Thank you for your letter of 18 February 2014 concerning the Australian Vaccination-
Skeptics Network Incorporated (AV-SN), formerly known as the Australian
Vaccination Network Incorporated.
I can advise that following an extensive investigation by the Office of Liquor, Gaming
& Racing (OlGR), the AV-SN surrendered its 'Authority to Fundraise' under the
Charitable Fundraising Act 1991 (the Act).
The Office of Liquor, Gaming & Racing sourced expert medical evidence challenging
the accuracy of information provided on the association's website in relation to the·
risks and benefits of vaccination. The investigation highlighted a range of potential
concerns, including risks arising from the association's anti-vaccination advocacy
and the potential for misinformation to influence important health decisions resulting
in potentially adverse public health consequences.
One of the objects of the Act is to prevent deception of members of the public who
desire to support worthy causes. On this basis, OlGR issued a 'show cause' notice
to the association requiring it to respond in writing as to why its Authority to
Fundraise should not be revoked.
I am advised that on 11 March 2014 AV-SN, in response to the show cause notice,
surrendered its Authority to Fundraise, and as such, it is no longer authorised to
fundraise for a charitable purpose.
The Office of Liquor, Gaming & Racing has advised it will continue to monitor the
organisation's activities to ensure it does not fundraise for a charitable purpose.

RE: ‘AUSTRALIAN VACCINATION NETWORK’ –CHARITABLE FUNDRAISING AUTHORITY

I am one of the leaders of the unincorporated association known as 'Stop the Australian
(anti-) Vaccination Network', SAVN. Our group consists of over 11,500 supporters, and a
recent survey showed that about two-thirds of them have a degree in science, medicine,
nursing, law, etc.
We have been deeply concerned about the activities of the Australian Vaccination Network,
AVN, for several years, and we have instigated amendments to legislation and several
inquiries by Fair Trading, the Therapeutic Goods Administration, the Health Care Complaints
Commission and the Office of Liquor Gaming and Racing. Further, following our complaints,
the AVN has been found to have misled the public by the Australian Communications and
Media Authority,

on Health.

The AVN’s Charitable Fundraising Authority, (CFA 11694) is due to be renewed on 16 April
2014. We have grave concerns about this, as in no way can the AVN ever be described as a
genuine charity. In short, the AVN is, and always has been, one giant fraud. For example:
In his speech the Senator described the appalling behaviour of the AVN.

It was in part due to our lobbying that the Office of Fair Trading ordered the AVN to change
their name to reflect their activities and objects, an order which was upheld in the
Administrative Decisions Tribunal.


1: - OLGR’S 2010 INVESTIGATION:

Following a complaint from me, in 2010 the Office of Liquor Gaming and Racing conducted
an audit and found 24 breaches of the Charitable Fundraising Act, the Regulations and its
Authority, attracting $22,000 in fines and six months jail.

Specifically, your investigators found that the AVN conducted the following frauds:

1.1. Fighting Fund – to support a homeless family, allegedly seeking to avoid a court order to
immunise a child, with legal and living expenses. The appeal ran for a short time in 2008 and
raised $11,810. None of the funds were spent on this purpose.
Inexplicably, these fines were
never levied. Further, your investigators found 4 breaches of the Charitable Trusts Act.
1.2. Advertising Appeal – initially this was an appeal for the specific purpose of raising funds
for an advertisement in ‘The Australian’ commencing in March 2009 and concluding July
2009. The specific purpose was changed during the course of the appeal to fund
advertisements in ‘Child’ magazine. This appeal raised $11,910. None of the funds were
applied to the specific purposes.
1.3. Bounty Bag Program and Vaccination Testing – for a number of years the AVN solicited
donations for funding the provision of AVN material in the Bounty Bag program and testing
of vaccines. The Bounty Bag company had never heard of the AVN. No funds raised were
spent on these purposes.

The AVN’s President, Ms Dorey, in response to OLGR, claimed that these were the errors of
well-meaning volunteers, including her, with no qualifications or experience in finance. Yet
Ms Dorey claims to have been a ‘Wall St Stockbroker.’

No-one gets to be a Wall St Stockbroker without passing General Securities Representative
Exam, (commonly referred to as the Series 7 Exam), conducted by the USA Financial
Industry Regulatory Authority (FINRA), the independent regulator of all securities firms
in the United States. This is an intensive course including finance, securitisation, banking,
accounting and auditing. If Ms Dorey was indeed a Wall St stockbroker, her claims of
innocent errors are blatant lies.

Inexplicably, your office decided that it was appropriate to reinstate the AVN’s CFA after
accepting her stories and receiving assurances of future good behaviour. Those
reassurances were completely worthless and she and the AVN have continued on their
merry way disregarding legislation and the norms of society. For examples:

2. – BREACHES OF THE ASSOCIATIONS INCORPORATION ACT:
I have found, without going to much effort, the following breaches:

S44 -Submission of reports and statements to AGM failure to submit financial statements to
AGM; 16 breaches attracting total fines of $8,800.

S45 - Lodgement of documents with Director-General: failure to lodge financial statements
and auditor's reports for that year; 16 breaches attracting fines of $8,800
S85 - Failure to provide information as required by the Director General of the Office of Fair
Trading; a fine of $6,600

total = $24,200, never levied.

3. – BREACH OF THE CRIMES ACT

I also found, without going to much effort, a breach of the Crimes Act S307B - furnishing of
false or misleading information and the production of false or misleading documents.
Penalty is imprisonment for 2 years, or a fine of $22,000 or both. No action taken.


4. - VILIFICATION OF MEMBERS OF THE PUBLIC AND AN MP
Early in 2012, the AVN published on its website a long diatribe vilifying me and Dr Andrew
McDonald MP, Opposition spokesman on Health.

On 30 April 2012 I submitted a formal complaint to you about this. On 5 June 2012 I wrote
to you again and informed you that Ms Dorey had issued new emails and webpages vilifying
me, Prof Robert Booy, Prof Peter McIntyre, and grieving parents Toni and Dave McCaffery,
who I point out, had issued public appeals for Ms Dorey and the AVN to leave them alone.
Following that, both Dr McDonald and
I received death threats, in my case from a person who the NSW Police identified as on
parole for a very serious offence. In spite of my, and four of my friends’, formal requests to
the AVN’s Pubic Officer and then President to take down the page, it remains there inciting
violence and harassment.
Your response of 18 June 2012 (Ref. IM12/15770 & IM12/20747) demonstrates, in your
suggestion that I seek legal advice for defamation, that your advisers completely missed the
point. What I was trying to say was ‘these are not the activities of a genuine charity.’


5. - HARASSMENT OF A GRIEVING FAMILY

Baby Dana McCaffery died of whooping cough, (Pertussis) in early 2009. Within days Ms
Dorey rang Mr Paul Corben, Director of the Area Health Service, claimed that the death was
not caused by Pertussis, demanded details of the diagnostics used, and demanded Dana’s
medical records.

Mr Corben later described Dorey’s callousness as ‘chilling.’ Dorey then
went on national television stating that ‘no ever dies of measles and Pertussis.’

Dana’s family publicly appealed to Ms Dorey and the AVN to leave them alone to grieve in
private,

but the harassment never stopped. Dorey even posted her own anti-vaccination
information on Dana McCaffery's memorial website.

Dorey has claimed that it is
acceptable to harass a grieving family.

Ms Dorey has disputed in the media the cause of Dana’s death, saying that it was
‘supposedly due to whooping cough.’ When challenged on national television, she lied
again, and when the interviewer presented with the documentary evidence lied yet again.

This harassment has continued to two days ago, 16 February 2014. That morning Ms Dorey
posted the following on the AVN’s Facebook page. It is commentary on Dana’s death, and
included a newspaper clipping dated 21 April 2009, a few weeks after her death. It includes
the usual untrue anti-vaccine comments from Ms Dorey’s acolytes.



The clipping is reproduced at Appendix 1, page 11.

Such behaviour is just plain evil, and continued after the AVN’s assurances to OLGR to
behave. All done with the imprimatur of a Charitable Fundraising Authority issued by your
department.

5. - THE AVN’S INCOME.
I and others have obtained the AVN’s Annual Financial Statements until 2011 and audited
them. We found that from 2004 to 2011, the AVN’s income was $1,992,020.

financial statements for 2012 and 2013 have not been submitted.) Not one cent of that was
spent on charitable activities, unless one counts harassing grieving families, publishing
incorrect information about vaccines and vilifying members of the public and MPs as
‘charitable.’
6. - REFUSAL TO DONATE TO AN APPEAL FOR A ‘VACCINE-INJURED’ CHILD’
In February 2014, the AVN received an appeal from a mother of a ‘vaccine – injured’ child,
Izzy Olesen, to help fund a sensory garden.

(Izzy is blind and suffers from Stevens-
Johnson Syndrome.) The AVN, through Ms Dorey, replied as follows on the AVN’s website

Note the ‘The AVN is a charity – we help people like Izzy every single day.’ Several people
then challenged the AVN to make a donation, (see Appendix 2 beginning at page 12), but a
few days later the above post was deleted. The AVN was then directly challenged by
surgeon Mr John Cunningham to make a donation of between $1,000 and $10,000, in which
case he would match it. See Appendix 3 at page 15, his email to AVN President Mr Beatty
and Public Officer Ms Dorey.
More challenges were made, but nothing was heard from the AVN on Izzy’s sensory garden.
Eventually Mr Cunningham, after receiving no response, gave up waiting and made a $1000

donation on 13 February 2014. An appeal largely led by our Facebook group ‘Stop the
Australian (anti-) Vaccination Network’ SAVN, reached the $10,000 target that night.

To date, the AVN has donated nothing.
This ‘charity’ raised $1,992,020 over the previous eight years but can't donate anything to
help a disabled child? Yet, Ms Dorey had no trouble raising $11,187.50 overnight to pay her
legal costs

when she lost her (vexatious) case,

so we know that the money is there.
9. – BREACHES OF CHARITABLE FUNDRAISING ACT S47 AND REGULATION 13.
At Appendix 4, beginning at page 17, you will find correspondence between you, your
department and Dr Anne Coady, who has submitted requests pursuant to the Act and
Regulation for information from the AVN and Ms Dorey. You will see that Ms Dorey and the
AVN have refused to comply, that Dr Coady has complained to you of this breach of the Act
and Regulation, and that your department has failed to act. At the very least Dr Coady’s
complaint should have led to an audit, but it did not.
Part of the reason for that failure, and only part, was Ms Dorey’s claims that she is being
subjected to harassment. Your department accepted Dorey’s allegations without any
checking or request for substantiation.
Your office should have known that this is Standard Operating Procedure for Ms Dorey; to
allege harassment and threats of violence whenever she is being asked to conform to the
law.
Your office should know that when her allegations have been put to the test in Court, they
have been rejected. Indeed, in the case of Dorey vs. Buzzard,

Ms Dorey has made this allegation many times in order to avoid scrutiny, and always the
government departments have accepted the allegations without quibble. As Dr Coady says
in her correspondence she is deeply affronted that your department would accept those
outrageous allegations so.

out and costs were awarded against her. Remember that in civil cases such as this, the
decision is based on ‘the balance of probabilities,’ a very low bar, not ‘beyond reasonable
doubt.’
Dr Coady is not the only one to make this complaint. Your files will show that I and many
others have made the same complaints, and in all cases since the AVN’s Charitable
Fundraising Authority was restored, your department has failed to act.

8. – AVN DEFIES TGA ORDERS
On 16 August 2012 The AVN and Ms Dorey were found by the TGA

to have promoted the
dangerous alternative medicine known as ‘Black Salve’ for treating cancer. The TGA ordered
the AVN to withdraw representations, withdraw the advertisement, and publish a
retraction. The AVN refused to comply, and so on 16 May 2013 the TGA issued a
’Regulation 9 Order to Comply.’

Again, the AVN has refused to comply.
On 20 September 2009, the TGA again found

that on another occasion Ms Dorey had
promoted ‘Black Salve’ to treat cancer.

Again, the TGA ordered Ms Dorey to withdraw
representations, withdraw the advertisement, and publish a retraction. Again, Ms Dorey
refused to comply.
On 15 November 2012 the TGA found

that the AVN’s magazine ‘Living Wisdom’ had
published misleading advertisements for ‘Total Care’ and ‘Bio-Chelat’ and ‘DentaCare
Mouthwash.’ Again the TGA ordered the AVN to withdraw representations, withdraw the
advertisement, and publish a retraction. Again, the AVN refused to comply.
Defying orders from a government regulator and promoting life-threatening potions is not
the activity of any charity. If for no other reason, this should be sufficient reason to have
the AVN’s Charitable Fundraising Authority cancelled.

9. THE LEGAL DEFINITION OF CHARITY

As you are no doubt aware, the definition of a ‘charity’ was recently changed by the Charities Act
2013 No. 100, (Commonwealth).
The AVN does not meet the Public Benefit requirements of the Act.
'S6 Purposes for the public benefit
(1) A purpose that an entity has is for the public benefit if:
(a) the achievement of the purpose would be of public benefit; and

(b) the purpose is directed to a benefit that is available to the members of:
(i) the general public; or
(ii) a sufficient section of the general public.'

The AVN is directly disqualified by the Act.
S11 'Disqualifying purpose
In this Act:
disqualifying purpose means:
(a) the purpose of engaging in, or promoting, activities that are
unlawful or contrary to public policy;'


SUMMARY:

- The AVN engages in behaviours that in no way can be described as charitable.
Indeed some are just plain evil.

- These behaviours continued after the AVN’s CFA was restored, a condition of that
restoration being that the AVN would behave.

- The AVN has never committed a charitable act.

- The AVN has breached several Acts, including the Associations Incorporation Act,
the Charitable Fundraising Act, the Charitable Trusts Act, the Therapeutic Goods Act,
and direct orders from the TGA.

- The AVN’s allegations of harassment were baseless and should never have been
accepted; they were made to avoid scrutiny.

- Over the decades, the AVN has raised many millions of dollars, none of that spent
on any charitable activity. None of its Annual Financial Statements record any
charitable donations to any beneficiary.

- When challenged to perform a charitable act for a disabled child, whose parents
claim was disabled by a vaccine, the AVN refused to respond.

Minister, I repeat; there is grave disquiet in the medical community about the AVN’s
activities while holding a Charitable Fundraising Authority. We urge you to order that it not
be renewed.

I can see many members of SAVN who have made donations to her cause. I can't
see any donations from AVN. I would've thought with the amount of money that the
AVN collects (in the tens of thousands of dollars) you'd be able to muster up at least
a thousand for an "awesome thank you"?
Here's my promise Meryl. If you donate $1,000 to her cause, I will more than match
it. That way you'll be putting your money where your mouth is, and also helping
somebody else. It could be the first documented case of the AVN actually spending
money on a cause other than themselves.

On your blog you have promoted a fund raiser for a young girl called Izzy, who
suffered through Stevens-Johnson Syndrome and is now blind.  Her parents are
trying to raise money to build her a sensory garden and cubby house.  I think
everyone would agree this is a worthwhile cause, and I commend you for
making a blog post on it, found

Looking at the list of contributors so far, it is clear that neither of you, or the
AVN itself, have donated any money.  I find this strange, because, as you said
yourself, Meryl, "The AVN is a charity – we help people like Izzy every single
day."  We've witnessed before that the the AVN has been able to raise $11,000
overnight, so I don't think it's unreasonable to expect the AVN should be able
to donate a lazy $1,000 to this cause.  Again as you said Meryl, "I urge everyone
to could (sic) get behind this campaign."  So why don't you, Meryl?  Why don't
you Greg?  When you make your donation, we will all be able to see it on the
list of contributors, and in fact could be the first documented example of the
AVN actually donating to a cause.  
But I want to make this even more interesting.  When you donate $1,000, I will
match your donation.  Donate $2,000, and I'll match you.  Whatever the
amount, I will match it, up to $10,000.  Of course, me being an individual, and
the AVN being a rather larger financial entity, I expect you to make this
donation within the next few days - let's say - by 12 February 2014.
So here is your chance to actually do some good for someone, and to try and
break my bank account!  Why don't you reach into your own pockets for once
and actually give away some of that bug pile of cash you sit on, rather than
spend it on yourselves?  Why don't you run one of your fundraising drives that

As a registered medical practitioner practicing in NSW I am very concerned by the anti-immunisation
and anti-public health activities of the lobby group still known by the misleading name “Australian
Vaccination Network”.

I am appalled that the AVN is in possession of registration as a charitable organisation, is licensed to
collect funds from the NSW public under the NSW Charitable Fundraising Act 1991, and that
although it has been found to be in breach of the NSW CFA on numerous occasions, it has not been
penalised.

I have made objections about this to the Office of Liquor Gaming and Racing between March 2012
and April 2013. The response from the OLGR has been most unsatisfactory.

My email of complaint to the OLGR on 13/03/2012 received no response.

In December 2012 I sent a formal letter of request for information about the governing committee
of the AVN to Ms Meryl Dorey as President of the AVN. I received no reply.
In January 2013, when I became aware that AVN had a new President and governing committee, I
sent a second letter to Ms Dorey as Public Officer of the AVN requesting information about the new
governing committee and another formal request for information about the public audits of funds
collected using the AVN’s charitable fundraising licence. Again I received no reply.

Because I had received no response from the AVN I complained to the OLGR. This correspondence
resulted in acknowledgement from OLGR staff that the AVN was in breach of the NSW CFA but that
it would not be penalised, and that the audit requirements and requirements for transparency for
registered charities under the Act would not be enforced in this case.

OLFR staff further stated that they accepted Ms Meryl Dorey’s allegation of “harassment” as the
reason for her failure to reply to my formal letters to her as President and later Public Officer of the
“Australian Vaccination Network”.
I complained to the OLGR about their offensive acceptance of Ms Meryl Dorey’s word that my
respectful business letters amounted to harassment. I provided evidence to the OLGR of Ms Meryl
Dorey’s harassment of others, including bereaved parents, over several years, as well as her previous
false allegations of harassment against her critics.

Receipt of my email of complaint was acknowledged but I have received no further response from
the OLGR since April 2013.

In 2010 the “Australian Vaccination Network” was found to have breached charitable
fundraising legislation on several occasions by conducting fundraising without permission,
failure to keep proper records and spending money without authority.
The Office of Liquor Gaming and Racing issued a report showing that the AVN was
responsible for repeated breaches of the law, attracting fines and possible imprisonment.
Since then, no action has been taken, apart from cancelling the AVN’s Charitable
Fundraising Authority.

In her February 2012 ruling upholding the AVN’s appeal against the Health Care Complaints
Commission’s Public Warning, Justice Christine Adamson confirmed the Minister’s decision
to revoke the organisation’s fundraising capacity.
I would welcome an assurance that the Department will take action in prosecuting the AVN
for these breaches without further delay,

I refer to my letter attached, dated 15 January 2013, to the Public Officer of the Australian
Vaccination Network Inc, Ms Meryl Dorey. The Australian Vaccination Network (AVN) holds NSW
Charitable Fundraising Authority Nr 11694.

In January I became aware that the AVN had held a meeting at which a new president had been
appointed. In my letter I drew Ms Dorey’s attention to the NSW Charitable Fundraising Act S47 and
the Charitable Fundraising Regulation 13 and requested the names, qualifications and occupations of
the members of the governing body of the Australian Vaccination Network Inc. It is important that
there should be transparency about the committee members of a health service provider which has
a licence to collect funds under the Charitable Fundraising Act.

Although I provided both my postal address and my email address I have received no
acknowledgement of my request, neither have I received the requested information. The Act
provides that the information should be made available within 30 days. Because of the storms and
floods in the Northern Rivers area I have allowed more than 60 days before making this complaint.

This letter is to bring to the Minister’s attention this new breach of legislation by the Australian
Vaccination Network Inc. I request that the Minister instruct the governing body of the AVN to make
public the names, qualifications and occupations of its members.

I note that failure to provide the information in my request attracts a fine of $550. As the AVN has
once again failed to comply with regulations I request that your Department commence
enforcement action, apply fines where relevant and consider cancellation of the AVN’s Charitable

Financial statements concerning fundraising appeals during 2012 financial year

I refer to my letter attached dated 15 January 2013 to the Public Officer of the Australian
Vaccination Network Inc, Ms Meryl Dorey. The Australian Vaccination Network (AVN) holds NSW
Charitable Fundraising Authority Nr 11694.

I requested audited financial statements concerning fundraising appeals conducted by the AVN
during its last financial year, 2012, as allowed for in the NSW Charitable Fundraising Act S47 and
the Charitable Fundraising Regulation 13.

I have received neither acknowledgement of my request nor the information requested, in spite of
providing Ms Dorey with both my postal address and email address. The 30 days time limit set
down in the Act for a response has lapsed. It is now more than 60 days since I made my request.

of the change of committee and the floods and storms in the Northern Rivers area. More than two
months have now elapsed and I have not had the courtesy of a response from Ms Dorey nor any
other representative of the AVN. I regard this as a very serious matter. Members of the public are
being asked by the AVN to provide funds for specified purposes but there has been no disclosure
of the amount of money raised, nor whether the funds have been used for the stated purposes.

I note that failure to provide the information in my request attracts a fine of $550.
I ask that Ms Dorey be instructed to comply with the legislation and answer my request, and the
applicable fines should be imposed. I also request that consideration be given to cancellation of
the AVN’s Charitable Fundraising Authority and deregistration of the organisation in view of their
persistent flouting of the regulations,

I can confirm that AVN has refused to provide you with a list of names, qualifications and
occupations of the members of the governing body.
Ms Dorey of AVN has advised that its refusal to release this information is based on its
view that is likely to encourage ongoing harassment of both herself and of members of the
AVN Committee. I am satisfied that there has been conduct which may be construed as
harassment of Ms Dorey and AVN and accept AVN's apprehension around aggravating
this contact should the information be released.
Public access to information is an important principle codified by section 47 of the Act. An
applicant is not required to provide reasons for a request for information; however, section
47 does not comprehend a role that may precipitate an increased risk of invective attacks
or engagement.
I am satisfied AVN has contravened the requirements of section 47 of the Act, however on
balance, am not persuaded it is in the public interest to take enforcement action at this
time.

office has acknowledged that the AVN has contravened the Act it has declined to enforce
the Act or penalise the AVN for non-compliance.

The letter from your office gives Ms Dorey’s allegations of “harassment” as her reason for
not responding to my request and as your office’s reason for not enforcing the Charitable
Fundraising Act. I find the implications of your office’s acceptance of these allegations
personally affronting. I am a senior medical practitioner of good character. I wrote a polite
business letter to Ms Dorey giving my own address. Ms Dorey did not have the courtesy to
acknowledge my letter.

Ms Dorey has a record of alleging harassment against those who have complained about the
AVN to statutory bodies. She also has a record of non-compliance with the rulings of
statutory bodies. For example, the Therapeutic Goods Administration (TGA) has issued
several orders in regards to Ms Dorey’s persistent promotion of the dangerous, non-
registered fake “cancer cure” Black Salve. In spite of several orders from the TGA (
Complaint 2012-04-022 Black Salve ; Complaint 2012-05-013 Black Salve ) Ms Dorey has
refused to publish the required retraction. Ms Dorey has also persisted in promoting this
substance, for example here, as well as with testimonials on the AVN Facebook page and on
the Black Salve Facebook page. She has not been penalised.

I used my own address in correspondence with Ms Dorey, in spite of knowing that Ms Dorey
and her associates have stalked and threatened their opponents. Most notable and cruel
was the harassment of the family of an infant who died of pertussis, harassment which still
continues. This has taken the form of emails, letters, telephone calls, abusive and derisory
internet posts and even personal contact from a member of Ms Dorey’s family. Ms Dorey
also sought to gain access to the child’s medical records.

The usual tone of the AVN with opponents is abusive. Threats of violence against named
individuals and opponents in general have been allowed to remain on the AVN Facebook
page and Ms Dorey’s personal Facebook page. Threats have even reached NSW Parliament:

 A mother, ”Debbie”, who was mislead by the deceptive name of the “Australian Vaccination
Network” is now too scared to reveal her identity.
"I hate to even say it out loud, but they say things to me like 'die you f---ing c--t, die'," she says. "My
children have had the same things said to them."

‘NSW opposition health spokesman Andrew McDonald had to call the police after a scathing speech
he gave in State Parliament criticising the Australian Vaccination Network (AVN), a group which,
despite its name, is anti-vaccination.

''May you and yours rot in hell along with the Big Pharma pricks you support,'' one email said. ''May
you choke on your own bullshit and die.'' ‘

mode of expression of AVN supporters please see the attached pdf. These comments were made during a
period of 36 hours from last Thursday night and refer to the Federal President of the AMA, Dr Steve

As a registered medical practitioner practicing in NSW I am very concerned by the anti-immunisation
and anti-public health activities of the lobby group still known by the misleading name "Australian
Vaccination Network".
I am appalled that the AVN is in possession of registration as a charitable organisation, is licensed to
collect funds from the NSW public under the NSW Charitable Fund raising Act 1991, and that
although it has been found to be in breach of the NSW CFA on numerous occasions, it has not been
penalised.
I have made objections about this to the Office of Liquor Gaming and Racing between March 2012
and April 2013. The response from the OLGR has been most unsatisfactory.
My email of complaint to the OLGR on 13/03/2012 received no response.
In December 2012 I sent a formal letter of request for information about the governing committee
of the AVN to Ms Meryl Dorey as President of the AVN. I received no reply.
In January 2013, when I became aware that AVN had a new President and governing committee, I
sent a second letter to Ms Dorey as Public Officer of the AVN requesting information about the new
governing committee and another formal request for information about the public audits of funds
collected using the AVN's charitable fundraising licence. Again I received no reply.
Because I had received no response from the AVN I complained to the OLGR. This correspondence
resulted in acknowledgement from OLGR staff that the AVN was in breach of the NSW CFA but that
it would not be penalised, and that the audit requirements and requirements for transparency for
registered charities under the Act would not be enforced in this case.
OLFR staff further stated that they accepted Ms Meryl Dorey's allegation of "harassment" as the
reason for her failure to reply to my formal letters to her as President and later Public Officer of the
"Australian Vaccination Network".
I complained to the OLGR about their offensive acceptance of Ms Meryl Dorey's word that my
respectful business letters amounted to harassment. I provided evidence to the OLGR of Ms Meryl
Dorey's harassment of others, including bereaved parents, over several years, as well as her previous
false allegations of harassment against her critics.
Receipt of my email of complaint was acknowledged but I have received no further response from
the OLGR since April 2013.
