By-Laws of the
I. Name

Dallas County Childrens Advocacy Council

The name of the organization shall be Dallas County Childrens Advocacy Council, hereby known as the Council.

Location Purpose

The Council will serve Dallas County.

A. Develop awareness, interest, and involvement in the issues of child abuse and neglect. B. Promote healthy families to prevent child abuse and neglect through education and support. C. Network between human service agencies, organizations, businesses, and community members regarding the issues of child abuse and neglect.

IV.

Membership

A. Membership is without discrimination on the basis of age, sex, creed, and religion, country of origin, sexual preference, or disability. B. The Council has one class of members, those who have an interest in promoting public awareness of child abuse and neglect. C. Membership is open to anyone living or working in Dallas County. D. Members serve in an advisory role to the Board of Directors. E. Representation from the following sectors are encouraged; public safety, domestic violence, parents, citizens, medical, mental health, substance abuse, education and early childhood. F. Annual membership dues are suggested but not required.

V.

Meetings

A. The Council shall meet at a minimum of quarterly. B. An Annual Meeting will be held each September and officers will be elected. C. Special meetings may be called by the President or Vice President at any time.

VI.

The Board of Directors

The board of Directors will be the Council President, Vice President, Secretary, and Treasurer. Terms shall be staggered and are for three years. Directors may serve more than one term. The Council officers will be: A. President The President shall preside at all meetings of the Council, create the agenda for each meeting, call special meetings, oversee the operations of the Council and the Councils compliance with Iowa law and these by-laws, and execute documents on behalf of the Council. B. Vice President The Vice President shall in the absence of the President assume the duties of the President. In the event neither the President nor Vice President is in attendance, the longest tenured officer shall assume the Presidents responsibility.

C. Secretary The Secretary shall The Secretary shall have the responsibility of ensuring that the
Council minutes are accurate and are circulated as prescribed.

D. Treasurer The Treasurer shall have the responsibility for assuring that all deposits and
properly authorized expenditures are made in a timely manner. The Treasurer shall present financial report to the Council as requested.

VII.

Decision Making

The Council Board of Directors has decision making authority over all activities of the Council.

VIII. Amendments to the by-Laws

The by-laws may be proposed to be changed at any regularly scheduled meeting with a consenting vote of two-thirds of the membership present, providing that the proposed changes have been submitted in writing not less than one week prior to the meeting and action may take place at the next regular meeting.
