Green Cities approach: Actions combine to generate
additional benefits
Substandard wastewater and storm water management system
• Combined wastewater and storm water collection network
• No wastewater treatment facility, but Vinh Yen is building one with JICA
financing
• Deteriorating water quality of Dam Vac lake
No sanitary landfill
• Private contractors collect about 110 tons of municipal solid waste daily
• Dumpsites have low service levels and are nearing capacity
• New sanitary landfill is planned
Flooding of low-lying areas around the Dam Vac Lake
• E.g., Thanh Tru, Nga Ba, Tam Duong and Lien Bao
No systematic monitoring and evaluation of water quality
• Monitoring stations are not systematically used
• Discharges into the lake are monitored, but lake water quality is not

Economy dependent on FDI in manufacturing
• Low capability of local suppliers
• Local suppliers have not invested in components or
technology to meet international standards
• Less than 10% of the car parts are sourced locally
Falling behind neighboring jurisdictions
• Ranked 43
rd
nationally in the Provincial Competitive Index
• Declining business support services and unclear property
rights are big impediments
• FDI has slowed down in recent years
Provincial expenditures growing faster than revenues
• High capital expenditures (25% - 27% of total
expenditures)
• Dependent on land sales (21% of provincial revenue)
Conditions and Trends – Economy
Honda assembly plant in Phuc Yen, Vinh Phuc
Only 85% of urban residents receive potable water
• Plan to extend the water supply system was approved but funds are insufficient
No public transportation
• Motorcycles account for 70% of trips
