NO. 52 Series of 2013 A RESOLUTION EARNESTLY REQUESTING MARGARITA P. JUICO, CHAIRMAN, PHILIPPINE CHARITY SWEEPSTAKES OFFICE (PCSO), TO PROVIDE ONE (1) UNIT 4x4 EMERGENCY RESCUE VEHICLE OR AMBULANCE FOR THE RURAL HEALTH UNIT OF THE MUNICIPALITY OF BOLINEY, ABRA Sponsored by: Committee on Public Order and Safety Hon. Timmangen WHEREAS, RA 7160, otherwise known as the Local Government Code (LGC) of 1991 contain provisions of goals and objectives of disaster preparedness, prevention or mitigation programs that reinforce the pursuit of disaster management program at the local government level; WHEREAS, in pursuit of said objective, the Municipality of Boliney procured from the Philippine Charity Sweepstakes Office a FOTON View Ambulance for the use of this municipality in its emergency rescue and medical services; WHEREAS, the said ambulance can only cater to at least two (2) of eight (8) barangays of this municipality, due to its inability to tackle mountainous terrain, and dirt roads; the said ambulance finds it difficult to fulfill its obligation and meet all the emergency situations due to its built being a non-4x4 van; WHEREAS, the Rural Health Unit of Boliney is located in Barangay Poblacion, people in need of medical attention from Barangay Dumagas, Dao-angan, Kilong-olao, Amti, Danac East and Danac West, have to travel 20 kilometers of unpaved road, in antiquated public utility jeeps resulting to numerous instances where the patient died before reaching the nearest medical help; WHEREAS, much to the desire of this local government unit to address the need of the municipal rural health unit of a 4X4 ambulance, our limited financial capability hinders the good intention; WHEREAS, cognizant of this problem, this municipality hereby solicits the benevolence of the Philippine Charity Sweepstakes Office through its Chairwoman Margarita P. Juico, for the realization of this noble endeavor; NOW THEREFORE, on motion of Hon. Dominador I. Sianen, with the unanimous accord of the members of the Sangguniang Bayan present; RESOLVED, as it is hereby resolved to earnestly request Margarita P. Juico, Chairwoman, Philippine Charity Sweepstakes Office (PCSO) to provide one (1) unit 4x4 Emergency Rescue Vehicle or Ambulance for the Rural Health Unit (RHU) of the Municipality of Boliney, Abra. RESOLVED FINALLY, to forward copies of this resolution to PCSO Chairwoman Margarita P. Juico, for her information and appropriate action. APPROVED UNANIMOUSLY, at Boliney, Abra.
