DeKalb County Housing Authority and the Lithonia Housing Authority
have failed to achieve the major goals of the program as stated in
the manual such as:
  Encourage participating families to exercise their rights under
freedom of choice housing.
  Reduce areas of high minority concentration with very low-
income families.
  Encourage affordable housing providers to rent decent, safe,
and sanitary housing to low-income families including housing
opportunities for elderly and disabled/handicapped persons.
  Create, maintain and encourage programs that assist families
and help them become economically self-sufficient.
  Provide timely monthly rental assistance payments as
incentives to private property providers to rent to participating
families in the DCHA rental assistance program.
