In these times these men and women becomes the martyrs the Imperium needs.

Agitators
While not the cause or leaders of any rebellion or uprising themselves, these brave individuals are none-the-less important. Normally working their way up in any rebellion through deed or sacrifice means these men and women know what needs to be done. On most worlds these people choose not to hide behind the cloud of secrecy that others may choose. Instead they openly and publicly announce their intentions and begin to bring others into the fold. It is because of this that more people will flock to such an uprising and thus gives the Agitators power within such a movement. A single person like this is a threat to any occupying force. As such these people are hunted and executed as fast as possible. However that normally causes more problems for the occupying force. As hundreds and thousands begin to erupt from their hiding and safety to hail the fallen as their hero so to does the rebellion take on a new phase. War.

Command Cell Cadre
At the heart of any true Insurgency is some sort of command. While sometimes that may be some shadowy figure of renown more often than not it is a small group of hidden figures who control everything from behind the shadows. While the actual identities of the members may never be known the fear and support these men and women wield is powerful. Whole worlds can fall to their uttered commands as masses rush into enemy forces to die for the cause. While some may be of nobility or military background many are nothing more than frustrated people with the connections and will to cause a change, be it for the better or for their own personal gains. Throughout the Imperium these men and women are considered radicals and in need of a good bolt round to the head. The truth though is much more vague. While some do indeed raise to power to through down the shackles of the Imperium others come to light as a world is falling to Xeno or Chaos influence.

Never the less, everyday on many worlds people thought to have connections to organazations of change and progress are tried, killed and made examples of.

Special Rules
Low Ammo, Bandito, Manpower Points Central Power: If the Command Cell Cadre is on the board all units also on the board gain +2 to their Leadership. Should the Command Cell Cadre be killed however all units on the board must make a Leadership test or begin to fallback. For the Cause!: As long as a single member of the Command Cell Cadre is alive any unit with the Insurgents special rule may attempt to

regroup even if under 50% of its starting strength.

Special Rules
Low Ammo, Bandito, Insurgent, Independent Character, Manpower Points One of the Men: At the start of the game each Agitator may be placed into any of your own units. If placed into one he no longer counts as an Independent Character and will count as part of the unit for all effects, kill points and rules. While attached to the unit the Agitator may use any of the Special Trainings bought for the squad. Icon: Agitators are important to the people. As such any unit joined by an Agitator will use his Leadership and be allowed to reroll any failed moral checks. Should the Agitator die before the squad then the squad becomes fearless for the remainder of the game.
