BE IT RESOLVED, That the Republican Party is the party of the open door. Ours is the party of liberty, the
party of euality of opportunity for all and fa!oritis" for none.
It is the intent and purpose of these rules to encoura#e and allo$ the broadest possible participation of all
!oters in Republican Party acti!ities at all le!els and to assure that the Republican Party is open and
accessible to all %"ericans.
BE IT &'RT(ER RESOLVED, That the follo$in# be and hereby are adopted as the Rules of the Republican
Party, co"prised of the rules for the election and #o!ern"ent of the Republican )ational *o""ittee until
the ne+t national con!ention, the rules under $hich dele#ates and alternate dele#ates shall be allotted to
the respecti!e states in the ne+t national con!ention and the rules under $hich such dele#ates and
alternate dele#ates shall be elected and under $hich contests shall be considered, and the rules of
business of this national con!ention.

Organi&ation of the
Republican National Co''ittee
The Republican )ational *o""ittee shall ha!e the #eneral "ana#e"ent of the Republican Party, sub,ect
to direction fro" the national con!ention. The "e"bers of the Republican )ational *o""ittee shall
consist of one -./ national co""ittee"an and one -./ national co""ittee$o"an fro", and the chair"an
of the state Republican Party of, each state. &or the purposes of this rule and all other rules, the definition
of 0state1 or 0states1 shall be that as defined in Rule )o. 23.

(ethod of #lection
-a/ 4here the rules adopted by a state Republican Party pro!ide a "ethod of election of the national
co""ittee"an and the national co""ittee$o"an, they shall be elected pursuant to such "ethod.
-b/ 4here the rules adopted by a state Republican Party do not pro!ide a "ethod of election of the
national co""ittee"an and the national co""ittee$o"an, and $here state la$s do pro!ide such a
"ethod of election, they shall be elected pursuant to such "ethod pro!ided by state la$s.
-c/ 4here neither the rules adopted by a state Republican Party nor state la$s pro!ide a "ethod of
election of the national co""ittee"an and the national co""ittee$o"an, the national con!ention
dele#ation fro" such state shall elect the".
-d/ %t each national con!ention, the roll shall be called and the dele#ates fro" each state shall report,
throu#h the chair"an of the dele#ation, the na"es of the elected national co""ittee "e"bers $hose
election shall be ratified by the national con!ention if other$ise in accordance $ith these rules.

Ter' of Office
-a/ )ational co""ittee"en and national co""ittee$o"en shall ser!e fro" the ad,ourn"ent of the
national con!ention until the ad,ourn"ent of the follo$in# national con!ention, and until their successors
shall ha!e been elected and ratified. &or seniority purposes, ne$ly elected co""ittee persons shall be
ratified in order of the date of their indi!idual election.
-b/ The duly elected and actin# chair"an of each state Republican Party shall be a "e"ber of the
Republican )ational *o""ittee durin# his or her ter" in office.

)acancies
-a/ Election of "e"bers to fill !acancies in the Republican )ational *o""ittee shall be ratified by the
Republican )ational *o""ittee upon their election by the state Republican Party in and for the state in
$hich the !acancy occurs.
-b/ The Republican )ational *o""ittee shall ha!e the po$er to declare !acant the seat of any "e"ber
$ho refuses to support the Republican no"inee for President of the 'nited States or Vice President of the
'nited States.
-c/ In the e!ent of the death, resi#nation, disualification, or disability of any officer of the Republican
)ational *o""ittee or "e"ber of a co""ittee of the Republican )ational *o""ittee, as enu"erated in
the Rules, such !acancy shall be filled by the sa"e body and in the sa"e "anner as pro!ided therein for
the election of such officer or officers or co""ittee "e"bers in the first instance.
-d/ In the e!ent of the death, resi#nation, disualification, or disability of any "e"ber of the Republican
)ational *o""ittee, the !acancy shall be filled accordin# to adopted Republican state party rules. If no
rule e+ists, !acancies shall be filled by "a,ority !ote of the Republican state co""ittee.

Officers of the Republican National Co''ittee
-a/ The officers of the Republican )ational *o""ittee shall consist of5
-./ % chair"an and a co6chair"an of the opposite se+ $ho shall be elected by the "e"bers of the
Republican )ational *o""ittee. E+cept as other$ise ordered by a "a,ority of the "e"bers of the
Republican )ational *o""ittee present and !otin# on the "atter, the chair"an and the co6chair"an shall
be full6ti"e, paid e"ployees of the Republican )ational *o""ittee. The chair"an shall be the chief
e+ecuti!e officer of the Republican )ational *o""ittee. The chair"an or co6chair"an "ay be re"o!ed
fro" office only by a t$o6thirds -278/ !ote of the entire Republican )ational *o""ittee.

year. %ll officers, e+cept the !ice chair"en, shall be no"inated fro" the floor and shall ha!e at least the
"a,ority !ote of the Republican )ational *o""ittee "e"bers in each of three -8/ states in order to ha!e
their na"es placed in no"ination. There shall be no no"inatin# co""ittee.
-c/ The ei#ht -9/ !ice chair"en shall be elected at re#ional caucuses by the Republican )ational
*o""ittee "e"bers of the four -:/ re#ions and shall be residents of and Republican )ational *o""ittee
"e"bers fro" their respecti!e re#ions. The election shall ta;e place in Aanuary of each odd6nu"bered
year. The election of !ice chair"en shall not reuire confir"ation by the Republican )ational *o""ittee.
-d/ The chair"an shall appoint a #eneral counsel for the Republican )ational *o""ittee, $ho $ill also
ser!e as counsel to co""ittees and subco""ittees of the Republican )ational *o""ittee, and a
chair"an of the Republican &inance *o""ittee, both of $ho" shall be confir"ed by the Republican
)ational *o""ittee and shall ser!e at the $ill of the chair"an. In the e!ent of the death, resi#nation,
disualification or disability of the chair"an of the Republican )ational *o""ittee, the #eneral counsel for

the *hair"an of the Republican State *hair"enCs %d!isory *o""ission, three -8/ "e"bers to be
appointed by the chair"an, and ei#ht -9/ additional "e"bers to consist of one -./ "an and one -./
$o"an elected by and fro" each of the four -:/ re#ional caucuses in Aanuary of each odd6nu"bered year.
In the e!ent of the death, resi#nation, disualification or disability of the chair"an of the Republican
)ational *o""ittee, each "e"ber of the E+ecuti!e *o""ittee appointed by the chair"an of the
Republican )ational *o""ittee shall continue to ser!e in office until such ti"e as the !acancy in the
chair"anship has been filled pursuant to Rule :-c/ and the "e"berCs successor is appointed by the ne$

candidate for Vice President of the 'nited States.
-c/ The E+ecuti!e *o""ittee shall "eet on the call of the chair"an and such "eetin#s shall be held at
least t$ice in each year. In addition, upon $ritten petition of at least t$enty6fi!e percent -2DE/ of the
"e"bers of the E+ecuti!e *o""ittee, the chair"an, $ithin ten -.F/ days of his receipt of said petition,
shall call a "eetin# of the E+ecuti!e *o""ittee to be held in a city to be desi#nated by the chair"an. The
date of such "eetin# shall fall bet$een ten -.F/ and t$enty -2F/ days fro" the date of the call. The
"inutes of all E+ecuti!e *o""ittee "eetin#s shall be distributed as pro"ptly as practicable to all
"e"bers of the Republican )ational *o""ittee.

shall #o!ern in all "eetin#s of the Republican )ational *o""ittee and its co""ittees insofar as they are
applicable and not inconsistent $ith these rules.
-b/ %ll "eetin#s of the Republican )ational *o""ittee and all of its co""ittees shall be open "eetin#s,
e+cept as pro!ided for by RobertGs Rules of Order.
-c/ % "e"ber of the Republican )ational *o""ittee "ay #i!e a $ritten and $itnessed pro+y to an eli#ible
and declared Republican !oter of the sa"e state, $hich shall be effecti!e for one -./ "eetin# and "ay
include all co""ittees of the Republican )ational *o""ittee and other "eetin#s held in con,unction $ith
the Republican )ational *o""ittee "eetin# that the pro+y #rantor is eli#ible to attend. % "e"ber of a
co""ittee of the Republican )ational *o""ittee "ay #i!e a $ritten and $itnessed pro+y to an eli#ible
and declared Republican !oter of the sa"e state or to a "e"ber of the "e"berCs state dele#ation to the
Republican )ational *o""ittee. Pro+ies to attend Republican )ational *o""ittee "eetin#s shall be filed
$ith the secretary of the Republican )ational *o""ittee. Pro+ies to attend a co""ittee of the Republican
)ational *o""ittee shall be filed $ith the chair"an of the respecti!e co""ittee. &or any co""ittee of
the Republican )ational *o""ittee $here "e"bers are elected by re#ion, those co""ittee "e"bers $ho
ha!e been elected by their re#ion "ay #i!e a $ritten and $itnessed pro+y to a "e"ber of the "e"berCs
re#ional caucus $ithin the Republican )ational *o""ittee, $ith the appro!al of that caucusC re#ional !ice
chair"en? those "e"bers $ho ha!e been appointed by the chair"an "ay #i!e a $ritten and $itnessed
pro+y to a "e"ber of the Republican )ational *o""ittee, $ith the appro!al of the chair"an of the
Republican )ational *o""ittee.
-d/ )o !otes -e+cept elections to office $hen properly ordered pursuant to the pro!isions of RobertGs Rules
of Order/ shall be ta;en by secret ballot in any open "eetin# of the Republican )ational *o""ittee or of
any co""ittee thereof.
-e/ % prayer and the pled#e of alle#iance shall be conducted at the be#innin# of all "eetin#s of the
co""ittees listed in these rules, includin# "eetin#s of all subco""ittees, i""ediately follo$in# the call
to order by the chair"an.

(eetings of the Republican National Co''ittee
-a/ The Republican )ational *o""ittee shall "eet at least t$ice in each year. % tentati!e a#enda for each
"eetin# shall be "ailed to the "e"bership at least ten -.F/ days prior to such "eetin#. The "inutes,
includin# all resolutions and "otions, shall be "ailed to all "e"bers of the Republican )ational
*o""ittee $ithin thirty -8F/ days after the close of the "eetin#.
-b/ The first "eetin# of the Republican )ational *o""ittee shall ta;e place $ithin fi!e -D/ days after the
ad,ourn"ent of the national con!ention. Such "eetin# and all other "eetin#s of the Republican )ational
*o""ittee shall ta;e place upon call of the chair"an or, in case of a !acancy in the chair"anship, upon
call of the co6chair"an or, in case of a !acancy in the chair"anship and the co6chair"anship, upon the
call of the !ice chair"an senior in ti"e of ser!ice as a "e"ber of the Republican )ational *o""ittee?
pro!ided, ho$e!er, that such call shall be issued at least ten -.F/ days in ad!ance of the date of the
proposed "eetin#, e+cept that if one of the purposes of a "eetin# of the Republican )ational *o""ittee
is to fill a !acancy in the office of Republican candidate for President of the 'nited States or Republican
candidate for Vice President of the 'nited States then only fi!e -D/ days notice of the purpose, date, and
place of said "eetin# shall be reuired. 'pon $ritten petition of si+teen -.3/ or "ore "e"bers of the
Republican )ational *o""ittee, representin# no fe$er than si+teen -.3/ states, filed ,ointly or se!erally
$ith the chair"an, reuestin# a "eetin# of the Republican )ational *o""ittee, it shall be the duty of the
chair"an, $ithin ten -.F/ days fro" receipt of said petition, to issue a call for a "eetin# of the Republican
)ational *o""ittee, to be held in a city to be desi#nated by the chair"an, the date of such called "eetin#
to be not later than t$enty -2F/ days or earlier than ten -.F/ days fro" the date of the call.

0illing )acancies in No'inations
-a/ The Republican )ational *o""ittee is hereby authori<ed and e"po$ered to fill any and all !acancies
$hich "ay occur by reason of death, declination, or other$ise of the Republican candidate for President of
the 'nited States or the Republican candidate for Vice President of the 'nited States, as no"inated by the
national con!ention, or the Republican )ational *o""ittee "ay recon!ene the national con!ention for the
purpose of fillin# any such !acancies.
-b/ In !otin# under this rule, the Republican )ational *o""ittee "e"bers representin# any state shall be
entitled to cast the sa"e nu"ber of !otes as said state $as entitled to cast at the national con!ention.
-c/ In the e!ent that the "e"bers of the Republican )ational *o""ittee fro" any state shall not be in
a#ree"ent in the castin# of !otes hereunder, the !otes of such state shall be di!ided eually, includin#
fractional !otes a"on# the "e"bers of the Republican )ational *o""ittee present or !otin# by pro+y.
-d/ )o candidate shall be chosen to fill any such !acancy e+cept upon recei!in# a "a,ority of the !otes
entitled to be cast in the election.

Co''ittees of the
Republican National Co''ittee
-a/ There shall be the follo$in# co""ittees5
-./ There shall be a Standin# *o""ittee on Rules of the Republican )ational *o""ittee, co"posed of
one -./ "e"ber of the Republican )ational *o""ittee fro" each state, to re!ie$ and propose
reco""endations $ith respect to the Rules of the Republican Party. The "e"bers of the Republican
)ational *o""ittee fro" each state shall caucus, and by "a,ority !ote, choose fro" their nu"ber $ithin
ei#ht -9/ "onths follo$in# the national con!ention appointees to ser!e on this co""ittee. If the "e"bers
of the Republican )ational *o""ittee fro" any state do not $ithin this period sub"it to the chair"an of
the Republican )ational *o""ittee their choice to ser!e on the Standin# *o""ittee on Rules, the
chair"an of the Republican )ational *o""ittee shall select, fro" a"on# the "e"bers of the Republican
)ational *o""ittee fro" each such state, one -./ "e"ber to ser!e on the Standin# *o""ittee on Rules.
The chair"an of the Standin# *o""ittee on Rules, and such other officers as the Standin# *o""ittee on
Rules shall dee" necessary, shall be elected by the co""ittee fro" a"on# its "e"bers.
-2/ There shall be a *o""ittee on Resolutions, $hich shall be co"posed of t$o -2/ "e"bers of the
Republican )ational *o""ittee fro" each of the four -:/ re#ions described in Rule )o. D, elected by the
"e"bers of the Republican )ational *o""ittee fro" each such re#ion, and a chair"an appointed by the
chair"an of the Republican )ational *o""ittee fro" a"on# the "e"bers of the Republican )ational
*o""ittee. This co""ittee shall consider all resolutions sub"itted by any "e"ber for adoption by the
Republican )ational *o""ittee and shall report to the Republican )ational *o""ittee all resolutions
ti"ely sub"itted to it to#ether $ith its reco""endations for adoption, a"end"ent, or other disposition.
The *o""ittee on Resolutions shall report out, $ithout a"end"ent and for consideration by the
Republican )ational *o""ittee, any resolution sub"itted in $ritin# and supported by at least one -./
"e"ber of the Republican )ational *o""ittee fro" each of ten -.F/ states $hich is dated and sub"itted
to the *hair"an of the Resolutions *o""ittee at least thirty -8F/ days before any re#ularly called "eetin#
of the Republican )ational *o""ittee or at least ten -.F/ days before a specially called "eetin#.
-8/ The Republican )ational *o""ittee shall create a Bud#et *o""ittee and any subco""ittees thereof
$hich it dee"s desirable to $hich it "ay dele#ate the responsibility of de!elopin# a bud#et and re!ie$in#
inco"e and e+penditures of the Republican )ational *o""ittee. The Bud#et *o""ittee shall be
co"posed of se!en -H/ "e"bers of the Republican )ational *o""ittee, three -8/ of $ho" shall be
appointed by the chair"an of the Republican )ational *o""ittee to ser!e at the $ill of the chair"an and
one -./ of $ho" shall be elected by each of the four -:/ re#ional caucuses in Aanuary of each odd6
nu"bered year -as pro!ided in Rule )o. D-c// and the follo$in# shall ser!e as e+ officio "e"bers of the
Bud#et *o""ittee5 the chair"an, co6chair"an, and treasurer of the Republican )ational *o""ittee, and
the chair"an of the Republican &inance *o""ittee. The chair"an of the Republican )ational *o""ittee
shall "a;e e!ery effort in such appoint"ents to ensure that an eual nu"ber of "en and $o"en ser!e on
the Bud#et *o""ittee. The chair"an of the Republican )ational *o""ittee shall appoint the chair"an of
the Bud#et *o""ittee fro" a"on# the "e"bers thereof.
-i/ The annual bud#et shall be appro!ed at the first "eetin# of the Republican )ational *o""ittee held in
each year. The proposed bud#et, in reasonable detail, shall be "ailed to all "e"bers of the Republican
)ational *o""ittee at least ten -.F/ days prior to such "eetin#.
-ii/ In the e!ent of the death, resi#nation, disualification or disability of the chair"an of the Republican
)ational *o""ittee, each "e"ber of the Bud#et *o""ittee appointed by the chair"an of the Republican
)ational *o""ittee shall continue to ser!e in office until such ti"e as the !acancy in the chair"anship
has been filled pursuant to Rule :-c/ and the "e"berCs successor has been appointed by the ne$
chair"an of the Republican )ational *o""ittee.
-:/ There shall be a *o""ittee on the Site of the Republican )ational *on!ention, $hich shall be
co"posed of t$o -2/ "e"bers of the Republican )ational *o""ittee fro" each of the four -:/ re#ions
described in Rule )o. D, elected by the "e"bers of the Republican )ational *o""ittee fro" each such
re#ion, and a chair"an appointed by the chair"an of the Republican )ational *o""ittee fro" a"on# the
"e"bers or officers of the Republican )ational *o""ittee. This co""ittee shall be responsible for
in!esti#atin# potential sites for the ne+t national con!ention and for reco""endin# a site to the
Republican )ational *o""ittee for selection. This co""ittee shall be selected no later than t$o -2/ years
follo$in# the presidential election.
-D/ There shall be a *o""ittee on %rran#e"ents to plan for and "ana#e the ne+t national con!ention.
The chair"an and the co6chair"an of the Republican )ational *o""ittee shall be "e"bers of the
*o""ittee on %rran#e"ents and the chair"an of the Republican )ational *o""ittee shall appoint to the
*o""ittee on %rran#e"ents at least one -./ "e"ber of the Republican )ational *o""ittee fro" each
state. The chair"en of the *o""ittee on %rran#e"ents and of its subco""ittees shall be appointed by
and ser!e at the pleasure of the chair"an of the Republican )ational *o""ittee fro" a"on# the
"e"bers of the *o""ittee on %rran#e"ents and, to#ether $ith such other officers as shall be elected by
the *o""ittee on %rran#e"ents, shall be "e"bers of the E+ecuti!e *o""ittee of the *o""ittee on
%rran#e"ents. The chair"an of the Standin# *o""ittee on Rules and the chair"an of the *o""ittee on
*ontests shall also be "e"bers of the *o""ittee on %rran#e"ents.
-3/ There shall be a *o""ittee on the *all, co"posed of a chair"an and at least se!en -H/ "e"bers of
the Republican )ational *o""ittee $ho shall be appointed by the chair"an of the Republican )ational
*o""ittee. This co""ittee shall assist the Republican )ational *o""ittee in connection $ith the
issuance of the call for the ne+t national con!ention pursuant to Rule )o. .2. This co""ittee shall be
appointed after the selection of the *o""ittees on Rules and %rran#e"ents.
-H/ There shall be a *o""ittee on *ontests, $hich shall be co"posed of t$o -2/ "e"bers of the
Republican )ational *o""ittee fro" each of the four -:/ re#ions described in Rule )o. D, elected by
"e"bers of the Republican )ational *o""ittee fro" each such re#ion, and a chair"an appointed by the
chair"an of the Republican )ational *o""ittee fro" a"on# the "e"bers or officers of the Republican
)ational *o""ittee. This co""ittee shall perfor" the duties relatin# to the resolution of contests
prescribed in Rule )o. 28. This co""ittee shall be elected after the selection of the *o""ittees on Rules
and %rran#e"ents.
-9/ Each "e"ber of the Republican )ational *o""ittee shall be a "e"ber of at least one -./ of the
abo!e6"entioned co""ittees. The "inutes of these co""ittees shall be distributed as pro"ptly as
practicable to all "e"bers of the Republican )ational *o""ittee. %ny of these co""ittees "ay "eet and
act by telephone conference upon t$enty6four -2:/ hours notice.
-b/ The Republican )ational *o""ittee shall create a Republican &inance *o""ittee and any
subco""ittees thereof $hich it dee"s desirable to $hich it "ay dele#ate the responsibility of de!elopin#
and i"ple"entin# a broad6based fundraisin# plan. The chair"an of the Republican &inance *o""ittee
shall be appointed pursuant to the pro!isions of Rule )o. D-d/.
-c/ The chair"an of the Republican )ational *o""ittee, $ith the appro!al of the Republican )ational
*o""ittee, "ay appoint such other co""ittees and assistants as he or she "ay dee" necessary.
4hene!er such co""ittees are appointed, they shall consist of a chair"an and an eual nu"ber of "en
and $o"en.

The Republican )ational *o""ittee shall issue the call for the ne+t national con!ention to no"inate

the year in $hich the national con!ention is to be held. The Republican )ational *o""ittee shall issue and
pro"ul#ate the call in a "anner consistent $ith these rules. The call shall include the te+t of the rules
relatin# to the con!enin# and the proceedin#s of the national con!ention.

(e'bership in Convention
Sub,ect to the pro!isions of Rule )o. .3, the "e"bership of the ne+t national con!ention shall consist of5

fro" each state.

States Senator elected by such state in the si+ -3/ year period prior to Aanuary . of the year in $hich the
ne+t national con!ention is held? pro!ided that no such additional dele#ate at lar#e a$ard to any state
shall e+ceed t$o -2/.
-H/ In addition, if the District of *olu"bia shall ha!e cast its electoral !otes, or a "a,ority thereof, for the
Republican no"inee for President of the 'nited States in the last precedin# presidential election5 four and
one half -: .72/ dele#ates at lar#e plus the nu"ber of dele#ates at lar#e eual to thirty percent -8FE/ of
the si+teen -.3/ dele#ates at lar#e allotted to the District of *olu"bia. In the co"putation of the nu"ber
of dele#ates at lar#e, any su" of the four and one half -: .72/ plus the thirty percent -8FE/ representin#
a fraction shall be increased to the ne+t $hole nu"ber.
-b/ %lternate Dele#ates. One -./ alternate dele#ate for each dele#ate to the national con!ention, e+cept
that no alternates shall be selected for Republican )ational *o""ittee "e"bers.
-c/ %ny state party "ay set the date for any pri"ary, caucus, con!ention, or "eetin# for the purpose of
!otin# for a presidential candidate and7or selectin# dele#ates to the national con!ention. To the e+tent a
state partyCs rules are in conflict $ith its stateCs la$s $ith respect to this rule, the pro!isions of this rule
and the state partyCs rules shall control. To the e+tent the pro!isions of the rule are inconsistent $ith the
pro!isions of Rule )o. .D, the pro!isions of this rule shall be controllin# for all purposes.

Participation
-a/ The Republican )ational *o""ittee shall assist the states in their efforts to infor" all citi<ens as to
ho$ they "ay participate in dele#ate selection procedures. The states, in cooperation $ith the Republican
)ational *o""ittee, shall prepare instructi!e "aterial on dele#ate selection "ethods and "a;e it
a!ailable for distribution.
-b/ Participation in a Republican pri"ary, caucus, or any "eetin# or con!ention held for the purpose of
selectin# dele#ates and alternate dele#ates to a county, district, state, or national con!ention shall in no
$ay be abrid#ed for reasons of se+, race, reli#ion, color, a#e, or national ori#in. The Republican )ational
*o""ittee and the Republican state co""ittee or #o!ernin# co""ittee of each state shall ta;e positi!e
action to achie!e the broadest possible participation by "en and $o"en, youn# people, "inority and
herita#e #roups, senior citi<ens, and all other citi<ens in the dele#ate selection process.
-c/ 'nless other$ise pro!ided by the la$s of the state in $hich the election occurs, in those states $here
dele#ates and alternate dele#ates are elected throu#h the con!ention syste" or a co"bination of
con!ention and pri"ary syste"s, the precinct, $ard, to$nship, or county "eetin#s shall be open "eetin#s
and all citi<ens $ho are ualified shall be ur#ed to participate.
-d/ Each state shall endea!or to ha!e eual representation of "en and $o"en in its dele#ation to the
Republican )ational *on!ention.
-e/ The pro!isions of these rules are not intended to be the basis of any ;ind of uota syste".

#lection of 6elegates and Alternate 6elegates
-a/ Order of Precedence.
Dele#ates at lar#e and their alternate dele#ates and dele#ates fro" con#ressional districts and their
alternate dele#ates to the national con!ention shall be elected in the follo$in# "anner5
-./ In accordance $ith any applicable Republican Party rules of a state, insofar as the sa"e are not
inconsistent $ith these rules? or,
-2/ To the e+tent not pro!ided for in the applicable Republican Party rules of a state, in accordance $ith
any applicable la$s of a state, insofar as the sa"e are not inconsistent $ith these rules? or,
-8/ By a co"bination of the "ethods set forth in para#raphs -a/-./ or -a/-2/ of this rule? or,
-:/ To the e+tent not pro!ided by state la$ or party rules, as set forth in para#raph -c/ of this rule.

-!/ by Rule )o. .8 -a/-2/ of these rules.
-2/ Only persons eli#ible to !ote $ho are dee"ed as a "atter of public record to be Republicans pursuant
to state la$ or, if !oters are not enrolled by party, by Republican party rules of a state, shall participate in
any pri"ary election held for the purpose of electin# dele#ates or alternate dele#ates to the national
con!ention or in any Republican caucus, "ass "eetin#, or "ass con!ention held for the purpose of
selectin# dele#ates to the county, district, or state con!entions, and only such le#al and ualified !oters
shall be elected as dele#ates to county, district, and state con!entions? pro!ided, ho$e!er, that in
addition to the ualifications pro!ided herein, the applicable Republican party rules of a state "ay
prescribe additional ualifications not inconsistent $ith la$, $hich additional ualifications shall be
adopted before the first Tuesday in Septe"ber in the year before the year in $hich the national
con!ention is to be held and published in at least one -./ ne$spaper ha!in# a #eneral circulation
throu#hout the state, such publication to be at least ninety -IF/ days before such ualifications beco"e
effecti!e.
-8/ )o state la$ shall be obser!ed $hich per"its any person to participate in a pri"ary dele#ate and
alternate dele#ate selection process that also per"its that person at the sa"e pri"ary to participate in
the choosin# of no"inees of any other party for other electi!e office. Dele#ates and alternate dele#ates to
the national con!ention shall in that e!ent be selected pursuant to state party rules that are not
inconsistent $ith the Rules of the Republican Party? pro!ided, ho$e!er, that the selection process
established by the state party rules shall pro!ide that only persons eli#ible to !ote $ho are dee"ed to be
Republicans pursuant to state la$ or state party rules shall participate in such dele#ate selection process.
-:/ In any ,urisdiction in $hich Republican representation upon the board of ,ud#es or inspectors of
elections for pri"ary elections is denied by la$, dele#ates and alternate dele#ates shall be elected as
pro!ided in para#raph -a/-./ or -a/-:/ of this rule.
-D/ In selectin# dele#ates and alternate dele#ates to the national con!ention, no state la$ shall be
obser!ed $hich hinders, abrid#es, or denies to any citi<en of the 'nited States, eli#ible under the
*onstitution of the 'nited States to hold the office of President of the 'nited States or Vice President of
the 'nited States, the ri#ht or pri!ile#e of bein# a candidate under such state la$ for the no"ination for
President of the 'nited States or Vice President of the 'nited States or $hich authori<es the election of a
nu"ber of dele#ates or alternate dele#ates fro" any state to the national con!ention different fro" that
fi+ed in these rules.
-3/ %lternate dele#ates shall be elected to the national con!ention for each unit of representation eual in
nu"ber to the nu"ber of dele#ates elected therein and shall be chosen in the sa"e "anner and at the
sa"e ti"e as the dele#ates and under the sa"e rules? pro!ided, ho$e!er, that if the la$ of any state
shall prescribe another "ethod of choosin# alternate dele#ates, they "ay be chosen in accordance $ith
the pro!isions of the la$ of the state in $hich the election occurs, e+cept that no alternates shall be
selected for Republican )ational *o""ittee "e"bers.
-H/ Dele#ates and alternate dele#ates at lar#e to the national con!ention $hen ser!in# as dele#ates and
alternate dele#ates shall be residents of and duly ualified !oters in their respecti!e states. %ll dele#ates
and alternate dele#ates allocated as dele#ates and alternate dele#ates at lar#e shall be elected at lar#e in
the se!eral states? pro!ided, ho$e!er, that such allocation and "ethod of election "ay be !aried in any
state to the e+tent, and only to the e+tent, necessary to a!oid conflict $ith state la$ applicable to the
selection of national con!ention dele#ates if such !aryin# allocation and "ethod of election $ere those
pursuant to $hich dele#ates at lar#e and alternate dele#ates at lar#e $ere elected to the .I99 Republican
)ational *on!ention fro" that state.
-9/ Dele#ates and alternate dele#ates to the national con!ention representin# con#ressional districts shall
be residents of and ualified !oters in said districts respecti!ely $hen elected and $hen ser!in# as
dele#ates and alternate dele#ates. There shall be three -8/ dele#ates and three -8/ alternate dele#ates
allocated to represent each con#ressional district of the se!eral states, $ho shall be elected by each such
con#ressional district? pro!ided, ho$e!er, that such nu"ber of dele#ates and alternate dele#ates allocated
to represent, and elected by, any con#ressional district of a state "ay be reduced or increased to the
e+tent, and only to the e+tent, necessary to a!oid conflict $ith state la$ applicable to the selection of
national con!ention dele#ates if such !aryin# allocation $as that pursuant to $hich district dele#ates and
alternate district dele#ates $ere elected to the .I99 Republican )ational *on!ention fro" the state.
-I/ )o dele#ate or alternate dele#ate to the national con!ention shall be reuired to pay an assess"ent or
fee in e+cess of that pro!ided by the la$ of the state in $hich his or her election occurs as a condition of
ser!in# as a dele#ate or alternate dele#ate to the national con!ention.
-.F/ There shall be no auto"atic dele#ates to the national con!ention $ho ser!e by !irtue of party
position or electi!e office, e+cept as pro!ided for in Rule )o. .8 -a/-2/.
-../ )o dele#ates or alternate dele#ates shall be selected pursuant to any Republican Party rule of a state
or state la$ $hich "aterially chan#es the "anner of selectin# dele#ates or alternate dele#ates or the date
upon $hich such state party holds a presidential pri"ary, caucus, con!ention, or "eetin# for the purpose
of !otin# for a presidential candidate and7or selectin# dele#ates to the national con!ention if such chan#es
$ere adopted or "ade effecti!e after the first Tuesday in Septe"ber of the year before the year in $hich
the national con!ention is to be held. 4here it is not possible for a state party to certify the "anner and
the date upon $hich it holds a presidential pri"ary, caucus, con!ention, or "eetin# for the purpose of
!otin# for a presidential candidate and7or selectin# dele#ates to the national con!ention in effect in that
state on the date and in the "anner pro!ided in para#raph -e/ of this rule, the process for holdin# the
presidential pri"ary, caucus, con!ention, or "eetin# for the purpose of !otin# for a presidential candidate
and7or selectin# dele#ates to the national con!ention shall be conducted in the sa"e "anner and held
upon the sa"e date as $as used for the i""ediately precedin# national con!ention. If it is not possible to
hold a presidential pri"ary, caucus, con!ention, or "eetin# for the purpose of !otin# for a presidential
candidate and7or selectin# dele#ates to the national con!ention upon the sa"e date as $as used for the
i""ediately precedin# national con!ention, then dele#ates or alternate dele#ates shall be selected by
con#ressional district or state con!entions pursuant to para#raph -d/ of this rule.
-d/ *on!entions.
4here!er state la$ per"its or the Republican Party rules of a state reuire the election of dele#ates and
alternate dele#ates by con!ention or there is no applicable state la$ or Republican Party rule, dele#ates
and alternate dele#ates to the national con!ention shall be elected by con#ressional district or state
con!entions pursuant to the follo$in# rules5
-./ *on#ressional district or state con!entions shall be called by the Republican state co""ittee.
-2/ Dele#ates to con#ressional district con!entions "ay be elected in precinct caucuses, "ass "eetin#s,
"ass con!entions, or county con!entions in $hich only eli#ible !oters in such precinct, county, or district,
as the case "ay be, shall !ote.
-8/ )otices of the call for any such caucus, "eetin#, or con!ention shall be published in a ne$spaper or
ne$spapers of #eneral circulation in the county, district, or state, as the case "ay be, not less than fifteen
-lD/ days prior to the date of such caucus, "eetin#, or con!ention.
-:/ )o dele#ates shall be dee"ed eli#ible to participate in any con#ressional district or state con!ention
the purpose of $hich is to elect dele#ates to the national con!ention $ho are elected prior to the date of
the issuance of the call of such national con!ention.
-D/ *on#ressional district con!entions shall be co"posed of dele#ates $ho are persons eli#ible to !ote and
$ho are dee"ed to be Republicans pursuant to state la$ or party rules. State con!entions shall be
co"posed of dele#ates $ho are persons eli#ible to !ote and $ho are dee"ed to be Republicans pursuant
to state la$ or party rules in the respecti!e districts $hich they represent in said state con!entions. Such
dele#ates shall be apportioned by the state Republican Party a"on# counties, parishes, and cities of the
state or district ha!in# re#ard to the Republican !ote or the population therein.
-3/ There shall be no pro+ies at any district or state con!ention -$hich shall not include "eetin#s of a
Republican state co""ittee/ held for the purpose of selectin# dele#ates to the national con!ention. If
alternate dele#ates to such selection con!ention are selected, the alternate dele#ate and no other shall
!ote in the absence of the dele#ate.
-e/ *ertification and filin# by state co""ittees.
-./ On or before the first Tuesday in Septe"ber of the year before the year in $hich the national
con!ention is to be held, each Republican state co""ittee shall adopt rules, procedures, policies, and
instructi!e "aterials -prepared pursuant to Rule )o. .:-a// #o!ernin# the selection of dele#ates and
alternate dele#ates to the national con!ention to con!ene durin# the follo$in# year and shall certify and
file $ith the secretary of the Republican )ational *o""ittee true copies of the sa"e and of all statutes
#o!ernin# the selection of such dele#ates and alternate dele#ates.
-2/ The Republican )ational *o""ittee "ay #rant a $ai!er to a state party fro" certain pro!isions of this
rule in the follo$in# instance5
-i/ 4here it is not possible for a state party to co"ply $ith the first Tuesday in Septe"ber deadline
delineated in para#raph -e/-./ of this rule and not possible for a state party to hold its presidential
pri"ary, caucus, con!ention, or "eetin# for the purpose of !otin# for a presidential candidate and7or
selectin# dele#ates to the national con!ention as $as used for the i""ediately precedin# national
con!ention or to select dele#ates or alternate dele#ates by con#ressional district or state con!entions
pursuant to para#raph -d/ of this rule, and the Republican )ational *o""ittee deter"ines that #rantin#
such $ai!er is in the best interests of the Republican Party.
R!"# NO$ %+
#nforce'ent of Rules
-a/ If any state or state party !iolates the Rules of the Republican Party relatin# to the ti"in# of the
selection process resultin# in the election of dele#ates or alternate dele#ates to the ne+t national
con!ention, such state shall suffer a loss of its dele#ates and alternate dele#ates to that national
con!ention as follo$s5
-./ If a state or state party !iolates the Rules of the Republican Party relatin# to the ti"in# of the
selection process resultin# in the election of dele#ates or alternate dele#ates to the national con!ention
before the call to the national con!ention is issued, then the nu"ber of dele#ates to the national
con!ention fro" that state shall be reduced by fifty percent -DFE/, and the correspondin# alternated
dele#ates shall also be reduced.
-2/ If a state or state party !iolates the Rules of the Republican Party relatin# to the ti"in# of the
selection process resultin# in the election of dele#ates or alternate dele#ates to the national con!ention
after the call to the national con!ention is issued, then the nu"ber of dele#ates to the national con!ention
fro" that state shall be reduced by ninety percent -IFE/, and the correspondin# alternate dele#ates shall
also be reduced.
-8/ %ny su" representin# a fraction shall be increased to the nearest $hole nu"ber, so lon# as such
roundin# does not pre!ent a state fro" ha!in# at least one -./ dele#ate or alternate dele#ate to the
national con!ention.
-b/ If a !iolation has occurred before the issuance of the call to the national con!ention, the chair"an of
the Republican )ational *o""ittee shall notify the offendin# state of the !iolation and shall infor" the
state of the nu"ber of dele#ates and alternate dele#ates it $ill lose. This reduced nu"ber of dele#ates
and alternate dele#ates $ill be reflected in the call to the national con!ention, and $ill be reported to the
secretary of state or responsible election official of the offendin# state and to the chair"an of e!ery state
party. Said reduced nu"ber $ill be the only nu"ber reco#ni<ed as the official dele#ation of the state to
the national con!ention.
-c/ If a !iolation has occurred after the issuance of the call to the national con!ention, the chair"an of the
Republican )ational *o""ittee shall notify the state of the !iolation and shall infor" the state of the
nu"ber of dele#ates and alternate dele#ates it $ill lose. This reduced nu"ber of dele#ates and alternate
dele#ates $ill be reported to the secretary of state or responsible election official of the offendin# state
and to the chair"an of e!ery state party, and such reduced nu"ber $ill be the only nu"ber reco#ni<ed as
the official dele#ation of the state to the national con!ention.
-d/ If the chair"an of the Republican )ational *o""ittee does not act upon a !iolation of the Rules of the
Republican Party relatin# to the selection and7or allocation of dele#ates or alternate dele#ates to the
national con!ention, then a state"ent "ay be filed a#ainst a state or state party by any three -8/
"e"bers of the Republican )ational *o""ittee Standin# *o""ittee on Rules $ho feel that a !iolation
has occurred.
-./ % state"ent filed a#ainst a state or state party by any three -8/ "e"bers of the Standin# *o""ittee
on Rules shall be $ritten and shall specify the reasons $hy the "e"bers belie!e the state or state party is
in !iolation. The state"ent shall be si#ned and dated by each Rules "e"ber filin# the state"ent, and
shall be filed $ith the secretary of the Republican )ational *o""ittee. The secretary of the Republican
)ational *o""ittee shall, $ithin t$enty -2F/ days of receipt, distribute such state"ent to all "e"bers of
the Republican )ational *o""ittee.
-2/ The Standin# *o""ittee on Rules shall "eet upon the call of the chair"an of the Rules *o""ittee,
and shall !ote upon $hether a state or state party is in !iolation. If by "a,ority !ote the Standin#
*o""ittee on Rules finds a !iolation, then such state or state party shall suffer the penalties described in
para#raph -a/ of this rule.
-e/ If a state or state party is deter"ined to be in !iolation5
-./ )o "e"ber of the Republican )ational *o""ittee fro" the offendin# state shall be per"itted to ser!e
as a dele#ate or alternate dele#ate to the national con!ention.
-2/ %fter the Republican )ational *o""ittee "e"bers are e+cluded fro" bein# part of the offendin#
stateCs dele#ation to the national con!ention, the state party shall deter"ine $hich of the stateCs
re"ainin# dele#ates -and correspondin# alternate dele#ates/ are entitled to ser!e as part of the stateCs
reduced dele#ation to the national con!ention.
-8/ In addition to the penalties pro!ided for in para#raphs -e/-./ and -2/ of this rule, the Republican

-b/ )otices of contests "ay be filed only by a resident of the state $hose dele#ation is challen#ed $ho
$as eli#ible to participate at any le!el in the dele#ate selection process of that state.
-c/ Only contests that are ti"ely filed under these rules shall be considered.

Contest Procedure
-a/ The *o""ittee on *ontests shall ha!e the po$er to adopt procedural rules, not inconsistent $ith these
rules, $hich shall #o!ern the e+peditious resolution of contests before the *o""ittee on *ontests. 4hen
any deadline set out in this rule falls on a Sunday or le#al holiday, such deadline shall be e+tended to the
follo$in# day.
-b/ )o later than t$enty6t$o -22/ days before the con!enin# of the national con!ention -or, in the case of
dele#ates or alternate dele#ates elected at a ti"e or ti"es in accordance $ith applicable state la$
renderin# i"possible co"pliance $ith this reuire"ent, $ithin fi!e -D/ days after such election/, each of
the parties shall file $ith the secretary of the Republican )ational *o""ittee at least three -8/ printed or
type$ritten copies of the state"ent of position in support of the partyCs clai" to sit as dele#ates or
alternate dele#ates to the national con!ention to#ether $ith such affida!its or other e!idence as desired.
The secretary of the Republican )ational *o""ittee, upon recei!in# the state"ent of position of a party,
shall furnish the opposin# party a copy of said state"ent of position. Each state"ent of position shall
be#in $ith a su""ary of not "ore than one thousand -.,FFF/ $ords settin# forth succinctly a synopsis of
the state"ent of position and a specific state"ent of the points relied upon.
-c/ The *o""ittee on *ontests shall pro"ptly hear the "atter? decide $hich issues are in!ol!ed, either of
la$ or fact, or both? decide upon its reco""endation for resolution of such issues? and sub"it such issues
and its reco""endations for resolution to the Republican )ational *o""ittee. The issues so sub"itted by
the *o""ittee on *ontests shall be the sole issues passed upon and deter"ined by the Republican
)ational *o""ittee unless the Republican )ational *o""ittee shall, by a "a,ority !ote, e+tend or chan#e
the sa"e. If the *o""ittee on *ontests for any reason shall fail to state the issues either of la$ or fact,
the Republican )ational *o""ittee shall decide upon $hat issues the contest shall be tried, and the
hearin# shall be li"ited to such issues unless the Republican )ational *o""ittee, by a "a,ority !ote, shall
decide other$ise.
-d/ The *o""ittee on *ontests shall "a;e up a report of each contest filed, sho$in# the #rounds of
contest? the statute and rule, if any, under $hich the contest is $a#ed? and the contentions of each party
thereto. The report shall conclude $ith a state"ent of the points of issue in the contest, both of fact and
la$, and a state"ent of the reco""endation of the *o""ittee on *ontests as to resolution of such points
of issue, and shall be si#ned by the chair"an or his desi#nee. 4hen the *o""ittee on *ontests has
prepared such report statin# the issues of la$ and fact, a copy of the state"ent of such issues shall be
sub"itted forth$ith to a person in the con!ention city, $ho" the parties "ust appoint at the ti"e of filin#
the contest to recei!e such state"ent, and a copy shall be ser!ed forth$ith by the chair"an of the
*o""ittee on *ontests upon the parties by the "ost e+peditious "ethod a!ailable, pro!idin# for $ritten
e!idence of receipt includin#, but not li"ited to, o!erni#ht deli!ery ser!ice.
-e/ The parties shall ha!e ei#ht -9/ days to file $ritten ob,ections to the *o""ittee on *ontestsG
state"ent of the issues of fact or la$, or both, unless the Republican )ational *o""ittee is called to act
upon the contest sooner, in $hich case such ob,ections shall be "ade before the "eetin# of the $hole
co""ittee. If the parties reside in %"erican Sa"oa, =ua", %las;a, (a$aii, Puerto Rico, or the Vir#in

Rules and Order of Business and "e"bers of the Republican )ational *o""ittee shall be pro!ided a copy
of the e+istin# Rules of the Republican Party alon# $ith all reco""ended chan#es to those rules appro!ed
as of that date by the Standin# *o""ittee on Rules of the Republican )ational *o""ittee since the
pre!ious national con!ention. %ny chan#es shall be pro"inently noted. % letter shall be attached to the
docu"ent statin# that all proposed rules are still sub,ect to chan#e prior to the "eetin# of the *o""ittee
on Rules and Order of Business. %fter this infor"ation is pro!ided, any additional reco""endations
re#ardin# chan#es in the Rules of the Republican Party appro!ed by the Republican )ational *o""ittee
shall be pro!ided to the "e"bers of the *o""ittee on Rules and Order of Business as soon as
practicable.
-e/ )o later than 2D days prior to the )ational *on!ention, all "e"bers of each of the !arious con!ention
co""ittees shall be pro!ided the "ost current listin# of their fello$ co""ittee "e"bers, $ith co"plete
contact infor"ation.
