MISSION:
The Santa Paula Unified School District will prepare each student academically and socially for college, career, and
global citizenship by providing rich, diverse experiences and differentiated learning opportunities, a highly skilled
and dedicated educational team, and safe, attractive schools.
The Santa Paula Unified School District, in collaboration with educators, parents, businesses, and other partners,
will ensure that our graduates are responsible community members who are prepared for college and career and
have the skills to become lifelong learners and productive citizens in a global world.

4. PUBLIC COMMENTS
a. Members of the Public that wish to address the Board must first complete a Speaker Form. Speaker Forms must be
submitted no later than five (5) minutes prior to the topic coming up for discussion on the agenda. When addressing the
Board of Trustees, please stand and be recognized by the Board President, state your full name and direct your
comments to the entire Board. Please limit remarks to three (3) minutes for all presentations unless otherwise
informed. In accordance with Education Code 35145.5, the Board cannot enter into a formal discussion or make a
decision on any matter not on the agenda for this meeting.

a. Recognition of Santa Paula High School & Isbell Middle School Migrant Education Speech and Debate Team
The Governing Board is pleased to recognize the Migrant Speech and Debate Team and their accomplishments at this year's
competition.

b. Recognition of All League First Team & MVP Student Athletes, Frontier League / Spring Sports (D)
The Governing Board is pleased to recognize the Spring Season All League First Team & MVP Student Athletes, Frontier League.

c. Recognition of District Administrative, Certificated & Classified Retirees during the 2013-14 School Year.
The Governing Board is honored to recognize this year's retirees who have demonstrated their dedication and commitment to the
students of Santa Paula.

a. Public Hearing Local Control Accountability Plan (D)
In accordance with the Local Control Funding Formula and prior to the adoption of the Local Control Accountability Plan by the
Governing Board of the Santa Paula Unified School District, all interested stakeholders are given the opportunity to comment on
the proposed plan. This is the first of two public hearings. The Local Control Accountability Plan is available for review at
http://www.santapaulaunified.org

c. California Consulting Company Update
Mr. Gamino will provide an update on the California Consulting Company and their efforts to secure federal, state and/or private
grant funding for the Santa Paula Unified School District. [Gamino]

Staff will provide a brief update on the STAR Education Summer Enrichment Program [Freeman]

e. First Reading - April 2014 Board Policy Updates (D)
The California School Board Association has released the April 2014 Policy Updates which reflect new laws. The recommendations
are being presented to the Board for their review. [Gamino]

f. District Governance Handbook (D)
The Governing Board review the Santa Paula Unified School District Governance Handbook. This handbook addresses the areas for
an effective governance team. The three areas are: Unity of Purpose, Role and Responsibilities, and Norms and Protocols.

g. Certification of Santa Paula Federation of Teachers, AFT Local 2071 (D)
The District has recieved the Amendment of Certification for the Santa Paula Federation of Teachers #2071

h. Guidelines For Preventing Heat Stress (D)
Discussion regarding BP 3516.4 Guidelines For Preventing Heat Stress [Gamino]

7. ACTION ITEMS
a. Establishment of Administrative Positions for the 2014-2015 School Year (D) (V)
Contingent upon the adoption of the District's Proposed Local Control Accountability Plan, Improving School Climate, the following
administrative positions would be established:
1.0 FTE Assistant Principal at Santa Paula High School
1.0 FTE Assistant Principal at Glen City Elementary School

b. Establishment of Certificated Positions for the 2014-2015 School Year (D) (V)
Contingent upon the adoption of the District's Local Control Accountability Plan, Increase Student Achievement in all Academic
Areas, Increase Course Access and Increase Pupil Engagement the following certificated positions would be established:
8.0 FTE Educators to Implement a Preparatory Period at the Middle School.
6.0 FTE Reading Intervention Specialists for Grades K-3.
5.0 FTE Counselors at All Sites - Potential Grant Funding.
2.0 FTE Educators to Increase the # of Electives at the Middle School and High School.
