The Masterplan for HafenCity gives us a guideline for the developments which will be going on the coming 25 years. Within this Masterplan it is often said that the area should be developed in close relation with the water and the city center. Therefore it would be very well possible to implement some Dutch ideas or new technologies.

III) an example of how HafenCity


might look like if the possibilities mentioned above would be applied there. This part describes the view of the author and therefore has to be read as a suggestion of possibilities and not as a final design. It contains some rather radical options, which might also be expensive. But it gives a brief view how a real amphibic HafenCity could look like.

Approximately 40 % of the Dutch land is located below sea level, therefore coping with the water has always been an issue in the Netherlands. Water is one of the main urban planning elements in Dutch society.

I) The Dutch way, Living closer to the water


1.1. Organization structure
The Dutch political structure The central government has its own ministry for roads and water, who control the large scale flood protection programs and the watermanagement in general. But besides the central government and the local community administrations there are 57 so called Waterschappen in the Netherlands. These democratically chosen administrations are responsible for the flood protection, the water level in the polders as well as the water quality in their region. This political background should be kept in mind when discussing the technical possibilities of building at and on the water.

Because of local regulations and organization structures it might not always be possible to implement a technically well designed option into the existing political structure somewhere else.

Numerous cafes and restaurants can be found at the waterfront in the Netherlands and everywhere else. Terraces looking out over the water and people coming from their ships to the terrace are seen everywhere. Terraces are located at the water side, but also on piles in the water or even floating terraces can be found. The main attraction of a terrace at the water can be the relaxing atmosphere in a natural area or the activity within a city area. In this case the same applies as described with the promenades. Therefore the placing of a terrace its self is not sufficient to make it an attraction point, the surrounding area will need its own atmosphere, after which people will come to the se terraces and thereby giving the area an extra impulse.

Living with the water has also created history with the water. Therefore many museums are dealing with or even on the water.

Almost as important as the area its self are the things which are happening there. The harbor of Amsterdam is better know with the general public from the sail events happening every year, as it is for its daily purpose in world transport. In Rotterdam the fair is held at an old harbor pier, providing the visitors with a view over the harbor while visiting the attractions. Numerous sailing events have made the lakes in Friesland know, and there are many more. Most important is that locations at and on the water, because of its relaxing and sportive image, form perfect festival and event sites. Thereby attracting the general public to this area and making the area known through event promotion and reports in the media. This especially applies for areas in development. Keeping a water related festival here will emphasize the presence of the water and bring attention the area.

For different situations different harbors will be necessary, it will be clear that a small sailing ship does not need a docking quay with container cranes, but also within the privately owned yachts there is a wide variety of wishes and demands for mooring places. The mean deviation can be given by the size of the ships and the fact if they are sailing or motorboats. Depending on these data different types and locations of marinas will be requested

Real marina, seaward marinas attract larger seagoing vessels, with people who are not interested in the Royal Muiden the Netherlands smaller local waters. Therefore they will also attract people from all over the country or even from further away, who will mostly make longer journeys using the marina only as their home base. Because of this the level of service, in the matters of cafes and shops does not have to be so high here. Most ship owners will bring their supplies from the supermarket at home, and they will try to sail away at the moment they enter the harbor, therefore not using any of the facilities which would be built there. While tourists vi siting the country will often sail trough to the marinas in the city centers.

At the rivers marinas mostly are of a totally different character. The rivers are not suitable for sailing ships, because of the narrow waters and their use by freight ships. Therefore the marinas at the rivers are mostly dominated by motor vessel s, using the rivers as a connection to travel to other cities or natural areas. People will come to these marinas, bringing their supplies from home and having al facilities like a toilet and cooking equipment on board, therefore not needing any facilities from the harbor. On the other hand the small towns with a harbor along the river will often be visited by these motor vessels when they are on their way. People will be wanting to relax, and go to a cafe or a restaurant over here. With longer trips these harbors are also used to sleep in.

Mostly the marinas within the city tend to attract more tourists because of their location. People are coming by to have a look at the city or go shopping and relax near to the harbor. They are on their holiday therefore requesting better facilities and an interesting surrounding. Providing these facilities will make these marinas more expensive.

With floating houses the closest way of living to the water there is could be realized. The city of Hamburg offers many possibilities for this option. But Hamburg is not Amsterdam, it is important to keep in mind that all of this should be integrated into the existing city with its own atmosphere and style and therefore possibilities are numerous.

Floating homes do need some special secondary facilities to be able to function properly. The main thing is that an infrastructure over the water should be built. This does not only mean that it is necessary to build piers so that people can walk home, but it also involves creating a power, water and sewer system which can be attached to all the house s. The electrical and the water system can easily be implemented into the pier structure, whereby the attachment point to the wall should be well designed for movement, and care should be taken for the water to prevent it from freezing. But the sewer system is a little more complicated. The pipes can be placed inside the piers like the water and electricity. But the land sewer system is often located above the waterlevel, which makes it impossible to connect a houseboat to the system by means of gravity. Therefore a pump or suction system will have to be installed and also the sewer pipelines will have to prevented from freezing.
