Update on Proposed Bond Projects (updated February 4, 2014)

Green Space Acquisition: Property acquired to date includes the Echols Road property (2010), Windermere property (2009), Eagles Beak property (2009), McClure property (2009), Buice property (2009), Harrison property (2008) and Wallace Tatum property (2008). At their April 26, 2011 work session, the Forsyth County Board of Commissioners approved the conceptual master plans for the McClure, Buice, Harrison and Echols Road properties. The Board of Commissioners also approved development of construction documents for those properties. In October 2011, groundbreaking ceremonies were held for Chattahoochee Pointe (formerly referred to as the McClure property), Old Atlanta Park (formerly referred to as the Buice property), Caney Creek Preserve (formerly referred to as the Harrison property) and Haw Creek Park (formerly referred to as the Echols Road property). Construction of these four green space passive use parks was funded by a combination of the Parks, Recreation and Green Space Bond, SPLOST and Impact Fees. All four of the new parks opened in late June 2012. At their May 24, 2011 work session, the Forsyth County Board of Commissioners approved the conceptual master plan and development of construction documents for the Eagles Beak property. Northwest Community Park (land only): Forsyth County acquired the Wallace Tatum property in 2008 to be used for the Northwest Community Park and for green space. The conceptual master plan for this park was completed in February 2010, and reflects 60 acres for use as an active park and 120 acres for use as green space. The master plan concept also includes the potential location of a library, senior center and/or other county facilities on this property. At their November 3, 2011 meeting, the Board of Commissioners approved for the Fire Department to purchase three acres of the park property to serve as the location of new Fire Station 3, with the purchase funds for those acres going back into the Parks, Recreation and Green Space Bond account. At their December 15, 2011 meeting, the Board of Commissioners approved the development of construction documents for phase one of the park property. The timeline for implementing the conceptual master plan will depend upon future availability of funding. At their January 17, 2013 meeting, the Board of Commissioners approved naming this park Matt Community Park at Settingdown Creek. Construction documents are expected to be completed in February 2014 and will include four rectangle fields, two restroom buildings, parking area, maintenance shop, pavilion and walking trails. It is expected that this project will be bid out in spring 2014. North Community Park (land only): The Lanierland property was acquired in 2009, and is slated for use as an active park with green space. At their May 24, 2011 meeting, the Forsyth County Board of Commissioners approved the conceptual master plan and approved issuance of a request for proposals for development of construction documents for the Lanierland property. At their December 15, 2011 meeting, the Board of Commissioners approved the development of construction documents for the park, including an equestrian center in the plans for the property. At their January 17, 2013 meeting, the Board of Commissioners approved naming this park Lanierland Park. At their March 7, 2013 meeting, the Board of Commissioners approved returning to the original concept plan for the park with slight modifications, removing the equestrian center component and adding a BMX track. On September 5, 2013, the Board of Commissioners approved to move forward with the construction documents for Phase 1 of Lanierland Park excluding the venue area and BMX track. The construction documents are slated for completion in spring 2014. At their October 3, 2013 meeting, the Board of Commissioners approved a market analysis to determine the uses and projected performance of a Lanierland concert venue to assist the county when deciding to restore the venue.

Fowler Park: Fowler Park opened with a ribbon-cutting ceremony on February 25, 2011. Fowler Park features soccer/football fields, softball/baseball fields, an open area for special events, a teen play area with a skate park, tennis center, trail head for Big Creek Greenway, walking trails, playground, and concession/restroom buildings. A dog park opened at Fowler Park in July 2011. The Fowler Park Recreation Center opened with a ribbon-cutting ceremony on February 20, 2012. The construction of the recreation center was funded by a combination of the Parks, Recreation and Green Space Bond and Impact Fees. South Recreation Center: At their February 3, 2011 meeting, the Forsyth County Board of Commissioners approved construction of a recreation center on the Buice property (Old Atlanta Park). The Old Atlanta Park Recreation Center opened with a ribbon-cutting ceremony on February 15, 2012. Construction of this recreation center was funded by Impact Fees, on land acquired through the Parks, Recreation and Green Space Bond. Improvements to Existing Parks/All Purpose Building: Artificial turf fields were installed in 2009 at Sharon Springs, Midway and Bennett parks to support the heavy use of the fields at these parks. Improvements were completed at Sharon Springs Park in March 2010. This included replacement of fencing on the baseball and softball fields, upgrading the bathroom facilities, and the addition of a new playground. Concrete sidewalks were added to Bennett Park in June 2010. Fencing was also added and replaced on the parks baseball and softball fields. In August 2010, a press box was added at Central Park. Fencing was added for the youth football field and lighting was added to the parks walking trail. Expansion of the Central Park Recreation Center was completed in 2010. The expansion adds 15,000 square feet to the facility, and includes space for youth and adult programs as well as a large banquet room. A ribbon cutting ceremony for the expansion was held September 28, 2010. Improvements to the dog park at Windermere Park were completed in October 2010. This work included drainage improvements and a water fountain. Improvements were made in 2009 and 2010 at Coal Mountain Park. This work included the addition of shade sails over the playground, the addition of bleacher covers, the replacement of fencing on field four and the repaving of walking trails. A new restroom/concession building was added at Bennett Park in March 2010. Artificial turf rectangle fields were installed at Coal Mountain Park and Sawnee Mountain Park in August 2013. Artificial turf fields are slated for completion at Fowler Park and Joint Venture Park at Daves Creek by March 2014. Lake Park Improvements: A maintenance shop was constructed at Shady Grove Campground in 2009. A storm drain at Charleston Park was repaired in 2009. Renovation to improve 35 camp sites at Shady Grove Campground was completed in early 2011. At Charleston Park, the addition of mountain bike trails, a bridge to the bike trails, and a parking area are slated for completion by fall 2014. Aquatics Center: $10 million was funded to the city of Cumming in 2008 for construction of a city/county facility on Pilgrim Mill Road. The center opened in July 2011.

Big Creek Greenway Trail: Phases 4 and 5 of the multi-use trail have been designed. The design was done by Pond & Company. At the October 6, 2011 Board of Commissioners meeting, action was taken to proceed with the acquisition of right of way for Phase 4 only. At their October 17, 2013 meeting, the Board of Commissioners awarded the contract for construction of Phase 4, which will extend the trail by approximately 2.85 miles from the Bethelview Road trail head to Johnson Road. Construction is expected to be completed in late 2014. Expansion of the parking lot at the Bethelview Road trail head was completed in September 2010. A restroom facility was added at this trail head in spring 2011. A greenway trail head was added at the new Fowler Park. In 2012, a greenway trail head parking area was added at Union Hill Road. A restroom facility is expected to be added at this trail head in early 2014. Sawnee Mountain Preserve (Phase III): At their May 24, 2011 work session, the Forsyth County Board of Commissioners approved the conceptual master plan and approved issuance of a request for proposals for development of construction documents for Phase III of the Sawnee Mountain Preserve. At their December 15, 2011 meeting, the Board of Commissioners approved to move forward with development of construction documents for Phase III of the Sawnee Mountain Preserve. Construction documents for Phase III of the Sawnee Mountain Preserve, which is expected to feature nature trails, a playground, a pavilion and parking area, are slated for completion in February 2014. Eagles Beak Property (Etowah Blueway): The Eagles Beak property is approximately 225 acres located off of Old Federal Road near the Etowah River. At their May 24, 2011 work session, the Forsyth County Board of Commissioners approved the conceptual master plan and approved issuance of a request for proposals for the development of construction documents for the Eagles Beak property. The conceptual master plan for this passive park includes a series of trails and a canoe launch. The launch will be part of the Etowah Blueway, a series of canoe launches along the Etowah River. At their December 15, 2011 meeting, the Board of Commissioners approved to move forward with development of construction documents for the Eagles Beak property. At their January 17, 2013 meeting, the Board of Commissioners approved naming this park Eagles Beak Park. Construction documents are expected to be completed in February 2014 and will feature a canoe launch, restroom facility, parking area and trails. The first phase of this project is expected to begin in the summer of 2014. Joint Venture with Board of Education (to include Liberty Middle School and Chestatee Elementary School): At their June 6, 2013 meeting, the Board of Commissioners adopted a resolution authorizing and confirming board authorization to use $7.9 million from the Parks, Recreation and Green Space Bond funds for park projects at the countys Wallace Tatum and Lanierland properties, as a replacement for joint venture projects with the Board of Education at Liberty Middle School (LMS) and Chestatee Elementary School (CES) because the land is not conducive to the expected construction needs and would result in significantly higher cost and greater community disruption than was originally anticipated. In addition, these parks are located in the same school districts where LMS and CES are located.
