Man accused in Tate deaths urged black-white war

By ERIC MALNIC The Los Angeles Times

LOS ANGELKS-Charles Manson talked of triggering a war between blacks and whites by killing whitesincluding white policeand making it appear that blacks were responsible. Friends recalled: "He said he was building a bunch of dune buggies . He said he was going to mount machine guns on them." "He said he'd take his army of dune buggies and kill every white mother-every white pigbetween here and the desert." "Then he was going to make an exodus-take his people to a big hole up in Death Valley and hide

there. From there he could just sit back and watch the revolution." "You see, he hated the establishment. It wasn't that he felt it owed him anything. He just didn't belong." "He had strong antiblack feelings, too. They came from those years he spent in the penitentiary, 5 think. But he didn't talk about it much. It was just one of those feelings you get." Charles Miller Manson, 35, leader of a band of young nomads accused in the Sharon Tate and La Bianca murders, sits in the Inyo county jail today, charged simply with possession of stolen dune buggies found at his most recent headquarters near Death Valley. But he is accused of sending; his cult from an

earlier encampment on raids that may have led to as many as 11 deaths. All the victims were white. The p e o p l e who quoted Nfanson are hippies-members of a community frequented by Manson before he led his group into the desert. These hippies pride themselves on their reputation for mutual love and peacefulness and they curse Manson for the notoriety he has brought the "long-haired people." But they also respect him. "He simply overpowered you," said a slight, nervous teen-age youth who frequents a dilapidated restaurant that is a social center for hippies. "It was the way he looked at you. His eyes did strange things. When Charlie talked, people listened. Some people listened too close, I guess." Noting that Manson was most successful in attracting girls to his flock, a youth said:"Word had it

he was one hell of a good lover, and that was part of it, I guess. But It was those eyes, too, and that heavy line he put on them. He was a real powerful man." Michael Crow, 24, another restaurant habitue, said he and Manson never got along well because Crow "wouldn't go on Manson's trip." Hut he was real heavy," Crow said. "He could do just about anything he wanted to. "He said only the most down, the most wasted come to him and he makes them what tliey are. He changed a lot of people. And he did it without drugs, too. He did it with his head." Manson changed too, depending on the situation and what he was seeking, according to a 30-year-old author who lives in the hippie community. "I first met him about three years ago when he came down here in his bus," the author said.

Panther, police feud written in 28 deaths

Ry KENNETH REICH The Los Angeles Times LOS ANGELESThe Los Angeles police raids nn three offices of the Black Panther Party Monday follow similar raids in other cities which have resulted in the seizure of considerable quantities of arms and (he arrest of numerous Panther officials. Many of the raids of the last two years have been marked by bloody shootouts between police and Panthers. Last Thursday, following such a Shootout in Chicago in which the Party's Illinois Chairman and a ranking officer of its Peoria chapter were killed and four other Panthers and two policemen wounded, an attorney for the national party organization said Congress would be asked to investigate police tactics in the crackdown. The attorney, Charles R. Garry of San Francisco, said the Chicago shootings brought to 28 the number of Panthers killed nationwide in clashes with police since January, 1968. He added that if Congress refused to act, the Panthers would attempt to bring their plight to the attention of the United Nations. The day before Garry spoke, the party's highest officer still functioning in his position, National Chief of Staff David once an "honorary prime minister," who left the party. Milliard replied that Carmichael failed to understand that "you can't fight racism with racism. From their inception, the Panthers made a point of being heavily and obviously armed. On May 2,1967, party members created a stir throughout California when they carried loaded shotguns and rifles onto the floor of the state assembly in Sacramento. More recently, the party has been engaged in a feud with US a black nationalist group. It first came to public attention last Jan. 1 when two Panthers were killed by gunfire at the University of California at Los Angeles

Los Angeles police frisk Panther Monday Hillinrs, was arrested for allegedly thrcalening President's Nixon's life in a Vietnam Moratorium Day speech Nov. 15 in San Francisco's Golden Gate Park. Higher ranking Panlher leaders either are in jail or have been killed with the exception of Eldridge Cleaver, who fled to Cuba and then to Algeria last year rather than return to prison as ordered. The two best known Panthers in jail are Huey B. Newton, co-founder and minister of defense of the party, who is serving a term for involuntary manslaughter in the shooting death of an Oakland, Calif., policeman, and Bohby Scale, co-founder and party chairman, who is awaiting trial on murder conspiracy charges filed in New Haven, Conn. Scale also was sentenced recently to a four-year prison term for contempt of court in the Chicago trial of radical leaders accused of conspiring to riot at last year's Democratic national convention. The Black Panthers were formed in I960 by black youths who had been in conflict with the police in the Oakland ghetto. In 1968 and this year the party spread across (he country, establishing 40 chapters with a total membership ranging in estimates from 1,200 to 5,000. At first an almost exclusively blackoriented group, the Panthers this year began entering into alliances with while radical groups. For this they were denounced July 3 hy black militant leader Stokely Carmichael,
