AMUSEMENT PARK AT NORTH GUWAHATI 1.

1 The Project It is proposed to set up an Amusement and Water Park project at North Guwahati as part of the Short Term Action Plan and Concept Plan for the development of the river tourism in Brahmaputra. The park will have the most modern amusement rides and water rides, etc. in order to provide maximum entertainment to the visiting public. As Guwahati city is the hub of commercial and educational activities thereby being over crowded and cramped for space, it is strategically planned to position the proposed Amusement and Water Park at North Guwahati. The proposed ropeway linking north Guwahati to the city of Guwahati covered under this master plan to develop river tourism in the Brahmaputra river will be an added attraction to this park. The word Park immediately brings to mind grassy mounds, a few trees, merry-go-rounds and scattered among these, picnickers and fun seekers, a populated garden with an entry fee. Thats where a conventional park stops short, the Theme Park begins A modern day Theme park extends the basic scope of the ordinary park by blending amusement and education, and integrating it visually to different themes. And all the theme programmes in the Theme Park emphasize on total involvement, they provide a complete stimulation for all senses, to involve each individual in body as well as in mind, thereby inducting him to participate actively instead of remaining a mere spectator. By providing wholesome entertainment and education to every age group, the Theme Park envelops the entire family in its environment. This very act of sharing in the learning and playing process creates the social and communal bonds that helps to build a healthy society. 1.2 Market Potential Tourism is one of the worlds fastest growing industries. The industry is estimated to be of size USD 3.5 trillion. Even though the market share of Indian tourism industry is at an abysmal level of 0.51%, in rupee terms it is working out to Rs. 10,400 crores, being third largest export industry for the country. The market potential for an amusement park is ever increasing due to a significant rise in the large and wealthy middle class population. A study conducted by United Nations Economic Forum reveals that when a countrys income hits about 75% of U.S. per capita income, then the spending on leisure booms. In several Asian countries this threshold has been reached. In Japan it has exceeded. In late eighties Japanese workers began taking Saturdays off and fewer Japanese are moving into 1000hrs work year, less than the American workload. The same thing is happening in Korea, Taiwan, and Singapore and will happen with the rest of Asia. Planet Hollywood is presently projected to develop a vast wave of entertainment capital, which is to wash over Asia. Investments in entertainment assets in this region was around $ five billion by the year 2000 including $ three billion for amusement parks. Walt Disney & company was the first to enter into the amusement business in Asia. Time Warner Brothers have started redoubling their efforts to setup parks in Asia. China has emerged presently as a star attraction for Warner brothers Mainland. Chinese people have been offering land at very low cost for setting up amusement parks. The concept is also fast catching on in India. Appu Ghar at New Delhi, Nicco Park at Kolkata, Essel World at Mumbai, MGM DIZZEY World, Kishkinda at Chennai and Jolly Rides Park at Hyderabad are some of the early birds who have started off in India. Many more players are expected to set up entertainment facilities in the near future. 1.3 Tourism A Major Foreign Exchange Earner

Tourism is the third largest foreign exchange earner after gems and jewellery and readymade garments sector. The World Tourism Organization has predicted that by 2010 AD there would be close to 1 billion international tourists traveling. This is more than double the actual figure of 429 million world travelers in 1990, in which Indias share was 1.71 million. The action plan on national tourism tabled in the Parliament, expects to have about 1% share in the world tourism traffic. Even to cater to this rather small figure of tourist infrastructure facilities like hotels have to be geared up. Tourism has been granted industry status by Government of India recently. This is keeping in view of that this industry Fetches foreign exchange revenue Possesses high capital-output ratios Possesses high labour-capital ratio (89 compared to 47 in agriculture and 12.6 in manufacturing) Has short lead times for development Generates sizeable primary employment to the tune of 1.36 (employment multiplier for the industry) Attracts private sector participation in the development The Foreign exchange earnings from tourism have increased substantially over the years. 1.4 World Tourist Arrival India attracts just 0.39% of the worlds tourists at present. A study commissioned by the Ministry of Tourism and conducted by the World Tourism Organization, Madrid, recommends greater prioritization of marketing efforts in countries like UK, USA, Germany, France and Japan, which provide 43% of Indias foreign tourists (excluding nationals of Pakistan and Bangladesh). Travel and tourism generates $ 3.5 trillion of gross worlds GDP, according to a report of World Travel and Tourism Council. Indias key foreign exchange earner within the next five years has of late shown signs of recovery with steady rise in the inflow of tourists. For a number of years, stress was placed on marketing India as cultural destinations, now this has been changed and a new direction has been provided to market Indian tourism. Apart from the continued promotion of India as a destination with rich cultural, religious and historical attractions, the new thrust is to market India as a modern country for a comfortable beach holiday, wildlife tourism, trekking and mountaineering, outdoor sports, adventure sports and an ideal venue for conferences and conventions. The foreign tourist arrivals in India are 0.39% of world arrivals and receipts are 0.51% of world receipts. According to official figures, from 1994 onwards, foreign tourists inflow has steadily increased to 23.58 lakhs in 1998. Country wise composition of Foreign Tourists

1.5 Types Of Tourism Tourism can be of different types each requiring a particular type of destination and nature of destination development, hence it is important to classify the types of tourism. Tourism destinations and the nature of development may be different for foreign and domestic touring. Two primary categories of tourism that are identified are foreign tourism and domestic tourism. Further, within these two broad categories, two further distinct types of tourism are universally recognized touring and Destination (i.e longer stay), which are defined as below: a. Longer stay destinations:

It is a destination that is attractive enough to be the primary place of visits which capable of satisfying tourists for several days or an entire vacation by itself by virtue of the fact that it offers a cluster of varied attractions and activities and conducive physical conditions. It also tends to attract repetitive users. b. Touring destinations:

A destination which is interesting enough to attract (even for overnight stay) while on their way to / from somewhere else, may be even a necessary stop, but which does not have the necessary features to sustain itself as a Longer Stay destination. It does not attract repetitive users and its success depends upon new visitors. It must be noted, however, that a Longer Stay destination can always be a Touring destination, however, a Touring destination can never be a Longer Stay destination. In India, the concept of a longer stay foreign tourism destination is not applicable, since, for foreign tourists, India is necessarily a Touring destination, where the tourist moves from place to place. 2.1 Market Survey, Analysis And Marketing Strategies Planning for amusement and recreation projects requires knowledge of the potential users and capacities of resources, the types of facilities, which will be required and appropriate standards of provision. In the case of the

proposed project, the resources of the site and surroundings for more specific function of recreation are characteristic to an amusement center. Consumer perceptions and preferences should be the basis for marketing and consumer policy. Vacations as product are partly given and partly man-made. Consumer preferences are partly dependent on what is available in the market and partly on what consumers consider being ideal products or services. Consumer preferences are strongly influenced by market offerings and are adopted from earlier experiences. Much of the increased leisure is spent in and about the home, much of it in the immediate environs of the towns and districts, in which people live and work, like Cinemas, theatres, etc. Provide many of the outlets for the increased leisure time of the community devoted to pursuit out side the home, when leisure time of the community devoted to pursuit out side the home, when leisure time is counted in hours, half days and evenings. Parks, recreation centers etc. fulfill the same roles as providers of local outdoor recreation. The daily and still to a great extent the weekly leisure time gives rise to the demand for essentially local leisure facilities. Many residents, excursionists and domestic tourists have a need for variety during their visits. Statistical data on movements and payment of domestic tourism including excursionists can be used for a number of purposes. They are the essential basis for decisions concerning investment on tourist amenities. Data on expenditure on travel, holidays and weekend visits to picnic spots / multi activity tourist complexes can be used to provide a more accurate analysis of the significance of tourist services in overall consumption expenditure by households in the catchments area and to follow in time and in space the indices concerning travel / leisure time habits of the resident population. This information may guide promoters in taking decisions concerning the provision of basic infrastructure / amenities / attractions / amusement at prices within the reach of more extensive layers of the population of high, middle or low income. People are seeking more and more to live in a leisure environment rather than to spend their time there. This phenomenon involves reflection, imagination, volition, the desire to escape from habits and thought of everyday life, and the quest for the original and unusual. These aspirations, which are, emerging, are common to both children and youth and tend to open opportunities for discovering new life-style and social relations of another kind - a culture that differs from the familiar and a differently organized economy. It is in this context that an amusement park catering to various interests offering cultural, leisure and entertainment outlets assumes significance. 2.2 Role Of Organized Inner-City Recreation For Children And Youth Organized recreational amenities generally denote a group or community activity aimed at developing communication and social life using semi-directive methods. Recreation has been regarded as means of integration and participation based on three related process. (a) A Process of unveiling: The creation of conditions in which groups or individuals get to know themselves and each other better. (b) A Process of Familiarization: Of groups of people with each other and with works of art and their creations or centers of excellence through either consensus or formalized conflict (such as team games). (c) A Process of Creativity: Self-expression, initiative and a sense of responsibility as a result of the interaction of individuals or groups with their environment.

By shifting focus on the children and youth who represent the future, the function of the recreation is to help them to learn, gain a command of the great languages of reason, aesthetics, science, technology, computers and economics and in fact fostering development and imbibing education through entertainment in an attractive environment. These activities can be classified as artistic, intellectual, social, practical and physical. 2.3 New Horizons In this fast changing world it is imperative to bestow on our children and youth in particular, organized recreation which should have different means of communication that is more technical, more informative, more flexible and more upto date to cope with the modern innovations. The emerging sociological truth has transformed the behavior of the individual both in the society and when alone. The days on easy living are gone forever and imagination and creativity of our children and youth should be drawn. 2.4 Specialty Shopping Taking a number of international examples, it has been found that the addition of retail developments to leisure can boost both retail and leisure sales very considerably. Established leisure facilities have found that they can provide for visitors automatic desire to purchase souvenirs and considerable profit to themselves. A natural progression is to create unified leisure attractions, which at the same time generate a high level of retail spending. Thus there is a strong argument for developing leisure and shopping together but keeping them separate while they share the same facilities such as parking and amenities. Development in leisure and retail are moving at such a pace that in the next 5 to 10 years we will see even more change. Technology, improvements in life style, changes in the social structure, competition between in-home and out of-home activity and the growing number of developments are likely to create a much wider choice for the consumer and this in turn will intensify competition. 2.5 Tourism Scenario in Guwahati Once known as "Pragiyotishpura" or Light of the East, the most striking feature of Guwahati is the Brahmaputra, whose swollen sandy channel is so wide that the far shore is often rendered invisible. Of its many mysterious temples, 'Kamakhya' and 'Navagraha' both occupy commanding positions on hilltops while 'Umananda' sits on a small island in the middle of the Brahmaputra. 2.5.1 A Tea City Guwahati's main business, tea is booming with the new Assam tea auction centre holding auctions that previously took place as far away as Kolkata and London. The large oil refinery at Noonmati, on the northern outskirts, symbolizes Guwahati's recent growth and prosperity. The busy central market area contrasts sharply with the almost rural riverside feel northeast of the centre, and the surrounding hills rising beyond the coconut palms give Guwahati a fairly appealing atmosphere. 2.5.2 The Town Although strictly speaking Guwahati is split in two by the Brahmaputra - only crossed by the Saraighat Bridge and the ferries - "Guwahati" is taken to refer to the main town south of the river, while north Guwahati is virtually a separate town. The main roads out of town are the Assam trunk road, to upper Assam and the Guwahati - Shillong road to Meghalaya. 2.5.3 Prime Attractions

Assam State Museum Archaeological and ethnographic displays are one of the major attractions in Assam's state museum, situated near the center of city. The collection includes stone and copper plate inscriptions dating from the 5th century, a 12th century sculpture of 'Surya', terracotta pieces and costumes. Umananda Temple The Shiva temple of Umananda stands on an island bluff in the middle of the Brahmaputra. Its location, at the top of a flight of steep steps up from the beach, is more dramatic than the temple itself. Ferries and motor launches leave from Umananda Ghat, on the shore between the State Bank of India and the Ashok Hotel. Kamakhya Temple On the commanding Nilachal hill, overlooking the river 8-km west of the centre, the important Kali temple of Kamakhya, with its beehive-shaped 'Shikhara', is a fine example of the distinctive Assamese style of architecture. As one of the 'Shaktipiths', it marks the place where Sati's 'Yoni' (vulva) landed when her body fell to earth in 51 pieces, and is one of the three most important tantric temples in India. A short walk up the hill brings one to a smaller and emptier temple with great views of Guwahati and the Brahmaputra. Navagraha Temple East of the town centre, atop another hill, is the atmospheric Navagraha temple popularly known as the "Temple of the Nine Planets", an ancient seat of astrology and astronomy - surrounded by large trees that shelter tribes of monkeys. Housed in a single red dome, again in the beehive style, the central lingam is encircled by a further nine representing the planets. Janardan Temple Janardan Temple, built in the style of Hindu and Buddhist architecture, at Shukaleswar hillock near Shukaleswar Ghat of Brahmaputra, the heart of town, is worth seeing. It was renovated anew in 17th century. Assam State Zoo Guwahati's leafy and well-managed zoo and botanical gardens are 5-km east of the centre. Prime attractions include the one-horned rhino, the state symbol of Assam, as well as tigers and leopards. Basistha Besides a picturesque waterfall 11-km southeast of Guwahati, two small red-domed temples at Basistha (also spelt as Vashistha), in Assamese beehive style, commemorate Vashistha Muni, the author of the Ramayana. Nestling within an impressive grove of trees, with rock carvings in the stream to add to the air of antiquity. Madan Kamdev Some 40-km north of Guwahati, Madan Kamdev was the site of a tantric temple of 'Shakti' (Durga) dating back to the Pallava dynasty (11th and 12th centuries). The temple, mentioned in the tantric scriptures known as the "Yogini Tantra", was evidently destroyed, though the cause is unknown. Much of the site remains unexcavated, but a museum preserves many finds including figures in various erotic postures, indeed some archeologists claim only Khajuraho rivals the expressiveness of its erotica. Source: Ministry of Tourism, GOI 2.6 Amusement Parks In Other Places There are many amusement parks in India and noteworthy of all are one each in Delhi, Hyderabad, Kolkata and Mumbai and two in Chennai. There are two large parks coming up in the Mumbai metropolitan area. There is a growing enthusiasm for the establishment of Amusement Parks in the Country. At least 4 to 6 new full-fledged parks will come into operation within the next 3 to 4 years. 2.7 Locational Factors And Advantages Of Project Location The location refers to the way in which the product is made available in the market. Location is concerned with much more than simply being in the right place and also involves the amount of effort, which is associated with actually getting to the park. The location for the proposed amusement park has to satisfy these criteria. Land is the most critical single resource for the successful setting up of an amusement park. It is essential that accommodation and transportation be close at hand. An unspoiled view enhances the attractions of the prospective amusement park. This apart the terrain, which relates to environmental suitability of site can be developed with minimum cost of excavation and grading and lends itself for the designated use of land. As part of the Concept Plan, North Guwahati has been selected for setting up this green field tourism project, primarily for the following reasons. Poetically called the Light of the East, Guwahati is the gateway not only to Assam but to the North Eastern Region as well. It is the principal center of socio-cultural, political, industrial, trade and commerce of the entire North Eastern region. The traditional festivals are colourful social events that reflect the vibrant nature of the land and its people. Assam also has a rich and varied cultural heritage. The overwhelming greenery, blue waters of Mighty Brahmaputra surrounded by low hills, terraced tea gardens, emerald paddy fields, dense rain forests and the unspoilt natural wealth of the State is a major attraction to tourists both domestic and foreign. Large middle income families No major entertainment except cinema, TV Situated in the east of the Indian peninsula - no access to coast / beach Though River Brahmaputra flows through this city, no sports / entertainment has been planned based on the river. Availability of adequate land on the northern banks of the mighty Brahmaputra eases the development of the proposed park to international standards. Assam is a state of breath taking scenic beauty, rarest flora and faunas, lofty green hills, vast rolling lain, mighty waterways and a land of fairs and festivals. The ancient name of Assam was Pragjyotishpura. However, during the time of the Ahim conquest, Pragjyotishpura was known as Kamrupa. In ancient Sanskrit literature, both the names

Pragjyotishpura and Kamrupa were used as a designation for ancient Assam. Guwahati is situated on the banks of mighty Brahmaputra river in Kamrup district of Assam. Guwahati is a fast growing premier city. 3.0 INFRASTRUCTURE AND INFORMATION ON RIDES 3.1 Layout Layout shall be prepared after taking various aspects in to consideration. Before entry point into the park ground itself, enough parking places for buses, cars, and two wheelers have been provided. Most of the structural, Rides and machinery shall be placed separately on one side of the park. The water body shall be made at the other side of the plot preferably near the river. The details of the road, footpaths and the placement of rides and facilities shall be clearly demarcated while preparing the layout fitting to the ambience. 3.2 Land Development The entire boundary shall be fenced by galvanized barbed wire and compound wall shall be provided at the entrance. Earth bunding along the boundary of the park is provided to avoid flooding of the park during monsoon time. Routes and paths shall be provided for easy traffic of visitors with sufficient care taken so that no transport system comes in the way of pedestrians. The major points of the park will be connected with roads and footpaths. 3.3 Landscaping The success of creating a beautiful park is by the creation of beautiful ponds, hills, mounds, slopes, caves, subways, rock garden etc. The landscaping should be molded so as to avoid visual monotony in the flat areas. For a greener environment required number of trees shall be transplanted. Providing ornamental flowering trees and foliage plants will make the area environmentally very attractive. More area will be turfed and vast areas of green lawns will be prepared. Flower beds for seasonal flowers and other attractive landscaping will be brought up. The entry gate will be made with totally distinct and attractive design and will be provided with a cold fog system. It will have 4 ticket pools and the 2 gate turn-stiles. Two extra gates will be provided for entrance and exit. This is for quick evacuation of the people in emergency. 3.4 Inside Fencing Hedge fencing and mounds around the water area is planned for segregating the water facilities. This segregation fencing shall be around the Games area and kiddies area also. 3.5 Buildings And Facilities 3.5.1 Administrative Building The administrative office will have the provisions for office area, cabins, record room, computer room and staff maintenance room. It will have a reception area and a retiring place for VIP visitors. 3.5.2 Maintenance Workshop There will be repairs and maintenance work for the rides, equipments and utilities and hence there should be shed to carry out these services. 3.5.3 Staff Facilities

For the regular employees, a change room, toilet and recreation area are provided. This is conveniently located and would have enough urinals, wash basins etc. 3.5.4 Food Catering Food & Beverages is a very important function and the single most largest facet of turnover at any venue where public assemble. In a modern park, this division calls for meticulous planning, efficient management and neat execution. Proper planning will ensure the exclusivity of the food items whereas efficient management will be aimed at minimizing the wastages yet meeting the individual tastes of different types of people that reach the park. The neatness in execution will ensure the healthy eating atmosphere and cleanliness of the Park surroundings. 3.5.5 Kitchen, Restaurant, Snack Bars and Food Village To envisage the above criteria, food & beverage sales will be made through main restaurant and Snack Bars. The restaurant will have enough counters to cater to the visiting public. The central kitchen will be attached to the restaurant and this kitchen will take care of the food preparation for the entire park. The major food sales will be through snack bars. As the concentration of crowd varies in the park premises from hour to hour, the placement of the snack bars shall be planned accordingly. It is suggested that standard size packed food and bottled drinks must be promoted in the park as it will be difficult for the preparation of large quantity food at peak hours. A thorough and regular supervision of good hygiene and quality control will be carried out at all sales counters and eating places. 3.5.6 Common Toilets There will be common toilets at different places. Each unit will consist of WCs, Urinals and Wash Basins for gents and separate WCs and Wash Basins for ladies. 3.5.7 Shelters & Seats To provide shade during day-time and cover during rain, shelters together with seats and benches are provided at different points of the park. The shelters would be of fancy and colourful designs. 3.5.8 Indoor Auditorium Indoor Auditorium will be located and designed for large stage performances. It will have a capacity for holding at least 250 people. Stage and projection facilities, green room, toilet facility, sound and electrical systems shall be designed to meet the requirements. 3.6 Utilities 3.6.1 Water Since the water requirement of the park is quite large, it is planned to tap the subsoil water available. Sufficient number of bore wells will be drilled for pumping water from the underground strata. The sedimentation tank, over-head tanks, tanks for gardening water and drinking water will be connected with this pumping system with adequate pipe lines. A portion of the water shall be treated and filtered for drinking purposes. The water requirement for the park could be classified as under :

For water sports, water games bathing and other activities. For drinking, restaurant and kitchen uses, snack bars, wash taps and rest rooms.

Quantity of water required for the amusement park is estimated as 100 cum per day. The water resource at the Park site is expected to sufficiently meet the above requirement. For major water events like Flume Ride, family rafting, kiddies slides, Fountains etc., the water is being circulated and hence only the evaporation loss and spillage is taken into account. 3.6.2 Electrification (a) Scope of Electrical work The scope of electrification shall be to install a substation of 500 KVA, 11 KV/433 volts with LT panels for main and sub distribution. (b) Design Consideration The cables are to be selected as per the equipment rating. Consideration has been given for starting of motors, grouping of cables and voltage drops. All the switch gears maximum rating shall be limited to 80% for continuous loading. For long life span, all switch gears shall be of superior quality. The approach road and other roads shall be lit using road light fittings. The height of the mountings shall be as per the width and usage of each road. The main assembly area and the walkway, play area and water area shall be covered using high mast flood lighting using HPMV lamps. 25% of the fittings shall be with Halogen lamps in order to restore light immediately in the event of power failure. Voltage drop consideration has been taken into account in all the long cables. (c) Proposals In order to have the maximum economy and to reduce the cost of electricity, it is proposed to keep the maximum demand (simultaneous loading) as low as possible (d) Equipment Details All equipments shall be of standard makes conforming to IE Act and relevant IS. (e) Generating Sets During the period of total power cut it is proposed to shut off power loads for kitchen except of deep freezer and bottle cooler. All the play areas shall be run on sequence so that only one item runs at a time. Water sports shall be reduced to bare minimum while water ride shall be operated with one or two motors. Lighting load also has been separated into essential and non-essential. Only the essential fittings shall function on generator. Accordingly a 315 KVA generating set has been selected which shall be connected to the main panel interlocked to normal electricity board supply. As the running cost of the generating set is high, it is proposed to interlock all high HP motors in order to take care of the starting current. (f) Implementation Procedure

The electrical work shall be executed through an authorized electrical contractor. All the major equipments like transformer, generating set, LT Panels and cables shall be bought and supplied to them directly. This is in order to reduce the total cost of electrifications. (g) Energy auditing Separate energy meters shall be installed for each of the major equipments and the consumption will be recorded for any improvement in power structure. (h) Lighting & Illumination As the Park may work during night hours also in the future, care shall be taken in designing a good lighting system that will efficiently illuminate the park. With almost all the machineries, there is an associated decorative illumination scheme which would largely contribute to illuminate the particular equipment and its ride area. In the scheme of illumination, lighting has been conceived in 3 different forms. 1. 2. 3. The flood lighting will be from 8 towers placed at major squares. All the above lighting in combination will illuminate the entire Park sufficiently. Estimate for the cost of lighting is included in the calculation of electrical installation. 3.7 Communication Systems There will be also one public address system linking the entire area of the Park. Large display boards will be used for the announcement of current programe and activities happening at different parts of the Park. The facilities of wireless paging and internal communication systems will be extended for the convenience of the visitors. This would benefit the Lost and found Service functioning along with the ticketing section. 3.8 Ticketing Machine Bar coded Tickets will be issued through ticket clocking machines and the entry will be through turnstiles. This system will enable to register the number of people entering the Park as well as leaving the Park. In any given time we can calculate the number of people inside the Park. These will greatly help to manage the crowd on peak days. 3.9 Furniture & Office Equipments The furniture for cabins, office area and lobby will be provided as per the requirements. The office equipments, includes personal computer, photo copying machine, FAX machines and other equipments. For the maintenance of equipments in the workshop, one transformer welding machine, one generator welding machine, gas cutting and welding machine, drilling machines, pedestal grinder etc. will be provided. In addition to these, workshop hand tools, inspection and measuring equipments also will be procured. Usually, machinery suppliers also give a set of tools, measuring equipments etc. that will be required for the maintenance. Electrical checking and measuring equipments like megger and different type of meters will be procured. 3.10 Water Fountains At different location, water fountains are provided which will add to the beauty of the scape. There will be musical fountains and colorful dancing fountains too.

3.11 Medical Service There has to be medical attention on the standby during the entire park functioning hours. A doctor, nurse and paramedic will be employed. A medical centre will be provided at the administrative building for first aid and emergency attention. In addition to these, First Aid medical Kits (Mandatory) will be placed at various locations and its positions will be prominently displayed around the site as well as in the Park brochures. 3.12 Fire Fighting Water Hydrants will be located at all points vulnerable to fire hazards. As there is a large water body in the form of Brahmaputra river and an efficient pumping system will be designed almost throughout the Park, it will be easy to meet any outbreak of fire at major equipments and rides area. As required by the law, fire hydrants, sand buckets and other equipments shall also be provided. 3.13 Waste Disposal Closet, bath and canteen wastes will be disposed by means of an effective disposal system. There will be a full fledged effluent treatment plant. The Engineering Group will have the responsibility of maintaining the equipmentsmechanical, electrical, civil and hydraulic. They will carry out the maintenance problems, preventive maintenance and up-keep of equipments. They will also maintain all utilities in the pump house, electrical installation, illumination and other utilities. The group that consists of the security personnel and helpers for the gardens are either companys employees or the company can hire or contract the services of establishments or service centers for such people. The manpower requirements for running the restaurant, snack bar, special programmes etc. is not projected. It is felt that they will be hired on contract from season to season. The manpower requirement projected are for the full utilization of the park. 3.14 Safety & Security One of the priorities of an amusement park is to maintain a safe, accident - free environment for visitors and employees. There must be fool-proof systems to make the amusement rides and games all time safe in the park. Poorly organized safety systems can threaten the existence of the park itself and can also lead to great financial problems. With a bad safety record, the premium for insurance increases steeply. It is necessary that the company always keep comprehensive, ongoing safety programmes. Some basic details of safety programmes are listed under : 3.14.1 Priority and Commitment The park management will declare safety as the top priority and should get commitments from each employee to religiously follow the safety programme. 3.14.2 Communication Effective and clear communication will be adopted. Very clear visual displays and safety posters will be placed at various vantage positions. Regular orientation to guide employees as to how to ensure safety at different areas like water bodies, major rides, performing area, transport etc. will be organized. Safety guides and manuals for all the facilities will be made. 3.14.3 Training

Ride operators and other personnel responsible for handling people must be well acquainted with rides and the vehicles in order to stand up to emergency situations. No operator without formal training either by the company or the ride manufacturer will be allowed to operate under any circumstances. It will be organized to give write-ups on DO and DONTs and also notes as to how to cope with an emergency situation. Preventive measures would be announced to avoid even remote accidents or injuries. For example Any glass or glass ware will be prohibited in the Park premises. 3.14.4 Rewards To innovate and promote safety management, it is viable to provide incentives and promotions to the operators. It would also be advisable to highlight the safety records prominently. This should lead to build a strong, safety consciousness among all levels of employees. The employees safety also will be enchained. All those who fail to adhere to the safety rules will be suitably punished. 3.14.5 Inspection Thorough and detailed inspection should be carried out on a daily, weekly and monthly basis. The details of inspection will vary with the nature of equipment and the chances of accidents or failure. Maintenance inspection will be conducted daily for checking the condition of moving and vital parts. 3.14.6 Recording and Fixing of Responsibilities The management will issue clear communication to the employees and fix their responsibilities. For example, every inspection will be carried out and properly recorded. Both the inspector and supervisor will sign the forms. These forms will evaluate each rides passenger comforts. Automatic and manual locking devices, signal system, brakes, control devices, safety pins, nuts and bolts, electrical equipment, fencing guard rails, stairway etc. All breakdowns will be reported to the maintenance engineer properly and systematically. 3.14.7 Repair Procedures There will be clear repair procedures established for carrying out repairs of routine failures. Short cut remedies and repairs will be discouraged. Since it would be better to adhere to the manufacturers advice on repair procedure, the manufacturers will be requested to issue periodical advice on the new safety procedures, which were not available when the rides were sold. The safety improvement and the responsibility of updating safety measures and ride manuals will be entrusted to senior personnel. 3.14.8 Audit However effective the internal safety inspection and procedures may be, it is necessary to have an outside agency to conduct a safety inspection and yearly safety audit. The audit will reveal efficiency, effectiveness and the over-all impact of the safety programme with emphasis on inspection, maintenance and security. 3.14.9 Safety Review From the top management downward, every supervisor must make safety reviews and it should be recorded properly. 3.14.10 Security The security and safety system operations go hand-in hand in amusement park as the security protection installed not only takes care of the security of installations and facilities but also the safety interest of visitors. Like safety, security also calls for the highest attention of management both in concept planning and execution. The primary need is to make a professional Security Requirement Analysis which should reveal both risk analysis and protection

plan. The protection plan has to be designed both for malfunction as well as for contingency situation. The training extends to various fields like operation of the Park, programme management, safety and security systems, energy conservation, food and beverages, sales promotion methods, crowd management, facility operation, preventive maintenance of equipment etc. 3.14.12 Training of operators It is most essential that the operators of the different equipment should have undergone necessary training in normal running of the equipment, safety aspects and also crowd handling. Only such trained personnel will be deputed to run the rides. The security people should be specialized in crowd management and also to meet crisis situations. The training also should extend to cover first aid treatment in case of emergencies. As far as possible, manufacturers personnel should be involved in training the operators in the mechanism of the equipment and in the details of problem areas. It is customary that the manufacturers update the equipment with improvements since subsequent safety systems should be incorporated into the machine after its supply to the Park. Training of the new system should be carried out as and when they are introduced.
