Introduction

Samsung Engineering Co. Ltd. has awarded to KETTANEH Construction Saudi Arabia Ltd. the
subcontract for the construction of Jubail Export Refinery Project Package no.3 (Aromatics Unit),
Jubail. KSA

Purpose

The purpose of this method statement is to provide a procedure to be performed throughout the
project and to ensure conformity with project specifications and approved drawings.

Scope of Work

This method statement outlined the procedure of the installation of LV Power (armored/non-
armored) Cables, Building Wires and Control cables for Substation building nos. 1104 and 1105
in accordance with project specifications and approved drawings.

Location

Specified LV Power (armored/non-armored) Cables, Building Wires and Control Cables in the
Scope of Work shall be used within boundary limit of Substation building nos. 1104 and 1105 as
specified in the approved drawings for Jubail Export Refinery Project, Jubail, K.S.A.

Procedure of Work

LV Power (Armored/Non-armored) Cables, Building Wires and Control Cables
Installation (1 KV and below)

Prior to commencing the installation, QC inspector shall check the materials relevant to
the installation of its conformance to the standard specifications and free from defects.
Installation of electrical system shall be done by trained personnel in handling and usage
of applicable tools and equipments prior to start installation.
LV power cables, building wires and control cables in the substation buildings shall be
installed in accordance with JERES-P-104, JERES-P-111, IEC, NEC and the Approved
Design / Drawings.
Conduit / raceway installation shall be complete between outlet, junction boxes, electrical
cabinets or splicing points prior to the installation of conductors.
Verify that bushings are installed in each junction box, pull box and electrical cabinet
prior to cable pulling.
Check the cable schedule and the single line diagram to ensure that cable type and size are
correct prior to cable pulling.
Perform insulation and continuity test on power cables, wires and control cables on cable
on cable reel prior to cable pulling.
Exposed cable ends for on reel-testing shall be re-sealed and firmly secured during storage
and handling.
Perform insulation and continuity test on power cables, wires and control cables on cable
prior to installation of cable gland.

At least 150 mm (6 in.) of free conductor, measured from the point in the box where it
emerges from its raceway, shall be left at each outlet, junction, and switch point for splices
or the connection of luminaries (fixtures) or devices. Where the opening to an outlet,
junction, or switch point is less than 200 mm (8 in.) in any dimension, each conductor shall
be long enough to extend at least 75 mm (3 in.) outside the opening.
Use lubricant for ease in cable pulling.
Use fish tape when installing a pull wire.
Conductors in raceways shall be continuous between outlets, boxes, devices, and so forth.
There shall be no splice or tap within a raceway.
Installation of Conductors with Other Systems - Raceways containing electric conductors
shall not contain any pipe, tube, or equal for steam, water, air, gas, drainage, or any service
other than electrical.
Compression (crimped) type connectors shall be used for splicing and terminating stranded
conductors.
Compression terminals for cables with 150 mm2 cross section and larger shall be solid
tinned copper type.
Compression terminals for cables lower than 150 mm2 cross section can be tubular tinned
copper type.
Insulated ring tongue, locking fork tongue, flanked fork tongue, and pin type compression
(crimped) terminals shall be used for control wiring.
Only ring tongue compression (crimped) terminals shall be for current transformer circuits
Cables shall be identified by stainless steel or special plastic label held with cable ties or
similar methods.
Use only permanently imprinted or embossed wire markers of the heat shrinkable or slip
on type. Slip on wire markers shall be sufficiently tight so that they will no slip
unintentionally.
Identification of cables shall include the cable number and destination.
Check shields are grounded as specified.
Check cable color coding or phasing.
Individual control wires shall be identified by two labels at each end. The first label (closest
to the end of the wire) shall identify the number of the terminal to which the wire is
connected. The other label shall identify the terminal of the opposite end of the wire.
Individual phases shall be identified by color coding or by other means (e.g. marked A, B
and C or R, S and T). Neutral conductor shall be identified by color Blue and insulated
grounding conductor by color Green or Green with Yellow stripe.
Low voltage cables, including splices to existing cables, shall be 1000 V DC megger tested
after installation and prior to placing in service (during commissioning).

Handling and Storage
All electrical materials shall be inspected upon receipt at job site. If any defect or damage
is found, it shall be segregated and will be subject for replacement.

Loading and Unloading of electrical equipments and materials shall be properly controlled
by using guide ropes and proper lifting procedures. Straps, slings and ropes shall be used.
Manual loading & unloading can also be done for small electrical item.
The materials shall be handled at all times in a manner that prevents damage to the
electrical equipment, and its associated components.
All electrical equipment shall be adequately protected during transit from warehouse to
installation area.

Responsibilities

Site Engineer shall organize, manage and supervise all activities related to the installation
of LV power (armored/non-armored) cables, building wires and control cables with
regards to safety, quality and productivity of the over-all performance of the work.
Site Supervisor and Foreman shall arrange all the necessary manpower, tools and
equipments and implement the approved working procedure for a proper execution of
the work with regards to safety, quality and productivity.

Responsibilities

QA / QC Inspector shall make sure that all activities related to the installation of LV power
(armored/non-armored) cable, building wires and control cables are carried out in
accordance with the project specification and approved drawings.
QA / QC Inspector shall arrange inspection required with Samsung Engineering Co. Ltd. In
accordance with the QA/QC Plan. He shall maintain and keep records for all QC
Documents.

Site Engineer, Supervisor and Foreman shall assist the QA/QC Inspector whatever he
required in relation to the quality of works, procedures or documents.

Inspection

Request for Inspection shall be issued to Samsung Engineering Co. Ltd. 24 hours in advance
on weekdays and 48 hours in advance for weekends and holidays.
Inspection shall be done in accordance with the QA / QC Plan


SAFETY

Guidelines

Electrical works and testing involves working on electrical equipment and system where
voltages and/or mechanical movement exist or may suddenly occur; all personnel shall
follow the project requirements.
The manufacturers manual for individual equipment shall be consulted for any additional
safety requirements.
Barricades shall be provided whenever required for any related works that invite hazard to
working personnel.
Where utilized, scaffold shall be inspected, certified and tagged according to scaffolding
procedure.

Responsibilities

Safety Officer in conjunction with the site supervisor or foreman shall physically check
and conform that all safety requirements had been provided and implemented, where
there is a deficiency, the work will be stop until rectified.
