With the object of harmonious relation and securing the greatest measure of co-operation between the Government and the general body of its employees in matters of common concern and with the object further of increasing efficiency of the public service, the Government of India have established a machinery for joint consultation and arbitration of unresolved difference. Level of Joint Council
◦ National Council to deal with matter affecting all Central Government employees. ◦ Departmental Council to deal only with matters affecting the staff in a particular ministry.
