March 31, 2016. Now that number has increased to 6,700 due to demographics growth and attrition, Giolti said. As of Tuesday, 3,678 border officers across the country were armed. The decision to arm the officers followed a recommendation in a 2005 Senate committee report that said arming officers would help deter aggressive and illegal behaviour, including attempts to crash through the border, and continue the evolution toward putting a new emphasis on security at crossings. The union representing border officers had also pushed for the change to improve officers safety. The dangers of the job were highlighted in October 2012 when officer Lori Bowcock was shot in the neck by a driver entering Canada at a B.C.Washington state border. The gunman, Andrew Michael Crews, committed suicide. Bowcock, who was not armed, survived. Training of officers has proven to be a logistical challenge, according to documents obtained under the accessto-information law. There was a four-year delay in opening the main firearms-training facility in Rigaud, Que. Also, finding qualified instructors to deliver the training was more difficult than anticipated. Six years after the program was implemented, the number of qualified instructors in the entire country was in the low 30s. Further, the reluctance of CBSA officers to undertake firearms training and the degree to which officers have failed to qualify in shooting had not been anticipated at the rate to which it has been experienced, the documents state. Officers must complete a 15-day course before being issued a duty firearm. Briefing notes say the success rate for officers taking the course has been 90 per cent on the first try and 95 per cent on the second. They then must complete a one-day firearms recertification every year. Every three years, they must complete a five-day recertification process that not only tests their firearms skills but also control and defence tactics. A community-type court system appears to finally be coming to Surrey, as the city and province strike a steering committee ahead of its creation. The City of Surrey has been waiting for such a court since 2007, when it unveiled the Crime Reduction Strategy, of which a community court is key. The court would hear cases involving drug offences, mental health problems or family matters such as domestic abuse. Instead of just locking people in jail, where appropriate, they would be referred for support services, including drug and alcohol treatment, mental health care or anger management programs. The details will be determined by the steering committee. Mayor Dianne Watts said shes been in discussions with B.C. Attorney General Suzanne Anton for about eight months. Watts said she received an assurance from Anton Wednesday morning that a facility dedicated to those services in on the way. This is one of the key elements of our Crime Reduction Strategy, Watts said. Its important to come to a holistic approach and get to the root causes (of crime). The promise of a community-type court came the same day Anton announced there will be 29 new court rooms added to the Lower Fraser Valley over the next two decades, including eight in Surrey. In April, 2013, five municipalities, including Surrey, Abbotsford, the City and Township of Langley and Chilliwack, entered into a memorandum of understanding with the province for the provision of more court rooms over 20 years. Those municipalities have now completed their plans and have presented them to the province for consideration for future funding. The plan calls for high-priority projects to be completed by 2018. They include: five court rooms for Surrey ($26.2 million); and a 14-court room integrated courthouse, with five Supreme and nine provincial courtrooms, in Abbotsford ($63.7 million). Longer-term projects include: a fivecourt room provincial courthouse in Langley ($21.2 million); three more court rooms for Surrey ($8.7 million); and an expansion of Chilliwacks courthouse by two court rooms ($8.2 million). The five municipalities in this region have worked hard to come up with a strategy that will improve court operations in the Lower Fraser Valley for decades to come, Anton said. Watts said the new facilities are welcome on this side of the Fraser River. Surrey fully supports the addition of 29 court rooms south of the Fraser, Watts said. This addition will most definitely improve access and reduce wait times. Supreme Court hears serious adult criminal, civil and family cases, and these matters are currently held only in Chilliwack, New Westminster and Vancouver. Demand for these cases is largest in Surrey, followed by Abbotsford, Langley and Chilliwack, according to the report. The plan will now be presented to the government for future capital funding approval.

Bigger Jail In Surrey Opens

A new 216-cell pretrial expansion in Surrey is now open and is already taking prisoners from throughout the region. B.C. Attorney General Suzanne Anton announced the opening of B.C.'s largest corrections centre, located in the 14300-block of 57 Avenue. The Surrey Pretrial Services Centre (SPSC) currently houses about 240 inmates, but over the first few months of this year, that number will nearly double on a gradual basis. There are two major pretrials in the region, the North Fraser Pretrial Centre in Port Coquitlam and Surrey's expanded centre, which will serve areas south of the Fraser. The new cells are contained within six living units, each containing 36 cells. Anton, making the announcement of the opening in Surrey on Wednesday, noted the demographic of inmates has changed in recent years, with more gang members than ever being incarcerated and an increase in the number of people who need to be held in solitary confinement. The facility is also expected to relieve overcrowding at Surrey's old pretrial centre, where inmates were often double-bunked. The building was constructed to meet LEED Gold certification, the highest level of sustainability ever for a B.C. correctional facility.

It's not just farmers that are feeling the impact of California's record-breaking drought, as experts warn that food prices in Canada could be poised to increase by as much as 20 per cent. Canada imports more than $5 billion worth of produce from California yearly, and much of those fruits and vegetables cross the border during the winter months. But as California endures the most severe drought to hit the state in 500 years, strains on water supplies are expected to force farmers to leave fields unplanted, which will create a ripple effect through the food system. University of Guelph economics professor Sylvain Charlebois says the price of food products imported from California could soon increase by as much as 20 per cent. "Couple that with (Canada's) weak currency, and that might actually exceed 20 per cent," Charlebois told CTV News Channel on Wednesday. He said the average Canadian buys about $500 worth of food from California yearly,

But some farm communities are already bracing for unemployment to soar. "Right now when it comes to water scarcity, the situation in California is dire," Charlebois said. "For many municipalities, they are about 100 days away from running out of water, literally, for humans, let alone for livestock and plants." On the bright side, he said the drought could actually present some opportunities for Canadian farmers. "For Canadian agriculture, this could be an opportunity for us to export into California," he said.

Canada Expenses Row: Harb And Brazeau Charged With Fraud

Conservative Senator Patrick Brazeau was among three senators suspended last year over the expenses row The Royal Canadian Mounted Police (RCMP) have charged Senator Patrick Brazeau and ex-Senator Mac Harb with fraud, saying they claimed improper living and travel expenses. Mr Brazeau, who was already suspended from the senate, and Mr Harb, who resigned in August, were also charged with breach of trust. They, along with two other senators, were the focus of outside audits of their expenses last year. The two men deny the charges. Authorities say the senators claimed reimbursement for travel and housing expenses for secondary residences near the national capital, Ottawa, even as they in fact lived there full-time. "Canadians expect the RCMP to be exhaustive and unbiased in our investigations," Gilles Michaud, the RCMP's assistant commissioner, said in a statement on Tuesday. "These investigations were detailed and involved careful consideration and examination of evidence." Mr Harb, a Liberal Party senator from Ontario and former MP, left the Senate in August 2013, dropping his challenge against an order that he repay 231,000 Canadian dollars ($220,000; for improperly claimed expenses. The remaining three, Mr Brazeau, Mike Duffy, and Pamela Wallin, all Conservatives, have been ordered to pay back thousands in expenses and were suspended from the chamber by a vote in November. Mr Harb and Mr Brazeau, who represents the Repentigny, Quebec, division, were the only two charged on Tuesday. It is unclear if RCMP officials will bring charges against Mr Duffy, representing Cavendish, Prince Edward Island, or Ms Wallin, representing Saskatchewan, in the future, but Mr Michaud said the RCMP was continuing its investigation. Mr Harb's lawyer, Sean May, told broadcaster CBC it was "disappointing that charges are being laid. He's going to be prepared to respond in court and he looks forward to that." Mr Brazeau has previously said he will fight any charges. Canadian senators are appointed by the governor general of Canada - the Queen's representative - on the advice of the prime minister. They typically join either the government caucus or the opposition caucus, or sit as independents.

Marvin Hunt is stepping down as city councillor to spend more time focusing on his job as MLA for Surrey-Panorama. Hunt, elected as B.C. Liberal in the last provincial election, had planned on staying on as councillor for the love of the job. He was not being paid for that position. On Monday, he announced tearfully that he was resigning as city councillor. "I was fine until I was actually saying it, and then you get a little emotional, because it has been just over 23 years," Hunt said Tuesday. "It's been a phenomenal experience, it's been awesome to serve the citizens of Surrey on Surrey council." The mayor and council jokingly said they would not accept his resignation, saying his would be large shoes to fill. Hunt said that his commitment to his provincial role would keep him away from council until June. Under the Municipal Act, his council seat would become vacant if he missed four consecutive council meetings, if that absence was not due to sickness. So, rather than be pushed, he jumped. The 23-year veteran of city council said he'll miss representing Surrey in its entirety, but noted he will still be here looking out for the people of Panorama Ridge. He leaves knowing there are challenges that remain ahead for this city.

Even when they no longer need nightly feedings, some babies have trouble falling -- and staying -- asleep. Here are some strategies for solving the sleep problem. Breaking Bad Habits Once a baby is 3 months old, he no longer has physiological need to be fed during the night. But at 5 months, a fair number of infants are still experiencing problems (or even developing new ones) falling asleep at bedtime or after waking in the middle of the night. Often, well-meaning parents take too active a role in soothing their babies to sleep. The result is a baby who can nod off only with a parent's help and two adults who are absolutely desperate for a good, uninterrupted night's sleep. Mercifully, most sleep difficulties can be solved relatively easily by following some basic rules. But don't put the task off. Sleep problems become more ingrained as children get older. Help your baby break the habit of falling asleep only with your assistance. Many new parents assume that rocking, nursing, or singing a baby to sleep is what being a loving mother or father all is about (and these activities can be very pleasurable for both of you). But if you always let your little one nod off in your arms, she will come to expect it. Then, when she awakens during the night, she'll feel helpless and will cry for assistance. You do not have to eliminate bedtime rituals altogether. You can rock or nurse your baby until she gets drowsy. The point is to put her in her crib while she's still awake, so that the last thing she sees is her mattress-not you. Then when she wakes in the middle of the night, she'll be so accustomed to this familiar sign that she'll probably fall back to sleep. If your baby is already addicted to your arms, however, she's sure to cry if you put her in her crib awake. You'll have to muster a lot of emotional strength to wean your baby of this habit. Begin by putting her down and comforting her for about five minutes, then leave the room. If she cries, let her

do so for about five minutes, then go back in and soothe her, but don't take her out of the crib. When she's calm, leave the room again. If she begins to cry, wait another five minutes before you return and calm her down always leaving her in the crib. Repeat this procedure until she falls asleep herself. And for the next few weeks, gradually lengthen the time between soothing. Basic Dos & Don'ts Don't put your baby down with a bottle. Allowing a baby to fall asleep with a bottle can also cause physiological problems that interfere with his sleep. The extra calories may stimulate his digestive system and throw off his natural body rhythms, causing him to wake from hunger. Ear infections may result if formula pools in your baby's inner ear, as may happen when fluid enters the eustachian tube, which connects the baby's mouth and ear. And baby-bottle mouth can develop once your infant has teeth. To wean your baby of his bottle-in-bed habit, steadily decrease the amount of milk, formula, or juice in the bedtime bottle and eventually eliminate it. Or replace the fluid entirely with plain water. A child who is getting only water from a bottle will soon give it up altogether, usually in a week or two. Don't bring your baby into your bed in hopes of solving a sleep problem. Studies show that both adults and children sleep better alone-your movements and arousals are likely to disturb your baby's sleep, and vice versa. More important, teaching your baby to sleep alone is an important part of her learning to separate from you without anxiety. Some parents, however, prefer the "family bed" concept practiced in

other cultures, and that's fine if it's part of your value system and you're willing to forgo the lack of privacy that accompanies it. But experts advise that it's a mistake to bring your baby into your bed solely to solve a sleepingthrough-the-night problem; it's more likely to exacerbate the situation. Do help ease the transition. A fear of being separated from one's parents often begins to surface around 6 months of age and can trigger new sleep problems. So that your little one doesn't feel abandoned when you put him down for the night, spend 10 or 15 minutes with him in the nursery before bedtime so that he comes to identify your presence with the room. Cold Shower May Be Secret To Burning Fat, Research Reveals

It may not be the perfect start to the morning, but a cold shower might be just what the doctor ordered. New research being published in a United States journal shows that 10 to 15 minutes of shivering can provide the same results as an hour of moderate exercise. One of the researchers, endocrinologist Dr Paul Lee from Sydney's Garvan Institute, and has been taking cold showers for six years as part of his work on brown fat. While white fat stores excessive calories which can lead to obesity, brown fat burns energy off. Both are in our bodies and white can be converted into the good brown fat. Dr Lee has just returned from two years at the National Institute of Health in Washington which delved into the theory that cold exposure increases brown fat activity. "We invite individuals, healthy individuals, and expose them to cold temperatures from 18 degrees Celsius all the way to 12C until they shiver and measure the hormones levels in their body," he said. "And we found as the temperature dropped, the individuals started to shiver and two hormones in the body increased." The two hormones they looked at included FGF21, found in brown fat, and irisin, which is produced by muscle. These are also increased during exercise. While the hormones were known to exist, what Dr Lee and his colleagues found was the way that the hormones communicated to generate the conversion. "In essence, this is a hormone system which allows muscle and fat to communicate and in this process the hormones are capable to convert ordinary fat cells into beneficial brown fat cells," he said. Hormones 'become very clear therapeutic targets' Dr Lee says scientists will look at creating a drug which can mimic this behaviour. "On the one hand I think there's no doubt that mild cold exposure (to cold) could activate brown fat," Dr Lee said. "But I guess the question is, how practical is this? "I mean, nowadays we all prefer central heating and we all prefer to dress up sufficiently in winter. "So is there a way that we can harness these benefits but without the cold exposure? "And I think now with the identification of the actions of these hormones, they become very clear therapeutic targets." For those who cannot wait for the lotion or tablet, there is some caution as to how you might expose yourself to the cold. Dr Lee suggests like exercise, it requires training. There seems to be a lot of confusion when it comes to the lead role in the third installment of popular Hera Pheri series Earlier it was rumoured that John Abraham has replaced Akshay Kumar to be a part of the famous trio in the third installment of Hera Pheri. However, it looks like those were just rumours as the Madras Cafe actor has not yet signed on the dotted line. In fact producer Firoz Nadiadwala, is still contemplating on who will direct the film. Akshay has joined hands with Yuva Sena Chief Aditya Thackeray for the social initiative and by May, they will inaugurate a martial arts training institute for women in Mumbai. "I am thankful to Aditya Thackeray for coming up with the idea and also lending his complete support. This initiative is very close to my

heart," Akshay said. The first one should be operational by the end of May at Andheri sports complex in suburban Mumbai. It's a training school for self defence for women. It will be a three month long course and will be free of cost, he said. Back in the 1980s, after Akshay got a black belt in Taekwondo in India, he travelled to Bangkok to further study the martial arts. After learning Muay Thai combat sport in Thailand, he returned to Mumbai and became a martial arts trainer.

Keratosis pilaris is identified as skincoloured or slightly red bumps on the skin. It starts during adolescence and affects the outer arms, back and thighs and rarely the face. It occurs because the unshed skin forms hard plugs in the opening of the hair follicle. The skin has an uneven and spiny feel. It can be treated with moisturisers and exfoliating treatments containing alpha hydroxy acids. Milia are tiny, pearly, keratincontaining cysts that appear just under the superficial layer of the skin. They can appear at all ages, but more in those who have sun damaged skin. They can be removed easily by a dermatologist. A retinol containing cream can reduce the formation of new ones. Polymorphous light eruption (PMLE) is an abnormal response of the skin to sunlight. It can appear as whitish to slightly reddish itchy patches on the face, neck and outer side of the arms. PMLE needs a dermatologists attention. It may heal with some residual marks. A broadspectrum sunscreen (both UVA & UVB blockers) can prevent recurrences. Pityriasis alba is a common skin condition seen in children and adolescents. It presents as dry, pale patches on the face and can be confused with fungal infections (pityriasis versicolor) or vitiligo. It is a benign, self-limiting condition. A dermatologist can confirm the diagnosis. It responds to treatment with moisturisers and mild steroid creams. Pigmentary demarcation lines (PDL) are natural patterns on the skin, composed of dark-coloured areas with abrupt transition into light-coloured skin. This occurs on the face, arms, chest and legs. PDL of the face is a frequent concern among women and appears as tanned patches on the cheeks (bat-wing pattern), forehead and under eye area. They usually appear during puberty and increase with age. A family history may be present. They are benign, and can be treated to address cosmetic concerns by radiofrequency cautery. Rosacea is a common skin disease and manifests as an easy tendency to blush or flush easily with or without acne-like breakouts, large pores and a coarse skin texture. Skin may be very sensitive and sting and burn. Stress, sunlight, spicy foods, alcohol and many skin care products can aggravate or trigger rosacea. Oral and topical anti-inflammatory medications are needed to treat an episode. Avoid the trigger factors and use skin care products designed for sensitive skin to avoid flare-ups. Sensitive skin type is a skin condition in which skin is prone to itching, burning and transient redness when using cosmetics and toiletries. Individuals may also report intolerance to facials and other dermatological procedures. Opt for sulphate-free cleansers and use moisturisers compatible with sensitive skin. Also, avoid skin care products containing alcohol, alpha hydroxy acids and salicylic acid. Mineral sunscreens and make up suitable for sensitive skin.

Beckham Exercises Option To Purchase Miami MLS Franchise

David Beckham hopped onto the stage, his back to sun-splashed Biscayne Bay, and a pack of photographers jostled for position as admirers cheered and chanted. "Thank you for the warm welcome," Beckham said on an 80-degree February morning. In this case, it was soccer weather. The sport moved a step closer to returning to South Florida on Wednesday, when Beckham confirmed he has exercised his option to purchase a Major League Soccer expansion franchise in Miami. The deal will be finalized when the former English national team captain can secure a financing plan and location for a new stadium. Beckham attended a news conference with MLS Commissioner Don Garber and Miami-Dade County Mayor Carlos Gimenez to discuss their progress. "This is an exciting time, and something we're really looking forward to bringing to Miami," Beckham told a crowd of more than 300 people on a downtown museum plaza. The event was frequently interrupted by cheers for Beckham, who's popular around the world and especially in celebritysmitten Miami. The retired soccer icon has scouted possible stadium sites and is seeking investors to assist with startup costs such as construction and player acquisitions. Among those who might become involved is Miami Heat star LeBron James, who has had recent conversations with Beckham about bringing a team to Miami. "LeBron has become a friend over the last few years," Beckham said. "We spoke about this on the business side and also as friends. He's very interested in this." Beckham, looking the part of a "People here love this sport," Garber said. "We together have no doubt it will be a very successful MLS team." Beckham said he also wants to start a children's soccer academy in Miami. Shareholders in the team will include Beckham's business partner Simon Fuller, the "American Idol" creator who is the driving force in franchise negotiations, and Marcelo Claure, president and CEO of Brightstar Corp. Beckham said he'll finalize his group of investors over the next couple of months. He declined to say what players he would like to bring to the team. "We have a list," he said. "We want to bring some of the best players in football to Miami to play on this team. I've seen what happens to teams when you bring great players in. I'm talking about the Heat." That brought cheers from the crowd. James and the Heat have won the past two NBA titles. Beckham laughingly ruled out hiring his former manager, Alex Ferguson, to coach the team, but said he has ideas regarding that search, as well. "I kind of know what makes a great coach and what doesn't," he said. "We'll have a good coach here." Beckham praised the growth in recent of years of MLS and said he's optimistic about the league's direction. Regular-season attendance increased from an average of 15,504 in 2006 to a record 18,807 in 2012 before dropping slightly this season to 18,594. "I've seen the change in this league," Beckham said. "I've seen the likes of Manchester United, Chelsea, Liverpool, Real Madrid, Barcelona come over to America. They want to play against the MLS teams. They're interested in this league, and that's what's changing."

NHL star Steven Stamkos will not be joining Team Canada at the Sochi Olympics, the Tampa Bay Lightning confirmed on Wednesday afternoon. "I honestly believe that we did everything possible in order to have my injured leg ready in time for the Olympics, but I realize you can't force healing. I know, in the best interest of my long term health, I cannot represent Canada in Sochi, as much as I would like to," Stamkos said in a statement.

It's led to speculation he might one day enter active politics. In 2008, he received the Padma Vibhushan, India's second highest civilian award. C.N.R. Rao, 79, who heads the prime minister's scientific advisory council, was the other civilian who received the Bharat Ratna this year for his contribution in the field of science.
