Purpose of the Research

The general research objective is to survey current providers of preschool and/or day care
services in both Jackson and Josephine Counties to determine the type of services currently
provided and the fees charged. Additionally we will analyze whether there is available capacity,
no capacity, or a waiting list of possible clients at the facility. Specific research objectives are:
1. Contacting service providers in the Jackson and Josephine County areas.
2. Determine the variety of services offered.
3. Determine if the rates for service cover the cost of the services provided and if
supplemental sources of income (grants, scholarships, etc.) are obtained.
4. Determine if the facilities is operating under capacity or at maximum capacity with a
waiting list.
Research Design
The survey research method will be the basic research design. Each respondent will be
contacted by phone and asked to participate in the research project. If interested, the contact
will be emailed a survey. Each survey will take approximately ten minutes to complete and will
be emailed back to the research group. Providers may choose to respond to a limited number
of questions on the survey, depending on the sensitivity of the information requested and the
providers willingness to disclose that information.
Questions to be asked are:
What age groups does the provider support?
Is the provider a child care, in-home, or preschool service?
o Are they registered?
o Certified?
o Other credentials?
What are the tuition rates?
o Do they cover the full cost of the tuition?
o Are additional sources of funding received?
Does your facility offer additional child care services?
o Which ones?
o Additional cost to client? Included?
What is the max capacity of the facility?
o Number of children currently registered?
o Is there a waiting list currently?
o Are there problems filling positions?
Sample Design
A survey of approximately 140 child care facilities located throughout Jackson and Josephine
County will provide the data for this study.
Eligible respondents will be authorized personnel to provide sensitive information. Within each
facility the value in obtaining these individuals who are familiar with all levels of the facility will
be reflected in the accuracy of the study.
