FF UPLB Constitution

Preamble

We the members of the Filipino Freethinkers - University of the Philippines Los Baos, in order to
form a society dedicated to independent thought, reason, and the use of critical inquiry, do hereby ordain and
establish this Constitution

Article I Identity

Filipino Freethinkers - University of the Philippines Los Baos is the University of the Philippines
Los Baos chapter of the Filipino Freethinkers, a nationwide group of freethinkers in the Philippines.

Section 1. The organization established under this Constitution shall be known as the Filipino Freethinkers
- University of the Philippines Los Baos. Herein after, it may be referred to as Filipino Freethinkers
UPLB, or FF-UPLB and is to be disambiguated from Filipino Freethinkers.

Section 2. The official residence of FF-UPLB shall be located within the University of the Philippines Los
Baos.


Article II Principles and Objectives

Section 1. FF-UPLB shall promote and uphold:

1. That human decisions should be based on reason, and not influenced by authority, tradition or
other dogmas;
2. That any claim, or hypothesis should be subject to the scientific method, and conform to
evidence and reason before it can be regarded as scientific truth;
3. And that university functions and academic classes should be free from the promotion of
religious beliefs pursuant to UP System Code Section 177.

Section 2. FF-UPLB shall not promote political ideologies nor endorse any student political organizations.

Section 3. FF-UPLB shall be a venue for evidence-based discussions of any topic related to freethinking,
science, and reason including, but not restricted to, philosophy, religion, secularism, literature, and politics.
These discussions shall be free of dogma and appeals to authority.

Section 4. FF-UPLB shall actively strive for a UPLB community where freethinkers can live free from all
forms of violence, discrimination, and prejudice, with their rights fully protected by a university
administration and a national government in which their opinions are fairly and adequately represented.

Section 5. FF-UPLB shall support no action respecting an establishment of religion, or prohibiting the free
exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people to peaceably
assemble, and to petition the university administration for a redress of grievances.

Section 6. FF-UPLB shall promote the public understanding of science and shall actively campaign against
pseudoscience.


Article III Membership and Application

Section 1. There are five types of FF-UPLB members.
1. Resident members are University of the Philippines Los Baos registered undergraduate and
graduate students who have applied for membership, passed the evaluation process set by the
Membership committee, and have attended at least two consecutive General Assembly meetings.
They are the only ones that can be considered active members. (Membership procedures in by-laws)
2. Alumni members are previous resident members of FF-UPLB who have graduated from the
University of the Philippines Los Baos.
3. Non-resident members are FF-UPLB supporters who are not enrolled in any University of the
Philippines Los Baos program and are not alumni members but have attended at least two
consecutive General Assembly meetings.
4. Faculty advisers are members who have agreed to serve in this capacity and are members of the
University of the Philippines Los Baos faculty.
Section 2. Active membership can be renewed by resident members by reapplying to FF-UPLB at the start
of each academic semester and attending at least two successive General Assembly meetings. Renewal is
effective for one semester. Inactive membership is assumed for previously active members who have failed to
reapply.

Section 3. Membership shall not be denied on grounds of ethno-linguistic background, religious affiliation,
political ideology, gender or sexual orientation.


Article IV Rights and Duties of Members

Section 1. Rights
1. All members have the right to use FF-UPLB facilities and materials.
2. All members have the right to choose a committee and actively participate in it.
3. Active resident members have the right to run for office, provided that they are qualified.
4. Active resident members have the right to vote.
5. Active resident members have the right to recommend the suspension of a member or the
impeachment of an officer, following due process.
6. All members have the right to speak out and be heard by the General Assembly.
7. All members have the right to undergo due process before any disciplinary action is taken against
them.
Section 2. Duties
1. All members have the duty to uphold the FF-UPLB Constitution.
2. All members have the duty to maintain peace and order within the organization and refrain from
any action, active or otherwise, which may be detrimental to FF-UPLB.
3. Active resident members have the duty to participate in all FF-UPLB activities.
4. All members have the duty to be involved in a committee and actively participate in it.
5. All members have the duty to maintain and improve the facilities of FF-UPLB.

6. Resident members have the duty to pay their fees and other financial obligations.
7. In case of inactivity, members have the duty to submit a fully accomplished form of inactivity,
signed by all the members of the Executive Committee, to the Membership Committee head.
Article V Officers

Section 1. The officers shall be composed of the President, the Vice President, the Secretary, the Finance
Committee Head, Membership Committee Head, and the Public Relations Head.

Section 2. To be qualified to be an officer, a resident member must:
1. Have had at least one year of active membership prior to election;
2. Have good academic standing in the previous semester.

Article VI Duties of Officers

Section 1. The President shall:
1. Exercise general supervision over FF-UPLB activities or committees, and operations.
2. Head the Executive Committee.
2.1. Formulate guidelines regarding the operations of the Executive Committee.
2.2. Preside over Executive Committee meetings.
2.3. Supervise the effective implementation of guidelines, or policies decided upon by the
Executive Committee.
3. Call for and preside over all assemblies of FF-UPLB.
4. Coordinate with the faculty advisers.
5. Represent FF-UPLB in an official institutional capacity in inter-organizational affairs.
6. Sign all official letters as representative of FF-UPLB.
7. Act as co-signatory in all bank transactions.

Section 2. The Vice President shall:
1. Assume the duties of the President in cases where the President cannot perform his/her duties
either temporarily, or permanently.
2. Assist in the accomplishment of the duties of the President.

Section 3. The Secretary shall:

1. Draft, file, and post the minutes of all the meetings of the Executive Committee and of FF-
UPLB.
2. Act as custodian for documents and records of FF-UPLB.
3. Prepare official correspondence and reports.
4. Submit a tentative calendar of activities to the Executive Committee.
5. Disseminate information, announcements, and updates to member of FF-UPLB.
6. Maintain the FF UPLB e-mail account.

Section 4. The Finance Committee Head shall:

1. Delegate finance-related tasks to his/her committee members.
2. Keep an account of FF-UPLB funds and expenditures.
3. Report on the financial state of FF-UPLB after each semester and FF-UPLB project.
4. Set the amount of all fees upon consultation with the General Assembly.
5. Deposit, withdraw and receive funds in behalf of FF-UPLB with the President as cosignatory.
6. Initiate fund-raising activities.

Section 5. The Public Relations Head shall:
1. Delegate publicity-related tasks to his/her committee members.
2. Be in charge of the production and maintenance of the presence of FF-UPLB in the media.
3. Coordinate the publications concerning FF-UPLB.
4. Manage all promotional materials and publications pertaining to the organizations activities as
well as handle the approval process required for posting.
Section 6. The Membership Committee Head shall:

1. Delegate tasks to his/her committee members.
2. Provide a list of active resident members who can run for office on the day of the nominations.
3. Be in charge of the recruitment of members and evaluation process of applicants.
4. Organize activities that will promote camaraderie among the members.
5. Record the attendance of members during meetings, or project proper.
6. Keep records of the members (e.g. information sheet).


Article VII Committees

The standing committees in FF-UPLB are the Executive Committee, the Membership Committee,
Financial Committee, and the Public Relations Committee. Ad hoc committees may be formed if found to be
necessary.


Article VIII General Assembly

Section 1. The General Assembly is the highest policy-making body of FF-UPLB and shall have final
authority over any action the organization decides to take, except in matters otherwise stated in this
Constitution.

Section 2. The General Assembly shall consist of all active resident members of FF-UPLB.

Section 3. The General Assembly shall convene twice a month, at least once every two weeks.

Section 4. The General Assembly should consist of a quorum of more than 50% of the total active resident
membership in order to be considered legitimate.

Section 5. The final meeting of the General Assembly shall convene one month before the end of classes for
the second semester of the academic year. These meetings shall be set aside for the election of new officers
and hearing reports from incumbent officers.

Article IX Executive Committee

Section 1. The Executive Committee is the overall governing body of FF-UPLB.

Section 2. The Executive Committee shall be composed of the President, the Vice President, the Secretary,
the Finance Committee Head and the Public Relations Head.

Section 3. The term of each member of the Executive Committee shall begin on the first day of summer
classes and end on the first day of summer classes of the succeeding academic year.

Section 4. The Executive Committee shall:
1. Be responsible for the overall supervision of FF-UPLB.
1.1. Coordinate the activities of all ad hoc committees
1.2. Approve proposals of activities of committee heads
2. Set the goals and the direction of FF-UPLB in accordance with this Constitution and upon
consultation with the General Assembly and the Filipino Freethinkers board of directors.
3. Consult with the Filipino Freethinkers board of directors at least thrice a semester for the
appraisal of planned activities.
4. Formulate guidelines and policies to ensure the proper functioning of FF-UPLB.
5. Set the dates of meetings of the General Assembly.
6. Create ad hoc committees when deemed necessary.
7. Decide on the proper appropriation of FF-UPLB funds.
8. Decide on cases regarding disciplinary actions.
9. Approve the application of new members upon recommendation by the Membership committee
head.
10. Prepare the incoming Executive Committee for its term.
11. Be responsible for any unsettled accounts from the previous term.
12. Decide on the legitimacy of recommendations for expulsion.
13. Present the organizations official position as ratified by the Filipino Freethinkers board of
directors.

Section 5. The Executive Committee shall consult the General Assembly before any decision regarding FF-
UPLB is implemented.

Article X Elections and Tenure

Section 1. Nominations of officers shall be held two weeks before the final meeting of the General Assembly
for the second semester of the academic year.

Section 2. The nomination, campaign, and election proceedings shall be supervised and facilitated by the
Electoral Board, which shall convene two weeks before the final meeting of the General Assembly. The
members of the Electoral Board shall be composed of four active resident members who were not nominated
for a position and are elected by the General Assembly via a public vote.

Section 3. Campaign period shall last for two weeks beginning on the day after the nominations and ending
on the day of the final meeting of the General Assembly for the second semester of the academic year. (By

Section 4. Election of officers shall be held on the day of the last meeting of the General Assembly for the
second semester of the academic year.

Section 5. Election of officers shall be conducted by secret balloting.

Section 6. Only active resident members are qualified to vote.

Section 7. Incumbent officers may seek reelection for the same office.

Section 8. Quorum is more than 50% of the total active resident membership.

Section 9. Counting of the votes and proclamation of the winners shall be done on the day of the election by
the Electoral Board.

Section 10. A candidate is proclaimed a winner if he/she gets more than 50% of the votes of the quorum. If
no candidate satisfies the condition, the top two candidates shall vie for the position again. The winner will be
determined if he/she gets the majority of the votes casted on the second round.

Section 11. Elected officials shall hold office for one year, starting on the first day of summer classes.


Article XI Impeachment, Expulsion, Resignation and Withdrawal of Membership

Section 1. An officer may be impeached or a member may be expelled on any of the following grounds:
1. Gross neglect of duty for officers. (to be explained in by-laws)
2. Any violation of the Constitution.
3. Maligning the reputation of FF-UPLB, or Filipino Freethinkers.
4. Malicious acts against the interests of FF-UPLB, or Filipino Freethinkers.
5. Malversation of FF-UPLB funds

Section 2. Impeachment or expulsion process may be initiated by forwarding a formal complaint to any
member of the Executive Committee

Section 3. Motion for impeachment or expulsion shall be presented by the Executive Committee to the
General Assembly.

Section 4. The Executive committee shall conduct an investigation on the complaint and present its finding
not later than two weeks after the filing of the complaint

Section 5. An officer is impeached or a member is expelled if at least two-thirds of the active resident
membership vote is in favor of the motion for impeachment/expulsion.

Section 6. The resolution of the General Assembly may be overruled by a unanimous vote of the Executive
Committee.

Section 7. Impeached officers shall retain their membership unless there are grounds for their expulsion.

Section 8. Officers who are respondents, or complainants in an impeachment or expulsion case shall not be
part of the investigative committee.

Section 9. Officers in an impeachment or expulsion case and members involved in an expulsion case have
the right to defend themselves.

Section 10. An officer may resign from his duties upon his own volition by submitting a resignation letter to
the Executive Committee not less than a month before its effectivity.

Section 11. A member may file a withdrawal of his/her membership upon his own volition by submitting a
letter to the Executive Committee.

Article XII Succession

Section 1. If the President is impeached, resigns, or is unable to complete the entire term for any reason, the
Vice President shall take over as President and the active resident membership shall convene to nominate a
new Vice President not later than the next meeting of the General Assembly and shall elect a new Vice
President not later than the next meeting of the General Assembly after the nominations.

Section 2. In cases of multiple vacancies, nominations for special elections shall be done not later than the
next meeting of the General Assembly.

Section 3. Those elected in special elections shall be inducted not later than three days after the elections.

Section 4. Special elections shall be governed by Article X.

Article XIII Advisers

Section 1. FF-UPLB shall have one Junior Faculty Adviser and one Senior Faculty Adviser selected by the
Executive Committee upon consultation with the General Assembly.

Section 2. Faculty Advisers shall guide FF-UPLB.

Section 3. Any member of the University of the Philippines Los Baos faculty can serve as Faculty Adviser.

Section 4. There is no limit to the number of academic years a Faculty Adviser may serve.

Article XIV Amendments

Section 1. Amendments to the Constitution shall be proposed to the Secretary and shall be acted upon not
later than the next meeting of the General Assembly.

Section 2. Amendments shall be adopted upon the approval of two-thirds of the quorum and can only be
acted upon after one week of prior notice to the active resident membership.

Article XV Ratification

This Constitution shall take effect immediately upon its ratification by more than 50% of the active
resident membership during a Constitutional Convention.

Article XVI Dissolution

FF-UPLB may be dissolved at any time at the behest of the Filipino Freethinkers board of directors.
