[Applause] Wehavealottocelebrate.Wehavealottobethankfulfor,butourheartsarestillveryheavytoday.Yesterdaywe lostagoodman.WelostNewYorkCityPoliceOfficerDennisGuerra.

uerra.AndIwantyoutounderstandwhatthis meansinhumantermsamarriedfatheroffour,just38yearsold,ahero,amanwhowalkedintodangertotry andsaveothers,andsawitashisdutyandhisresponsibility.Welostsomeonewhoexemplifiedallthatsgood aboutNewYorkCity,andmyheartgoesouttohisfamily.Wefeeltheirlosswiththem.AndIaskyoutokeepthem inyourprayers,andIalsoaskyoutokeepinyourprayersPoliceOfficerRosaRodriguez,whosstillincritical condition,stillfightingforherlife.Rememberherandherfamily.Shetooisahero.Andsheneedsourprayersand supportinthismoment. Andtheyrepresentthemostselflessandnobletraditionsofthiscity.AndletushaveamomentofsilenceforOffice Guerra. [Silence] IwanttotakeamomenttothankeveryoneattheCooperUnion,thisextraordinaryNewYorktreasure.Iwantto thankPresidentBharuchaforhisleadership,andIwanttothankthefaculty,alltheworkershereatCooperUnion andallofthestudentswhomakethisplaceoneofthegreatinstitutionsofthiscity. Itisaparticularhonortobeherebecausethisstageisrenownedforoveracenturyandahalfforbeingoneofthe placesthatNewYorkerscometogethertothink,totalk,todream.Anditspartofaaninstitutionthatsalwayshad thehighestacademicstandardsbuthasalwaysbelievedininclusion.Itsbelievedthateveryonedeservesan opportunityfortheextraordinaryeducationaffordedhere. Youheardfromthepresident,thisisastagewherescientistsandartistsandpresidentsandmayorshave spoken.Andtheyvespokentopassionatesoulsandcuriousmindsoverthegenerationspeopleseekingtruth andpeopletryingtomakesenseofthetimestheyliveinandwherewegofromhere. Sowefindourselvesinaperfectsettingtodiscussallthatourcityisandallthatwerecapableofwhenwereat ourverybest. Oneofthemostdistinguishedindividualstoevergracethisstage,AbrahamLincoln,saidrighthereatCooper Union,Letushavefaiththatrightmakesmight.

Andthatisthespiritwebringtothisendeavor. WhenthisAdministrationwasswornintooffice100daysago,therewerecertainlysomewhodidntknowwhatto makeofusnotjustofme,butofallofyou,ofallthepeoplewhohelpedtogetushere. Soletmetakeamomenttotellyouwhatwereallabout. Thisadministrationisaproductofmovementpolitics. Butthemovementwereapartofdoesntdefinetheboundariesofitsranksthroughexclusivity. Rather,itsamovementofpeoplewhoshareavisionpeopleineveryborough,ofeverybackground,andevery incomebracket,whobelieveinourcitysprogressivetraditions. Inthelast100days,wevebeeninspiredbythesupportofsomanyNewYorkersworkingparentsandretirees, schoolteachersandbusinessleaders. Andwhatweallshareisavisionofaprogressivecity:acitythatisrunwiththehigheststandardsofeffectiveness andprofessionalism,acitythatrespectseveryonesdignity,acitythathonorsourproudtraditionofinclusionand equality. WewelcomeeveryNewYorkerinthisendeavorbecausewebelievethatweareatourbestwheneveryonegetsa shotatfulfillingtheirdreams. Somepeoplewerentquitesurewhattomakeofourprogressiveagendatoreduceinequalityandrestore opportunity.Butnowtheyrestartingtosee. Becausepoliticsofthesortthatwebelieveindoesntmeasuresuccessbypollnumbers,butbyaction. Webelieveingrassroots,peoplepoweredgovernment. Wejudgethankyou. [Applause] Wejudgesuccessonresultsonmakingadifferenceinthelivesofrealpeopleineveryneighborhood,inallfive boroughs. Nowthevisionweareadvancingisntnewtoourcityprogressiveness,opportunity,inclusion,justicethese valuesarecodedinNewYorksDNA. NewYorkhasalwaysbeenthecenterofprogressiveAmerica.Thisisthecitywherecourageousworkerswere pioneersintheunionmovementwheretheNAACPwasformedandwheretheStonewallprotestslaunchedthe LGBTrightsmovementthecityoftheStatueofLiberty,theultimatesymbolofopendoorsandunmatched opportunityforpeoplefromeverycorneroftheglobe. WewerentsenttoCityHalltochangeNewYorkscharacter.YousentusheretorestoreNewYorksproudlegacy astheprogressivecity.

[Applause] Yousentusheretokeepthesacredpromiseofourcitythateveryonehasaplace,thateveryonegetsavoice. NonosenviaronalaAlcaldaparacambiarelcarcterdeNuevaYorkustedesnostrajeronaqupararestaurarel orgullosolegadodeNuevaYorkcomolaciudadprogresista. [Applause] YparapreservarlasagradapromesadequeenNuevaYorkhaylugarparatodosyquetodostenemosvoz. [Applause] OurinequalitycrisistheTaleofTwoCitiesthatwevebeenlivingforyearsandyearsthreatenswhoweare,andit threatenswhatkindofcitywewillbe. RestoringaprogressiveNewYork,thatisourvisionanditswhatsdriventhestepswetake,anditswhatdrives thestepswewilltakeahead,together. ButIcantellyou,inthefirst100days,wevealreadygreatstrides.AndIwanttothankeveryoneinthisroomwhos beenapartofit.YouknowIhadanopportunityduringtheInnerCircleshowthatthemediaputsoneachyearI hadtheopportunitytoportrayoneofthegreatNewYorkersofTVhistory,RalphKramden,playedbyJackie Gleason. [Applause] AndifhewerestandinghereifRalphKramdenwerestandinghere,hewouldsayatthismomenthowsweetitis. [Applause] Inaprogressivecity,thegovernmentmustperformatthehighestlevelofeffectivenessandprofessionalism.Its howwekeepfaithwiththepeople.Itshowweshowthemthatwemeantohonortheirtrust.Anditsoundssimple, butIassureyouitsnot. Itbeginswithfindingthefinest,mosttalentedindividualstoserveothersnomatterwhatsacrificeitmeansfor them.Peoplewhogiveofthemselvestothiscityalotofthemareheretheleadersofourcityagencies,people whoworktomakethisplacerunandareworkingtomakeitbetter.PleasegivethemaroundofApplausetothank allofthem. [Applause] ManypeopletoldmeinthemonthsbeforeIbecamemayorthatitwouldbehardtofindgoodtalent,letalonegreat talent.Butgettoknowourdeputymayorsandtheheadsofouragenciesandallthepeoplewhoaremakingthis project,thisplancometogether,whohavemadethese100dayshappen.Anditwillmakeyouadditionallyproudto beaNewYorker. NowifNewYorkerscantbeconfidentthattheircitywillprovidebasicservices,thenalloftheotherthingswere doingalloftherestofourvisionforaprogressivecitywillmeanverylittle.

KeepingNewYorkerssafeandprovidingthevitalservicesthatNewYorkersneedwas,is,andwillalwaysbejob one. Weveneverlostsightofthisfirstjobnomatterhowmanychallengeswevefaced. Yes,wedidnotexpectoneofthesnowiestwintersinthecitysrecordedhistory.Thestatisticsactuallygoback literallytothetimethatAbrahamLincolnstoodonthisstage. [Laughter] AndwegotthesnowiestJanuaryandFebruaryever.Solearnbydoingonthejob.ButIlltellyou,oursanitation workersandallthecityagenciesinvolveddidaremarkablejobofkeepingthiscityclear. [Applause] Andthenonemorning,withnowarningwhatsoever,wehadthetragedyinEastHarlem.Onemomentlifewas normal,thenextmomenteverythingwasinshamblesforsomanyfamilies.Andourfirstrespondersperformed extraordinarily.Iwanttothankthemall,particularlyourfirefighters,whodidsomuchtosavepeople. [Applause] AndtheEastHarlemcommunitycametogether,oneforanother,protectedeachother,consoledeachother, supportedeachother.AndNewYorkers,fromalloverthiscity,closedrankstohelpthepeopleofEastHarlem. Andthen,aswecameintooffice,weexperiencedadifferentkindofchallengeandadifferentkindoftragedythe growingepidemicofpedestriandeaths.Andwesawbeforeoureyesaproblemgrowingeveryday,threateningthe livesofourfamiliesandourchildren.AndthatswhyweputtheVisionZeroplaninplacerightaway,toimmediately dobetteratprotectingourpeople.AndImproudtosay,eventhoughthisplanhasjustbegun,eventhoughonlythe firststepshavebeentaken,thatinthefirstquarterofthisyear,wehavecompared,Ishouldsay,tothefirst quarteroflastyearthenumberoftrafficdeathsisdown26percent. [Applause] Andwhenitcomestopublicsafetyingeneral,CommissionerBrattonandthemenandwomenoftheNYPDare doingextraordinarythingseveryday,andtheyredoingitwhilebuildingastrongerrelationshipbetweenthepolice andallofourcommunities.Theyrekeepingcrimelowwhilehealingtherelationshipandbringingcommunities andpoliceclosertogether.Andthatissomethingweshouldallbethankfulfor. [Applause] Againcomparingthefirstquarterofthisyeartothefirstquarteroflastyear,murdersaredown9.5percent, shootingsaredown3.4percent,robberiesaredown7.2percent.Andoverall,crimeisdown.Allofthisdonebythe extraordinarymenandwomenwedependoneveryday.Andtheyhavecontinued,butitsreallyitssomething thatwehavetotakestockofatalltimes.Theycontinuetokeepussafe,andtheyreworkingeverydaytobuilda deeperpartnershipbetweenpoliceandcommunity. Andthenwehavetomakesurethatgovernmentbalanceditsbooks.Andwehavetobehonestwiththepeopleof thiscityaboutthechallengesthatcamewiththat.Soweproducedapreliminarybudgetthatwasfiscally responsible,transparentandprogressivetokeepthiscityonasolidfootingsowecoulddoallofthethingswe plantodointhefuture.

Andfinally,totakestockofthedaytodayworkofgovernment,thatfoundationwehavetolayeachandeverydayso wecanbuildtowardsabettercity,Idsaynothingtypifiesthemundaneworkofgovernmentbetterthanfilling potholes. [Applause] Youcantellthedifferencewhenthepotholeshasbeenfilledandwhenithasntbeen.Well,ourDepartmentof Transportationcrewsletmegiveyousomethingthatsreallyextraordinary.LastyeartheDepartmentof Transportationcrews,inthefirstquarter,filled115,000potholes.Thisyeartheyhavefillednearly289,000 potholes. [Applause] Thatssomethingtobeproudof. [Applause] SothekindofgovernmentalexcellenceImtalkingaboutiscriticaltorestoringNewYorkastheprogressivecity, butitisbynomeansenough. Inaprogressivecity,werehonest,werecognizethatgrowinginequalityisthecrisisofourtimes,anditcontradicts everythingweknowisgoodaboutthiscity. Throughoutourhistory,NewYorkhasbeentheglobalcenterofopportunityandprogress,commerceandculture. Ourtinygeographicconfineshaveproducedcountlessleadersandinnovatorsfromfinancetotheatertoeducation. Thishasbeenaplacewheredrive,creativityandaboveallhardworkhavebeenrewarded.Workwasalways rewarded. Butnowwehavetofighttokeepitthatway.Becausenow,forsomanypeopleinNewYorkforsomanygood, hardworkingpeopleeventhebasicshavebecomeastruggle.Thethingswethinkpeopleshouldbeableto wakeupanddependoneveryday,thethingswethinkshouldbeagivenadecentplacetolive,theincometo supportafamily,abetterfutureforyourchildren.IntodaysNewYorkpeoplearestrugglingjusttoachievethose basics.Anditsourresponsibilitytoliftthemup,tohelpmakesurethateachandeveryNewYorkercanhavethose guaranteesagain. Wehavetorememberthatthebestandthebrightestarebornineveryneighborhood,ineveryzipcode. [Applause] Andwhatmarksajustsocietyisthatitallowsthemalltoreachtheirpotential. Butwerenottherenow.Andifwecantgetthereagain,werisklosingsomuchofwhatmakesNewYorkNew York. Soletstalkaboutthethingsweneedtodo. Inaprogressivecity,theresequaleducationalopportunityforeverychild.Everychild. [Applause]

Whenweembarkedonourefforts,wesaidthatthethingsweweregoingtodo,thechangesweweregoingto makewouldntjustbeinoneneighborhoodoranother.Itwouldntjustbeapilotprogram.Ourgoalwastocreate somethinguniversal,becausetheproblemsweresodeep.Wecouldntjusthelpthefew,wehadtoreachacross thespectrum.Wehadtoreacheveryone.AndIlltellyouwhenwedothat,whenwemakethatkindofinvestment whenitssomethingacrossthewholecity,acrossthewholesociety,peoplecanfeelthatitrepresentsourvalues andourpriorities.Andyouknowwhofeelsitthemost?Ourchildren.Ourchildrenknowwhentheyrebeing investedin.Theyknowwhenwethinktheyreallyareourfuture,becauseweinvestinthem. [Applause] Andsoweactedonthatvision.Andintheselastweeks,wesecuredthemoststatefundingforpreKinthehistory ofNewYorkStatefortheCityofNewYork. [Applause] WhenIsaywe,Imeaneveryoneinthisroom,becauseyoumadethedifference.Now,startingthisSeptember, tensofthousandsmoreNewYorkchildrenwillhavefulldaypreKtensofthousandsmore. [Applause] Andtherearecynicsouttheretryingtoconvinceussometimesthatthethingsweseebeforeourveryeyesarent true.Butletmeremindthemoftheresearch,becausethejuryisbackandtheresearchisclearpreKisoneof thebestthingswecandotolaunchkidsonasuccessfuleducationalcareer,andasuccessfullifeahead. [Applause] Studieshaveshowntimeandagainthatchildrenwhogetfullday,highqualitypreKexactlythekindwewill producethattheyrebetterpreparedtobeginschoolthanthosethatdonthaveit.Theyhavebettervocabularies andmathskills.Theyarelesslikelytobecomedelinquentlaterinlife.Theyaremorelikelytobecomeemployed consistentlylaterinlife. Thosearethestudies,thatstheacademicresearch.LetmetellyouaboutsomethingIsawjustafewdaysago.I wasreadinganotedworkofliterature,TheVeryHungerCaterpillar [Laughter] toapreKclass.LuckilyIhadreaditmany,manytimesbeforetoDanteandChiara.Iwasreadyforalltheplot twists.IwasreadingittoapreKclassatP.S.239inRidgewood,Queens.Oneofthestudentshadntsaidmuch. Alotofthemwereveryengaged,veryactive,butone4yearoldboyinthebackoftheroomfinallygotupthe gumption,raisedhishand,andhehadawordhewantedtosharewiththerestoftheclass,oneofthevocabulary wordstheyhadlearnedbecauseofreadingthisbook. Sothispreviouslyshy4yearoldboyinQueensraiseshishandandIcalleduponhim.Andhesays,proudly, Metamorphosis! [Laughter] IfthatswhatpreKdoes,IwantalotmorepreK.

[Applause] Andontopofthat,thousandsofstudentswillhaveaccesstoafterschoolprogramstheyneverhadbefore.Our goalistomakesurethateverymiddleschoolstudentinthiscityhasfree,availableafterschoolsotheyllbesafe, theyllbelearning [Applause] Andsotheirparentscangotoworkwithalittlelessworry. IrecentlyvisitedanafterschoolprogramatMS331intheMorrisHeightsneighborhoodoftheBronx.Theretheygo Bronxisinthehouse. [Laughter] IwentwithChancellorFariaandwewerebothentrancedbywhatwesaw. Itisawonderfulprogramofferedeverythingfromhomeworkhelptoartsandculture. Andwesawagroupofmiddleschoolgirlsandtheyweredoingadanceroutine.Andtheywerepreciseandthey werefocusedandtheywereenergeticandtheywerehelpingeachother.Theywerecritiquingeachother.They wereworkingtogetbetterwitheveryattempt.AndIstartedtalkingtothemandtheytalkedabouteachotherand howonehadbeenshyuntiltheygotintotheafterschoolprogram,howonedidntparticipateinclassuntiltheygot intotheafterschoolprogram.Oneofthemsaidshedidntdoherhomeworkasmuchuntilshegotintothe afterschoolprogram. Thesewerechildrenfullofenergyandlifeandpurposeandhope,andtheyweresafe.Andtheyweregettingbetter everyday.Andthatiswhatafterschoolisabout. [Applause] Theresalottodoinaprogressivecity.Andinthatkindofcity,aggressivecrimefightingandhonoringthedignityof allNewYorkers,theyarentmutuallyexclusiveideas.Theyareideasthatgohandinhand. WevebegunaneweraintherelationshipbetweentheNYPDandthecommunitiesitserves. AndIwanttogiveyouoneexampleofjusthowmuchhaschanged,justhowmuchwehavealltraveledapath togetherinthelasttwoyears. Afewyearsago,ayoungmannamedNicolasPeart,ayoungmanfromHarlem,wroteanopedaverypowerful opedintheNewYorkTimesthatdescribedthatdespitetryingtodoeverythingrightgoingtoschool,and pursuinghisdreamsandabidingbythelawhehadalreadybeenstoppedandfriskedfivetimes.Andithad takenatollonhim.Butinsteadofgoingintohisshell,hedecidedtotakeaction.Nicolasjoinedwithothers,fileda civilrightslawsuit.Oneofthelawsuits,I'mproudtosay,werecentlysettled. [Applause] Andhere'sthereality.He'sagoodyoungman.He'sthekindofyoungmanwewantbuildingthefutureofthiscity. Buthewasbeingdiscounted.Hewasbeingtreatedaspartoftheproblem.Infact,allalong,hewaspartofthe solution.Andherespondedtotheinjusticethatheexperiencedwithmaturity,withintelligence,withtenacity.He workedthroughthesystemandheshowedthatthesystemcouldwork.So,inaprogressivecity,wecelebratea youngmanthatwasonceshunned,andnowwecanlooktoasanexampletousall.

[Applause] Justthisweek,Igottoseemoreofthechangehappening,whenIaddressedanewclassofNYPDcadets.Andit wasreallyaninspirationtoseethem.Youngmenandwomenofeverybackground,fromeverycornerofthecity. Theyworkedsohardtogettotheacademy.Theybelievedinthiscity.Theybelievedinpublicservice.Theywantto helpothers.Andnow,they'rereceivingadifferentkindoftrainingtrainingthatfocusesonbuildingpartnerships, buildingfaithandtrustbetweenpoliceandcommunityforthegoodofall,andforthesafetyofall.Andthey embracedthatvision.AndtheyarepartofNewYork'sbrightfuture. Now,intheprogressivecity,wemakesurethatpeoplearesafeinmanyways.Wemakesurethey'resafefrom economicdislocation.Wemakesurethatsomethingassimpleasanillnessdoesn'tmeanlostwagesorlost jobs.Andthat'swhy,justintheselastweeks,Isignedlegislationthatincreasedandextendedpaidsickleave coverageforoverhalfamillionmoreNewYorkers. [Applause] We'regoingtohonorfamily.We'regoingtohonorwork.Wehavetogivepeopleachancetomakeit.Wehaveto givethemsomestability.Wehavetobethereforthemwhenthechipsaredown.Paidsickleaveisoneofthose simplebutfundamentalthingswedotohelppeopleweatherthestormsoftheirlives,tohelpthembetherefor theirchildrenwhentheirchildrenaresick,andknowthattheywon'tlosethatcrucialday'spay,ortwodays'pay,ora week'spay,thatsofewNewYorkerscanaffordtolose. Andbytheway,foryearsandyears,despitethehardworkofsomanypeopleinthiscity,wecouldn'tevengeta voteonthislegislation.ButnowitisthelawofNewYorkCity,andweareproudofthatfact. [Applause] Bytheway,paidsickleavedoesn'tjustprotectworkingpeople,italsohelpstobuildgreatcompanies.Moreand more,I'mtalkingtobusinessownersaroundthiscitywhorecognizeandembracethenotionthatahealthierwork forceisgoodforeveryone,thataworkforcethat'srespectedandtakencareofisgoodforeveryone.They understandthatthatbuildsloyalty,thatbuildsproductivity,thatbuildslongevityandjobs. AndI'lltellyou,wesignedthelegislationatanamazingcompany,Steve'sIceCreaminGreenpoint,Brooklyn.The ownerofthecompany,DavidStein,explainedtoallofusthathebelievedincreatingaqualityproduct.Todothat, heneededqualityworkers.Heneededcommittedworkers.Heneededworkerswhofeltthatthecompanywas somethingspecialtothem,andtheworktheydidwasspecialtothem.So,hebelievesinpaidsickleavebecause hewantshisworkerstoknowthey'reinvestedin,too.AndIcantellyou.Itwasinspiring.AndIfeltitwasonlythe rightthingtodotodoatastetesttoaffirmhisphilosophy,anditistruethatthedevotionofhisworkershascreated afabulousicecream. [Laughter&applause] Andinaprogressivecity,wedoeverythingwecantomakesurethatpeoplecanaffordtoliveinandstayinthe neighborhoodstheylove.That'spartofwhatmakesNewYorkwhatitis.Amixofallofus.Aplaceforeveryone.So, we'vebegunontheroadoffulfillingourcommitmenttocreating200,000unitsofaffordablehousingthatthiscity desperatelyneeds. [Applause] Letmeputthatinhumanterms.Thatwillbeenoughhousingforbetween400,000and500,000NewYorkers. Now,atthesametime,we'llbecreatingjobs.Andwe'llbefocusedonmakingsurethoseconstructionjobsaswe createthathousing,themaintenancejobsaswecreatethathousingthatasmanyofthemaspossiblewillgoto residentsofthecommunitiesinwhichthehousingisbuilt.Wehavetocreateopportunityforthem. [Applause] Andasmany,manypeopleaskedmeoutonthecampaigntraillastyear,whatdoesaffordablemean?Oneofthe questionsIgotmostoftenfromyouknow,NewYorkersareshyandretiring.Theyrarelytellyouwhatthey'rereally feeling.Alotofpeoplewantedtoknowthat.So,webelieveinaffordablehousingthatreachesthroughthewhole incomespectrum.Folkswhomaketheleast,upthroughfolkswewouldconsiderworkingclass,andmiddle class.Weneedeveryonetohaveanopportunity. [Applause] Andsowe'velooked,fromthebeginning,foreverychancetodomore,tosaytotherealestateindustry:We'llwork withyou,butthepublicmustgetitsfairshare.WelookedattheDominoSugarplaninBrooklyn.Wesaid,wethink

wecangetmore.Andso,asaresultoftoughbutfairnegotiations,therewillnowbe110,000squarefeetmoreof affordablehousinginthatproject. [Applause] Alltogether,over700unitsofpermanentaffordablehousing32percentofthetotalunitsinthatprojectwillbe affordable. WelookedattheHudsonYardsDevelopmentaveryimportantpartofthefutureofthiscity.Wesaidwehaveto makesureitcreatesmoreopportunityforpeople.1600jobsinthatdevelopmentwerenotslatedtopaylivingwage wages.Butwefeltitwasimportantforworkingpeopletogetenoughmoneytoactuallyfeedafamily,toactually takecareofthemselves.Andnow,basedontoughbutfairnegotiations,those1,600jobswillpayalivingwage. [Applause] InEastNewYork,werecentlybrokegroundjustafewdaysagoonanamazingaffordablehousingdevelopment calledLivoniaCommons.It'samultistageprojectthatwillcreate278unitsofaffordablehousing.Andtothegreat credittoeveryoneinvolved,therewasacommitmenttohiringlocally,toworkingwithcommunityorganizationsin EastNewYork,tomakesurethepeoplewhooftenhaven'tgottenopportunitywouldfinallygetit,creatingthe housingthattheirowncommunitywouldbenefitfrom.Thatisthedirectionthatwewilltakeourplansinthefuture. Thatisthedirectionwebelieveinforcreatingamorefaircity. So,you'veheardmetalkaboutsomeofthestepswe'vetakenandwhywe'vetakenthem.NowI'dliketojusttakea moment,foryoutohearfromsomeNewYorkerswhohaveseenthisvisionofaprogressivecityatwork,anditwill tellyouwhatitmeansfortheirlives. Wevemadeourbeginningtheselast100days.AndPlatowrote,Thebeginningisthemostimportantpartofany workforthatisthetimeatwhichthecharacterisbeingformed.Andsothatstatementepitomizesourfeelings aboutthese100days.Thethemes,theideasthatwefocusedonofgovernmenteffectiveness,equality,and inclusionarethesameonesthatwillguideallofourworkinthemonthsandyearsahead,takingonsomeofthe biggestchallengesweface. Letstalkforamomentabouteducation.Ourgoals,ourbeliefs,ourmissionistoreacheverychild.Itbeginswith investmentslikefulldaypreKforallandafterschoolprogramsforeverymiddleschoolstudent.Thoseare structuralchanges.Thosearefoundationswelayformuchbiggerchanges.And,again,theyreuniversalinnature, becausewerenotgoingtofixsomethingthatsbrokenwithhalfmeasuresandsmallsteps. AfewweeksagoIspokeatRiversideChurch.Ilaidoutavisionforimprovingneighborhoodschoolsacrossthe city.AndoneofthemostfundamentalthingsIsaidiswerenotgoingtoallow,anylonger,thenotionofaschool thatcantbefixedoraneighborhoodschoolthatparentsdontfeelcomfortablesendingtheirkidsto.Thathasto beathingofNewYorkCityspast. [Applause] Sobigchanges,likepreKandafterschool,notonlyupliftthechildrenandfamilieswhobenefitimmediatelyit startstoupliftourwholeschoolsystem.Yearafteryear,generationaftergeneration,eachyearweregoingtosee betterprepared,bettersupportedstudentswithmoretimeintheclassroom.Andthatwillliftallboats. Buttheressomuchmoretodo.Wehavetofocusonparentsbecausetooofteninrecentyears,parentswere treatedasbystanders.

[Applause] LetmesayasaNewYorkCitypublicschoolparentmyself,wearenotbystanderswearestakeholders. [Applause] Andsystematicallyembracingtheroleofparentsintheirownchildrenseducation,strategicallyengagingthem, makingiteasierforthemtobepartofupliftingtheirownchildren,makingiteasierforthemtobepartofmaking theirschoolbetterthatswhatwesetouttodo. Andweknowthatthebestwaytobuildonwhatwevealreadystartedistocontinuetobringinthehighestquality teachers.Itsnotenoughtojustrecruitthem.Itsnotenoughtosignthemupforayear.Wehavetokeepthem.And inthisarea,sadly,theCityofNewYorksbeengoingbackwardsinrecentyears.In2008,only15percentof midcareerteachersresigned.By2013,fiveyearslater,thatnumberhadtripledto43percent.Devoted,capable teachersleavingtheprofessionorleavingtheworkofourschoolsforotherschoolsystemswehavetoturnthat around.Wehavetoattractthebestandthebrightest,continuetotrainthemandmakethembetter,holdthemto highstandards,andkeepthemsoourschoolsystemcanmoveforward. [Applause] And,aseveryparentknows,whereverwecan,wheneverwecan,particularlyattheyoungergrades,wehaveto starttheworkofreducingclasssize,becausethatssofundamentaltoimprovingeducationalquality. Sowewanttofocusonthethingsthatareintrinsicearlychildhoodeducation,extendingtheschooldaythrough afterschool,involvingparentsmoredeeplyintheeducationoftheirchildren,recruitingandkeepingthebest teachers,reducingthesizeofclasses.Thesearefundamentals.Theyhaventalwaysgottentheattentionthey deservetheycertainlydidntgettheinvestmenttheydeserve.Butthisishowyoumakechange. [Applause] Weregoingtomakesurethatfewerandfewerchildrenareintrailersbecauseyoucantlearnthewayinatrailer youcaninaclassroom. [Applause] ButIlltellyouwhatwewontdo.Wewontcontinueamisguidedpolicyapolicythathasfrustratedparentsso deeply,thathastakenusonthewrongpath,thatswarpedourassumptionsaboutwhatrealeducationis.Were goingtoineverywaywecan,moveawayfromhighstakestesting. [Applause] Becauseitstandstoreasonthatinevaluatingachildoranyoneofus,theressomuchmoretoitthanjustasingle standardizedtest.Weregoingtolookatallthemeasures,allthethingsthatmakeuptheworkofouryoung people.AndImvery,veryproudtosaythatyesterday,ourDepartmentofEducation,ledbyourextraordinary chancellor,CarmenFaria,tookanhistoricstep,formallyreducingtherelianceonstandardizedtestingforgrades threethrougheightagreatbeginningonmakingareformthatwedesperatelyneed. [Applause]

SoasIsaidatRiversideChurch,wewilldothiswork.Wewilldoittogether.Wewilldoitatthegrassroots.Wewill doitinaninclusiveway.Becauseweneedallourchildrentosucceed.Itdoesntmatteriftheygoatraditional publicschool,acharterschool,areligiousschooltheyallwillshapethefutureofNewYork.Andwewillworkwith allofthemtogetitright. Letmetalktoyouquicklyaboutafewotherareaswherewehavetodothingsdifferently.Youknow,almosthalfa millionNewYorkersliveinpublichousingalmosthalfamillionpeoplewhoareonlyaskingforfairness.Fora longtimeitseemedmayoraladministrationsdidntentirelyembracetheirresponsibilitiestotheHousingAuthority. Therewasalotoftalkaboutmayoralcontrolofeducationrightfullyso.Therewasntalotoftalkaboutmayoral responsibilityfortheHousingAuthority.Wellthosehalfmillionpeopledeservethatsenseofresponsibilityand accountabilityatCityHall. [Applause] Sowevesaidfromthebeginningweregoingtodothingsdifferentlyanditbeginswithrepairingpeopleshomes. Itbeginswithtreatingthemwiththedignityandrespecttoactuallymaketheirapartmentsgoodandcleanand usableforthemagain.So,weprovidedtheresourcesthatNYCHAhadbeenstarvedofforsolong.Letmegiveyou alittleexample.Lastyear,oncomplexrepairsneededinapartments,majorplumbingproblems,andotherthings thattookveryskilledlabor,atypicalresidentwaited,onaverage,250daysforarepair.Now,thisyearatthesame time,theywait50days. [Applause] Butwhenitcomestobasicrepairs,theeverydaythingsthatmatteralotinpeoplesliveslastyear,atypical NYCHAresident,onaverage,waited150daysforeventhemostbasicrepairs.Thisyear,theywaitfivedays. [Applause] AndIwanttothanktheleadershipatNYCHAandallthehardworkingpeoplethereforsayingwecandobetterand wewilldobetter.Andtheyveprovenitspossible. [Applause] Wecandoevenmore.BecausetheressomuchthatwecanachieveinNYCHAforthegoodofall.AndIvetalked abouttheamazingopportunitywehavedoingenergyretrofittinginallofourNYCHAbuildings.Itwilltaketime, theresnodoubt.Butitwillmakeourenvironmentcleaner.Itwillultimatelypayforitself.And,intheprocess,wewill providejobsforthepeoplewholiveinthosedevelopments.NowImentioned,almosthalfamillionNewYorkers liveinpublichousing. Letmegiveyouanothercategoryofalmosthalfamillionpeople.AlmosthalfamillionofourfellowNewYorkers areundocumented.ButtheyrestillourfellowNewYorkers. [Applause] Sothisyear,thisyearwillprovideanewmunicipalIDsotheycanliveabetterlifehereinourcity. [Applause]

Ifyoucantsignalease,ifyoucantgetabankaccount,ifyoucantdothebasics,ifyoucantevenprovewhoyou are,itdoesntfeellikeyoutrulybelong.Itdoesntfeellikeyourerespectedandembraced.Butthesehalfmillion NewYorkersarebuildingthiscityalongsideallofuseverysingleday,andwewilldobetterbythem. [Applause] NowletstalkaboutyetanotherareaaffectinghundredsofthousandsofNewYorkers.AnditbeginsinBrooklyn, butitssomethingwerefeelingalloverthecity.Somanypeoplewhoarewonderingwhethertherewillbe healthcareavailableforthemintheircommunity.Andtheyrewonderingitforagoodreasonbecausetheyve watchedoverthelastdozenyearsoveradozenhospitalsclosebeforetheirveryeyesinstitutionstheythought weresacredandpermanent,suddenlygone.Healthcarewasfartheraway,itwaslessaccessible.Butpeople needhealthcareeverywhere.Theyneeditequally.Theyneeditfairly.Inagrowingcity,infact,weneedmoreability toprovidehealthcare.Sowesaidwecoulddoitdifferently.Wesaidcouldusethetoolsofgovernmenttoprotect communityhealthcarefacilitiestoupdatethem,modernizethem,makethefinancesworkdifferentlyandbetter, butstillalwaysprotecthealthcareatthelocallevel,becausethatswherepeopleneeditintheirneighborhoods. [Applause] AndlookatLongIslandCollegeHospitalinBrooklyntoday.Justlastweek,adealwasreachedtokeephealthcare onthatsite,tokeepthatcommunityservedthewayitdeserved. [Applause] Andthatisjustthebeginning.AswestartwithourvisionforaBrooklynHealthAuthority,andwewillbuilditout acrossthefiveboroughs,actuallyusingthetoolsofcityandstategovernmenttogether,workingwithcommunity residents,listeningtotheirneeds,findingawaytomakeitwork,butstartingfromtheassumptionthatifhealthcare isnotprovidedsomewhereyoucanreachit,thenhealthcareissimplynotavailabletoyou.Andthatwillnothappen inourprogressivecity. [Applause] Finally,agroupofsomanythousandsofourfellowNewYorkers,whoveexperiencedsomethingveryhardto describeorexpress,becausetheyexperiencedtheworstnaturaldisasterinthehistoryofthiscitywhenSandy struck.Andforsomanypeoplethatmeantliterallyeverythingwasgone.Theirentirehomewasgone.Forsomany people,theirlivelihoodwasgone. Andletsbecleartheyvebeenwaitingalongtime.Thiswaithasntgiventhemalotoffaiththatgovernmentwas ontheirsideorhelpwasontheway.Andwevesaidwesimplywontstandidlyby.Sowemadeacommitment.I saidweregoingtotake$100millioninfederalfundingthatwasgoingelsewhereandweregoingtoputitinto rebuildingpeopleshomessotheycanrestoretheirlivesagain. [Applause] Weveaddednewleadership.Weveaddednewstaffing.Wevesaidveryclearly,upanddownthelineofcity government,thishastogetdone.Andwevemadeacommitmentaverypubliccommitmentthateveryone, everyonewhosehomewasdestroyedwillhavetheirhomerebuilt.Weowethattothemandwewillachieveit. Soletmejusttalkaboutthevisionwebringforward,bywayofclosing.Becausewehavetothinkaboutallthe thingsthatweneedtodoandwehavetothinkaboutwhatanimatestokeepthisworkmovingforward.Sometimes youhavetobreakitdowntothebasicswhydowedothiswork?Whyarewesoinvolvedinourcommunities? Whydoweengagethepoliticalprocess? SomeonewhospokesopowerfullyforadifferentandbettercountrysaiditinawayIamreallymovedbyRobert F.Kennedy.Hesaid,Everythingthatmakesourlivesworthwhilefamily,work,education,aplacetoraiseones childrenandaplacetorestonesheadallthisdependsonthedecisionsofgovernment.Therefore,our essentialhumanitycanbeprotectedandpreservedonlywheregovernmentmustanswernotjusttothewealthy, notjusttothoseofaparticularreligionoraparticularrace,buttoallitspeople. Thatsimpleconceptthatwemustanswer,wemustrespond,thatitsourobligationtoseeclearlywhatpeople areexperiencingandtodosomethingtomaketheirlivesbetter.Thatswhatwebelievein.Andwebelieveinthe kindofpoliticsthatempowerspeople. Wesawitlastyear.Lastyearselectionsentaclearmessagethepeopleofthiscitywantedacitygovernment thatwouldworkforeverysingleneighborhood.Andwesaidwewouldgivethemthat.Andinthese100days,weve advancedthatvisiontheideathatourprosperitycanbesharedbroadly,theideathateveryoneneedsopportunity again,orelsethecitysimplycantworkthewayitwasmeantto. Itwillnotsurpriseyouthatweveexperiencedsomeresistancefromsomepowerfulinterests.Therearesome peoplewhohaveastakeinthestatusquoanddontwanttoseethesechanges.Itsexpectedthatyouexperience oppositionwhenyoutrytomakechangesofthisnatureitsnothingsurprising,itsnothingnew.Our responsibilityistolookthatinthefaceandcontinueourworkanddeepenourwork. [Applause] Becausetherealpowertherealpowerresideswiththepeople. Grassrootspolitics,neighborhoodpolitics,tellsusthatthepeoplearealmostalwaysaheadoftheirleaders.Ill giveyoutheexamplesparentshavebeenpushingforexpandedpreKandafterschoolprogramsfordecades. Finallytheirvoiceshavebeenheard.Workingpeoplehavebeencallingforpaidsickleaveforyearsinthiscityand, finally,theirvoiceshavebeenheard.NewYorkersacrossthespectrumbutparticularlyparentsofcolor protestedtheabusesofStopandFrisk.TheygatheredpeoplefromalloverthecitygatheredonFathersDay 2012thatsilentmarchdownFifthAvenuesayingwecantgoingonlikethis,wehavetohealthiswoundand finallytheirvoiceshavebeenheard. Thatswhatwebelieveinthegrassroots,thepeoplesvoice.Thatswhatanimatesus.Thatswhatgivesme hope.Thatswhatgivesmestrength.Thatswhatgivesmeandallofusarenewedsenseofpurposeeachday. Thisstagewasknowntowelcomepeoplewhochallengedthestatusquo,whochallengedthatwhichwasunjust. AndoneAmericanwhoepitomizedthatnotionwasJamesRussellLowell19thcenturypoetandafierce abolitionist,whooncewrote,Fatelovesthefearless. Seizingthebigopportunitiesforchangerequiresheartandguts.ButNewYorkers,giventhatopportunityfor change,theyseethattheycanachievelikenootherpeople.Andthankstoallofyou,wevemadethisprogress overthese100days,becausewethoughtaboutitfromthelevelofourpeopleandourneighborhoodsandwhatit wouldmean.

Becauseoftheprogresswevemade,that4yearoldboyfromRidgewood,Queens,learningscientificconceptsin preK,mightsomedaybealifesavingsurgeoninoneofourneighborhoodhospitals.Becauseoftheprogress wevemade,thatmiddleschoolgirlfromMorrisHeights,carefullypracticingherdanceroutineswithherfriends, mightsomedayenthrallandinspireaudiencesatLincolnCenter,orinacommunitytheater.Becauseofthat progresswevemade,ayoungwomanfromSt.Georgewillonedaychangethelivesofourgrandchildrenasa greatteacher.Putthosechildrenonthepathtosuccessandwellrealizethatthesmallinvestmentwevemade nowbuiltourfutureprofoundly. Thatiswhataprogressivecitylookslike. Andyouveshowntheworldthatinthefaceofcrisisofeverykindandeveninthefaceofthatmostchallenging, mostcomplexcrisisofinequality,thatwewillact.Andtocontinuethismission,weneedyourhelp.Now,morethan ever,weneedyourhelp.WeneedyoutogooutinyourcommunitiesandmakesurefamiliessignupforpreKand afterschool.Weneedyoutokeepleadingtheway,keepshowingtheleadersthepath,holdingyourelected officialsaccountable.Weneedyoutokeepthismomentumoftheselast100daysgrowingallthetime. Wehavesomuchmoretodo,butweknowfromwhatweveaccomplishedalreadythatitcanandwillbedone.If youkeepupyourenergy,yourfocus,yourdrive,Ihavenodoubtthattogetherwewillbuild,onceagain,a progressivecityhere,inourbelovedNewYork.Thankyou.AndGodblessyou.
