Bland Chairperson Prince George's County Council County Administration Building Upper Marlboro, Maryland 20772 Dear Chairperson Bland: It is my pleasure to submit to you and the County Council the appointment of Ms. Mary Lou McDonough as the Director of Corrections for Prince George’s County. Ms. McDonough brings expertise in the management and administration of local government and is an excellent choice to serve as Director. Ms. McDonough, a resident of Mitchellville, has over 30 years with Prince George’s County government where she has gained valuable experience in the Department of Corrections, the Department of Housing and Community Development and the Department of Family Services. Since 2008, she has been Acting Director of Corrections. In this role she has shown the determination, leadership, and hard work necessary required to have a safe, compliant and effective Department. Ms. McDonough’s management approach has been to go 'back to basics' which has involved reorganization of staffing levels to provide more supervision of the cells and working units, additional emphasis on training and holding employees and supervisors accountable and terminating those that consistently violate policy. Her actions have resulted in the efficient operation of the facility and a dramatic decrease in incidents within the facility. And for the first time in ten years, the Department has maintained its fiscal year 2009 budget and did not require any supplemental funding. In 2008, the American Correctional Association re-certified the Department; Prince George’s County is only one of two jails in Maryland to hold this designation. The Department is also certified by the State of Maryland. As Acting Director, she is responsible for a budget of $69 million, a staff of 646 employees, including 493 sworn officers and 153 civilians and an average daily population of 1260 detainees housed in County facilities. Additionally, she oversees a non-detainee population of approximately 800-900 that participate in community corrections programs which includes pre-trial individuals released to the community, home detention, electronic monitoring, and day reporting offenders.

Bland Page Two Prior to being appointed to Acting Director, Ms. McDonough served as the Deputy Director of the Department's Bureau of Administration where she was responsible for overseeing the daily operations of the Bureau of Administration which included the management of fiscal, training, and compliance matters. Ms. McDonough spent over 20 years at the Department of Housing and Community Development where she successfully managed several programs. Her last position in the DHCD was as Deputy Director where she oversaw the daily operations of the Department and assisted the Director with the administration and operation of programs such as public housing, Section 8, Housing Opportunities for People with AIDS and Emergency Housing Services. Ms. McDonough earned a Bachelor of Science degree in Sociology and American History and a Masters of Public Policy degree in Public Finance from the University of Maryland. Additionally, she earned an Executive Certificate in Housing and Community Development which is a Joint Program administered through the U.S. Department of Housing and Urban Development and the University of Maryland. Active in her profession and community, Ms. McDonough is a member of the Maryland Correctional Administrators Association, the American Correctional Association, the Maryland Criminal Justice Association and is a former Chair of the Board of Trustees for Prince George’s Community College, and former Vice President of the Prince George’s County Chapter of the American Red Cross. She is a member of Holy Family Catholic Church. Ms. McDonough is a life-long resident of Prince George’s County. Pursuant to Sections 322 and 504 of the Prince George’s County Charter, I am appointing Ms. Mary Lou McDonough to serve as the Director of Corrections for Prince George’s County.
