This Memorandum of Agreement is made and entered into by and between the Minnea o!is "ub!i# $#hoo!s %M"$& and the Minnea o!is 'ederation of Tea#hers %M'T& HIGH PRIORITY SCHOOLS The Minnea o!is "ub!i# $#hoo!s %M"$& and the Minnea o!is 'ederation of Tea#hers %M'T& share a #ommon goa! in strengthening a#ademi# erforman#e at s#hoo!s identified by the distri#t as ()igh "riority $#hoo!s*+ The fo!!owing #ommitments are effe#ti,e -u!y 1. 2013+ S ctio! A" Ti# Tea#hers ha,e re eated!y e/ ressed the need for more time to #o!!aborate+ 0est ra#ti#es in high erforming. urban s#hoo!s a!so demonstrate the need for stru#tured. dedi#ated time for !anning. rofessiona! de,e!o ment and #o!!aboration+ Therefore: a+ $tarting with the 2013-14 s#hoo! year. tea#hers with any assignment at a )igh "riority $#hoo! wi!! arti#i ate in u to fi,e %5& additiona! duty days or e1ui,a!ent time for rofessiona! de,e!o ment2#o!!aboration beyond what is agreed to in the master 30A between M"$ and M'T+ b+ The s e#ifi# s#hedu!e and to i#s to be addressed during the rofessiona! de,e!o ment2#o!!aboration days or e/tended times wi!! be determined by ea#h s#hoo!4s "rin#i a!2Administrator and 5nstru#tiona! 6eadershi Team after see7ing in ut from the tea#hing staff+ The s#hoo!4s Asso#iate $u erintendent wi!! ha,e fina! a ro,a! of the !an+ #+ The 8istri#t #an a!so de,e!o a !an for additiona! instru#tiona! time for students in a!! or some of the )igh "riority $#hoo!s+ The 8istri#t wi!! wor7 #o!!aborati,e!y with the M'T. tea#hers. arents. students and #ommunity artners to re,iew ossib!e o tions that may in#!ude: i+ Additiona! instru#tiona! days beyond the days in the 8istri#t s#hoo! #a!endar a ro,ed by the 0oard of 9du#ation for 2013-14+ ii+ Additiona! instru#tiona! time through e/tended !earning o tions and a !onger day+ iii+ A summer s#hoo! o tion at )igh "riority $#hoo!s that identifies s e#ifi# students who wou!d benefit from additiona! time and !earning su orts+ i,+ An a!ternati,e o tion de,e!o ed by the arties that meets the ob:e#ti,e of ro,iding additiona! instru#tion. in#reasing student a#hie,ement and #!osing the a#hie,ement ga + d+ Annua!!y. the 8istri#t wi!! designate sites and rograms that wi!! be added to the !ist of )igh "riority $#hoo!s #ontained in A endi/ A based on #hanges in s#hoo! erforman#e+ The 8istri#t wi!! meet with M'T to dis#uss erforman#e resu!ts by ;o,ember 1st of ea#h year of any ma7e any needed #hanges to the !ist+ e+ Tea#hers at )igh "riority $#hoo!s who wor7 additiona! days beyond the regu!ar duty year %1<6 days& agreed to in the 3o!!e#ti,e 0argaining Agreement wi!! be aid their regu!ar dai!y rate for the additiona! days and need to sign a form stating that they understand that the e/tended time is not guaranteed in future years+ S ctio! I!str(ctio!$l L ) ls To ensure students re#ei,e time!y. meaningfu! attention and feedba#7 as we!! as the abi!ity to maintain a ositi,e. rodu#ti,e. student-#entered #!assroom. the 8istri#t and M'T #ommit to the !owest ossib!e student to edu#ator ratio+ The 8istri#t wi!! wor7 to target the fo!!owing #!ass si=es or instru#tor to student guides: a. >-3 ? 21 %The 8istri#t wi!! #ommit to redu#e this to 1@ for the 2014-15 s#hoo! year: $ee 3!ass $i=e MAA& b. Brades 4-5 ? 24: M"$ wi!! use minima! rogram a!!o#ation do!!ars to address #!ass si=e in order to ensure that >-3 numbers do not ha,e a negati,e im a#t on the 4-5+ c. Brades 6-12: $ites wi!! determine #!ass si=e+ $ites may use their dis#retion to a!!o#ate their e/isting budget a!!o#ation to redu#e #!ass si=e+ The 8istri#t retains f!e/ibi!ity to meet e/igen#ies. su#h as sib!ing referen#e. fa#i!ity si=e. !ate enro!!ment. and other #ontingen#ies. as we ma7e a (best effort* in meeting the targets+ Chere s a#e for additiona! #!asses to redu#e #!ass si=e is not ,iab!e. the 8istri#t wi!! !oo7 to ad:ust staffing to a##ommodate and o,era!! redu#e instru#tor-to-student ratios through 3o-tea#hing or other methods+ 0oth arties rea!i=e that. if funding #hanges signifi#ant!y year to year. the targets wou!d ha,e to be ad:usted to be #onsistent with o,era!! distri#t funding. whi!e sti!! ro,iding re!ati,e!y !ower #!ass si=e targets for the )igh "riority $#hoo!s than the o,era!! 8istri#t targets for the same grade !e,e!s+ M"$ and M'T agree to monitor #!ass si=e at 'a!! $taff Ad:ustment meetings and throughout the year+ De resentati,es from M"$ and M'T wi!! meet no !ater than the third wee7 in $e tember ea#h year to re,iew data on a#tua! #!ass si=e numbers and dis#uss ad:ustments needed+ This re,iew wi!! in#!ude $ e#ia! 9du#ation and 966 #!ass si=es and #ase!oads+ The M'T and M"$ wi!! #reate a ro#ess for indi,idua! tea#hers who be!ie,e they ha,e #!ass si=es e/#eeding the targets to e/ ress this #on#ern and ha,e a ra id res onse from the 8istri#t+ S ctio!
