DIVISION OBJECTIVES
To provide quality customer service to a range of internal and external clients, including ratepayers, residents and the general public and to provide general administrative and specialised support to the Lord Mayor, Aldermen and the Divisions of Council.
GROUP OBJECTIVE:
To strategically plan and deliver or procure road, traffic, parking, stormwater, waterways, facilities and essential services in an efficient, effective and sustainable manner for the current and future needs of the community.
POSITION OBJECTIVE:
To be responsible for: The forward planning and management of capital works projects. The organisation of work teams in an efficient and effective manner. The preparation of Workplace Health & Safety documents associated with capital works. The review of works to ensure compliance with WHS documents and appropriate practices. The ongoing implementation of a Safety Culture throughout the Unit. Coordination, consultation and cooperation with all other Units and other organisation associated with capital works. The review of project works to identify efficiencies and improvements.

ORGANISATIONAL RELATIONSHIPS:
INTERNAL:
Reports to: Supervises: Manager Civil Works. Asphalt Construction Operations Manager and Civil Construction Operations Manager. Close liaison and communication with Technical Officer Civil Works, Stormwater & Maintenance Operations Manager and other Unit members.
Liaison with other members of Engineering Services Group, members of Professional Services Group, operations managers within the workforce and members of other Council Divisions.
EXTERNAL:
Communication and liaison with the following: Members of the Hobart community, both residential and commercial External service providers including contractors and consultants Service Authorities including Telstra, NBN, Southern Water and Aurora Southern Tasmanian Councils
SELECTION CRITERIA:
QUALIFICATION AND/OR EXPERIENCE
An appropriate tertiary qualification in Civil Engineering or acceptable equivalent, is mandatory. Relevant post graduate qualifications are desirable. A broad range of appropriate professional and specialist skills and experience obtained through a diverse range of relevant employment, including at supervisory level.
Management & Administration: Risk management practices. Tendering and contract management practices. Quality management systems and the Business Excellence Framework.
Planning & Monitoring: Familiarity with and knowledge of the Councils Hobart 2025 A Strategic Framework, Strategic Plan 2008-2013, Annual Plan, Unit Plans, Key Performance Indicators, Strategic Measurement System and Annual Report.
Communicating: Ability to convey new ideas and technical information in a manner which is easily understood by people from a range of cultural and educational backgrounds; Ability to present information to both large and small groups; and High-level written communication skills including creating of reports, discussion papers and general correspondence.

CONDITIONS OF EMPLOYMENT
AGREEMENT: The provisions of the Hobart City Council Enterprise Agreement 2012 apply to this position. SALARY: This position is classified as a Level 5 within the Municipal Officers classification structure. The salary range is from $85,532 to $92,658 per annum. The salary paid will be within that range according to the employees qualifications and experience. LEAVE ENTITLEMENTS: Annual Leave: For each full year of service, an employee accrues an entitlement to 152 hours annual leave exclusive of public holidays. Purchased Leave Scheme: The purchase leave scheme allows an employee to purchase an additional 4 weeks leave per year by an appropriate reduction in salary for a period of 12 months. Long Service Leave: An employees long service leave entitlement of 488 hours becomes available after 10 years of service. Employees will be entitled to payment of pro-rata long service leave on termination after 7 years of service. Personal Leave: An employee is entitled to 101.5 hours of personal leave on commencement. Further personal leave accrues thereafter at the rate of 101.5 hours per year. Personal leave may be used when the employee is: absent due to personal illness or injury; or required to provide care to a member of the employees immediate family or household who is ill or injured and requires such care. 17.5% of any unused personal leave will be paid to the employee on retirement or resignation. Parental Leave: Under the HCC Enterprise Agreement paid maternity leave (13 weeks) and paid paternity leave (2 weeks) is available to employees after 9 months of service. Employees are also entitled to unpaid parental leave. In addition to entitlements to paid parental leave under the Agreement, employees are also entitled to paid parental leave under the Federal Governments National Paid Parental Leave (NPPL Scheme) Annual Leave Loading: Annual leave loading is paid in early December each year. Payment is 17.5% of salary for a 4 week period.
HOURS OF WORK: The spread of ordinary hours under the Agreement is from 6:00 am to 6:00 pm Monday to Friday. For a full-time employee, the normal hours of work will be 38 per week and will be worked in accordance with the prevailing arrangements for this position within the Infrastructure Services Division. Most employees however, work to either a 9 day/ 2 week cycle, with 1 rostered day off every 2 weeks or a 19 day/ 4 week cycle with 1 rostered day off every 4 weeks.
SUPERANNUATION: The Hobart City Council will make employer superannuation contributions on the employees behalf at a level of 12.5% of the employees ordinary time earnings (as per the Australian Taxation Office definition). Employer contributions may be directed to either Quadrant Superannuation or Tasplan Super or any other complying superannuation fund of the employees choice. If no choice is made by the employee the Council will direct the employer contributions to Quadrant Superannuation, as the default fund for Council employees. Employees may make voluntary personal superannuation contributions to their chosen fund, either by salary sacrifice out of pre-tax income, or out of post tax income. REMOVAL AND RELOCATION EXPENSES: When a person residing interstate or beyond daily commuting distance from Hobart is appointed to a permanent position with the Council, the reimbursement of removal expenses relating to the appointee, partner and any dependent children (if applicable) may be paid subject to the conditions contained within the Councils Removal Expenses policy. TRAINING AND DEVELOPMENT: It is the Council's desire that every employee be given the opportunity to develop. The Council's commitment to this aim is seen through: a) b) Provision of fully funded training for in-house and external training courses. Study assistance, for employees undertaking relevant qualifications
HEALTH, FITNESS AND WELFARE: The Council offers employees the opportunity to access lower cost private health insurance cover through: The Local Government Employees Health Plan; or The MBF Corporate Health Plan. Staff discounts are provided for all employees for aquatic and gymnasium membership at The Hobart Aquatic Centre. Employees are also entitled to free gymnasium membership of the HCC Health and Wellness Centre located in the Hobart Council Centre.
Independent counselling services are provided if needed by a Council sponsored Employee Assistance Program, which is also available to immediate family. This confidential service is available 365 days a year. An active Staff Social Club conducts regular events for members and staff. MEDICAL ASSESSMENT: Comprehensive pre-employment medical examinations including drug and alcohol testing for candidates are an integral step in the recruitment and selection process. PROBATION PERIOD: The appointment to this position is subject to a probationary period of 3 months.
