The Training Regulations serves as basis for the:

$ach training regulations has four sections:
Section 1 #efinition of %ualification - refers to the group of competencies
that describes the different functions of the &ualification.
Section ! Competency Standards - gives the specifications of
competencies re&uired for effective 'or( performance.
Section " Training Standards - contains information and re&uirements in
designing training program for certain %ualification. It includes
curriculum design) training delivery trainee entry re&uirements

the industry. The follo'ing training modalities may be adopted 'hen designing training

The dualiAed mode of training delivery is preferred and recommended. Thus programs
'ould contain both in-school and in-industry training or field'or( components. #etails can

;odular<self-paced learning is a competency-based training modality 'herein the trainee is
allo'ed to progress at his o'n pace. The trainer 2ust facilitates the training delivery.

opportunity to assist the slo' learners.
Supervised industry training or on-the-2ob training is an approach in training designed to
enhance the (no'ledge and s(ills of the trainee through actual e@perience in the

Institutional ,ssessment is underta(en by trainees to determine their achievement of units of
competency. , certificate of achievement is issued for each unit of competency.

SECTION 7 NATIONAL ASSESSMENT AND CERTI3ICATION ARRAN9EMENTS
+.1 To attain the National %ualification of Security Service NC II) the candidate must demonstrate
competence through pro2ect type assessment covering all the units listed in Section 1.
Successful candidates shall be a'arded a National Certificate II signed by the T$S#,
#irector Beneral.
+.! ,ssessment shall focus on the core units of competency. The basic and common units shall
be integrated or assessed concurrently 'ith the core units.
+." The follo'ing are &ualified to apply for assessment and certification:
!.1 Braduates of formal) non-formal and informal including enterprise-based
training programs

!.! $@perienced 7or(ers D'age employed or self-employedE
+.+ Re-assessment is allo'ed only after one month from the date of assessment. Re-assessment
for National Certificate shall be only on the tas(s that the candidate did not successfully
achieved.
+.4 , candidate 'ho fails the assessment for t'o D!E consecutive times 'ill be re&uired to go
through a refresher course before ta(ing another assessment.
+.6 /nly certified individuals in this %ualification maybe nominated by the industry sector for
accreditation as competency assessor.
+.8 /nly accredited competency assessors are allo'ed competency assessment) ho'ever)
trainers 'ho are accredited competency assessors are not allo'ed to assess their trainees.
+.9 ,ssessment of competence must be underta(en only in the T$S#, accredited assessment
