She clearly had a view coming in, former Attorney General Ken Cuccinelli told Bruce DePuyt of News Channel 8 during an interview after Allen issued her decision, referring to the quote from Mildred Loving on the 40th anniversary of the landmark U.S. Supreme Court ruling that struck down the commonwealths interracial marriage ban she used to open it. We expect judges to look at these things more objectively. Lieutenant Gov. Ralph Northam, who took ofce in January alongside McAuliffe and Herring, is among those who applauded Allens ruling. We shouldnt as a government be telling people who they should and shouldnt love, Northam told the Blade during a celebration of Allens decision that took place at a gay-owned furniture store in Norfolk on Feb. 14. An identical measure passed unanimously last month in the state Senate. The Senate Rehabilitation and Social Services Committee in January struck down a measure introduced by state Sen. Janet Howell (D-Fairfax Country) that would have extended second-parent adoption rights to gays and lesbians. State Del. Joseph Yost (R-Giles County) introduced a similar measure in the Virginia House of Delegates that two Republicans state Dels. Gordon Helsel (R-Poquoson) and Tom Rust (R-Fairfax County) cosponsored. It died in committee last month.

candidate turned Fox News commentator Mike Huckabee, known for championing social issues, was silent on stage about the issue of marriage equality, although he spoke more generally about upholding religious liberties in the country. But not everyone shied from talking marriage. Ben Carson, a conservative commentator and former neurosurgeon at Johns Hopkins University, doubled-down Saturday on his opposition to same-sex marriage, saying gay people dont get to redene marriage. Of course gay people should have the same rights as everyone else, Carson said. But they dont get extra rights, they dont get to redene marriage. Carson has a history of making inammatory statements against gay people. Last year, he gave up his speaking role at a commencement ceremony for Johns Hopkins under pressure following controversial remarks he made on Fox News comparing gay people to advocates
for bestiality and pedophilia. On stage at CPAC, Carson denied he ever made such a comparison and said reporting on his televised remarks was a fabrication of the media, although he said to applause he still believes marriage is between a man and a woman. Of course theyre not the same thing, Carson continued. Anybody who believes that is a dummy, but anybody who believes somebody who says that somebody said that is a dummy, thats the problem. Carson made the controversial remarks last year when speaking to conservative commentator Sean Hannity about restricting marriage to unions betweens one man and one woman. Its a well-established fundamental pillar of society, Carson said. And no group, be they gays, be they NAMBLA (North American Man/Boy Love Association,) be they people who believe in bestiality it doesnt matter what they are. They dont get to change the denition.

that the Democratic Whip is signing onto the letter. Even though she didnt sign the letter, Pelosi has been on the record in support of the executive order since 2011, when the Blade asked her during her weekly news conference if shed support that action. She also said Obama of course should sign the directive in January when speaking with The Hufngton Post. Clyburn was quoted as saying by The Hufngton Post he feels very strongly that Obama should sign the executive order just months ago, reportedly adding I dont know where I would be today if the executive order had not been used to get rid of slavery. The Blade is unaware of any public comments from Hoyer on the LGBT executive order. At the time the 2013 letter was made public, Pelosis ofce cited a policy that she refrains from signing group letters because of her position in Democratic leadership. However, she had earlier signed her name to letters seeking action from the administration to help bi-national same-sex couples in addition to signing amicus briefs calling on federal courts to strike down the Defense of Marriage Act. Drew Hammill, a Pelosi spokesperson, said his boss wont sign the letter currently being circulated, noting she rarely signs group letters, and said shell instead take her own course of action. Leader Pelosi has publicly expressed support for this executive order and will be sending her own private letter to the president on this matter, Hammill said. Also conspicuously absent from the 2013 letter is Rep. Debbie Wasserman Schultz, who also serves as chair of the Democratic National Committee and is known for her support of LGBT rights. In the past week, shes announced the DNC would form a lesbian leadership council and hired a gay operative as the DNCs national political director. Neither Wasserman Schultzs
congressional ofce in D.C. nor the DNC responded to the Blades request for comment on whether shed sign the letter this time around. In January, Wasserman Schultz told The Hufngton Post she broadly supports the idea of Obama using his executive authority, but refused to say whether that principle applies to an executive order for LGBT workers. Wasserman Schultzs name was also absent from letters seeking support of binational same-sex couples. At the time one letter was signed in 2011, Wasserman Schultz told reporters during an Immigration Equality fundraiser she supported the action, but didnt feel comfortable making demands on the administration because of her position in the DNC. Given that Im the chair of the DNC, its a little odd for me to be asking the administration to do specic things, Wasserman Schultz said at the time. So I personally support it, but because Im also the political voice of the president, asking the president to do things publicly can get a little awkward. On the Senate side, Senate Majority Leader Harry Reid (D-Nev.) also didnt sign his chambers version of the letter in 2013. His ofce didnt respond to a request for comment on whether hell add his name this time around. Reid has offered a nuanced position on the executive order. In February, he told The Hufngton Post, If the president decides to do it, Id be in favor of it. But on either the letter signed by the House or the Senate in 2013, not a single Republican signed their name. If a single one did so this time around, it would represent the rst time that a Republican lawmaker had called on Obama to sign an executive order. None of the ofces of 10 Republican senators who voted for ENDA on the Senate oor responded to a request for comment on the letter. Those are

Kelly Ayotte (R-N.H.), Susan Collins (R-Maine), Jeff Flake (R-Ariz.), Orrin Hatch (R-Utah), Dean Heller (R-Nev.), Mark Kirk (R-Ill.), John McCain (R-Ariz.), Lisa Murkowski (R-Alaska), Rob Portman (R-Ohio) and Pat Toomey (R-Pa.). Despite being an original co-sponsor of ENDA, Kirk has previously spoken against an executive order prohibiting federal contractors from discriminating against LGBT workers. If we load executive order upon executive order, all of which would be wiped out the day after the president of the other party takes power, you really havent advanced the ball much, Kirk said in 2011. Thats why the legislation is absolutely necessary. In the House, six Republicans co-sponsor ENDA: Reps. Ileana Ros-Lehtinen (R-Fla.), Richard Hanna (R-N.Y.), Charlie Dent (RPa.), Michael Grimm (R-N.Y.), Chris Gibson (R-N.Y.) and Jon Runyan (R-N.J.). According to the Hufngton Post, RosLehtinen has said she doesnt support the executive order. Of those six Republicans, only Dents ofce responded to the Blades request to comment on the letter, and the response was negative. Congressman Dent believes that the regular legislative process is the best way to proceed in making this critical legislation outlawing workplace discrimination the law of the land, said Dent spokesperson Shawn Millan. Gregory Angelo, executive director of the Log Cabin Republicans, said he doesnt know whether Republicans will sign the letter, but hopes to see some GOP names calling for the executive order. Im not going to engage in speculation, but with declared GOP support for ENDA among House members of both the House and Senate, I would hope to see some Republican representation on any letter holding the president accountable to a promise he made to Americans six years ago, Angelo said.

NEW YORK A new study from PLoS ONE reports ndings on the effects of domestic violence in GBT men, Medical Daily reports. Researchers looked at a collection of 19 studies on the various effects of domestic violence on MSM and found that 48 percent of those reviewed had been exposed to domestic violence reporting alcohol and drug abuse, symptoms of depression, higher rates of HIV and more incidents of unprotected sex, the Daily reports. Although many victims of abuse tend to develop these problems, the problem may be exacerbated for MSM, considering that they are not only more likely to contract HIV (63 percent of new infections were among MSM in 2010), but also because the rates of infection are rising among the group 22 percent among young MSM and 12 percent overall between 2008 and 2010, the Daily article said. In all, about 489,121 people living with HIV at the end of 2010 were either MSM or MSM and injection drug users, according to the Centers for Disease Control and Prevention. And risky sexual behavior the kind that doesnt involve wearing protection is a major contributor to the problem, the Daily article said.

We understand the frustration that many individuals in our community are having with Victorys endorsements of Republicans, particularly in races against strong Democratic allies. Victorys endorsements do not take place without considerable amounts of forethought and planning. This debate brings our community to a critical juncture. Without openly LGBT members of Congress from both parties, how will we continue to move full speed ahead toward the equality we deserve? The answer does not lie in concentrating on short-term partisan gains, but by continuing to endorse openly LGBT viable candidates across the political spectrum who have a demonstrated leadership record in support of LGBT equality. We believe it is important to acknowledge our appreciation for the signicant contributions of our allies and what they have been able to accomplish at all levels of government, but it is Victorys rm belief that to sustainably move the needle forward we must help create change in both cloakrooms. As we have seen with marriage equality in state legislatures, out LGBT legislators have to be at the table to help their colleagues understand how these votes affect them as people. Put another way, does anyone think Arizona Republicans would have had such an easy time passing antiLGBT discrimination if an LGBT colleague sat alongside them in those caucus meetings? If elected, Dan Innis and Richard Tisei will have the ability to speak to their colleagues about why DOMA needs to be fully repealed. As married men with same-sex spouses, they deserve to have the same
privileges as their peers. They will be credible voices, spoken from personal experiences as openly gay Americans about the need for progress on laws, such as ENDA to protect LGBT workers. We know this because their commitment to equality is not new; they both have considerable track records on LGBT issues. Many in the LGBT community rightfully call on the Republican Party to drop its outdated opposition to LGBT rights. But to do so will require change to the GOP from the inside as well as the outside, and at all levels of government. That is why Victory supports the election of openly LGBT candidates, both Democrats and Republicans as well as independents, who have demonstrated leadership in advancing freedom and equal rights for all LGBT Americans. The election of openly LGBT candidates in recent years has helped bring that goal within reach but we cannot expect to achieve all we deserve without having out LGBT Republicans at all levels of public ofce, especially in Congress.

Gov. McAuliffes selection of Richmond Mayor Dwight Jones as the new chair of the Virginia State Party has raised concerns among LGBT Democrats throughout the commonwealth.
banning same-sex marriage. In fact, just recently, U.S. District Judge Arenda Wright Allen struck down Virginias constitutional amendment banning same-sex marriage as unconstitutional. Ironically, this is highlighted on the Virginia Democratic Party website under the banner Virginia is for All Lovers. A recent Washington Post-ABC News poll showed that 50 percent of Americans say the U.S. Constitutions guarantee of equal protection gives gays the right to marry, while 41 percent says it does not. In the 33 states that prohibit same-sex marriage, 53 percent of those polled support allowing it, while 40 percent oppose doing so. The bottom line is that the American people are steadily coming around to this equality issue for the LGBT community. The president supports marriage equality, the national Democratic Party leadership supports marriage equality, and Virginias governor, lieutenant governor and attorney general all support marriage equality. So its not unreasonable for LGBT Democrats in Virginia to expect their state party chairman to support marriage equality. Opposing same-sex marriage is on the wrong side of social justice and history in Virginia and in America. Mayor Jones, referencing his church, was quoted in the Washington Post as
saying, We preach a gospel of love. I would dare say that LGBT Virginians couldnt care less about what he is preaching in his church, but would care about how he will be conducting Democratic Party business and using his leadership role to end discrimination for all Virginians. If Mayor Jones is not for LGBT marriage equality then we must assume that he is against it and therefore should not be the chair of the Virginia Democratic Party. LGBT Virginians have waited long enough for their party leadership to evolve on this issue. I should add that as an African-American gay man, I cringe when I hear black clergy talk about preaching the gospel of love but not always practicing the tenets of Christian love, which is rooted in fairness and justice, and often code for everyone but LGBT folks. I would ask that Gov. McAuliffe name a party chair who believes in protecting the rights of all Virginians, including LGBT Virginians.

D.C. Council member Jim Graham introduced legislation last week to license, regulate and impose special requirements and restrictions on nightlife event promoters and promotion groups. His proposal would arbitrarily impose limits on common marketplace activity, inhibit communitycentric gatherings and stie cultural event innovation. I should know I was a nightlife special event producer and promoter for two decades. How long have you been out and who was the hardest person to tell? I have been out nearly 13 years, since the summer after my freshman year of college. The hardest people to tell were my grandparents, and sadly I never did. All but one died without knowing (unless they gured it out themselves). Whos your LGBT hero? My friends, family and neighbors in this amazing city. They have embraced me since the day I told them Im gay such a simple and powerful act that every LGBT person deserves upon coming out. Whats Washingtons best nightspot, past or present? Badlands will always have a special spot in my heart. One of the only places I could get into at age 19, its Thursday college night was where I came out in June 2001, met my rst boyfriend and indirectly came to know a dear friend Ive had ever since. Describe your dream wedding. One in which I dont really care whether the napkins match the tablecloths or the caterer shows up late (which I might otherwise fuss about), because Ill be marrying this awesome guy with whom its just another day, albeit a special one, together. What non-LGBT issue are you most passionate about? Human-induced climate change and biodiversity loss. When you look at the data, its hard not to be horried and discouraged. What historical outcome would you change? Im tempted to say, Bobby Kennedys assassination, or the outcome of the 2000 presidential election, but I also wouldnt want to interfere with the causality that led to the exciting historical moment we live in now. So many glimmers of hope and justice seem to be breaking through on so many fronts and real progress feels possible. Whats been the most memorable pop culture moment of your lifetime? Ellen DeGeneress coming out On what do you insist? Wholesome food with real ingredients What was your last Facebook post or Tweet? The following message, with a map highlighting the criminalization of homosexuality around the world: LGBT citizens in all of these countries deserve to express their love consensually and freely. Its painful to imagine what recriminations they may suffer for that simple human act.
If your life were a book, what would the title be? Can I rip off that old Highlights magazine tagline? Fun with a Purpose. If science discovered a way to change sexual orientation, what would you do? Disbelieve any ndings predicated on discrete classications of sexual orientation and investigate the funding sources of such studies. What do you believe in beyond the physical world? I believe in an energetic love that unites everyone and everything in the cosmos. Whats your advice for LGBT movement leaders? Dont call it a day after marriage equality is won throughout the United States; pay attention to the needs of LGBT people who still suffer mightily in the U.S. and abroad. What would you walk across hot coals for? A society that prioritizes food, shelter and health care as basic human rights. What LGBT stereotype annoys you most? The way top and bottom are often presented as xed identity categories, rather than as more open tendencies or preferences. Whats your favorite LGBT movie? Jeffrey Whats the most overrated social custom? I struggled the most to answer this one quickly, so maybe instant gratication What trophy or prize do you most covet? A lead role in a feature lm or serialized drama with a gay or socially probing theme What do you wish youd known at 18? Again, Im tempted to say something like, I wish Id known the life lessons that come from being able to experience teenage sexuality openly, which I missed out on by being closeted, but if I could wave a magic wand and change the past, I doubt I would. Why Washington? It is both a small town and a world capital, and I am continually amazed at how much diversity, wonder and community is packed into its 68 square miles. Washington feels like home, and has practically since the day I came out here.

Apparently he was wrong not only has he sung baritone with them for the past year, he plays Liesl in Von Trapped, the groups all-male Sound of Music takeoff that plays this weekend at the Lisner Auditorium (730 21st St., N.W.; tonight and Saturday at 8 p.m., Sunday at 3; details at gmcw.org). I think it was a combination of shyness and stage fright and just having heard the Chorus before and how good they were it just didnt occur to me that I could be up on the stage with them, that I would make the cut. Stillwells involvement, though, has scratched a personal itch. Though he says he doesnt regret his more traditional career path the 31-yearold Harvard grad is program coordinator for undergraduate studies at the University of Marylands School of Public Policy he harbored entertainment aspirations growing up and says part of him still wonders what life would be like as an actor. I love it, its a wonderful community of guys, he says. And gives me a chance to exercise a different part of my interests and capabilities. Its nice to get up on stage and perform and be involved in the arts and express a message thats important without hitting you over the head with it. Its become a major part of my life. Stillwell, 31, grew up in Annapolis, Md., and has been in Washington since he nished school in 2006. Hes single and lives in Capitol Hill. In his spare time, he enjoys journaling, reading and spending time with friends.

Donizetti's loveable comic opera is a warm and inspired masterpiece cherished for its whimsical wit, endearing characters, beautiful arias, and intoxicating duets.
Broadway, and James Gandolni wonders about the torrid affair they might have had. Directors George C. Wolfe (Elaine Stritch at Liberty, a 2001 Tony-winning one-woman show) and Harold Prince (Company and Show Boat) talk about Stritchs incredible skills as a performer. Long-time friend Julie Keyes relates how she met Stritch at an AA meeting and how the two become close friends, despite Keyes unattering rst impressions of the imperious star. At Stritchs side throughout the movie is her devoted music director, Rob Bowman. The talented and energetic musician plays a number of roles for the aging star. He feeds her lyrics when she loses her way through the complicated lyrics of Stephen Sondheim and gives her orange juice when her blood sugar drops too low. He is rm, but endlessly patient and gentle, bringing to mind a loyal retainer to the Queen Lear of musical theater. Through it all, Stritch shares her story with an amazing candor as she looks back fondly over her remarkable career and incredible life. There are stories about Nol Coward and Tennessee Williams and her dates with John F. Kennedy (which didnt go anywhere because Stritch was still a good convent girl). There are memories of her beloved late husband John Bay, the British actor whose family runs the famous English mufn company (which are featured in a delightful sequence in which Stritch tries to tell the cameraman how to shoot the scene). In the present, Stritch bravely shares the perils and pleasures of her twilight years. She has troubles with her health (struggles with diabetes and alcoholism) and memory (forgetting names and lyrics), but she still enjoys the company of friends and the adulation of fans and she still knows how to work an audience and sell a song. In the end, Chiemi Karasawas ne documentary about Elaine Stritch is a bit like the lady herself a little grating at times, but ultimately courageous and triumphant, and well worth the price of admission.

DEAR MICHAEL, Through some volunteer work, Ive gotten to know Ellen, another woman quite a bit older than I am. I dont know her sexual orientation. By KEVIN MAJOROS This week in the continuing series on the LGBT athletes of Washington who will compete at the 2014 Cleveland/Akron Gay Games, we visit with Mark Hertzendorf of the Rainbow Spinnakers Sailing Club. WASHINGTON BLADE: What is your sailing background? HERTZENDORF: I took my rst sailing class when I was a freshman in college at SUNY-Oswego on Lake Ontario. Although I sailed a bit on Lake Ontario that year, the training didnt really take hold until years later. It was several years before I found out about Rainbow Spinnakers Sailing Club at Capital Pride. Since joining the Rainbow Spinnakers, I havent stopped sailing. I began sailing with them on the Potomac River from Belle Haven Marina using Flying Scots. After a number of years, I started dividing my time equally between sailing on the Potomac River and sailing in Baltimore Harbor mostly on Sonar23s a racing boat popular in this area. More recently Ive spent time sailing and xing up my Catalina 25 currently located at Belle Haven Marina. BLADE: Did you play any other sports growing up? HERTZENDORF: My only other form of consistent exercise has been swimming. BLADE: Will you be racing in the competitive division or the recreational division at the Gay Games? HERTZENDORF: The Rainbow Spinnakers team will be racing in the recreational eet. Its a bit of a misnomer perhaps to refer to one of the eets as recreational and the other as competitive. Both eets will be competing ercely. The terms are generally used to distinguish between eets that will y a spinnaker downwind, versus those that will rely on the standard jib or genoa sail. So, perhaps ironically given our name, our team will not be ying a spinnaker. BLADE: Tartan Yachts is supplying the eet to be used at the Gay Games. Will
it be difcult to navigate a boat that is new to you? HERTZENDORF: Navigating a new boat should not be difcult. Ive sailed on many different types of boats, as have the other team members. BLADE: What will your training regimen consist of leading up to the Gay Games? HERTZENDORF: Our team members have limited racing experience since that hasnt been the focus of Rainbow Spinnakers. Most of the team has signed up for a racing seminar at J-World in Annapolis. We havent settled on specic training schedule, but we intend to participate in local races throughout the season in preparation for the Games. BLADE: What is it about sailing that keeps you in the sport? HERTZENDORF: There is nothing like being out on the water. A famous quote says, A bad day on the water is always better than a good day on land. There is always something new to learn and opportunities to improve your skill set. As you get older, you just get bigger boats. BLADE: Any embarrassing sailing stories to share? HERTZENDORF: Too many to count. If you dont have any embarrassing stories to tell, you havent been a serious sailor. My favorite such story is the time I tried to impress my friends in Seattle with my relatively new sailing skills. The rst day visiting my friends I rented a boat from the Center for Wooden Boats on Lake Union. Inside of an hour I had managed to sail into a houseboat. A guy in a rowboat with his dog attempted to rescue me, but the effort ultimately required a power boat from the CWB. I swear it wasnt my fault. I kind of fought it for a while, but now Ive accepted that I stumbled into the right place. BLADE: Does writing ction about people who really lived, like Theodore Roosevelt in your new book, make it seem more real? What is the appeal? BAYARD: I think theres both a promise and a challenge that comes with that. People will recognize then name and perhaps be intrigued as a result, but the challenge is that then you have to make this very well-known character come alive in your own way. It has to be convincing and plausible. You kind of have to work with peoples expectations but also make it a character that lives on the page. BLADE: Do you have history geeks call you out on minutiae? BAYARD: Oh yes. BLADE: What do you say? BAYARD: Sorry! Old ladies will e-mail me and say something like, But there were no poinsettias in English drawing rooms in 1842 or mockingbirds hadnt migrated as far north as the Hudson Valley by 1830, and you just go, Sorry thats why Im a novelist. I get to make things up or change things around if they dont work. I try to be as historically accurate as possible, but I think the storys more important than the history. BLADE: Is the line between contemporary literature and popular ction sometimes arbitrary? Where do you feel your books fall on the continuum? BAYARD: I think of them as sort of a hybrid between literary and genre. I have genre elements, like a mystery or thriller plot, but what can I say without sounding self regarding? I do take care with the language and use literary devices. Im ne with people who just consider them entertainments. I dont think of them as literature with a capitol L, but I do write to entertain. Thats my rst aim. I want it to be a good book, but want you to feel good about yourself the next morning. BLADE: Whats the gulf like between the two worlds? In music, for instance, there seems to be a pretty sizable gulf between classical and pop. BAYARD: I think the gulf is narrowing because were seeing people like Michael Chabon and Colson Whitehead who are literary gures but who are also very
deliberately writing in genre and I love the idea of breaking down that wall because I think its a silly distinction. Im thinking of Richard Price who has written these great crime novels set in New York like Clockers and Lush Life. Theyre police procedurals, theyre genre, but theyre such brilliant dissections of our society and theyre so ambitious, so beautifully crafted. The dialogue is extraordinary and I think he should be considered a literary artist. BLADE: You wrote two gay-themed contemporary novels set in Washington. What kind of reactions did you get? Did people assume they were roman a clefs? BAYARD: I guess there was a little bit of that assumption. BLADE: But you had a sense that people outside of your acquaintance circle were reading and enjoying them? BAYARD: I think so. Periodically I hear from them. Fools Errand seems to have a very small but enthusiastic cult. There may only be 12 of them but I hear from them on the order of once a year or so. They were conceived as entertainments so I didnt expect them to be embraced as the next coming of Edmund White or something. I did worry that when I moved onto other things, that it would be seen as turning my back on gay readers and gay bookstores. BLADE: Did anybody oat that theory to you? BAYARD: No, I probably projected it onto them. I maintain that my books since then still have a gay vibe and Ive had gay characters in other books. Kermit Roosevelt in this new book isnt gay, but hes not really about heteronormative ideals. I dont write about he-men.

In 2013, the number of days that the average two-bedroom was on the market before renting stood at 42.44, 1.10 percent higher than 2012 (1.56 percent higher if we compare just 4Q2013 to 4Q2012). The longer a property is on the market, the more the market pressure pushes the perceived value down. We start to see this phenomenon at work in 4Q 2013, where the average
rental price for a two-bedroom apartment was $2552.85 the lowest its been in the last two years.
