And there are average 5 to 10 enterpris es is doing on-the-spot survey in possible offshore destinations. Service O ffshore is playing an increasingly important role in the globalization development.

July 2008, the four Ministries have designated 16 cities, four nation-level service outsourcing demonstration zones and one service outsour cing talent 2
training base in four batches. The pattern of China service out sourcing industry presents a multi-dimensional competition trend.
At the beginning of February 2009, The State Council released t he "Reply to
Q u e s t i o n s o n t h e P r om o t i o n o f S e r v i ce O u t so u r c i n g I n d u s t r y D e v e l o p m e n t " a n d
approved 20 cities include Beijing, Tianjin, Shanghai, Chongqin g, Shenzhen, Guangzhou, Wuhan, Harbin, Chengdu, Xian, Jinan, Hangzhou, Hefei , Nanchang, Changsha, Daqing, Suzhou and Wuxi as China's service outsourcing demonstration cities, and encourage them to expand internationa l outsourcing business, and carry out a series of encourage and support measu res in the 20 pilot cities.
While at the same time, to establish international service outs ourcing talent database and long-term service outsourcing talent recruitment mechanism, as well as to set up service outsourcing research institutes and i ndustry promote organizations; strengthen service outsourcing theory research,
industry self-discipline; research and establish business infor mation data confidentiality regulations and relevant industry standards; ta ke the promotion of service outsourcing industry development as an important approach to push forward the industrial restructuring, foreign trade development mode change and employment opportunities increase for college/university graduates.
provincial capitals and economically developed cities. They hav e also obtained strong support from the central and local government, and stand s at the leading position in the domestic and foreign city competition.
With the “ Thousand hundred ten project” and the “ State Council reply” as the symbol, the development of China's service outsourcing indu stry has been elevated to the national policy and industrial upgrading level, the service outsourcing industry in China faces a decade of golden opportun ities for development. State and local governments actively and preferential the policies; strengthen of 3 accelerate development release rele vant support property pro tection; transportation, intellectual
telecommunications and network infrastructure rapid growth; the enterprise inner-quality, service quality, credit and brand are also impro ving continuously.
As the core power of China service outsourcing industry, these base cities have formed primary agglomeration effect. Relevant data shows that t he main statistical indicators of these 20 cities all accounted for mor e than 80% of the national totals. Most of these cities are located in areas with the most advanced economic development, the highest level of urbanization, the mo st favorable development conditions, with rich experiences in industry development, enterprise cultivating, talent training, investment attracting and so on.
The service outsourcing development level of these cities stand s a leading position in the domestic market, and some even become the inter national top outsourcing destinations and expand “ Chinasourcing” brand in th e international stage. At the same time, some areas with Jiangsu Province as representive, through the continuously excavation of the potent ial advantages of the region, also leads the development of service industry i n surrounding areas. Furthermore, some second-tier cities, with its outstandi ng cost advantage through differentiated position and the development l ine has become new outsourcing hotspots.
Devott believes that the development of service outsourcing ind ustry needs a complete and effective industry chain. Which means, the industr y development does not only depends on the buyer and provider situated in the two ends, but also the intermediary service institutes (consulting, research, training, certification, and service, etc.) and network service platform (e-transaction platform, public technology platform, etc. ) as well as governm ents and other
relevant participants. The maturity of these elements directly represents the development level of China’ s service outsourcing industry as a whole.
At present, the competition of the global service outsourcing i ndustry has developed into the industry chain competition from pure enterprise competition. That is to say, through the regional industrial agglomeration, the growth of leading enterprises to form dominant services and industries, and thus further improve the gathering of related industry factors, expand industry chain, and realize the industrial connection, completion and re structure to form a complete industrial chain. A relatively complete industry cha in can minimize the cost of supporting coordination cost and promote the compet itiveness of service outsourcing enterprises in the globe. Once the industri al chain formed, it will definitely attract more vertical and cooperative enterp rises to invest then result in industrial gathering as well as the promotion of virt uous circle and healthy development of the regional economy.
In all elements of industrial development, the park is the basic carrier of gathering service outsourcing enterprises and physical platform of promoting industrial chain formation. Seen from the historical point of v iew of global service outsourcing industry, building a professional outsourci ng park is the critical success factor for the service outsourcing industry in India, Ireland and other countries the world's leading outsourcing destination countries.
Devott supposes that service outsourcing parks play a core role in the promotion of industrial aggregation and development. As an indu strial carrier, through its self-development, the parks could do an effective i ntegration of other industrial development elements, including local governme nts, outsourcing enterprises, industry service institutes; thereby c ontribute to the effective development of the whole industry.
Therefore, the development status, service level and operation capability of service outsourcing industrial park directly affect the develop ment level of China’ s service outsourcing industry.
In order to further promote the development of China service ou tsourcing industry, and recommend Chinese parks with greatest investment potential and o u t s o u r c i n g v a l u e s t o t h e g l o b e , a f t e r t h e s u c c e s s f u l r e l e a s e o f “ Ch i n a s o u r c i ng

We hope to work together with the whole industry and construct the service brand of "Chinasourcing"!
Service outsourcing refers to a management mode of enterprises outsource its non-core business, to use of the best external professional tea m to undertake its operations so as to focus on its core business, cut costs, improve efficiency, enhance the enterprise’ s core competitiveness and change-handli ng ability. It mainly includes business process outsourcing (BPO), information technology outsourcing (ITO) and knowledge process outsourcing (KPO).
Carrier construction is the key point for the development and g rowth of service outsourcing industry, thus park construction has become an important tache in the development of outsourcing industry. In order to promote th e development of China's service outsourcing industry, recommend and present China’ s outsourcing parks with greatest investment potential and outsourcing value in the globe, from November 2008, Devott began the selection and e valuation of "
