R-CSN STATEMENT ON LIVELIHOOD

The statement says: IDPs problem is one of the most


significant challenges for Georgia. This has been an issue of
discussion for years and the state bodies, international
organizations as well as the NGOs have been working on it.
The situation is complicated by the fact that the problems are
too many and the government faces serious challenges having
pretty limited resources.
R-CSN statement also underlines the fact that the strategy
should be oriented on the IDPs priorities and needs. This is
important their self-content and social sustainability to be
achieved.
Based on the abovementioned statement, the R-CSN worked
out certain recommendations, which are signed by 26 of its
member NGOs.
The recommendations mainly are as follows:
It is much significant the IDPs needs research to be conducted
the strategy to be adequate of the population's priorities;
The IDPs to be appropriately informed regarding the strategy
implementation and to be involved in the process as well;
The local municipalities to be involved in the strategy
implementation process as well;
The funding to be provided for the strategy implementation
etc.
By the name of R-CSN, we want to express our support
regarding the strategy creation process and will to cooperate in
future as well, says the statement.

From January 30 till February 7, by the support of the JOIN


project and by the facilitation of the NGO CiDA the discussion
of the local development plans took place.
In the frames of the JOIN project the group of people working on
the plans presented them to the interested persons.
The meetings were attended by target municipalities'
population, civil society members, as well as other interested
persons.
By presenting the priorities and initiatives included in the action
plans the meeting attendees were informed regarding the
important possibilities which would enable them to improve
their local activities in the agricultural field.
The local development action plans are the document prepared
by the self-governance, NGO and private sector representative,
which should assist the agricultural sector to develop and have
positive influence over the population.
The project JOIN is financed by Austrian Development Cooperation
(ADC) and is implemented by CARE Austria and CARE International
Caucasus together with the partner organizations including NGO CiDA
and CARD in Armenia.

On February 9, 2014, in Turkey, in the city of Istanbul, at


The Center of Georgian Culture a movie The Other Bank
was shown.
The film was selected for the IDP women from Abkhazia and
South Ossetia and migrated to Turkey.
Besides IDP women, Georgians having Turkish citizenship
were also attending the event. Specially for them Turkish
sub-titles were added to the movie.
After the film showing the G-PAM project concept
were presented to the guests.
During the meeting various questions were asked regarding
the legal/illegal migration as well as receiving working visas.
G-PAM (Individual Assistance to Georgian Migrants)
project is financed by EU and implemented by NGO CiDA

DELIVERING NEW OFFICE TECHNIQUE

On February 13, NGO CiDA in the frames of JOIN


project delivered the new office technique, computers, laptops to the Georgian Ministry of Agriculture Consultation
Service, project target 6 Municipalities representatives.
Akhalkalaki, Bolnisi, Gardabani, Dmanisi, Marneuli and
Ninotsminda staff members received the computers that
would easy them the communication process and assist
them to improve their working process.
On the base of the memorandum signed between CiDA
and the Ministry of Agriculture the abovementioned
municipalities' services staff members will pass through the
training programs including: PR, Public Meetings, Searching
Information and Management Skills.
The project JOIN is financed by Austrian Development
Cooperation (ADC) and is implemented by CARE Austria and CARE
International Caucasus together with the partner organizations
including NGO CiDA and CARD in Armenia.

VISITING BOLNISI AND DMANISI

On February 13, by the initiation of the NGO CiDA and by


the support of the National Probation Agency Kvemo Kartli
Bureau the juveniles in the conflict with law from Rustavi and
Bolnisi, together with other youngsters visited Bolnisi and
Dmanisi.

In the frames of the abovementioned event the


probationers visited an ancient, 5th century monastery
complex Bolnisi Sioni as well as ancient city Dmanisi.

The local priest told the history of the monastery to the


visitors and answered their questions.

Justice Reform in National Minority Communities of Kvemo Kartli
and Samtskhe-Javakheti. The project is implemented by the

On February 7, 10, 12 and 14 n the frames of the project Accessible


Justice for National and Ethnic Minorities in Administrative Court NGO
CiDA organized a meeting with the ethnic minorities living in Kakheti
and Kvemo Kartli regions.
The meetings took place in 9 villages located in Sagarejo, 5 villages
located in Gardabani and 3 villages located in Marneuli.
The meetings were attended by CiDA Legal Expert Lika Tshekhani as
well as village representatives and local inhabitants.
In the frames of the abovementioned event following topic were
discussed:

Citizen's relationship with administrative body;

The rules for writing court sue or statement;

The ways to correct the documents in case of wrong written


names and surnames etc.
The meeting was conducted by CiDA legal expert Lika Chekhani.
Besides this the local inhabitants were delivered special brochures and
fliers in Armenian and Azeri languages. The material covers the issues
vitally important for identifying the rights the ethnic minorities have in
Georgia.
Besides this CiDA Legal Expert also organized a meeting with the
representatives of the Supreme Court. The key topic of the meeting was
the discussion of the recommendations worked out as a result of the
recently conducted research.
The recommendations included following issues:

Informing ethnic and religious minorities about their rights;

Providing the court with professional


interpreters/translators;

Improving the court interpreters/translators qualification;

Adding guidelines in Azeri and Armenian languages on the


info desks.

The key aim of the training was to encourage the youth to fulfill
volunteer activities, to plan and implement various kind of

As a result of the 2-day training the youngsters were informed


on the following issues:
Human Rights and liabilities;
Voluntary verities;
The planning of the activities profitable for the
society and their implementation.
Totally 25 youngsters including the juveniles in conflict with the
law participated in the training.
The event was organized in the frames of Support for Juvenile
Justice Reform in National Minority Communities of Kvemo Kartli
and Samtskhe-Javakheti. The project is implemented by the support
of EU.

6 bloggers were selected as a result of the statement published on the

The key of the event was to raise public awareness regarding the juvenile
delinquents issues and the reforms taking place in this field.
CiDA project manager Nino Demetrashvili, Nikoloz Kharebava and Lado
Javakhishvili of Center for Crime Prevention and Innovative Reform as
well as Shota Vashakmadze of Probation National Agency informed the
event participants regarding the issue.
During 3 hours the bloggers wrote and posted blogs, which during a week
will be discussed by CiDA representatives and three the best will be
selected and awarded.
The criterion for selected the best blogs is as follows:

Underlining the problem;

The creativity and innovative signs of the work;

SHARE and LIKE in FB.


Award:

I Prize GEL 800;

II Prize - GEL 500;

III Prize - GEL 300.


The awarding ceremony will take place in the first half of March.

On February 25, at Rustavi City Hall central square, the local


youngsters organized a charity event to save 19-year-old Nanika
Khachiuri's life. Naniko studies at Grigol Robakidze University
and is in need of very and expensive difficult operation, though
her family does not have enough money for that.
Together with Rustavi youth, the juveniles conflict with the law
also participated in the initiation.
They prepared special posters, spread fliers and organized mini
action-concert.
By the end of the event they made a video clip, in which
addressed the population to stand for Naniko and save her life.

The video clip will be uploaded at Naniko's page in internet the


money collected as a result of the event will be fully transferred
to her bank account.

On February 27, in Akhaltsikhe at Hotel Gino Velne in Rabati,


NGO CiDA organized a meeting with the representatives of
Samtskhe-Javakheti NGOs, the state bodies and mass media.
The key aim of the meeting was to introduce the audience
implemented, current and future activities of the project under
the title Support for Juvenile Justice Reform in National Minority
Communities of Kvemo Kartli and Samtskhe-Javakheti.
The head of the National Probation Agency, Samtskhe-Javakheti
Bureau talked about the importance of the rehabilitation-resocialization of juveniles' conflict with the law, as well as the
agency future plans.
The event was organized in the frames of Support for Juvenile Justice
Reform in National Minority Communities of Kvemo Kartli and SamtskheJavakheti. The project is implemented by the support of EU.

On February 27, in Gori, Association Gori Disables' Club held an


official presentation of the social enterprise Gor Design.
Gor Design was created in the frames of NEO project financed
by USAID and facilitated by the NGO CiDA .
The enterprise includes two individual the sewing and enamel
manufactories, where totally 12 persons with disabilities are
employed.
The Hair of the Association Gori Disables' Club Tina Bregvadze
expressed special gratitude towards NEO project, the Embassy of
Germany and local self-governance body for assistance to
implement all these.
After the official presentation of Gor Design the production
created by the enterprise exhibition and selling was organized.

On February 28, 2014, in the frames of the R-CSN project, facilitated


by NGO CiDA and financially supported by USAID G-PAC program,
R-CSN member NGOs joint meeting was be held.
The meeting took place in Kakheti region, Kvareli in the Royal Batoni
Hotel.
In the frames event, R-CSN member organizations representative
discussed and talked about various issues including the selfgovernance code and the network's role in its further
implementation.
Besides this in the frames of the R-CSN project, the network member
NGOs presented a coalition projects which were financed by G-PAC.
They received small grants in the frames of which they will implement
activities till the end of June, 2014.
During the meeting new members were included in the network that
had at least 6 months working experience in NGO sector and a letter
of recommendation from already member NGO.
