Islam is a social reli+ion5 not in t&e sense t&at it is t&rou+& society alone t&at reli+ion breat&es its sacred s'irit in t&e indi)iduals5 but in t&e sense t&at it aims at inculcatin+ ?od-consciousness bot& in indi)idual and society% :esus said: (&e Cin+dom of =ea)en is 0it&in you% Islam fully subscribes to t&is )ie05 since no 1ust kin+dom can be founded on eart& by un1ust men5 0&o &a)e not first created t&e Cin+dom of =ea)en in t&eir &earts5 but Islam +oes a ste' for0ard and says t&at t&e creation of t&e Cin+dom of =ea)en 0it&in &eart is not enou+&A t&is Cin+dom of =ea)en 0it&in must be e@ternalised into a Cin+dom of =ea)en on eart&5 so t&at t&e or+anised life of man may be built u' on t&e basis of lo)e5 fraternity and 1ustice% It t&us becomes clear t&at t&e Islamic ;tate is not an end in itself5 but a means to an end5 t&e end bein+ t&e de)elo'ment of a community of 'eo'le 0&o stand u' for e,uity and 1ustice5 for ri+&t a+ainst 0ron+ or5 to '&rase it differently5 for t&e creation of suc& conditions as 0ould enable t&e +reatest 'ossible number of &uman bein+s to li)e s'iritually5 morally and '&ysically in accordance 0it& t&e teac&in+s of Islam% (&us t&e foundin+ of an Islamic ;tate is not a sort ofB 0orldly acti)ity5B somet&in+ undesirable5 as some 'eo'le 0ron+ly su''ose5 but t&e sine ,ua non of social 1ustice5 as demanded by Islam%B (&e state5B says Dr l,bal5B from t&e Islamic stand'oint5 is an endea)our to transform t&ese ideal 'rinci'les into s'ace-time forces5 an as'iration to realiDe t&em in a definite &uman or+aniDation% It is in t&is sense alone t&at state in Islam is a t&eocracy5 not in t&e sense t&at it is &eaded by a re'resentati)e of ?od on eart& 0&o can al0ays screen &is des'otic 0ill be&ind &is su''osed infallibility% As t&is ;tate is meant to enforce t&e la0 of t&e ;&ari'a& 0it&in its territorial 1urisdiction5 it is duty bound to make itself an efficient or+an for transformin+ t&e &i+& ideals of Islam into reality% (&e *ur'an5 0&ile enumeratin+ t&e main functions of t&e Islamic ;tate5 says:B (&ose 0&o5 if 6e establis& t&em in t&e land5 obser)e 0ors&i'5 and 'ay t&e 'oor-due and en1oin +ood and forbid e)ilB 7@@ii% !18% (&is s&o0s t&at t&e function of an Islamic ;tate is not only to defend its citiDens from e@ternal attack and internal disorder5 but also to enable indi)idual man and 0oman to realise t&e tenets of Islam and t&eir beliefs% in t&e socioeconomic concerts of t&eir 'ractical life% ;o far as t&e nature of t&e Islamic ;tate is concerned5 it is t&eocracy 0it& re+ard to ?od in t&e sense t&at t&e de 1ure so)erei+nty belon+s to Alla& 6&ose de facto so)erei+nty is in&erent and manifest in t&e 0orkin+ of t&e entire uni)erse and 6&o en1oys e@clusi)ely t&e so)erei+n 'rero+ati)e o)er all t&e creation% (&e =oly *ur'an &as stressed t&is 'oint in so many )erses: B (&e Command is for none but for Alla&: =e &as commanded t&at ye obey none but =im: t&at is t&e ri+&t 'at&B 7@ii% !08% B 9ollo0 t&e re)elation sent unto you from your #ord5 and do not follo0 t&e 7so-called8 +uardians ot&er t&an =imB 7)ii% -8% B And t&ose 0&o do not make t&eir decisions in accordance 0it& t&at re)ealed by Alla& are 7in fact8 t&e deniers of (rut&B 7)% !!8% It t&us becomes ,uite clear t&at a ;tate establis&ed on t&e basis of ?od's so)erei+nty cannot enforce any la0 in contra)ention of t&e *ur'an and t&e ;unna& e)en if all t&e citiDens make a demand for it% An Islamic ;tate is5 t&erefore5 t&eocratic in one as'ect as it is run accordin+ to ?od-+i)en la0s5 but it is alto+et&er a differmt t&eocracy of 0&ic& Euro'e &as &ad t&e bitter e@'erience and in 0&ic&5 a 'riestly clan is s&ar'ly marked off from t&e rest of t&e 'o'ulation and e@ercises an unc&ecked domination and enforces la0s of its o0n makin+ in t&e name of ?od5 and t&us im'oses its o0n +od&ood u'on t&e common 'eo'le% (&e 'riest 'uts &imself as a mediator bet0een t&e masses and t&e unseen ?od% ;uc& a system is ,uite un-Islamic% (&e t&eocracy built by Islam is not
