Recommendation(s): Adopt the resolution. Executive Summary: The City has received a grant of $150,000 for the construction of the Carmel Beach restroom located at the intersection of Scenic and Santa Lucia Avenues. The purpose of this agenda item is to accept the grant, associated conditions and authorize the City Administrator to execute the grant agreement and any other associated documents or amendments. Analysis/Discussion: The grant is for the construction of a barrier-free restroom on the bluff above the beach at the south end of Carmel Beach. The restroom will feature two flush toilets, wash basins, janitor closet, landscap ing and a green roof, hardscape (rock wall), a drinking fountain and an interpretive panel on the Coastal Trail. The City is required to submit a work program (construction plans, project sched ule, detailed project budget and best management practices to reduce the project's greenhouse gas emissions during construction); install signage acknowledging the Coastal Conservancy and CA Coastal Trail emblems and ensure the facility complies with all applicable federal and State statues, guidelines and regulation s governing barrier-f ree access for persons with disabilities. Fiscal Impact: Conservancy grant fund s will be matched by $150,000 in City fund s as well as an additional $75,000 previously expended by the City for preconstruction planning and design . to $150,000. The City will incur the costs of construction and then submit invoices to the State for reimbursement up

CITY OF CARMEL-BY-THE-SEA CITY COUNCIL RESOLUTION NO. 2014CONSIDERATION OF A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA ACCEPTING A GRANT FROM THE CALIFORNIA STATE COASTAL CONSERVANCY IN THE AMOUNT OF $150,000 FOR CONSTRUCTION OF THE CARMEL BEACH RESTROOM AND AUTHORIZING THE CITY ADMINISTRATOR OR HIS DESIGNEE TO EXECUTE THE GRANT AGREEMENT AND ANY OTHER DOCUMENTS OR AMENDMENTS ASSOCIATED WITH ACCEPTANCE OF THE GRANT
WHEREAS, the City of Carmel-by-the-Sea adopted the Shoreline Management Plan, which contains a management policy to provide adequate facilities that will serve the needs of the public, mitigate damage to the environment and respect the neighborhood, including an objective to provide restroom facilities consistent with the volume of people who use the beach and Beach Bluff Pathway; and WHEREAS, the California Coastal Commission certified the City's Local Coastal Program, including the Shoreline Management Plan, in 2004; and WHEREAS, on October 3, 2013 the City was awarded a $150,000 grant for the construction of the Carmel Beach restroom located at the intersection of Santa Lucia and Scenic A venues by the California Coastal Conservancy; and WHEREAS, the procedures established by the California State Coastal Conservancy require a grantee to certify by resolution the acceptance of such grant agreement and its terms before submission of said agreement to the State; and WHEREAS, the City will comply with the assurances and conditions contained in the grant agreement. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA does hereby: Accept a grant from the California State Coastal Conservancy in the amount of $150,000 for the construction of the Carmel Beach Restroom and authorize the City Administrator or his designee to execute the grant agreement and any other documents or amendments associated with acceptance of the grant.
