Alvin Bethea has said in a series of emails to local community activists that he and his wife, Judean Jones, envision the public service announcements or short programs to include appearances by parents talking about their experiences in losing their transgender children through violence. He has said the aim is to help change the hearts and minds of viewers through rsthand accounts by parents who tell of their love and acceptance of their transgender children and their support of efforts by the LGBT community to end discrimination and anti-trans violence. Mr. Bethea introduced himself to me at a recent D.C. Council hearing and I thought it would be ideal to have him in the production, Richardson said in an email to the Blade. He said the producer of the program was expected in the process of interviewing the participants in the program and an update on the status of the production would be announced soon. Among other endeavors, he is a member of the Democratic National Committees Gay and Lesbian Leadership Council and a former board member of the National Gay and Lesbian Task Force. Gill is government affairs director of The Trevor Project, a leading national organization providing crisis intervention and suicide prevention services for LGBT and questioning youth. Fowlkes is president and CEO of the Center for Black Equity, formerly known as the International Federation of Black Prides, which serves as the worlds only black LGBT international organization. SMYAL exec director to step down


SMYAL Executive Director Andrew Barnett on Tuesday announced he plans to step down in August to pursue his doctorate in clinical psychology. After nine years as part of the SMYAL family, I look forward to this new chapter of my life, where I plan to research psychosocial factors impacting health among LGBTQ youth, said Barnett in a press release. Serving as SMYALs executive director and being part of such an extraordinary organization has been an incredible experience. Barnett became a SMYAL staffer in 2005. He has been the organizations executive director since 2009. SMYAL in 2012 adopted a new strategic plan that Barnett said would allow his organization to identify issues facing LGBT youth and how it can most effectively respond to them. It includes a new logo and acronym Supporting and Mentoring Youth Advocates and Leaders as opposed to Sexual Minority Youth Assistance League that Barnett unveiled last April. Former SMYAL Board of Directors Chair Betsy Pursell will oversee the effort to select Barnetts replacement. MICHAEL K. LAVERS

Alston Foundation names new director


The Wanda Alston Foundation, which operates the citys Wanda Alston House for homeless LGBT youth, announced on Tuesday that its board has named Ken Pettigrew as the foundations interim executive director. Ken recently served as the director of programs for the Wanda Alston Foundation and has extensive experience in program management, fundraising and advocacy for the LGBTQ community, said Christopher Dyer, chair of the foundations board, in a March 11 statement. Dyer said that prior to joining the Alston Foundation, Pettigrew served as Chief of Programs at the local D.C. group Metro Teen AIDS and as Senior Program Director of the local HIV/AIDS services group Us Helping Us-People Into Living. In a separate action, the board promoted Lisa Dupree, who had been serving as the Alston Foundations director of operations to become director of programs and operations, according to Dyer. Brian Watson, previous executive director, has resigned to pursue other opportunities, Dyers statement says. The board thanks him for his service and wishes him success in his future endeavors. Dyer said the Alston House is operating at full capacity with eight residents and has a waiting list for youth seeking to move into the facility. LOU CHIBBARO JR.

Anti-gay Episcopal faction loses court ght in Falls Church


The U.S. Supreme Court on March 10 upheld a Virginia court ruling denying ownership rights to an Episcopal Church building in Falls Church, Va., from a conservative congregation that broke away from the church in 2006 over the appointment of gay Bishop Gene Robinson of New Hampshire. The high court gave no reason why it let stand an earlier ruling by the Virginia Supreme Court that the multi-million dollar church building and grounds belonged to the mainline Episcopal denomination of Virginia. The breakaway congregation, which named itself the Congregation of Anglicans of North America, initially seized control of the historic church building and sprawling grounds before being ousted from the building by a lawsuit led by members of the mainline church. Nick Benton, editor and publisher of the Falls Church News-Press, which reported on the dispute, called the court rulings siding with the establishment Episcopal Church an important victory for the more progressive, LGBT supportive faction within the Episcopal denomination. He said the decision by the congregation to leave the Episcopal Church was based explicitly on grounds that the leadership of the National Episcopal Church had voted to elevate an openly gay priest, the Rev. Gene Robinson, to standing as a bishop in the church in 2003. LOU CHIBBARO JR.

Us Helping Us debuts new HIV testing van


An eye-catching new mobile health screening van launched on February 28 is carrying out its mission of encouraging black gay and bisexual men throughout the city to get tested for HIV, according to Ron Simmons, president and CEO of Us Helping Us, the HIV advocacy group thats operating the van. Simmons said the mobile health unit van is part of a national HIV testing and prevention program directed toward black gay and bisexual men through a grant from the U.S. Centers for Disease Control and Prevention, which developed the program. The CDC says the program is aimed at lowering the HIV infection rate of black men who have sex with men, which is the highest of all the population groups deemed to be affected by the AIDS epidemic in the U.S. Simmons is a nationally recognized expert on HIV-related services for people of color. He served as a member of a working group that advised the CDC in the development

and implementation of the program, which is called Testing Makes Us Stronger. That slogan along with a large drawing of a bare chested young man exing the muscle of his raised arm appears on the side of the new van. LOU CHIBBARO JR.

Trans PSA to appear on cable TV


The parents of slain transgender woman Deoni JaParker Jones are collaborating with the D.C. Ofce of Cable Television Director Eric Richardson in developing public service announcements about discrimination and violence targeting the transgender community. Richardson told the Blade the OCT was in the pre-production stage of what we hope will be a half-hour program with a talk show type format that would be broadcast over the District of Columbia Network (DCN), which was formerly known as the citys Channel 16 cable station.

GOP lawmakers sought ability to defend gay nuptials ban


By MICHAEL K. LAVERS mlavers@washblade.com RICHMOND, Va. Marriage rights for same-sex couples overshadowed the Virginia General Assemblys 2014 regular session that ended on March 8. Attorney General Mark Herring in January announced he would not defend Virginias constitutional amendment that denes marriage as between a man and a woman. State Dels. Bob Marshall (R-Prince William County) and Todd Gilbert (R-Shenandoah County) subsequently introduced a bill that would have allowed any state lawmaker to defend a law if the governor and attorney general decline to do so. The Republican-controlled Virginia House of Delegates last month overwhelmingly approved the measure, but the state Senate Rules Committee on Feb. 24 struck it down by a 12-4 margin. Gov. Terry McAuliffe also denied a request from Marshall, Gilbert and 28 other legislators to appoint a special counsel to defend the marriage amendment. State Del. Mark Cole (R-Fredericksburg), chair of the House Privileges and Elections Committee, announced at the start of the 2014 General Assembly it would not consider proposed resolutions that sought to repeal the marriage amendment until next year. State Del. Joseph Yost (R-Giles County) a few weeks later became the rst Republican state lawmaker to back marriage rights for same-sex couples. As far as same-sex marriage goes, it does not bother me, Yost told the Washington Blade during an exclusive interview at an Equality Virginia reception in downtown Richmond on Jan. 29 that coincided with the groups annual Lobby Day. I dont think the government should be involved in marriage period straight or gay. I feel like we have bigger things to worry about. U.S. District Judge Arenda L. Wright Allen on Feb. 13 struck down the gay nuptials ban in a case that two same-sex couples from Norfolk and Chestereld brought against it. The 4th U.S. Circuit Court of Appeals in Richmond earlier this week granted a motion from Lambda Legal and the American Civil Liberties Union which led a separate lawsuit against the marriage amendment last August on behalf of two lesbian couples from the Shenandoah Valley to join the case for which oral arguments are tentatively scheduled to begin on May 12.

Gray falls short of Stein Club endorsement


D.C. Mayor Vincent Gray nished far ahead of four of his rivals at the Gertrude Stein Democratic Clubs mayoral candidates forum late last week but fell four votes short of the 60 percent threshold needed to win the clubs endorsement. Gray beat D.C. Council member Jack Evans (D-Ward 2), his closest rival, by a margin of 58 percent (112 votes) to 38 percent (74 votes) in a runoff ballot, with 4 percent voting for no endorsement. I am so happy about the number of people that came out and supported us tonight, Gray said after the vote. It really is an afrmation of our record and well continue to do the things that got us here tonight. In a rst ballot vote, Gray came in rst with 115 votes, ahead of Evans, who received 56 votes. Council member Tommy Wells (D-Ward 6) came in third with 28 votes, just ahead of Council member Muriel Bowser (D-Ward 4), who captured 26 votes. Council member Vincent Orange (D-At-Large) nished fth with 8 votes. One person voted for no endorsement. Under club rules, members have the option of holding a run-off vote between the top two vote getters in the rst vote if no one obtains the 60 percent margin needed for an endorsement.

Levine seeks U.S. House seat from Va.


Gay rights attorney and radio talk show host Mark Levine on March 9 ofcially launched his campaign for the U.S House seat in Northern Virginia being vacated by retiring Rep. Jim Moran (D). At a rally in his Old Town Alexandria townhouse packed with supporters and family members, including his parents, Levine described himself as an aggressive progressive who will ght for the progressive causes and policies that he said many fellow Democrats have shied away from. As a staff attorney for gay former Rep. Barney Frank (D-Mass.), Levine said LGBT rights and marriage equality would be an important part of his campaign platform and would be at the top of his agenda if elected to Congress. I think all too often Democrats take what they can get and maybe cast a vote but arent out there changing the course of the debate, he said. So those of you who know me and even some of you that dont know me that well know that Im really not a quiet person, he said, drawing laughter and applause. I dont think we need quiet people in Congress. Levine is one of 11 candidates running in the hotly contested Democratic primary in a heavily Democratic district where the winner of the primary is expected to win the general election in November. Among the others running are gay Virginia State Sen. Adam Ebbin (D-Alexandria), and State Del. Mark Sickles (D-Fairfax), who came out as gay last month in a column in the Washington Post. The Gay and Lesbian Victory Fund, which raises money for out LGBT candidates, has endorsed Ebbin. The group called Ebbin a champion for progressive causes and LGBT equality during his nine years in the Virginia General Assembly, both as a senator and former delegate. Levine said he hopes to distinguish himself from his rivals by drawing attention to his experience in legal and public policy work for more than 20 years. He pointed to his stint as a congressional staffer and his outspoken advocacy for progressive causes, including universal health care, in his regular appearances on radio and TV political talk shows such as those on Fox News and MSNBC. She clearly had a view coming in, former Attorney General Ken Cuccinelli told Bruce DePuyt of News Channel 8 during an interview after Allen issued her decision, referring to the quote from Mildred Loving on the 40th anniversary of the landmark U.S. Supreme Court ruling that struck down the commonwealths interracial marriage ban she used to open it. We expect judges to look at these things more objectively. Lieutenant Gov. Ralph Northam, who took ofce in January alongside McAuliffe and Herring, is among those who applauded Allens ruling. We shouldnt as a government be telling people who they should and shouldnt love, Northam told the Blade during a celebration of Allens decision that took place at a gay-owned furniture store in Norfolk on Feb. 14. In 2014 one should be able to love and marry who they want. The 2014 General Assembly otherwise proved a mixed bag for Virginia LGBT rights advocates on a range of issues that include adding sexual orientation and gender identity and expression to existing antidiscrimination laws. McAuliffe is expected to sign into law a bill the House approved last week by a 100vote margin that seeks to repeal Virginias sodomy law. An identical measure passed unanimously last month in the state Senate. The Senate Rehabilitation and Social Services Committee in January struck down a measure introduced by state Sen. Janet Howell (D-Fairfax Country) that would have extended second-parent adoption rights to gays and lesbians. State Del. Joseph Yost (R-Giles County) introduced a similar measure in the Virginia House of Delegates that two Republicans state Dels. Gordon Helsel (R-Poquoson) and Tom Rust (R-Fairfax County) cosponsored. It died in committee last month.

Collins to sign with Nets for rest of season


BROOKLYN, N.Y. ESPN.com on Tuesday reported the Brooklyn Nets will sign center Jason Collins for the remainder of the season later this week. Collins on Feb. 24 signed a 10-day contract with the Brooklyn Nets that has subsequently been extended. On the same day he became the rst openly gay male athlete to play in a game for a major professional sports league when he played during a game against the Los Angeles Lakers. The former Washington Wizards center has chosen 98 as his jersey number in honor of Matthew Shepard. Collins, who came out as gay last April in a Sports Illustrated op-ed, has also made a number of appearances at LGBT events since his historic announcement. These include marching in Bostons annual Pride parade in June and sitting on a U.N. panel last December that commemorated the 65th anniversary of the ratication of the Universal Declaration of Human Rights.

Lesbian couple in Texas found murdered


PORT BOLIVAR, Texas Texas authorities continue to investigate the murder of a lesbian couple found dead early on March 7. Lone Star Q reported a deliveryman found the bodies of Britney Cosby and Crystal Jackson in a dumpster outside a convenience store in Port Bolivar. The newspaper reported the two women left their Houston home on March 5 to drive to nearby Galveston for the citys annual Mardi Gras celebration. The Galveston County Sheriffs Ofce over the weekend released a composite sketch of a man whom they said was seen driving Cosbys new 2006 Kia Sorrento. What did they do to you to kill my sister, Jacksons sister, Lequetia Jackson, told KTRK in Houston. Authorities continue to investigate whether the killings were a hate crime. Equality Texas is deeply saddened by this murder and our hearts and prayers are with Ms. Cosbys and Ms. Jacksons family and friends during this difcult time, said Equality Texas Executive Director Chuck Smith.

Pope, Dolan at odds over gay relationships


N.Y. archbishop says society suffers due to civil unions
By CHRIS JOHNSON cjohnson@washblade.com Despite recent comments from Pope Francis suggesting he may be open to the idea of civil unions, one of the more inuential U.S. bishops in his church doesnt share the same view. New York Archbishop Timothy Dolan, whos known for his conservative views and opposition to same-sex marriage, said hed be uncomfortable with even civil unions when asked about the issue on NBCs Meet the Press by host David Gregory. If we water down that sacred meaning of marriage in any way, I worry that not only the church would suffer, I worry that culture and society would, Dolan said. Dolan also rejected the notion that Francis was expressing support for the legalization of such agreements in his comments to an Italian magazine that were widely reported last week. It wasnt as if he came out and approved them, Dolan said. But hein a sensitivity that has won the heart of the world, he said, Rather than quickly condemn them, lets just ask the questions as to why that has appealed to certain people. According to CNN, Francis said during an interview with Corriere della Sera that he remains opposed to same-sex marriage, but added we have to look at different cases and civil unions could provide nancial security to cohabitating couples. Thats along the lines of the support Francis expressed for civil unions when he was Archbishop of Buenos Aires prior to the legalization of same-sex marriage in Argentina in 2010. Evan Wolfson, president of Freedom to Marry, criticized Dolan for his remarks, saying they were contrary to the position of the pope. Since Day 1 of this papacy, Cardinal Dolan has sought to minimize the teachings of Francis and the new and welcome message of inclusion, but the Cardinal is out of step with the Pope, out of step with the great majority of American Catholics who support the freedom to marry, and out of step with the true values of love and the Golden Rule, Wolfson said. The remarks on civil unions from both Dolan and Francis come at a time when virtually no jurisdiction is debating them as states and countries are instead moving toward marriage equality for relationship recognition for gay couples. Dolans main point during his Meet the Press interview was that Francis was shrewdly adapting the message of the church in a time when public sentiment is changing, but church doctrine remains the same. And so Francis is reminding us, look, if we come across as some crabby, naysaying shrill, were not gonna win anybody. If we come across as a loving, embracing holy mother church who says, Come on in. We love you. We need you. We want you. And once you get to know us, then maybe we can invite you to the conversion of heart that is at the core of the gospel. And then maybe we can talk about changing behavior. Thats a very effective pedagogy. Dolan was also asked for his views on the coming out announcement of Michael Sam, the Missouri collegiate defensive lineman who could be the rst openly gay person to play in the NFL. Good for him, Dolan said. I would have no sense of judgment on him. God bless ya. I dont think the same Bible thatteaches us well about the virtues of chastity and the virtue of delity and marriage also tells us not to judge people. So I would say, Bravo.

Oregon GOP backs marriage referendum


SEASIDE, Ore. Republicans who attended an annual GOP conference on March 8 voted to endorse a proposed referendum on whether marriage should be extended to same-sex couples in the state. The Oregonian reported those who attended the annual Dorchester Conference voted 233-162 in favor of the referendum. Were not a threat to the institution [of marriage], believe me, gay Portland attorney Jerry Keene told the newspaper. If were allowed access to the institution, well take care of it. Oregon United for Marriage maintains it has enough signatures to place the issue on the November ballot. Attorney General Ellen Rosenblum last month announced she will not defend the states same-sex marriage ban that voters approved in 2004.

Former Puerto Rican lawmaker comes out


SAN JUAN, Puerto Rico A former member of the Puerto Rico Senate who resigned after naked pictures he posted to a gay website were revealed has come out of the closet. Yes, Roberto Arango told the Puerto Rican radio station NotiUno in response to a question about whether he is gay as Blabbeando reported on March 7. On top of that I am a businessman. On top of that I am a father, I am a brother, I am a son. On top of that I like doing community work and volunteering. Arango opposed efforts to extend rights to LGBT Puerto Ricans that include civil unions for same-sex couples while in the Puerto Rico Senate. He also used an antigay slur to refer to a San Juan mayoral candidate during a 2004 rally. Arango resigned in 2011 after nude pictures of himself that he placed on Grindr began to circulate in the Puerto Rican media.

To witness the conservative movements struggle with the widely held perception that nationwide marriage equality is imminent, you need not look further than the stage of the 2014 Conservative Political Action Conference. After remaining silent on the rst day of the conference, voices against same-sex marriage emerged on Friday, although they were restricted to certain conservative activists as others expressed conict over the issue and elected Republican ofcials ignored LGBT rights altogether in their speeches. Ralph Reed, founder of the Faith and Freedom Coalition, was among the most vociferous in his opposition to same-sex marriage as he accused U.S. Attorney General Eric Holder of committing a brazen act of lawlessness by counseling state attorneys general not to defend marriage laws against litigation. It should be noted that during his speech to the National Association of Attorneys General, Holder said he believes its OK for state attorneys general not to defend a ban on same-sex marriage if they believe theyre unconstitutional, but he never instructed them to take that course of action. From now on, were going to accept in 2014, 2016 and beyond nothing beyond unapologetic, unalloyed conservative that defends the principles upon which this nation was founded, including the biblical principles of freedom of religion, the sanctity of life and the sacred institution of marriage, Reed continued. Also injecting anti-gay sentiment before the estimated 8,500 attendees at CPAC was Oliver North, a Fox News commentator known for his role in the Iran-Contra scandal during the Reagan administration in the 1980s. Ending his speech, North equated the conservative struggle to stop the advancement of marriage equality to abolitionists efforts in 19th century America to end slavery. Some say that we must ignore social issues, like the denition of marriage, the sanctity of life, religious freedoms, North said. I say those are not social issues, they are deeply moral and spiritual issues and should be part of Americas elections. North also made a veiled criticism of Dont Ask, Dont Tell repeal, saying the administration is treating U.S. troops like laboratory rats as part of a social experiment. These conservative activists are pushing back against the advancement of marriage equality as numerous federal courts most recently in Texas, Virginia, Kentucky, Utah and Oklahoma have struck down state constitutional bans on same-sex marriage amid expectations the U.S. Supreme Court will deliver a nal ruling on the issue in 2015. The anticipated resolution of the marriage issue in the courts invoked the ire on stage of Eric Metaxas, a conservative pundit who insisted voters must decide the issue of marriage equality instead of judges. The idea of same-sex marriage, the idea of paying for contraceptions, we should let the voters decide, Metexas said. This is the United States of America. We dont need the Mandarins of Justice to make these decisions; were supposed to trust the voters to make those decisions, and let the voters decide. But those considered possible 2016 presidential candidates shied away from the issue of marriage equality. Rick Santorum, known for his opposition to same-sex marriage and support for a U.S. constitutional amendment banning samesex marriage, expressed regret on stage that he became known for that viewpoint over the course of his 2012 presidential bid. I dont want to talk about redening marriage; I want to talk about reclaiming marriage as a good for society and celebrating how important it is for our economy, Santorum said to applause. Santorum continued to discuss the importance of the institution of marriage itself, saying businesses could advance it by offering marriage counseling as a benet. Amid the (often disputed) perception that Pope Francis is more lenient on gay rights, particularly after his recent suggestion he could support civil unions, Santorum, whos Catholic, commended the pontiff for saying the Catholic Church should steer away from social issues. Hes going out there and not talking about what the Christian faith is against, hes going out there and talking about what were for, Santorum said. He hasnt changed a single policy. He wont change a single policy. But what hell do is hell go out there and talk about the good news to a hurting world because he believes that thats what the world needs. Texas Gov. Rick Perry, a known opponent of LGBT rights including allowing openly gay people in the Boy Scouts, turned his attention to deriding the advancement of welfare states under the Obama administration. Sen. Rand Paul (R-Ky.), who has a reputation as a libertarian, delivered a speech criticizing the exposed data collection by the National Security Agency as he urged adherence to the U.S. Constitution. candidate turned Fox News commentator Mike Huckabee, known for championing social issues, was silent on stage about the issue of marriage equality, although he spoke more generally about upholding religious liberties in the country. But not everyone shied from talking marriage. Ben Carson, a conservative commentator and former neurosurgeon at Johns Hopkins University, doubled-down Saturday on his opposition to same-sex marriage, saying gay people dont get to redene marriage. Of course gay people should have the same rights as everyone else, Carson said. But they dont get extra rights, they dont get to redene marriage. Carson has a history of making inammatory statements against gay people. Last year, he gave up his speaking role at a commencement ceremony for Johns Hopkins under pressure following controversial remarks he made on Fox News comparing gay people to advocates

for bestiality and pedophilia. On stage at CPAC, Carson denied he ever made such a comparison and said reporting on his televised remarks was a fabrication of the media, although he said to applause he still believes marriage is between a man and a woman. Of course theyre not the same thing, Carson continued. Anybody who believes that is a dummy, but anybody who believes somebody who says that somebody said that is a dummy, thats the problem. Carson made the controversial remarks last year when speaking to conservative commentator Sean Hannity about restricting marriage to unions betweens one man and one woman. Its a well-established fundamental pillar of society, Carson said. And no group, be they gays, be they NAMBLA (North American Man/Boy Love Association,) be they people who believe in bestiality it doesnt matter what they are. They dont get to change the denition.

Lawmakers ask Obama to sign ENDA exec order


Hoyer joins chorus seeking to bar anti-LGBT bias among contractors
By CHRIS JOHNSON cjohnson@washblade.com A new letter was being circulated among members of Congress this week urging President Obama to sign an executive order barring discrimination against LGBT workers, raising questions about whether pro-gay lawmakers who have previously made no explicit calls for the directive will take the opportunity to do so. Key members of the Democratic leadership have yet to call for the executive order, as have Republicans whove already articulated support for the Employment Non-Discrimination Act, legislation that would bar workplace discrimination against LGBT people. The letter thats being circulated among lawmakers calls on Obama to sign the order in the wake of his declaration that 2014 will be a Year of Action through administrative means if Congress doesnt act on his legislative agenda. As we continue to work towards nal passage of the Employment NonDiscrimination Act (ENDA) with strong bipartisan support, we urge you to take action now to protect millions of workers across the country from the threat of discrimination simply because of who they are or who they love, the letter states. Although this is the rst letter intended to include signatures from members of both the House and Senate, its not the rst time lawmakers signed letters calling for the executive order. Last year, 110 House Democrats signed a letter seeking the directive and 37 senators signed a letter to that effect. But neither of those letters included names of lawmakers in Democratic leadership or Republicans even though many had previously articulated support for the executive order or ENDA in some capacity. The newly circulated letter presents an opportunity for those lawmakers to augment the call with powerful voices and create a bipartisan effort to push Obama to take administrative action to protect LGBT workers from discrimination. The top members of the House Democratic Caucus House Minority Leader Nancy Pelosi (D-Calif.), House Minority Whip Steny Hoyer (D-Md.) and Assistant House Minority Leader Jim Clyburn (D-Calif.) each refrained from signing the House version of the letter in 2013. Mariel Saez, a Hoyer spokesperson, told the Washington Blade on Monday following the initial publication of this article

that the Democratic Whip is signing onto the letter. Even though she didnt sign the letter, Pelosi has been on the record in support of the executive order since 2011, when the Blade asked her during her weekly news conference if shed support that action. She also said Obama of course should sign the directive in January when speaking with The Hufngton Post. Clyburn was quoted as saying by The Hufngton Post he feels very strongly that Obama should sign the executive order just months ago, reportedly adding I dont know where I would be today if the executive order had not been used to get rid of slavery. The Blade is unaware of any public comments from Hoyer on the LGBT executive order. At the time the 2013 letter was made public, Pelosis ofce cited a policy that she refrains from signing group letters because of her position in Democratic leadership. However, she had earlier signed her name to letters seeking action from the administration to help bi-national same-sex couples in addition to signing amicus briefs calling on federal courts to strike down the Defense of Marriage Act. Drew Hammill, a Pelosi spokesperson, said his boss wont sign the letter currently being circulated, noting she rarely signs group letters, and said shell instead take her own course of action. Leader Pelosi has publicly expressed support for this executive order and will be sending her own private letter to the president on this matter, Hammill said. Also conspicuously absent from the 2013 letter is Rep. Debbie Wasserman Schultz, who also serves as chair of the Democratic National Committee and is known for her support of LGBT rights. In the past week, shes announced the DNC would form a lesbian leadership council and hired a gay operative as the DNCs national political director. Neither Wasserman Schultzs

congressional ofce in D.C. nor the DNC responded to the Blades request for comment on whether shed sign the letter this time around. In January, Wasserman Schultz told The Hufngton Post she broadly supports the idea of Obama using his executive authority, but refused to say whether that principle applies to an executive order for LGBT workers. Wasserman Schultzs name was also absent from letters seeking support of binational same-sex couples. At the time one letter was signed in 2011, Wasserman Schultz told reporters during an Immigration Equality fundraiser she supported the action, but didnt feel comfortable making demands on the administration because of her position in the DNC. Given that Im the chair of the DNC, its a little odd for me to be asking the administration to do specic things, Wasserman Schultz said at the time. So I personally support it, but because Im also the political voice of the president, asking the president to do things publicly can get a little awkward. On the Senate side, Senate Majority Leader Harry Reid (D-Nev.) also didnt sign his chambers version of the letter in 2013. His ofce didnt respond to a request for comment on whether hell add his name this time around. Reid has offered a nuanced position on the executive order. In February, he told The Hufngton Post, If the president decides to do it, Id be in favor of it. But on either the letter signed by the House or the Senate in 2013, not a single Republican signed their name. If a single one did so this time around, it would represent the rst time that a Republican lawmaker had called on Obama to sign an executive order. None of the ofces of 10 Republican senators who voted for ENDA on the Senate oor responded to a request for comment on the letter. Those are

Kelly Ayotte (R-N.H.), Susan Collins (R-Maine), Jeff Flake (R-Ariz.), Orrin Hatch (R-Utah), Dean Heller (R-Nev.), Mark Kirk (R-Ill.), John McCain (R-Ariz.), Lisa Murkowski (R-Alaska), Rob Portman (R-Ohio) and Pat Toomey (R-Pa.). Despite being an original co-sponsor of ENDA, Kirk has previously spoken against an executive order prohibiting federal contractors from discriminating against LGBT workers. If we load executive order upon executive order, all of which would be wiped out the day after the president of the other party takes power, you really havent advanced the ball much, Kirk said in 2011. Thats why the legislation is absolutely necessary. In the House, six Republicans co-sponsor ENDA: Reps. Ileana Ros-Lehtinen (R-Fla.), Richard Hanna (R-N.Y.), Charlie Dent (RPa.), Michael Grimm (R-N.Y.), Chris Gibson (R-N.Y.) and Jon Runyan (R-N.J.). According to the Hufngton Post, RosLehtinen has said she doesnt support the executive order. Of those six Republicans, only Dents ofce responded to the Blades request to comment on the letter, and the response was negative. Congressman Dent believes that the regular legislative process is the best way to proceed in making this critical legislation outlawing workplace discrimination the law of the land, said Dent spokesperson Shawn Millan. Gregory Angelo, executive director of the Log Cabin Republicans, said he doesnt know whether Republicans will sign the letter, but hopes to see some GOP names calling for the executive order. Im not going to engage in speculation, but with declared GOP support for ENDA among House members of both the House and Senate, I would hope to see some Republican representation on any letter holding the president accountable to a promise he made to Americans six years ago, Angelo said.

2014, by encouraging homophobia and stigmatization, is in contravention of the duty of the government to respect, protect and promote the rights and freedoms of persons likely to be affected by the act. The activists petition asks the court to block enforcement of the law and prevent Ugandan media outlets and websites from publishing the names and pictures of those who are open about their sexual orientation or suspected of being gay. Jeffrey Smith of the Robert F. Kennedy Center for Justice and Human Rights, which honored Mugisha in 2012 and whose president, Kerry Kennedy, discussed the Anti-Homosexuality Bill with Museveni in January, welcomed the petition to the Ugandan Constitutional Court. The Anti-Homosexuality Law clearly violates a host of constitutionally protected rights in Uganda, not to mention international human rights standards pertaining to nondiscrimination, the right to privacy, and freedom of expression, Smith told the Blade on Tuesday. These rights belong to every Ugandan citizen, regardless of sexual orientation or gender identity, and the government has a duty to not only protect these rights, but to both promote and advance them as well. Todays constitutional challenge is therefore a signicant step forward in the struggle for the respect of basic human rights for all Ugandans. The Obama administration announced after Museveni signed the Anti-Homosexuality Bill into law that it has begun reviewing its relationship with Uganda. U.S. Sen. Jim Inhofe (R-Okla.), who met with Museveni in January during a trip to the East African country with other members of Congress, former U.S. Ambassador to the U.N. John Bolton and U.N. High Commissioner for Human Rights Navi Pillay are among those who also criticized the measure. I certainly disagree with the controversial legislation that Uganda may enact in the coming days, Inhofe told the Washington Blade before Museveni signed the Anti-Homosexuality Bill. Ugandan LGBT rights advocates and their supporters maintain U.S. evangelicals exploited homophobic attitudes in the East African country and encouraged lawmakers to approve the Anti-Homosexuality Bill. A federal judge in Massachusetts last August ruled a lawsuit the Center for Constitutional Rights led against Scott Lively on behalf of Sexual Minorities Uganda, a Ugandan LGBT advocacy group of which Mugisha is executive director, can proceed. Lively described the law as overly harsh on its face, but typical of African criminal law across the country to the Blade during a press conference last month at the National Press Club in downtown Washington. Poor countries with limited criminal justice systems tend to rely on the harshness of the letter of the law to be a deterrent to criminals, said Lively. Protesters target Nigerian embassy


A group of activists gathered outside the Nigerian embassy in Washington last week to protest anti-gay laws in the African country and to condemn the leadership of President Goodluck Jonathan. Babakekere, a gay Nigerian man attending the protest, ed to the U.S. in December of 2012 from Africa. Fearing for his safety, Babakekere uses a pseudonym to protect his identity. I moved here because of the discrimination toward LGBT citizens, said Babakekere, and I am trying now to claim asylum. Sentamu Kiremerwa, originally from Uganda but now a U.S. resident of 14 years, led the group in chants, and spoke out against the leadership of Nigeria and Uganda in a personal speech. Lesbian elected to Colombian Congress


A lesbian former Councilwoman in the Colombian capital this week became the rst out person elected to the South American countrys Congress. Anglica Lozano received more than 30,000 votes as a candidate for the Green Alliance Party to represent Bogot in the Colombian House of Representatives in legislative elections. It is very important that our ght in the name of equality and respect, justice and the recognition of our rights has been achieved, Lozano told the Washington Blade on Monday. For the LGBT community this means that we are completely out of the closet, that we have a voice from our own community in the Congress, that we are going to have an openly lesbian congresswoman in an institution that has been historically misogynistic and homophobic. Lozano, a lawyer who is the former mayor of Bogots Chapinero district that has a large gay population, has advised Colombian lawmakers Antonio Navarro Wolff and ngrid Betancourt Pulecio, whom members of the Revolutionary Armed Forces of Colombia (FARC) kidnapped in 2002 while she was campaigning for president. Lozano also took part in a USAID-backed training in May that nearly three dozen Colombian LGBT rights advocates attended in Bogot. The countrys Constitutional Court in 2011 ruled same-sex couples could legally register their relationships in two years if Colombian lawmakers did not pass a bill that would extend to them the same benets heterosexuals receive through marriage. The Colombian Senate last April overwhelmingly rejected a bill that would have allowed gays and lesbians to tie the knot. A handful of same-sex couples have exchanged vows in the country since the Constitutional Courts deadline passed last June, but Inspector General Alejandro Ordez Maldonado has spearheaded efforts to challenge them. Lozano told the Blade during an interview in her Bogot ofce last May that LGBT Colombians continue to face social inequalities in spite of efforts to extend more legal rights to them. She said on Monday she and Colombian LGBT rights advocates continue to ght to secure recognition of gay and lesbian families and other measures to guarantee our dignied life and ensure we will be on the right side of history. Uganda anti-gay law challenged in court


A coalition of Ugandan human rights organizations and activists on Tuesday challenged a law that imposes a life sentence upon anyone found guilty of repeated same-sex sexual acts. Ugandan LGBT rights advocates Frank Mugisha, Julian Pepe Onziema and Jacqueline Kasha Nabagesera are among those who signed onto the Civil Society Coalition on Human Rights and Constitutional Laws challenge of the so-called Anti-Homosexuality Bill that President Yoweri Museveni signed into law on Feb. 24. They argue in their petition to the Ugandan Constitutional Court that the statute violates the right to equality and privacy outlined in the countrys constitution. The advocates said the anti-gay law also discriminates against people with HIV and disabilities and imposes a disproportionate punishment for the offense (of homosexuality) in contravention of the right to equality and freedom from cruel, inhuman and degrading punishment. The activists also contend Ugandan parliamentarians approved the measure late last year without the necessary quorum. The spirit of the Anti-Homosexuality Act 2014, by promoting and encouraging homophobia, amounts to institutionalized promotion of a culture of hatred and constitutes a contravention of the right to dignity, reads the petition. U.S. Attorney says mayor knew about 2010 shadow campaign

Mayor Vincent Gray said their commitment to his re-election has not wavered over allegations by the U.S. Attorney this week that Gray knew about an illegal scheme to raise more than $660,000 for his 2010 election campaign. New details about Grays alleged knowledge of a so-called shadow campaign surfaced at a hearing in U.S. District Court Monday morning in which businessman Jeffrey E. Thompson pleaded guilty to secretly channeling more than $2 million in illegal contributions to federal and local political campaigns. In a news conference following the court hearing, Ronald Machen, the U.S. Attorney for the District of Columbia, said someone identied in court documents as Mayoral Candidate A was among the recipients of the illegal contributions. Although Machen did not say so directly, it was clear to reporters and court observers that Mayor Vincent Gray was Mayoral Candidate A. Machen declined to say whether Mayoral Candidate A or other candidates receiving illegal campaign contributions from Thompson were being targeted for prosecution, saying only that the governments investigation was ongoing. Gray has not been charged in the case and has repeatedly denied he had any knowledge of illegal actions by Thompson and others associated with the campaign. This doesnt change my level of support for the mayor, said gay Democratic activist Lane Hudson, who has served as a volunteer fundraiser and coordinator of the Gray campaigns outreach to the LGBT community. In fact, it probably increases it. Hudson was among the Gray supporters that questioned Machens motive behind the governments decision to le felony campaign violation charges against Thompson and linking Gray to the fundraising scheme less than a month before the citys April 1 mayoral primary. Gray told the Washington Post and at least two local TV news stations that Thompsons accusations that he knew about the illegal campaign scheme were lies. Its shocking to me, Gray told the Post. Lies, these are lies. Noting that Thompson made the accusations as part of a deal in which he pleaded guilty on Monday in exchange for a more lenient sentence and a promise to cooperate with prosecutors, Gray said Thompsons credibility was in doubt. Thompson, 58, is the former chairman and CEO of a company that had a multimillion dollar city contract to process Medicaid-related services and other healthrelated services for the D.C. government. He pleaded guilty on Monday to a federal charge of conspiring to violate federal campaign nance laws and to submit false lings to the IRS. He also pleaded guilty to a D.C. offense of conspiring to violate D.C. campaign nance laws by defrauding the District of Columbias Ofce of Campaign Finance, according to a statement released by the U.S. Attorneys ofce. Jeff Thompson is a man whos trying to cling to his freedom and offered allegations that have not been substantiated or repeated by anyone else, Hudson told the Blade. And until the U.S. Attorney provides evidence to the contrary, Mayor Gray is entitled to the presumption of innocence, especially when his reputation is far more valuable than an admitted felon. Gay Democratic activist Peter Rosenstein, another Gray supporter, said he and others in the LGBT community were not condoning illegal campaign practices. I believe Thompson should be prosecuted to the full extent of the law as should anyone else found to have knowingly participated in his schemes, Rosenstein said. Knowing the mayor and Thompson I am still inclined to believe the mayor. If there is denitive proof the mayor knew what was going on the U.S. Attorney owes it to the citizens of the District to share it now, he said. All I know is that Mayor Gray is a great friend of the LGBT community and denies the allegations, said Rick Rosendall, president of the Gay and Lesbian Activists Alliance. Machens news conference and charges against Thompson seem suspiciously timed given the upcoming primary election, which is galling given the paternalistic position the U.S. Attorney is in over the District, he said. Rosendall was referring to longstanding complaints by D.C. home rule advocates that the citys prosecutors are federally appointed rather than elected, as is the case with most other cities and states.

Council member David Catania (I-At-Large) led papers on Wednesday to become a candidate for mayor in the November general election, saying he has the values and the vision and the tenacity to tackle the challenges facing the city. As a 16-year veteran on the Council with a long record of legislative accomplishments, including his role as author of the citys historic marriage equality law, Catania becomes the rst serious openly gay contender for the ofce of D.C. mayor with a shot at winning. This is a city that believes strongly in equality of opportunity, a strong sense of fairness and the importance of playing by the rules, Catania said at a news conference outside the citys Reeves Center municipal building, where he registered his candidacy. These are the values we all share and these are the ones that have guided me since I was elected, he said. In what many LGBT activists will likely view as a twist of fate, a large segment of the citys LGBT community has already lined up behind the re-election campaign of Mayor Vincent Gray, who they consider the most LGBT-supportive mayor in the history of the city. The potential dilemma of LGBT voters having to choose between an out gay candidate with a longstanding record of support on their issues and a proLGBT mayor they consider a longtime friend and ally was likely heightened on Wednesday when Catania reiterated his call for Gray to resign. When asked by reporters at his news conference what he thought about revelations by the U.S. Attorney earlier this week that Gray was aware of an illegal shadow campaign orchestrated by businessman Jeffrey Thompson to benet Grays 2010 mayoral campaign, Catania said he believes the allegations to be true. I made my feelings known about the mayors shadow campaign when it was rst disclosed nearly two years ago, he said. I said he should have resigned then and I believe that today. Catania, however, said the timing of his declaration of candidacy for this week was set in motion over a week ago, before the revelations of the U.S. Attorney were known, when he set up a campaign bank account that required him to formally enter the race this week. Catania said hes ready to run against Gray or any of the other seven Democrats challenging Gray in the citys April 1 Democratic primary, including four of Catanias Democratic colleagues on the Council. In response to questions by reporters, Catania said hes not at all deterred by the fact that hes an independent and former Republican running in a city with an overwhelmingly Democratic electorate. No non-Democrat has ever won election as mayor in the District of Columbia. I want to be as clear as I can be, he said. I won more citywide races than everyone else in the race combined. Ive won ve times citywide. Ive represented every corner of the city since 1997. Catania added, I believe I have the values and the vision and the tenacity to tackle the challenges facing the city and I have the record of accomplishments that supports it. So Im not worried about who prevails in the Democratic primary. Ive got a record that Im very proud of and that Im very excited to share, and Im very excited to talk about my vision for the city. The most recent poll on the Democratic primary, which was conducted before the latest revelations about Grays alleged 2010 shadow campaign, show Gray leading his closest rival, Council member Muriel Bowser (D-Ward 4), by a margin of 28 percent to 20 percent. Council members Jack Evans (D-Ward 2), Tommy Wells (D-Ward 6), and Vincent Orange (D-At-Large), were trailing with 13 percent, 12 percent and 4 percent respectively. Businessman Andy Shallal had 6 percent, attorney and former State Department ofcial Reta Jo Lewis had 3 percent, and civic activist Carlos Allen had less than 1 percent. Political observers, including Bob Summersgill, former president of the Gay and Lesbian Activists Alliance, said that if Gray squeaks out a victory in the primary with around 30 percent of the vote or less, many of the Democratic voters that backed his rivals could turn to Catania in the November election.

Whats next for Equality Maryland?


With the Maryland Senates passage of the Fairness for All Marylanders Act, which provides protections in employment, housing, credit and public accommodations based on gender identity, and the House of Delegates currently debating the measure, Equality Maryland, the states largest LGBT rights organization, has provided a glimpse into its future initiatives. Last July, the organization developed a three-year strategic plan as reported in the Blade that provides a roadmap for its future. It focuses on the intersections of the lives as LGBT and as military personnel, as people of color, as immigrants, as we age, as we are HIV+, as we attend school, and as we are persons with disabilities, according to an Equality Maryland email to supporters. Carrie Evans, executive director of Equality Maryland, recently acknowledged that future legislative initiatives, while not having the same stature as marriage or transgender equality, are important nonetheless. Legislative issues around HIV and AIDS and schools come to mind, Evans told the Blade. In 2013 and early 2014 we have worked extensively on health care issues, especially on issues surrounding the rollout of the Affordable Care Act. We held several town hall meetings for the LGBT community and what the new law means for the community and people living with HIV/AIDS. Evans pointed out that during the current General Assembly, Equality Maryland has been part of the coalitions working to increase the minimum wage, reform marijuana policy and earned sick leave for workers. These coalitions portend our commitment to focus on ensuring the ands of LGBT lives are addressed, she says. We are more than our sexual orientation and gender identity, we are black, immigrant, parents, rural dwelling, disabled, young, and senior citizens and Equality Maryland will work on advocating for the whole of a LGBT persons identity and issues.

N.Y. Pride group hosts LGBT Health Month


ALBANY, N.Y. In other New York news, the Empire State Pride Agenda last week announced the fth annual LGBT Health Month there. The campaign is designed to bring awareness to the health needs of LGBT residents, WAMC Northeast Public Radio reports. Assembly member Dick Gottfried and Sen. Neil Breslin, both Democrats, were the drivers behind the New York State Legislature resolution designating March as Ofcial LGBT Health Month. Organizers point to troubling statistics: just over 31 percent of gay and lesbian people in poverty lack health insurance; fewer than half of lesbian and gay women between the ages of 18 and 24 have ever had a pap test; and a higher percentage of LGBT people smoke cigarettes. All of these numbers represent signicant threats to health, the station reports.

SYRACUSE, N.Y. A sharp spike in syphilis cases in New Yorks Onondaga County is being blamed in part on the proliferation of gay hook-up phone apps that make it easy for men to nd each other quickly, the Post-Standard, a paper in the region, reports. The number of cases of the potentially deadly sexually transmitted disease nearly doubled in Onondaga County from 15 cases in 2012 to 29 in 2013, the Post-Standard reports. During the same period, the number of cases in New York outside of New York City increased from 375 to 490, a 30 percent increase. Syphilis is increasing in both urban and rural areas across the state, according to the state Health Department. The state and county health departments recently issued alerts to health providers, urging them to be diligent about screening for the disease and treating it, the PostStandard reports. Nearly all the syphilis cases in New York last year involved men, and more than 70 percent involved men who reported having sex with other men, according to the state Health Department. Men over age 30 accounted for most of the cases in Onondaga County. When a syphilis case is reported, public health workers try to identity the infected individuals sex partners so they can contact them and advise them to get tested and treated. As part of their investigation, public health workers ask people infected with syphilis if they use phone apps such as Grindr or Adam4Adam to nd sex partners, the Post-Standard reports. Grindr, a free app, uses global positioning technology to allow men to nd nearby sex partners.

NEW YORK A new study from PLoS ONE reports ndings on the effects of domestic violence in GBT men, Medical Daily reports. Researchers looked at a collection of 19 studies on the various effects of domestic violence on MSM and found that 48 percent of those reviewed had been exposed to domestic violence reporting alcohol and drug abuse, symptoms of depression, higher rates of HIV and more incidents of unprotected sex, the Daily reports. Although many victims of abuse tend to develop these problems, the problem may be exacerbated for MSM, considering that they are not only more likely to contract HIV (63 percent of new infections were among MSM in 2010), but also because the rates of infection are rising among the group 22 percent among young MSM and 12 percent overall between 2008 and 2010, the Daily article said. In all, about 489,121 people living with HIV at the end of 2010 were either MSM or MSM and injection drug users, according to the Centers for Disease Control and Prevention. And risky sexual behavior the kind that doesnt involve wearing protection is a major contributor to the problem, the Daily article said.

Del. organizers mobilize for LGBT youth


DOVER, Del. Organizations in Delaware are joining to implement intervention services in schools there in the wake of a National School Climate survey reporting that as many as 64 percent of LGBT youth are likely to suffer from depression, suicide attempts and substance abuse, the Belleville News-Democrat reports. The Delaware Department of Services for Children, Youth and their Families in conjunction with Delaware Guidance Services for Children and Youth formed an informal task force two months ago to combat the problems LGBT youth face from their peers and society, the article said. We want to promote awareness in a non-threatening way. You cant deny the facts, and the data that show our youth are struggling, Yolanda Jenkins, an administrator at the Delaware Department of Services for Children, Youth and their Families, was quoted as having said. The department and Delaware Guidance Services provide similar services in regard to suicide prevention so it was a natural t for the two to work together on the initiative started by the state, the News-Democrat reports.

Keeping Dem mayor trumps loyalty to Gray


Partys supporters may need to embrace someone else to thwart Catania

He changed his party afliation to independent due to homophobia in the national Republican Party. Ideologically, he is not my choice for mayor. In past columns, I have used this space to acknowledge that I am undecided in the mayors race. While I am not going to endorse a candidate today, I will not pretend that the shadow campaign does not factor into my nal decision. Truth be told, if there were no shadow campaign, I would have already made up my mind to support Mayor Vincent Gray. He is doing a good job running the city and his support for the LGBT community, specically transgender people, has been groundbreaking. Though Gray fell just short of receiving the Gertrude Stein Democratic Club endorsement, the overwhelming support he received over the other mayoral candidates is a testament to his wonderful LGBT initiatives. That said, specic details about the allegations against Mayor Gray that came out on March 10 during shadow campaign nancier Jeffrey Thompsons guilty plea make it difcult for me to support Mayor Gray. Im not going as far as others and suggesting that he drop out of the race, but, at this point, to support him, I need to know that there is no smoking gun that proves Thompsons allegations and that the overwhelming public perception is that Gray, and not Thompson, is telling the truth. Sadly, it seems unlikely that these conditions will be met. These questions need to be answered in less than one week. Early voting starts on March 17 and by that time, Democrats may need to start lining up behind one candidate. I am going to stop short of saying who that candidate should be. One saving grace is that this news is coming out now and not after the Democratic primary. Even as I have leaned toward supporting Mayor Gray, my greatest fear during this election season has always been that Gray would be implicated in the shadow campaign after the Democratic primary and Catania would use that to defeat him in November. Democrats cannot afford to lose the mayoralty and no individual is bigger than the party. At some point, we may have to decide to put personalities and petty differences aside and, for the good of the D.C. Democratic Party, unite behind the candidate with the best chance of prevailing in the general election. We are in a unique situation, not just because of game-changing allegations leveled against the mayor shortly before the Democratic primary, but also because, for the rst time since home rule, a non-Democratic candidate has a legitimate chance to be elected mayor. A January Washington Post poll listed a potential race between Gray and Catania as a statistical dead heat before this latest bombshell. Most likely, if the poll were taken today, Catania would be in the lead. I believe we should still hear Mayor Gray out and give him a chance to clear his name. However, while it may not be fair and it is against my legal training, the burden of proof has clearly shifted. Generally, the prosecution must prove a defendant is guilty beyond a reasonable doubt. However, the same rules dont apply in the court of public opinion and if, in another week, Gray has not convinced a signicant portion of the electorate that he is telling the truth, for the sake of the D.C. Democratic Party, it may be time to unite behind one of the other frontrunners.

Now that Council member David Catania (I-At Large) is running for mayor, it is more important than ever for Democrats to elect a candidate who cannot only win the Democratic primary, but who can also prevail in the general election. I like Catania on a personal level, despite his public brashness, and I understand how signicant it would be to have an openly gay mayor, but I am a loyal Democrat and I make no apologies for that. I strongly believe in the principles of the Democratic Party and I believe that candidates who support those principles are the best candidates to lead. While many D.C. Victory Fund endorsements reect need for inclusion at the GOP table
By CHRISTIAN BERLE & MARISA UCHIN As a Democrat from San Francisco and a Republican from New England, we have put our heads together on why the work the Gay & Lesbian Victory Fund does is critically important to achieving LGBT equality. From Arizona to Mississippi to Kansas, recent attempts to pass anti-LGBT legislation remind us of the adage if youre not at the table, youre on the menu. These examples illustrate why it is so important that we elect openly LGBT candidates to ofce: to ensure that our voice is heard, and that basic freedom and human rights are guaranteed for everyone, regardless of whom they are or who they love. That goal has remained the Gay & Lesbian Victory Funds central credo ever since its founding in 1991. Last week, the Victory Fund was proud to announce the endorsement of two openly gay congressional candidates: Dan Innis, running in New Hampshire, and Richard Tisei, running in Massachusetts. These two candidates were key players in their states

push for marriage equality. They also happen to be Republicans. We understand the frustration that many individuals in our community are having with Victorys endorsements of Republicans, particularly in races against strong Democratic allies. Victorys endorsements do not take place without considerable amounts of forethought and planning. This debate brings our community to a critical juncture. Without openly LGBT members of Congress from both parties, how will we continue to move full speed ahead toward the equality we deserve? The answer does not lie in concentrating on short-term partisan gains, but by continuing to endorse openly LGBT viable candidates across the political spectrum who have a demonstrated leadership record in support of LGBT equality. We believe it is important to acknowledge our appreciation for the signicant contributions of our allies and what they have been able to accomplish at all levels of government, but it is Victorys rm belief that to sustainably move the needle forward we must help create change in both cloakrooms. As we have seen with marriage equality in state legislatures, out LGBT legislators have to be at the table to help their colleagues understand how these votes affect them as people. Put another way, does anyone think Arizona Republicans would have had such an easy time passing antiLGBT discrimination if an LGBT colleague sat alongside them in those caucus meetings? If elected, Dan Innis and Richard Tisei will have the ability to speak to their colleagues about why DOMA needs to be fully repealed. As married men with same-sex spouses, they deserve to have the same

privileges as their peers. They will be credible voices, spoken from personal experiences as openly gay Americans about the need for progress on laws, such as ENDA to protect LGBT workers. We know this because their commitment to equality is not new; they both have considerable track records on LGBT issues. Many in the LGBT community rightfully call on the Republican Party to drop its outdated opposition to LGBT rights. But to do so will require change to the GOP from the inside as well as the outside, and at all levels of government. That is why Victory supports the election of openly LGBT candidates, both Democrats and Republicans as well as independents, who have demonstrated leadership in advancing freedom and equal rights for all LGBT Americans. The election of openly LGBT candidates in recent years has helped bring that goal within reach but we cannot expect to achieve all we deserve without having out LGBT Republicans at all levels of public ofce, especially in Congress.

Bringing a new energy to the Council


I will focus on the issues, not the latest scandal
By BRIANNE K. NADEAU I am proud to live in a city with the most progressive laws and policies related to LGBT equality, fairness and inclusion in the United States. We have marriage equality, hate crimes protections and anti-discrimination statutes. But I know we can go even further, and with a new energy and ethical leadership on the Council, we will. Our laws are meaningless without enforcement. It is incumbent upon our elected ofcials to hold the Ofce of Human Rights accountable for addressing every last human rights violation and complaint brought before it. We must also ensure that insurance companies fully comply with non-discrimination sections of the Affordable Care Act. This includes ensuring that insurance policies cover the full range of transgender healthcare needs, without exclusion or unnecessary denials. The District of Columbia should lead the nation in implementing the ACAs mental health parity requirement. LGBT youth are more likely to attempt suicide. LGBT adults are more likely to experience psychological distress, which requires medication and access to mental health services. I will ght to increase funding for adult mental health services, as well as expand access to mental health services for our youth. This includes increasing availability of school counselors and psychologists, and expanding access to public mental health services for transitioning homeless LGBT youth and seniors. Our outdated qualifying conditions for medical marijuana services must also be repealed. Medical marijuana usage is proven to provide relief for a wide range of conditions including mental health ailments like post-traumatic stress disorder, bipolar disorder, anxiety, depression and others. We need more LGBT representation on our government boards and commissions. Working with the mayors ofce, the LGBT community, and my Council colleagues, I pledge to identify and promote the nominations of qualied LGBT individuals to serve on our government boards and commissions. I am especially committed to ensuring transgender representation. Overall reported instances of hate crime violence fell by 14 percent in 2013 compared to 2012. However violence based on gender identity or expression increased by 33 percent. Between the years 2007-2013, violence based on sexual orientation increased 58 percent while gender identitybased violence increased by 71 percent. Even more appalling is that 61 percent of all bias-related crimes in the District are targeted toward sexual minorities. Unfortunately, Ward 1 is home to the highest percentage of these crimes. One of my top priorities is to reduce this senseless violence and address the cultural and structural problems underlying biasrelated crime, including anti-bullying initiatives in our public schools, sensitivity training in the workplace and rebuilding the highly effective Gay and Lesbian Liaison Unit. The GLLU was severely cut under the Fenty administration, languishes under our current mayor, and has been forgotten by Ward 1s current Council member. I have a proven record ghting for LGBT equality, fairness and inclusion, both through my work with Jews United for Justice on marriage equality, and through my role as an ANC commissioner. My record is a reection of my core beliefs and an indication of how I plan to govern as the Ward 1 representative on the Council of the District of Columbia. I plan to use my power as the Ward 1 Council member to exercise effective oversight, not interference. With me as your Council member you will have an ethical voice whose focus is on the issues, not on managing the latest scandal. Together, we will ensure that Ward 1, and District of Columbia are safe, inclusive, and welcoming communities for LGBT individuals from across the country and around the world. Early voting is already under way, and I hope you will join our movement and support me with your vote in the April 1 Democratic primary.

Richmonds mayor out of step, unt for role as party chair
By EARL D. FOWLKES, JR. On Saturday, March 15, 32 members of the Virginia Democratic Central Committee will come together in Richmond to elect the chair of their party. As Virginia governor, Democrat Terry McAuliffe is the tutorial head of the party. His nomination as the Democratic Party Chairman along with the ratication by the party central committee is normally a foregone conclusion. However, Gov. McAuliffes selection of Richmond Mayor Dwight Jones as the new chair of the Virginia State Party has raised concerns among LGBT Democrats throughout the commonwealth. The major concern is that Mayor Jones, who is also the senior pastor of the First Baptist Church of South Richmond, does not support marriage equality for LGBT Virginians. It would appear that Mayor Jones is out of step with the recent changes in attitudes and what the courts are saying about laws

banning same-sex marriage. In fact, just recently, U.S. District Judge Arenda Wright Allen struck down Virginias constitutional amendment banning same-sex marriage as unconstitutional. Ironically, this is highlighted on the Virginia Democratic Party website under the banner Virginia is for All Lovers. A recent Washington Post-ABC News poll showed that 50 percent of Americans say the U.S. Constitutions guarantee of equal protection gives gays the right to marry, while 41 percent says it does not. In the 33 states that prohibit same-sex marriage, 53 percent of those polled support allowing it, while 40 percent oppose doing so. The bottom line is that the American people are steadily coming around to this equality issue for the LGBT community. The president supports marriage equality, the national Democratic Party leadership supports marriage equality, and Virginias governor, lieutenant governor and attorney general all support marriage equality. So its not unreasonable for LGBT Democrats in Virginia to expect their state party chairman to support marriage equality. Opposing same-sex marriage is on the wrong side of social justice and history in Virginia and in America. Mayor Jones, referencing his church, was quoted in the Washington Post as

saying, We preach a gospel of love. I would dare say that LGBT Virginians couldnt care less about what he is preaching in his church, but would care about how he will be conducting Democratic Party business and using his leadership role to end discrimination for all Virginians. If Mayor Jones is not for LGBT marriage equality then we must assume that he is against it and therefore should not be the chair of the Virginia Democratic Party. LGBT Virginians have waited long enough for their party leadership to evolve on this issue. I should add that as an African-American gay man, I cringe when I hear black clergy talk about preaching the gospel of love but not always practicing the tenets of Christian love, which is rooted in fairness and justice, and often code for everyone but LGBT folks. I would ask that Gov. McAuliffe name a party chair who believes in protecting the rights of all Virginians, including LGBT Virginians.

Michauds disappointing voting record


Gay congressman falls short in LGBT support, reproductive freedom
By JAMES SCHWARTZ As a former D.C. resident now living in Maine, I read the Washington Blade with interest. But I have to say that Chris Johnsons Feb. 26 piece on the governors race here missed the mark. Yes, Rep. Mike Michaud (D-Maine) recently came out and is running for governor, but his record of support for LGBT rights is mixed at best. Serving in the state legislature from 1981 to 1997, he voted 19 times against efforts to prohibit discrimination of LGBT people in Maine. While his record of support in the U.S. Congress has been much stronger, he was conspicuously quiet during the 2009 and 2012 ghts for marriage equality. The other U.S. Representative, Chellie Pingree (D), attended public events, spoke up on the House oor, and used her position to underscore support for marriage equality. But not Mike Michaud. Johnson wrote that Michauds indepenler has also been a steadfast supporter of LGBT rights beyond marriage, endorsing efforts to ensure safe schools, for culturally competent health care and for inclusive communities. Signicantly, unlike his opponent, Cutler is also a vocal advocate of a womans right to choose; Michaud has voted repeatedly against womens reproductive rights. One more insight about Cutlers support for gay people and equality: When my partner and I decided to marry last year, we asked Eliot if he would ofciate. He never hesitated, never cited concerns about the campaign or his public image, never asked us to keep the ceremony quiet. He said only two words: Yes and When? We were married on the front porch of his house in August with his wife and two other friends serving as witnesses. Its important and long past due that we have openly gay candidates running for ofce in Maine and throughout the land. But sexual orientation isnt reason enough to endorse anyone. Records matter. And Rep. Michauds is deeply disappointing.

Promoter bill wrong approach with negative results


Proposal would arbitrarily curtail nightlife marketing, stie event diversity
evitably lead to additional protocols, restrictions and costs and result in bureaucratic expansion of hurdles and hoop jumping. The world of event concept and promotional marketing would suddenly become complicated and less diversity in entertainment options would result. All without real benet. Graham indicated his proposal was in response to three incidents resulting in violence at or near local nightlife venues over a period of more than two years. Graham notes that these random occurrences were associated with promoter-organized events. Given the longstanding and pervasive engagement of promotion groups representing both large corporate entities and small informal shared-interest collaborations at hundreds of venues throughout the city, this is tantamount to observing that a single plane crashed while all other ights safely landed. More violence occurs in or near Metrorail stations than nightlife venues. Every night of the week, scores of independently marketed events occur without incident. Claiming that they are the exclusive or even preponderant source of problems is misleading. Many establishments rely on promoters to host events and invite guests. Owners, operators and managers at many of the citys largest and most prominent venues started in the business promoting events. What is notably odd about establishing an implied shared responsibility for venue operational management is it is entirely counterintuitive. Current law is clear venues are responsible for regulatory compliance and are liable for incidents. Simultaneously diluting venue responsibility while extending it to encompass event promoters is wholly inappropriate. Licensed businesses are, and should remain, legally liable for operational performance. Some of the few instances of violence have occurred at venues with weak management or inadequate security who have mistakenly and illegally handed over at least partial venue control to non-employees. The solution is not diversion of responsibility, unrelated licensing requirements or paper shufing. Regulatory administration should be focused on improving management training and providing technical assistance, in collaboration with industry groups, as is better provided in other jurisdictions. Event marketers not employed on an inhouse basis which would exempt them from the law should not be held legally liable for management responsibilities beyond their control. Conversely, the law is easily circumvented by hiring of promoters as employees as many already are eliminating special requirements. Even a charitable component could waive them for independently promoted events under the loosely dened standards. The most compelling argument against this proposal is one unconsidered. Many specialty events are organized and promoted by small informal groups of demographic, cultural or ethnic afnity, usually hosted at smaller bars and restaurants. Whether a gay retro-era dance party, a homeland-nostalgic international music event or similar gatherings promoted through social media networks and with a cover charge to nance DJs or talent or marketing expenses host groups with the singular ability to promote these events would be subject to the proposed requirements. This promotional model including some of the most innovative and culturally contributing events would no longer be functionally possible. The city would lose part of its soul and unique venues would lose needed revenue. The simple fact is, inevitably and unfortunately and rarely, patrons will get out of hand and bad things will happen. This will occur at businesses not given due credit for responsible management and it will occur at less experienced locales. Bottom line, though, the issue is not how an event is promoted, but how the establishment is operated. That is where the focus should be.

D.C. Council member Jim Graham introduced legislation last week to license, regulate and impose special requirements and restrictions on nightlife event promoters and promotion groups. His proposal would arbitrarily impose limits on common marketplace activity, inhibit communitycentric gatherings and stie cultural event innovation. I should know I was a nightlife special event producer and promoter for two decades. Grahams bill would institute mandatory licensing, permit fees, training classes, acquisition of a minimum $3 million in personal liability insurance and other requirements. Importance of openly gay elected ofcials


Having one of our own at the table still counts
By JIM GRAHAM Like so many others, I have gone through many stages as a gay man. Knowing who I am, and being comfortable with all that, has taken time. I have gone from denying my sexuality and marrying a woman (who I loved then and still do to this day), to divorce. What followed were awkward personal times working in the U.S. Senate where there was then zero tolerance for being gay. But when I became the volunteer President of Whitman-Walker Clinic on April 1, 1981, I came out of the closet with a roar for a time everyone (whether they liked it or not) had to be told by me that I was gay. Those were my Billboard Years. More change followed after 16 years as head of the Clinic. I became more right sized. Being gay was a key part but only one part of my make-up. When I ran for D.C. Council in 1998, I ran on that basis and got elected, and re-elected ever since. With all that in mind, I was struck by a recent suggestion by a Blade columnist that it wouldnt matter if the D.C. Council went from its current two gay members to none at all. Its amazing that a gay columnist for a gay newspaper would suggest that not having gay elected leaders is of no signicance! Harvey Milk must be turning over in his grave. I have never campaigned just as a gay man. Had I done so, I would never have won. When I was rst elected in 1998, Ward One was 71 percent minority population 46 percent black and 25 percent Latino. I ran against an incumbent, African-American male, well known for his leadership in D.C. and in the national Civil Rights Movement. In 1998, one out of every four Ward 1 residents were living in poverty. My record at Whitman-Walker demonstrated a commitment to all people as well as poor people especially those living with HIV and AIDS, from the earliest days of the pandemic. Why do people vote a particular way? The reasons are limitless, and surely sexual orientation, race, gender, religion, are all part of it. Identity politics is hardly dead. It matters sometimes positive, sometimes negative that a candidate is gay. It can make a big difference. My sexual orientation informs what I do and say. But being gay is only part of who I am. I work every day to integrate all aspects of my life. Yet to suggest as the columnist did that LGBT residents are fully integrated into the fabric of local life and that sexual orientation of elected ofcials is inconsequential is just plain wrong. LGBT candidates bring a unique experience to government. For example, I was just honored by the DC Center for my work on a recently passed bill establishing an LGBTQ homeless services program with 10 beds for these kids only. Would that have passed without the energetic support of a gay Council member? Maybe, maybe not. But the DC Center surely thought it made a positive difference. And why else does the Victory Fund endorse openly gay and lesbian candidates? Its not because as the columnist suggested that the gay community is fully integrated into our different communities. Its because that having one of our own at the table counts. But that is just the start. I, along with hundreds of other out LGBT elected ofcials, cannot win without earning the trust of our communities to stand with them and ght for everyone.

Novelist Louis Bayard explores Brazil circa 1914 in new adventure
By JOEY DiGUGLIELMO joeyd@washblade.com Washington-based novelist Louis Bayard, whose new work Roosevelts Beast will be released Tuesday, spent a whirlwind hour with the Blade two weeks ago touching on everything from how he got started and how his career developed to what he tells young writers in his classes at George Washington University and how he wrestled the Beast that is his latest novel. Bayard, 50, and his partner of 26 years, Don Montuori, are married and have two sons, ages 13 and 11. They live in Capitol Hill. Bayard, born in Albuquerque but raised mostly in Springeld, Va., moved to Washington in 1988, worked on the Hill and later did PR for various environmental groups through the 90s. His rst novel, the gay-themed Fools Errand, was published by gay press Alyson Books in 1999. Roosevelts Beast is his sixth book. Hes not sure how many books hes sold total, but upon consulting with his publisher, estimates the number to be about 100,000. His comments have been slightly edited for length. WASHINGTON BLADE: You went to Princeton and Joyce Carol Oates is quoted on the back of your new book. Did you take her creative writing course? LOUIS BAYARD: Yes. She was also my adviser. BLADE: What did you learn from her? BAYARD: She was a very exacting reader, so it forced me to think about every word I write and I really do sweat every word. You do sometimes start to think over the course of a book, Does this really matter, but I revise and review and I think its because I had that kind of very hard eye that sniffs out deceit and abbiness and all the stuff that can go wrong in prose. I dont recall any specic lesson. I just recall how nice it was to feel understood by somebody of her caliber. BLADE: Was it a big leap from Alyson to HarperCollins, which published your third book Mr. Timothy? How did that play out? BAYARD: Alyson was one of the few places that would take an un-agented manuscript. The rst book was gay-themed and they were a gay publisher so I just thought, Why not take it straight to them? It was a good t for what I was doing. But then when I had an idea for this book about Tiny Tim (2003s Mr. Timothy), I thought, I dont just want this to be plunked on the gay shelf at Borders. There was that sense of being ghettoized by virtue of being with a gay press. You go on that one shelf in the back of the store. I wanted this out in the front, so I found an agent, nally, after several tries, and he pitched it to the big houses and one of them bit. BLADE: Would you call that your big break? BAYARD: I guess youd call it a break. It seemed like a break at the time. It was a break toward the mainstream, I guess, but I never felt like Ive left the gay sensibility entirely behind. BLADE: Do you enjoy teaching? BAYARD: I do. I wish it paid a little more honestly. Im there as an adjunct where youre paid some ridiculous pittance for a lot of work, but I have other income sources. I just teach one ction writing class. BLADE: What do you tell your students? BAYARD: To me, every student is a little different and they all bring something a little different so I just try to create a space where they can experiment and nd their own voices. Its a workshop, so Im basically like Socrates there in the midst, throwing out questions and making them think about things. BLADE: About how many would you say have been good enough to get published? BAYARD: Of the three years Ive been doing it, I would say, maybe there were about that many who had the potential to do it. It would really be about desire. Actually the best writer I know of, and I cant even remember her name offhand, but she was exceptional but actually was the least interested in pursuing it. I kept saying, You really need to try this, but she kept saying, Well, Im going to Europe and she had all these plans. She just didnt seem excited about it. Thats where perseverance pays off as much as anything. BLADE: You went from gay contemporary ction into several novels of historical ction. How did that creative decision come about? BAYARD: I thought it was an accident when I had this idea to see what became of Tiny Tim, but it achieved a certain amount of success so they kind of wanted me to

How long have you been out and who was the hardest person to tell? I have been out nearly 13 years, since the summer after my freshman year of college. The hardest people to tell were my grandparents, and sadly I never did. All but one died without knowing (unless they gured it out themselves). Whos your LGBT hero? My friends, family and neighbors in this amazing city. They have embraced me since the day I told them Im gay such a simple and powerful act that every LGBT person deserves upon coming out. Whats Washingtons best nightspot, past or present? Badlands will always have a special spot in my heart. One of the only places I could get into at age 19, its Thursday college night was where I came out in June 2001, met my rst boyfriend and indirectly came to know a dear friend Ive had ever since. Describe your dream wedding. One in which I dont really care whether the napkins match the tablecloths or the caterer shows up late (which I might otherwise fuss about), because Ill be marrying this awesome guy with whom its just another day, albeit a special one, together. What non-LGBT issue are you most passionate about? Human-induced climate change and biodiversity loss. When you look at the data, its hard not to be horried and discouraged. What historical outcome would you change? Im tempted to say, Bobby Kennedys assassination, or the outcome of the 2000 presidential election, but I also wouldnt want to interfere with the causality that led to the exciting historical moment we live in now. So many glimmers of hope and justice seem to be breaking through on so many fronts and real progress feels possible. Whats been the most memorable pop culture moment of your lifetime? Ellen DeGeneress coming out On what do you insist? Wholesome food with real ingredients What was your last Facebook post or Tweet? The following message, with a map highlighting the criminalization of homosexuality around the world: LGBT citizens in all of these countries deserve to express their love consensually and freely. Its painful to imagine what recriminations they may suffer for that simple human act.

If your life were a book, what would the title be? Can I rip off that old Highlights magazine tagline? Fun with a Purpose. If science discovered a way to change sexual orientation, what would you do? Disbelieve any ndings predicated on discrete classications of sexual orientation and investigate the funding sources of such studies. What do you believe in beyond the physical world? I believe in an energetic love that unites everyone and everything in the cosmos. Whats your advice for LGBT movement leaders? Dont call it a day after marriage equality is won throughout the United States; pay attention to the needs of LGBT people who still suffer mightily in the U.S. and abroad. What would you walk across hot coals for? A society that prioritizes food, shelter and health care as basic human rights. What LGBT stereotype annoys you most? The way top and bottom are often presented as xed identity categories, rather than as more open tendencies or preferences. Whats your favorite LGBT movie? Jeffrey Whats the most overrated social custom? I struggled the most to answer this one quickly, so maybe instant gratication What trophy or prize do you most covet? A lead role in a feature lm or serialized drama with a gay or socially probing theme What do you wish youd known at 18? Again, Im tempted to say something like, I wish Id known the life lessons that come from being able to experience teenage sexuality openly, which I missed out on by being closeted, but if I could wave a magic wand and change the past, I doubt I would. Why Washington? It is both a small town and a world capital, and I am continually amazed at how much diversity, wonder and community is packed into its 68 square miles. Washington feels like home, and has practically since the day I came out here.

Apparently he was wrong not only has he sung baritone with them for the past year, he plays Liesl in Von Trapped, the groups all-male Sound of Music takeoff that plays this weekend at the Lisner Auditorium (730 21st St., N.W.; tonight and Saturday at 8 p.m., Sunday at 3; details at gmcw.org). I think it was a combination of shyness and stage fright and just having heard the Chorus before and how good they were it just didnt occur to me that I could be up on the stage with them, that I would make the cut. Stillwells involvement, though, has scratched a personal itch. Though he says he doesnt regret his more traditional career path the 31-yearold Harvard grad is program coordinator for undergraduate studies at the University of Marylands School of Public Policy he harbored entertainment aspirations growing up and says part of him still wonders what life would be like as an actor. I love it, its a wonderful community of guys, he says. And gives me a chance to exercise a different part of my interests and capabilities. Its nice to get up on stage and perform and be involved in the arts and express a message thats important without hitting you over the head with it. Its become a major part of my life. Stillwell, 31, grew up in Annapolis, Md., and has been in Washington since he nished school in 2006. Hes single and lives in Capitol Hill. In his spare time, he enjoys journaling, reading and spending time with friends.

By BRIAN T. CARNEY Footage of great stage stars little of whose life work survives is great to get in the can when you can, especially for subjects approaching their 90s. On that level alone, but also for many other reasons, a new Elaine Stritch documentary is a highly welcomed piece. I like the courage of old age, declares the legendary star in Elaine Stritch: Shoot Me, the fascinating new lm by Chiemi Karasawa that opens today at Washingtons West End Cinema (2301 M St., N.W.). Karasawa creates a captivating and multifaceted portrait of the tireless performer as she faces a number of daunting events, including celebrating her 87th birthday, preparing for her impending move from her beloved Manhattan to her childhood home in Michigan, and rehearsing what is probably her last show at the Caf Carlyle. Stritch tackles it all with equal parts grit and glamour, fueled by what appears to be an insatiable need to perform, even as her mind and body begin to fail her. Karasawas cameras had amazing access to Stritch over what appears to be a period of several months (the chronology sometimes gets a little confusing). She captures Stritch in a variety of settings holding court on the streets of New York, an endless stream of rehearsal rooms and performance spaces, bars and restaurants, the set of 30 Rock, hospitals and doctors ofces, and her corner suite at the Carlyle, where she has lived and performed for years. The rst-time director wisely breaks up the footage of Stritch with moving testimonials from friends and collaborators. Actor Cherry Jones describes Stritch as a conduit back to the Golden Age of

Broadway, and James Gandolni wonders about the torrid affair they might have had. Directors George C. Wolfe (Elaine Stritch at Liberty, a 2001 Tony-winning one-woman show) and Harold Prince (Company and Show Boat) talk about Stritchs incredible skills as a performer. Long-time friend Julie Keyes relates how she met Stritch at an AA meeting and how the two become close friends, despite Keyes unattering rst impressions of the imperious star. At Stritchs side throughout the movie is her devoted music director, Rob Bowman. The talented and energetic musician plays a number of roles for the aging star. He feeds her lyrics when she loses her way through the complicated lyrics of Stephen Sondheim and gives her orange juice when her blood sugar drops too low. He is rm, but endlessly patient and gentle, bringing to mind a loyal retainer to the Queen Lear of musical theater. Through it all, Stritch shares her story with an amazing candor as she looks back fondly over her remarkable career and incredible life. There are stories about Nol Coward and Tennessee Williams and her dates with John F. Kennedy (which didnt go anywhere because Stritch was still a good convent girl). There are memories of her beloved late husband John Bay, the British actor whose family runs the famous English mufn company (which are featured in a delightful sequence in which Stritch tries to tell the cameraman how to shoot the scene). In the present, Stritch bravely shares the perils and pleasures of her twilight years. She has troubles with her health (struggles with diabetes and alcoholism) and memory (forgetting names and lyrics), but she still enjoys the company of friends and the adulation of fans and she still knows how to work an audience and sell a song. In the end, Chiemi Karasawas ne documentary about Elaine Stritch is a bit like the lady herself a little grating at times, but ultimately courageous and triumphant, and well worth the price of admission.

DEAR MICHAEL, Through some volunteer work, Ive gotten to know Ellen, another woman quite a bit older than I am. I dont know her sexual orientation. By KEVIN MAJOROS This week in the continuing series on the LGBT athletes of Washington who will compete at the 2014 Cleveland/Akron Gay Games, we visit with Mark Hertzendorf of the Rainbow Spinnakers Sailing Club. WASHINGTON BLADE: What is your sailing background? HERTZENDORF: I took my rst sailing class when I was a freshman in college at SUNY-Oswego on Lake Ontario. Although I sailed a bit on Lake Ontario that year, the training didnt really take hold until years later. It was several years before I found out about Rainbow Spinnakers Sailing Club at Capital Pride. Since joining the Rainbow Spinnakers, I havent stopped sailing. I began sailing with them on the Potomac River from Belle Haven Marina using Flying Scots. After a number of years, I started dividing my time equally between sailing on the Potomac River and sailing in Baltimore Harbor mostly on Sonar23s a racing boat popular in this area. More recently Ive spent time sailing and xing up my Catalina 25 currently located at Belle Haven Marina. BLADE: Did you play any other sports growing up? HERTZENDORF: My only other form of consistent exercise has been swimming. BLADE: Will you be racing in the competitive division or the recreational division at the Gay Games? HERTZENDORF: The Rainbow Spinnakers team will be racing in the recreational eet. Its a bit of a misnomer perhaps to refer to one of the eets as recreational and the other as competitive. Both eets will be competing ercely. The terms are generally used to distinguish between eets that will y a spinnaker downwind, versus those that will rely on the standard jib or genoa sail. So, perhaps ironically given our name, our team will not be ying a spinnaker. BLADE: Tartan Yachts is supplying the eet to be used at the Gay Games. Will

it be difcult to navigate a boat that is new to you? HERTZENDORF: Navigating a new boat should not be difcult. Ive sailed on many different types of boats, as have the other team members. BLADE: What will your training regimen consist of leading up to the Gay Games? HERTZENDORF: Our team members have limited racing experience since that hasnt been the focus of Rainbow Spinnakers. Most of the team has signed up for a racing seminar at J-World in Annapolis. We havent settled on specic training schedule, but we intend to participate in local races throughout the season in preparation for the Games. BLADE: What is it about sailing that keeps you in the sport? HERTZENDORF: There is nothing like being out on the water. A famous quote says, A bad day on the water is always better than a good day on land. There is always something new to learn and opportunities to improve your skill set. As you get older, you just get bigger boats. BLADE: Any embarrassing sailing stories to share? HERTZENDORF: Too many to count. If you dont have any embarrassing stories to tell, you havent been a serious sailor. My favorite such story is the time I tried to impress my friends in Seattle with my relatively new sailing skills. The rst day visiting my friends I rented a boat from the Center for Wooden Boats on Lake Union. Inside of an hour I had managed to sail into a houseboat. A guy in a rowboat with his dog attempted to rescue me, but the effort ultimately required a power boat from the CWB. I swear it wasnt my fault. Apparently the keel of the boat had not been lowered before they handed her off to me. This was a strange, old-fashioned wooden boat where the adjustment had to be made deep in the hull. This made it impossible for me to tact into the wind. BLADE: Have you been to the Gay Games? What are you most looking forward to? HERTZENDORF: This will be the rst time Ive participated in a serious race. I am really looking forward to the opening ceremony and competing.

keep doing that and Ive come to believe it was a fortuitous accident because it really is the genre thats most suited to me. I kind of fought it for a while, but now Ive accepted that I stumbled into the right place. BLADE: Does writing ction about people who really lived, like Theodore Roosevelt in your new book, make it seem more real? What is the appeal? BAYARD: I think theres both a promise and a challenge that comes with that. People will recognize then name and perhaps be intrigued as a result, but the challenge is that then you have to make this very well-known character come alive in your own way. It has to be convincing and plausible. You kind of have to work with peoples expectations but also make it a character that lives on the page. BLADE: Do you have history geeks call you out on minutiae? BAYARD: Oh yes. BLADE: What do you say? BAYARD: Sorry! Old ladies will e-mail me and say something like, But there were no poinsettias in English drawing rooms in 1842 or mockingbirds hadnt migrated as far north as the Hudson Valley by 1830, and you just go, Sorry thats why Im a novelist. I get to make things up or change things around if they dont work. I try to be as historically accurate as possible, but I think the storys more important than the history. BLADE: Is the line between contemporary literature and popular ction sometimes arbitrary? Where do you feel your books fall on the continuum? BAYARD: I think of them as sort of a hybrid between literary and genre. I have genre elements, like a mystery or thriller plot, but what can I say without sounding self regarding? I do take care with the language and use literary devices. Im ne with people who just consider them entertainments. I dont think of them as literature with a capitol L, but I do write to entertain. Thats my rst aim. I want it to be a good book, but want you to feel good about yourself the next morning. BLADE: Whats the gulf like between the two worlds? In music, for instance, there seems to be a pretty sizable gulf between classical and pop. BAYARD: I think the gulf is narrowing because were seeing people like Michael Chabon and Colson Whitehead who are literary gures but who are also very

deliberately writing in genre and I love the idea of breaking down that wall because I think its a silly distinction. Im thinking of Richard Price who has written these great crime novels set in New York like Clockers and Lush Life. Theyre police procedurals, theyre genre, but theyre such brilliant dissections of our society and theyre so ambitious, so beautifully crafted. The dialogue is extraordinary and I think he should be considered a literary artist. BLADE: You wrote two gay-themed contemporary novels set in Washington. What kind of reactions did you get? Did people assume they were roman a clefs? BAYARD: I guess there was a little bit of that assumption. BLADE: But you had a sense that people outside of your acquaintance circle were reading and enjoying them? BAYARD: I think so. Periodically I hear from them. Fools Errand seems to have a very small but enthusiastic cult. There may only be 12 of them but I hear from them on the order of once a year or so. They were conceived as entertainments so I didnt expect them to be embraced as the next coming of Edmund White or something. I did worry that when I moved onto other things, that it would be seen as turning my back on gay readers and gay bookstores. BLADE: Did anybody oat that theory to you? BAYARD: No, I probably projected it onto them. I maintain that my books since then still have a gay vibe and Ive had gay characters in other books. Kermit Roosevelt in this new book isnt gay, but hes not really about heteronormative ideals. I dont write about he-men.

Where D.C. rents are headed


New apartments being built may cause prices to fall even more
By TED SMITH In 2013, rents rose in the most expensive U.S. cities (San Francisco, New York City, Boston, Los Angeles), including Washington, D.C., but they did not rise as much in D.C. as elsewhere. Two years ago at this time, the vacancy rates here were so low that it was hard to imagine the balance of supply and demand getting level. But over the last year, a number of new Class A (luxury) apartment projects has lled the market with new units and that number is expected to increase for at least the next three years. In 2009, the number of new apartment units in the pipeline stood at 16,606; by the third quarter of 2013, there were 36,098 new units and counting. More rental housing choices drives down rental prices, and thats what the rental market gures show comparing 2013 to the preceding year 2012: Thats good news for renters. In January, Urban Turf, the real estate web site and blog, published an article about what $2,800 (approximately) will rent you in D.C. For $2,900, you could rent a two-bedroom rowhouse on a charming alley on Capitol Hill; for $2,695, a spacious three-bedroom townhome in the H Street corridor; for $2,895, an elegant twobedroom coop in Kalorama. Those could all be good options for a couple, a small family or a group home for singles. The spring market will also bring more choices as properties begin to turn at the end of their leases. So between that and the constant inux of newly constructed apartments, its a great time to rent if you still arent ready to buy. More about this comparison in my next column. Happy Hunting!

In 2013, the number of days that the average two-bedroom was on the market before renting stood at 42.44, 1.10 percent higher than 2012 (1.56 percent higher if we compare just 4Q2013 to 4Q2012). The longer a property is on the market, the more the market pressure pushes the perceived value down. We start to see this phenomenon at work in 4Q 2013, where the average

rental price for a two-bedroom apartment was $2552.85 the lowest its been in the last two years. Further, notice that the rental volume is only .97 percent higher for 2013, suggesting a slowing down in the rental market. More apartment choices in the market should only increase this slowdown of the rental pace and a softening of rental prices.
