Under the general direction of the Public Safety Director, supervises staff involved in the enforcement of various Zoning Ordinances and City Codes. Participates in all phases of inspection and enforcement especially the more difficult and complicated activities. In addition, assists the public with various complaints and answers inquiries regarding code and ordinance requirements. Enforces the licensing codes for entertainers, cab and businesses. Directs the maintenance of departmental records and prepares regular reports of activities for administrative use by the City. ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Supervises staff and participates in the inspection and enforcement of Zoning Ordinances and various City Codes. Coordinates workloads and assigns officers to activities. Oversees the issuance of violation notices when non-compliance is found, assisting City Attorney and following up by making court appearances when necessary. Accepts the more difficult inquiries from citizens, contractors, etc., regarding complaints, code and ordinance interpretation, clarification on office policies and general questioning. Assists Zoning Board of Appeals by attending meetings and offering zoning expertise along with coordinating meetings, preparing and distributing agendas as needed.

Coordinates the activities of Animal Control and Ordinance Enforcement Officers, with any problems when needed. Supervises the record keeping activities essential to the department and prepares various reports regarding departmental activities. Performs a variety of personnel related activities, participates in the hiring of new departmental employees, trains employees, evaluates employees performance and disciplines employees as needed. Coordinates efforts with and/or assists other departments to eliminate duplication of efforts. Prepares departmental preliminary budget based on past experiences, present needs and future expectations. Monitors approved budget throughout the year to keep within budgeting guidelines. Directs the seasonal enforcement of the city's noxious weed program, supervising enforcement officer and contractual weed cutters. Performs the duties of lower classified departmental employees as workloads, temporary absences or emergencies dictate. Act as liaison between City Hall and citizens in matters relating to Ordinance Enforcement and Animal Control. Coordinate the licensing of entertainers, vendors and transient merchants; as well as cab and ice cream truck inspections for city licenses. Act as liaison between the City of Romulus and the Department of Natural Resources, other Conservation departments, County Health Department and Air Quality Division. Performs other duties as needed.

EDUCATION and/or EXPERIENCE: Education: Possession of a high school diploma or its equivalent. A minimum of an Associates Degree in Business Administration or technical training equivalent to college with coursework in law enforcement and business administration. Experience: A minimum of five years of law enforcement experience or experience involving the review and enforcement of Zoning and Animal Control Codes and Ordinances along with planning and land use experience or the equivalent. Law enforcement supervision/administrative preferred. Twelve months break-in period. LANGUAGE SKILLS: Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. CERTIFICATES, LICENSES, REGISTRATIONS: Possession of a valid Michigan vehicle operator's license.
